Abstract

Fenomena golput, faktor penyebab abstain di Indonesia, fenomena pantangan yang sering terjadi pada pemilihan lokal di Indonesia, dan kemungkinan perlindungan hukum bagi masyarakat yang melakukannya dan tidak memberikan hak suaranya. Peneliti mencoba untuk menganalisa apa penyebab terkait dengan abstensi (Golput) dalam pemilihan lokal Indonesia yang akan membandingkan kasus-kasus di pulau Jawa. Penelitian ini menggunakan pendekatan penelitian kualitatif, yaitu pendekatan yang digunakan untuk mengolah data tanpa menggunakan hitungan angka (statistik). Kerangka penulisan kualitatif ini menyampaikan data dalam narasi, baik dalam bentuk kata-kata atau kutipan orang, teks, atau wacana lainnya. Sejalan dengan pernyataan sebelumnya, Bogdan dan Biklen, seperti dikutip Sugiono, juga berpendapat bahwa penelitian kualitatif adalah penelitian deskriptif di mana data dikumpulkan dalam bentuk kata-kata atau gambar, bukan angka (Sugiyono, 2019). Pendekatan kualitatif ini dilakukan melalui pemaparan pendapat atau pemahaman para ahli tentang fenomena apa yang dialami oleh subjek penelitian (Sugiyono, 2019). Hasil penelitian ini menunjukkan bahwa Alasan individu berperilaku pantang sesuai dengan karakteristik dapat dilihat dari usia. Alasan untuk tidak berpartisipasi dalam memilih dibagi antara alasan administratif dan teknis atau individu. Sedangkan dalam hal gender, di antara pria, abstain sebagian besar terjadi karena teknis / pribadi, sementara di antara abstain, wanita lebih banyak terjadi karena alasan administrasi. Memang, golput bukanlah pilihan yang bijaksana, tetapi Golput adalah hak suara. Dikarenakan pertama, opsi untuk tidak memilih adalah bentuk pemborosan anggaran Negara. Kedua, legitimasi kekuasaan caleg terpilih tidak mewakili aspirasi rakyat, dalam artian legitimasi uji materi dan uji publik calon terpilih tidak sah dan dapat menimbulkan pembangkangan sipil di masa depan. Abstract

This study aims to research related to planning and solving urban infrastructure problems with the Literature Review method, namely reading and reviewing main ideas on the same topic to add and also strengthen the arguments and views or opinions of the author on the topic to be raised in this study. In addition, by using a review paper, the authors can also see the shortcomings of previous studies so that they can make improvements and a more regular and systematic formulation. This research reveals that in the planning process infrastructure development must have the impact and consequences of development planning so that problems do not occur in the development process. In the development process, another thing is to look at the environmental impact of infrastructure that will later be generated from development projects that will be initiated primarily in an urban area that has modern characteristics by involving the community in carrying out infrastructure development. Abstract

Observing the dynamics of existing coalitions, the 2024 presidential election allows for the formation of four coalition axes. As of today, the United Indonesia Coalition (KIB) is the first coalition to be declared in June 2022. Holding 26.82% of the DPR seats, the Golkar Party, PAN and PPP are in a coalition to face the 2024 General Election (Pemilu) and Presidential Election (Pilpres). The Gerindra Party and PKB appear to be the second axis coalition with 23.66% of the DPR seats. Meanwhile, the combination of the Nasdem Party, PKS and Democratic Party which formed the Change Coalition was able to accumulate the largest number of votes with 28.35% of the DPR seats. As for the PDIP, even though it has not yet appeared to build a coalition with other parties, it has a presidential boarding pass threshold of 20% to directly advance in the presidential election without having to form a coalition with other parties. This research uses a descriptive method with a qualitative approach. Research Method This research uses a qualitative approach with problem research aimed at obtaining an in-depth and comprehensive description of a phenomenon experienced by research subjects. Discussion results Based on the results of mapping political party support, the KPU noted that the Advanced Indonesia Coalition (KIM), which supports Prabowo Subianto-Gibran Rakabuming Raka, is a political party coalition that has the most valid votes in the 2019 General Election results. The Advanced Indonesia Coalition has 59,762,053 votes. The decision to form a coalition with a political party which initially had opposing ideologies and nominate a candidate pair outside the cadre must ultimately be taken by the political party when it is about to advance in the contest. This is because the voting public in Indonesia is pragmatic. People look more at popular figures or the high electability of candidate pairs, rather than looking at the vision, mission or programs offered by political parties.

Abstract

Malang city includes the city of education and through the application of Inarisk Personal as one of the areas prone to disasters, especially floods of high class categories and earthquakes of moderate grade categories. Therefore, an effort is needed to educate school residents both students and educators in terms of disaster mitigation through the Disaster Safe Education School (SPAB) program, considering that students have the right to sustainability by providing an atmosphere and environment that ensures the learning process, health, safety, and safety of students are guaranteed at all times and also children have specific needs in the face of disaster hazards and all such efforts are carried out by inviting children to participate actively. The method used in this research is qualitative method with descriptive approach according to Creswell that begins with assumption, interpretation/ theoretical, and research problem that examines how individual or group interpret social or humanitarian problems. The results showed that in the implementation of the Sekolah Pendidikan Aman Bencana (SPAB), school residents, both educators and especially learners, know what to handle at the time of a disaster through a dissemination stage consisting of socialization, visualization and also disaster simulation, and there is a stage of monitoring or monitoring to see the extent to which the output is conveyed well to learners , and program evaluation is related to measuring the extent of students' understanding after the implementation of the SPAB program.

Abstract

This study describes the policy response to the conversion of agricultural land in Malang City from the perspective of Network Governance which was coined by Keith G. Provan. This departs from the fact that in five years there has been a quite massive conversion of agricultural land in Malang City so that which threatens food availability. The collaboration pictured involves the Department of Agriculture and Food Security, the Department of Trade, and the Malang Subdivre Bulog Public Corporation. The research method used in this research is descriptive qualitative. The research resulted in the findings that the implementation of inter-agency network governance has been carried out well through the main program, namely market operations which are intended to provide access to food to the public at a standard price. However, there are several obstacles in carrying out the network management, including the quality of rice distributed and Malang City which does not have City Government Rice Reserves.

Abstract

Rangkaian bencana yang dialami Indonesia, khususnya pada tahun 2004 dan 2005, telah mengembangkan kesadaran mengenai kerawanan dan kerentanan masyarakat. Sikap reaktif dan pola penanggulangan bencana yang dilakukan dirasakan tidak lagi memadai, sebaliknya sikap lebih proaktif, menyeluruh, dan mendasar dalam menyikapi  bencana, hal ini tidak hanya tanggung jawab pemerintahan saja tapi juga masyarakanya harus secara aktif ikut serta. Masyarakat tangguh bencana mampu mengantisipasi dan meminimalisir kekuatan yang merusak, melalui adaptasi, mampu mengelola dan menjaga struktur dan fungsi dasar tertentu ketika terjadi bencana, jika terkena dampak bencana, mereka akan dengan cepat bisa membangun kehidupannya menjadi normal kembali bahkan dengan cepat memulihkan diri secara mandiri. Metode pendekatan yang digunakan dalam kegiatan ini yaitu dengan melakukan pendampingan, pendidikan dan pelatihan sebagai upaya meningkatkan kemampuan mitra, dalam hal ini perangkat desa, pengurus lembaga desa, dan masyarakat pada umumnya dalam mengetahui dan memahami pengelolaan bencana mulai dari pra bencana, saat bencana dan pasca bencana. Dengan memberikan pendampingan, pendidikan dan pelatihan mengenai pengelolaan bencana pada mitra, diharapkan kapasitas atau kemampuannya dalam mengetahui dan memahami pengelolaan bencana sehingga tujuan untuk mewujudkan desa tangguh bencana dapat dilaksanakan dengan menyelesaikan beberapa persoalan yang belum dipenuhi. Wujud tanggungjawab pemerintah terhadap masyarakatnya dalam hal penanggulangan bencana, karena masyarakat yang merupakan penerima dampak langsung dari bencana, dan sekaligus sebagai pelaku pertama dan langsung yang akan merespon bencana disekitarnya, maka masyarakat perlu dibekali dalam konteks pemberdayaan agar menjadi tangguh. Adapun ketangguhan terhadap bencana bercermin pada kemampuannya dalam memiliki daya antisipasi yaitu apabila masyarakat sudah mempunyai wawasan tentang kebencanaan, daya proteksi yaitu mempersiapkan diri pada sarana yang dimiliki, daya adaptasi yaitu berpedoman pada konsep pengurangan resiko bencana dan daya lenting apabila sudah mempunyai modal sosial untuk kembali normal.

Abstract

Abstract Disaster management (DM) gets a new dimension with the ratification of Law No. 24 (2007) on disaster management followed some related rules. DM as an thorough effort is started by disaster risk reduction, emergency, rehabilitation, and reconstruction. Based on the authority, DM needs to be in a comprehensive policy level ranging from national, regional, up to the village scope as a front guard of the government, though DM is not only the responsibility of government, where the people have to also actively participate. Pujiharjo Village, Tirtoyudo District, Malang, is one of villages potentially affected by natural disasters, ranging from erosion and flooding. This village as the smallest government unit interacting with the community, has policies that are poured into village regulations (Perdes) about the disaster management with local knowledge to reduce disaster risk. Thus, the community is expected to be tougher because they can anticipate and minimize the disaster risk by breakthrough adaptation, ability to handle and keep the structure, and function certain basic in times of disasters. Even if affected by any disaster, they would quickly rebuild into normal or at least can independently recover. Desa Tangguh (Tough Village) as a national program of BNPB, can also act as the responsibility of a government against people in the disaster management. Keyword : Disaster Management, Regulations, Village Abstrak Penanggulangan bencana (PB) mendapat dimensi baru dengan diterbitkannya UU No. 24 (2007) tentang penanggulangan bencana yang diikuti beberapa aturan terkait. PB sebagai upaya menyeluruh dan proaktif dimulai dari pengurangan risiko bencana, tanggap darurat, rehabilitasi, dan rekonstruksi. Berdasarkan kewenangannya, PB perlu memiliki kebijakan komprehensif mulai dari tingkat nasional, regional, hingga ruang lingkup desa sebagai ujung tombak pemerintahan, meski PB bukan hanya tanggung jawab pemerintah, di mana rakyat juga harus ikut aktif. Desa Pujiharjo, Kecamatan Tirtoyudo, Malang, adalah salah satu desa yang berpotensi terkena bencana alam, mulai dari erosi hingga banjir. Desa ini sebagai unit pemerintah terkecil yang berinteraksi dengan masyarakat, memiliki kebijakan yang dituangkan ke dalam peraturan desa (Perdes) tentang manajemen bencana dengan pengetahuan lokal untuk mengurangi risiko bencana. Dengan demikian, masyarakat diharapkan lebih tangguh karena mereka dapat mengantisipasi dan meminimalkan risiko bencana dengan melakukan terobosan adaptasi, kemampuan menangani dan menjaga struktur, dan fungsi dasar tertentu pada saat bencana. Bahkan jika terdampak bencana, mereka akan dengan cepat membangun kembali hingga normal atau setidaknya dapat pulih secara mandiri. Desa Tangguh sebagai program nasional BNPB, juga dapat berperan sebagai tanggung jawab pemerintah terhadap masyarakat dalam manajemen bencana. Kata kunci: Penanggulangan Bencana, Paraturan, Desa

Abstract

This study aims to provide a more detailed understanding of smart city sustainable development planning using a systematic literature review method, by re-reading previous research studies that are deemed relevant to the discussion of the theme of Planning and Sustainable Development. Articles are taken from publications of various publishers using the SCOPUS database and are given a limitation of the year of publication within 2020. The results of this study display 270 articles that are relevant to the topic of this research. The figure is obtained from the number of (.ris)-formed files which is exported to Mendeley software. Then a paper review is done to see the shortcomings of previous research so that improvements can be made to make the discussion more structured, starting from planning to implementation. The limitation of this research is that the examples of articles presented are different from the conditions that exist in each country, so there needs to be a critical understanding of the government system in the examples that are used as references. Other than that, special considerations are needed in determining equations and new discoveries from articles that are used as reference to develop the main idea according to the chosen topic and title.

Abstract

This study was intended to explain the phenomenon of identity politics and political dynasties in the holding of simultaneous elections in 2020. The focus of this study was looking at the issue of identity politics and political dynasties in several regions, including Solo, Medan, South Tangerang, and Central Kalimantan, which were case studies of identity politics and political dynasties issue in the 2020 elections. This research used a type of qualitative research with a descriptive approach. Data was obtained through literature studies by looking at previous research based on the same topic and news in the mass media about the issue of identity politics and political dynasties. The study found that identity politics and political dynasties still occurred in some regions, i.e., in Solo, Medan, South Tangerang, and Central Kalimantan. In addition, hate speech, black campaigns, and hoax issues had sprung up with different models through social media and billboards.
