Abstract

This policy analysis evaluates the implementation of Law No. 1 of 1970 on Occupational Safety in Indonesia, focusing on its effectiveness, challenges, and relevance in the Industry 4.0 era. With technological advancements and changing work conditions such as remote work and automation, the law is considered inadequate to address emerging risks. Using a qualitative approach, the analysis examines the legal framework, regulatory overlaps between the Ministry of Manpower and the Ministry of Health, and the effectiveness of field inspections. Findings reveal significant challenges in the law's implementation. Workplace safety inspections are suboptimal due to limited numbers and quality of inspectors and insufficient use of technology in monitoring. Several studies highlight how decentralized labor inspections at the provincial level lead to poor coordination and resource allocation. Additionally, penalties such as a maximum fine of IDR 100,000 fail to deter violators effectively. Recommendations include revising Law No. 1/1970 to address modern challenges, increasing the number and capacity of occupational safety inspectors, and adopting sensor-based real-time monitoring technologies. Stronger administrative sanctions, as seen in ISO 45001 standards, are necessary to enhance compliance. Training and awareness programs should also target SMEs with low compliance levels, ensuring improved workplace safety across industries.

Abstract

The new curriculum (2013 curriculum) encourages implementing the higher-order thinking skills (HOTS) approach in learning Islamic religious education in each academic unit in Indonesia. This paper intends to study the HOTS implementation trend in the learning process of Islamic religious education in Madrasas and schools. The method in this study is a systematic literature review. Researchers found that this trend began to emerge after implementing the 2013 curriculum by the Indonesian Government, where the curriculum used a scientific approach. Teachers, educators, and experts' efforts in implementing HOTS in Islamic Education learning can be grouped into two categories. The first is that they innovate the HOTS-based learning process, and the second is those who develop HOTS-based assessment instruments. Several innovations in the learning process were carried out by applying various learning methods, models, and strategies. The application of HOTS-based learning in Islamic Education learning can improve learning quality to be more effective, efficient, fun, and meaningful. This improvement, then, has an impact on increasing the quality of learning achievement. This study provides highlights and helps to understand the results of previous studies that discuss HOTS using systematic reviews in the implementation of Islamic Religious Education in Madrasas and Schools.

Abstract

This community service activity originates from the ongoing challenges faced by higher education institutions in improving the quality of academic writing, particularly theses, which is highly relevant in the Master's Program in Educational Management at Universitas Negeri Jakarta (UNJ), where students often struggle with critical thinking and the application of appropriate methodologies. The objective of this activity is to enhance students' academic writing skills through an online workshop focused on thesis preparation, covering aspects such as research methodology, data analysis, and structured academic writing. The workshop, held on August 4, 2025, via Zoom Meeting, was attended by 76 active students and featured three experts in the field of educational research who presented material on research frameworks, methodologies, and academic writing techniques. The methods used included synchronous presentations, interactive Q&A sessions, and group discussions facilitated by a moderator. The findings indicate that the workshop significantly improved students' cognitive, affective, and psychomotor competencies in thesis writing, with active participation and direct interaction with the speakers boosting students' confidence and problem-solving skills. However, technical challenges, such as unstable internet connections, presented barriers. Factors influencing the workshop's effectiveness include speaker competence, student engagement, peer collaboration, technological readiness, and institutional support. The implications of this workshop emphasize the importance of ongoing technical training for both students and lecturers, improvements in digital infrastructure, and continuous mentoring to maintain the quality of academic writing. This model can be further developed into a structured support system for thesis writing in similar academic environments.

Abstract

This research focuses on studying the dynamics of the trade union movement in Indonesia in a historical review and current map of the Trade Union Confederation/Labor Unions registered with the Ministry of Manpower. This study is a qualitative combination of literature and empirical research, combining literature and field data to explore the dynamics of trade unions in Indonesia, especially confederations. Since the 19th century, the birth of the Dutch East Indies Teachers' Workers' Union in 1879 began the emergence of the Workers' Union Movement (SP) or Labor Unions (SB) in Indonesia. These labor organizations, especially in the transportation and plantation sectors, played a central role in Indonesia's struggle for independence. Over time, various labor organizations emerged that played a key role in national political dynamics, such as VSTP, PPKB, and the Indian Vakbonden Association (PVH). Despite experiencing challenges during the Japanese occupation and the failure of the PKI's political action in 1926, the labor movement continued to develop until post-independence, with a major role played by organizations such as SOBSI in the Old Order era, SPSI in the New Order era, and various organizations that emerged during the Reformation era. Since the Reformation era, new trade unions have emerged and old unions have emerged, driven by political reform and the rapid growth of trade and labor unions. The latest mapping shows that more than 4 million workers/laborers are members of more than 20 organizations under various federations and confederations. Organizations such as KSPSI AGN, KSPSI JUMHUR, KSPI, and KSPSI YRS have the most members.

Abstract

This study aims to provide an overview and address the challenges associated with the implementation of labor protection policies for outsourcing workers in Indonesia. Employing a qualitative approach with a descriptive method, the research delves into a comprehensive and in-depth examination, supported by a literature review. The study's recommendations include reinforcing supervision and law enforcement by actively monitoring outsourcing activities to strengthen oversight and ensure rule enforcement. Implementing stringent measures against outsourcing companies that frequently disregard administrative sanctions by applying penalty rules, such as fines, is also proposed. Enhancing transparency in agreements or Memoranda of Understanding (MoU) between primary companies and outsourcing firms and improving data collection processes are crucial aspects of the recommendations. Beyond policy suggestions, the study aspires to contribute insights to fortify Government Regulations post the enactment of Law No. 6 of 2023. Proposed enhancements involve strengthening operational permit requirements for establishing outsourcing companies by introducing a deposit component, seeking association recommendations for outsourcing companies during the permit application process, specifying sectors for outsourcing, and regulating the technical improvement of outsourcing workers' skills.
