Abstract

Artikel ini menganalisa tentang akuntabilitas dalam penerapan SIPOL pada pendaftaran calon peserta partai politik pemilu tahun 2019 dengan perspektif good governance. Akuntabilitas KPU mulai dipertanyakan setelah ketidakpuasan parpol terhadap program SIPOL. Terdapat dua hal yang ingin dijawab dalam penelitian ini, yaitu pemenuhan prinsip-prinsip akuntabilitas dalam penerapan SIPOL pada pemilu dan pemenuhan prinsip-prinsip good governance dalam penerapan SIPOL pada pemilu. Penelitian ini menggunakan metode penelitian kualitatif dengan melakukan pencarian literatur dan wawancara terhadap beberapa narasumber. Dengan menggunakan teori akuntabilitas public dan konsep good governance, penelitian ini menemukan bahwa KPU telah memenuhi prinsip akuntabilitas dalam penerapan SIPOL dilihat dari penyajian informasi, sosialisasi massif dan informasi yang jelas pada stakeholder. KPU juga telah melakukan prinsip transparansi, partisipasi dan responsivitas. Namun demikian, KPU belum maksimal dalam menerapakan satu prinsip akuntabilitas yakni pelayanan yang memuaskan bagi masyarakat. Meski SIPOL belum sempurna, namun penerapan SIPOL merupakan langkah baik bagi demokratisasi di Indonesia.

Abstract

The increase in the amount of plastic waste is a worrying environmental problem, due to the nature of plastic that is difficult to decompose. This article analyzes GreenPeace's strategy for handling plastic waste problems in Jakarta during 2017-2020 and the obstacles that occur in implementing the strategy. The research uses qualitative research methods, data collection comes from primary data through interviews with informants and secondary data through literature studies from various sources. Using the theory of NGO strategy put forward by John McCormick to see the GreenPeace method in solving the problems that occur. The results showed that GreenPeace carried out several strategies in handling plastic waste in Jakarta with a tendency to use five of the nine strategies described by John McCormick, namely the strategy of working with Elected Officials, Bureaucrats, and Employess of corporations by holding activities with the theme of plastic waste, raising and spending money. for campaigns on environmental issues including plastic waste, campaigning and organizing public protests conducted several times with other communities, promoting media coverage of environmental as a tool to expand the issue of plastic waste, exchanging information in the form of workshops and educational activities, undertaking research to produce accurate data, generating local community involvement in environmental protection to increase public awareness. GreenPeace's obstacles in carrying out strategies from the government's external side in addressing existing problems and industrial companies that continue to use single-use plastic without immediately looking for other alternatives. While the internal side is the lack of intensity of GreenPeace in advocating the government.

Abstract

This article aims at analyzing the participation and behavior of women voters in the 2018 West Java Governor Election in Maleer Village, Bandung City. The study was conducted qualitatively, supported by primary data in observations and interviews with several sources. Secondary data was obtained from searching for several references, either through books, journals, or other supporting data. The results of this study showed that the participation of women in the 2018 West Java governor election was 79.16%, higher than the participation of men at 74.26%. Several factors encouraged women to exercise their right to vote in the 2018 West Java governor election in Maleer Village, Bandung City, referring to Myron Weiner's theory, namely modernization, modern mass communication, and conflicts between groups of political leaders. Modernization was followed by the more active involvement of women in public spaces, modern mass communication, that female voter used mass media technology as a preference in voting, and an increase in identity politics has occurred since the 2017 DKI Jakarta Regional Head Election. It has had an impact on the 2018 Governor Election. There was polarization in society. In terms of voting behavior, women in Maleer Village chose figures based on psychological choices and rational choices. The psychological selection of female voters on candidate figures was based on social media for governor candidates as a means of interaction with the community. Meanwhile, the rational choice of female voters was based on looking at the program or work of a candidate for governor who was an incumbent figure (previously serving). Women assess what impact they have had while the candidate for governor (who was the incumbent) was in office and find out whether previous programs have been beneficial or not for them as a woman.

Abstract

Women have an important role in politics, where their representation becomes a role model for other women. PAN and PKB are the two parties that won quite a large number of votes in the 2019 elections. However, the percentage of elected women legislators from these two parties does not represent the fulfillment of the 30% quota. This paper analyzes the strategy for selecting women members of PAN and PKB in the 2019 elections, using qualitative research methods. Through interviews and literature searches in the form of books and journals as well as other supporting references, this research yielded several important results. The results of this study indicate that there is a use of resources and funding by women legislators as part of the campaign. As for the differences in the strategy for electing women legislators between the two parties, that PAN women are more on the use of personal social networks and not through ‘Aisyiyah and PUAN. This is different from the PKB, in which elected women legislators use social and political capital from their involvement in Fatayat NU and women of the nation. The supporting factors for the election of both were due to the socio-political capital possessed and the figure of a female legislature member. While the inhibiting factors come from the patriarchal perspective of society as well as competition with male and female legislative candidates, both from the same party and not.

Abstract

This article investigates the resistance efforts of the All Indonesia Chemical Energy and Mining Workers Union (SP KEP SPSI) Bekasi in advocating for changes in cases of unilateral employment termination (PHK) at PT. Matahari Alka during the 2021 Covid-19 pandemic. This research primarily focuses on the analysis of SP KEP SPSI Bekasi's strategies and their success in challenging unilateral layoffs at PT. Alka Sun. Employing a qualitative approach, along with interviews conducted with SP KEP Bekasi Branch and Work Unit administrators within the company, this study, guided by Calvin Mackenzie's interest group strategy theory and Douglas McAdam's social movements theory, generates significant insights. The resistance undertaken by SP KEP SPSI Bekasi was rooted in the company's violations against workers, including unilateral layoffs that diverged from collective work agreement (PKB) provisions, non-payment of wages, and the prohibition of union activities. SP KEP SPSI's strategy encompassed demonstrations, lobbying of relevant authorities, and dialogue-based negotiations. The success of SP KEP SPSI Bekasi's strategy was closely linked to factors such as solidarity, which served as a foundation for strengthening the organization during these mobilizations, the union's capacity to motivate its members, and the formation of alliances.

Abstract

One of the policies for corporations that reap the pros and cons of Donald Trump's administration is the Tax Reform Act, known as the Tax Cuts and Jobs Act (TCJA)2018. Important points of the Act are: 1) changing the Corporate Income Tax rates from 35% to 21% and a drastic reduction that gives tax discounts of up to 60%. 2) change from worldwide to a territorial system. The tax reform was carried out because Trump saw the US tax system was no longer competitive. After all, it had a high corporate income tax rate of 35% and adopted a worldwide tax system. Pros and cons in discussing this law are that the outcome of the political process contained in the Act is not the same as the initial points put forward by Trump. Using literature studies from various libraries, this paper reviews the characteristics of the bureaucracy in the United States, by looking at the phenomenon of policies issued to corporations during Donald Trump's administration. This paper concludes that the characteristics of bureaucracy in the US tend to dominate institutions; the level of importance is different for each stage. Bureaucracy is seen as an instrument of power for the elite in running the government.

Abstract

The National Consumer Protection Agency of the Republic of Indonesia (BPKN RI) is a bureaucratic body derived from the Ministry of Trade that focuses on handling consumer problems in Indonesia. The paper further examines what makes the housing sector have a high level of complaints at BPKN RI, what types of complaints are filed by consumers and how the form of monitoring and evaluation functions within the scope of BPKN RI in solving problems given by BPKN RI to consumers. This research uses a qualitative method by conducting direct interviews with staff of the Advocacy Division of BPKN RI. The findings obtained are that the monitoring and evaluation of BPKN RI is quite optimal, especially for problems in the housing sector. The number of incoming cases had shown a high number due to the pandemic situation. BPKN RI's evaluation function runs quite well with the achievement of BPKN RI's recommendations being able to become the main basis for the formation of PUPR Ministerial Regulations to protect consumer rights in Indonesia.

Abstract

Tulisan ini mendiskusikan pemikiran politik Hizbut Tahrir Indonesia (HTI) sebagai bagian dari gerakan fundamentalisme Islam di Indonesia. HTI adalah gerakan dakwah yang berkembang di Indonesia di awal tahun 1980-an dengan pengaruh pendahulunya, yaitu Hizbut Tahrir. Terdapat tiga pertanyaan yang dicoba untuk dijawab dalam tulisan ini. Pertama, bagaimana pemikiran politik HTI terhadap demokrasi? Kedua, bagaimana konteks khilafah Islamiyyah yang diinginkan oleh HTI? Ketiga, bagaimana kiprah HTI dalam perpolitikan Indonesia? Penelitian ini dilakukan melalui bentuk hasil pemikiran dengan studi literatur, menggunakan data yang diperoleh melalui bahan kepustakaan yang relevan, baik buku ataupun dokumen-dokumen pendukung. Selain itu, wawancara via online juga dilakukan terhadap juru bicara HTI. Kesimpulan dari tulisan ini adalah bahwa fundamentalisme Islam dalam pemikiran HTI, dapat dilihat dari cara pandang terhadap demokrasi yang bagi mereka adalah sebagai sistem yang kufur dan sama sekali tidak mempunyai hubungan dengan Islam. HTI menyatakan bahwa sistem demokrasi itu bertentangan dengan hukum-hukum Islam. Khilafah Islamiyyah yang diinginkan oleh HTI adalah tegaknya kembali kekhilafahan yang merupakan lambang supremasi politik Islam, yang itu menjadi titik point atas Islam. Sedangkan peran HTI dalam politik di Indonesia dapat dilihat dari persentuhan mereka dengan pemerintah, diterbitkannya buletin Al-Islam yang berisi isu HAM, Amerika versus umat Islam, Keindonesiaan hingga pentingnya khilafah. HTI juga pernah  mengirimkan surat pada Presiden Susilo Bambang Yudhoyono dalam rangka mengajak pada penegakan sistem khilafah di Indonesia.

Abstract

Elections are a characteristic of a democratic country, held once every 5 years in Indonesia. The holding of democratic elections can’t be separated from the democratic implementation process. Since 2015, elections have been held simultaneously. The 2024 elections will include legislative and presidential votes. In the 2024 elections, several problems have arisen due to the limited number and experience of PPS members, the "technical guidance" implementation schedule, the mechanism for implementing "technical guidance" materials, ad hoc recruitment process, the professionalism and heavy workload of KPPS . Based on these issues, this research aims to analyze the ability to implement technical guidance materials during the voting and vote-counting process by KPPS in the 2024 elections, focusing on the North Petukangan Subdistrict, Pesanggrahan District, South Jakarta. This study used qualitative research methods. Data collection was carried out through interviews in the field with relevant stakeholders. The results of the research indicate that there are still significant obstacles in implementing the voting and vote-counting process by KPPS in North Petukangan Subdistrict. This is influenced by various factors, such as limited time and space in distributing "technical guidance" materials, technological obstacles related to Sirekap, as well as the limited knowledge and experience of KPPS members.

Abstract

This research analyzes the role of the General Election Commission in realizing substantive democracy in the 2024 elections, focusing on the case of data manipulation in the Vote Recapitulation Information System. The use of Sirekap, which aims to increase efficiency and transparency, has faced challenges in the form of data anomalies and vote inflation that weaken public confidence in election results. This research uses a qualitative approach with descriptive analysis through interviews and literature studies, to evaluate the effectiveness of the General Election Commission in dealing with these problems. The results of this study show that vote inflation is caused by technical errors, lack of offering training, and potential disruptions in systems security at Sirekap. The General Election Commission has conducted an evaluation through manual checks, increased training for those involved in the vote counting process, and improvements to the Sirekap system to prevent similar incidents in the future. This study recommends system improvements, strengthened security, and increased public participation to maintain the integrity of substantive democracy in Indonesia.
