Abstract

Dari hasil temuan pada objek penelitian mengenai Kebijakan  Program Pinjaman Modal Kredit Bergulir menunjukkan bahwa secara aplikatif terindikasi cukup efektif. Hal tersebut dapat diketahui dari parameter yang ditetapkan bahwa belum sepenuhnya mendukung proses pengembangan usaha mikro, kecil dan menengah. Secara aplikatif program pinjaman modal kredit bergulir masih dihadapkan pada persoalan-persoalan teknis dan administratif, sehingga dalam perjalanannya kurang berjalan sebagaimana yang diharapkan. Meski demikian memiliki nilai manfaat yang besar dalam mendukung pelaku usaha mikro, kecil dan menengah dalam mengembangkan usahanya. Kurang optimalnya pelaksanaan program pinjaman modal kedit bergulir di wilayah Kabupaten Kutai Barat disebabkan oleh masih kurangnya sosialisasi terhadap pelaku usaha, terbatasnya sarana dan prasarana operasional untuk mendukung pelaksanaan program, terbatasnya keterampilan dan keahlian pelaku usaha dan aparat pembina di Kabupaten Kutai Barat kurang mampu dalam memanfaatkan sumber daya alam yang potensial.

Abstract

This research aims to analyze the implementation of the Minister of Agriculture's Regulation concerning Guidelines for Plantation Business Licensing in Mahakam Ulu Regency and the inhibiting factors. The research uses descriptive qualitative research with data types including primary data and secondary data through interactive model analysis. The research results show that the communication aspect of policy implementation as the executor of plantation business licensing services is not optimal even though coordination has been carried out with relevant stakeholders but there has been no socialization since the transfer of licensing from West Kutai Regency to Mahakam Ulu Regency. In the aspect of human resources, they are not adequate in quality or quantity and equipment resources are also inadequate to support policy implementation. In the disposition aspect, plantation business permits have a commitment to implementing policy procedures well and receiving support from stakeholders. In terms of the organizational structure aspect, the policy guidelines for plantation business permit services in Mahakam Ulu Regency have a fairly adequate organizational structure between implementers, both from DKPP and the Department of Investment and Integrated Licensing Services (DPMPPT). Then, the factor that hampers the implementation of the Minister of Agriculture's Regulation regarding guidelines for plantation business licensing in Mahakam Ulu Regency is the unavailability of a special budget for plantation business licensing at the Mahakam Ulu Regency Food Security and Agriculture Service.

Abstract

The purpose of this study is to describe and analyze the implementation of the Mahakam Ulu Regent's Regulation Number 16 of 2018 concerning the Implementation of the Government's Internal Control System in the Mahakam Ulu Regency Government and Identification of the factors that support and hinder it. This study uses a qualitative descriptive approach, using primary data and secondary data and processed through interactive model analysis. The implementation of the Mahakam Ulu Regent Regulation Number 16 of 2018 concerning the Implementation of SPIP in the Mahakam Ulu District Government has not been carried out optimally, and this can be seen in the communication aspect that has not been carried out properly, the resource aspect, especially the financial resources side, has only been carried out by the leading implementer (Inspectorate) but has not been implemented by the target group/group, meanwhile on the human resource side, improving the quality of its resources only focuses on improving the quality of the inspectorate's resources. However, in terms of quantity, it is still insufficient, as well as for the target group, it is not sufficient in terms of quality. Then terms supporting facilities and infrastructure are sufficient. Meanwhile, in the disposition aspect, namely the commitment and support of all relevant stakeholders, and the last is the organizational structure aspect which is carried out through the formation of a Task Force (Satgas) but has not been supported by an adequate Standard Operational Procedure (SOP).

Abstract

This study aims to analyze the implementation of gratification control policies, efforts in gratification control, as well as the supporting and inhibiting factors for the implementation of gratification control. This study uses a qualitative approach with a descriptive research model. The research data were obtained using interview and observation techniques and field studies. The data analysis model used is an interactive data analysis model. Testing the validity of the data is done by testing the reliability and validity of the data. The results showed that the gratification control policy had been implemented with the Gratification Control Unit Team as the implementer of the policy, but the results were not optimal, seen from the four aspects of policy implementation, namely communication, resources, disposition, and bureaucratic structure. Keywords: policy implementation, gratification control, communication, resources, disposition, bureaucratic structure
