Abstract

The School Learning Community (SLC) Program at SMP Negeri 1 Biatan is designed to enhance teacher and educational staff competencies through a collaborative approach. This program aims to reduce disparities in teacher competencies, create a supportive learning environment, and build professional networks. Implementation involves regular meetings where teachers take turns as resource persons to share best practices, experiences, and solutions to teaching challenges. The research findings indicate that the program successfully improves teachers' pedagogical competencies, particularly in classroom management, differentiated instruction, and assessment. The support of the school principal as an instructional leader has proven to be a key factor in the program's success, particularly in increasing teacher participation. The program is systematically evaluated to assess its effectiveness and provide feedback for further development. It has fostered a sustainable collaborative learning culture and positively impacted teachers' enthusiasm for teaching. The program's success demonstrates that a collaborative approach can effectively support teacher competency development. This study recommends that similar programs require thorough planning, sufficient human and financial resources, and government recognition to enhance teacher motivation and participation

Abstract

Abstract: This study aims to analyze the influence of female leadership, work discipline, and work motivation on teacher performance, using the work environment as an intervening variable in primary schools in the West Bontang District, Bontang City. Teacher performance is a key factor in improving the quality of education in schools, which is influenced by various factors, including the work environment. This research uses a quantitative approach with a survey method. The study sample consists of primary school teachers in the West Bontang District, selected through proportionate random sampling techniques. Data collection was conducted using a questionnaire that was tested for validity and reliability. Data analysis was performed using the SEM-PLS model to examine the relationships between variables. The results of the study show that female leadership does not have a significant influence on teacher performance. Work discipline also does not have a significant impact on teacher performance. However, work motivation has a positive and significant effect on teacher performance. The work environment was found to play a significant role as an intervening variable in mediating the relationship between work motivation and teacher performance. Work motivation and the work environment play important roles in improving teacher performance, while female leadership and work discipline do not have a significant impact. This study suggests that schools should enhance motivation and create a conducive work environment to better support teacher performance. Abstract

The efficiency of education budget utilization in public schools in Mahakam Ulu is a crucial aspect in ensuring optimal learning quality. This study aims to analyze the effectiveness of education budget management, identify existing challenges, and formulate strategies to enhance budget efficiency in public schools in the region. A qualitative descriptive approach was used in this research, with data collected through in-depth interviews, observations, and document analysis. The findings reveal that budget planning has been carried out collaboratively, involving various stakeholders. However, challenges persist in terms of data accuracy, delays in fund disbursement, and complex administrative regulations. Additionally, the allocated budget is not always sufficient to meet operational needs, particularly in facility procurement and teacher welfare. Indications of budget inefficiencies were identified, particularly in programs that do not significantly impact education quality. Although most schools have implemented transparent and well-documented financial recording systems, limited administrative capacity and infrastructure remain major obstacles in financial reporting and budget management. To improve budget efficiency, schools have begun implementing strategies such as needs-based budgeting, digital financial management, zero-based budgeting, and exploring alternative funding through partnerships with the private sector and local communities. This study recommends more flexible policy support from local governments and the Education Office, enhanced administrative capacity in school financial management, and the implementation of a performance-based funding model to ensure that every budget allocation directly contributes to improving education quality. With more transparent, flexible, and data-driven budget management, education in Mahakam Ulu is expected to continue developing and providing greater benefits to students and the community

Abstract

School financial supervision plays a crucial role in ensuring transparency and accountability in managing education budgets. This study aims to analyze the effectiveness of the school financial supervision system in Mahakam Ulu in preventing budget misappropriation and to identify the factors influencing its effectiveness. A qualitative approach with a case study method was employed in several schools in Mahakam Ulu. Data were collected through in-depth interviews, direct observations, and document analysis related to school financial management. The findings reveal that the financial supervision system in Mahakam Ulu schools still faces various challenges, both internal and external. Internal factors affecting the effectiveness of supervision include the limited financial management competencies of school principals and treasurers, as well as a lack of transparency in financial administration. Meanwhile, external factors such as a shortage of auditors, limited periodic supervision by relevant agencies, and geographical constraints also hinder the implementation of effective oversight. Although regulations have established financial supervision mechanisms, their implementation at the school level remains suboptimal, particularly in utilizing technology to enhance transparency and efficiency in financial management. This study recommends several strategies to improve the effectiveness of school financial supervision, including strengthening human resource capacity through more intensive training, optimizing digital systems for financial recording and reporting, and increasing the number of supervisory personnel to ensure more systematic and comprehensive oversight. Additionally, greater involvement of school committees and the community in financial oversight is necessary to enhance transparency and accountability in managing educational funds. By implementing more adaptive and technology-based policies, school financial supervision in Mahakam Ulu is expected to function more effectively and contribute to improving the quality of education in the region.

Abstract

Pengelolaan keuangan dan aset pendidikan di daerah tertinggal menghadapi berbagai risiko, seperti keterlambatan pencairan anggaran, ketidaktepatan alokasi dana, kerusakan aset, dan penyimpangan penggunaan anggaran. Risiko-risiko tersebut menghambat penyediaan layanan pendidikan yang berkelanjutan dan berkualitas, serta memperburuk kesenjangan pendidikan antarwilayah. Penelitian ini bertujuan untuk mengembangkan model manajemen risiko yang inovatif dalam pengelolaan keuangan dan aset pendidikan, khususnya untuk daerah tertinggal. Penelitian ini menggunakan pendekatan mixed methods, yang melibatkan survei, wawancara mendalam, dan analisis SWOT untuk mengidentifikasi risiko utama dalam pengelolaan keuangan dan aset pendidikan. Berdasarkan temuan, model manajemen risiko dirancang untuk membantu pemerintah daerah dalam mengidentifikasi, menganalisis, dan mengelola risiko-risiko tersebut secara efektif. Model ini diuji melalui simulasi pada beberapa daerah tertinggal untuk mengevaluasi efektivitasnya dalam meningkatkan efisiensi pengelolaan keuangan, optimalisasi aset pendidikan, serta kontinuitas layanan pendidikan. Hasil penelitian menunjukkan bahwa penerapan model manajemen risiko dapat secara signifikan mengurangi risiko utama dalam pengelolaan keuangan dan aset pendidikan. Selain itu, model ini memberikan kerangka kerja yang aplikatif bagi pemerintah daerah untuk meningkatkan akuntabilitas, efisiensi, dan keberlanjutan program pendidikan. Penelitian ini memberikan kontribusi penting dalam mendukung kebijakan berbasis bukti untuk memperbaiki pengelolaan pendidikan di daerah tertinggal di Indonesia.

Abstract

Reformasi birokrasi nasional Indonesia dimulai sejak tahun 2010 dengan tujuan menciptakan tata pemerintahan yang bersih dan efektif. Peraturan Pemerintah Nomor 60 Tahun 2008 tentang Sistem Pengendalian Intern Pemerintah (SPIP) diterapkan untuk memastikan efektivitas dan keandalan pelaporan keuangan serta ketaatan terhadap peraturan. Namun, masih terdapat kelemahan dalam efektivitas SPIP di daerah, termasuk peran APIP sebagai fasilitator SPIP. Penelitian ini bertujuan untuk menilai sejauh mana proses SPIP dalam pengawasan penyelenggaraan pemerintah daerah di Kalimantan Timur, khususnya melalui Audit Berbasis Risiko (ARB).Penelitian ini menggunakan metode deskriptif analitis dengan wawancara, studi literatur, dan analisis data primer dan sekunder untuk mengevaluasi pengendalian internal dan implementasi ARB di APIP Kalimantan Timur. Ditemukan bahwa APIP di Kalimantan Timur telah menerapkan beberapa aspek SPIP, namun masih terdapat kekurangan dalam pemantauan dan evaluasi, serta kebutuhan peningkatan sumber daya manusia dan infrastruktur. Penelitian ini menyimpulkan bahwa meskipun telah ada upaya dalam menerapkan SPIP, masih diperlukan perbaikan dan peningkatan dalam aspek pemantauan, evaluasi, dan sumber daya untuk mencapai efektivitas SPIP yang optimal di Kalimantan Timur.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi manajemen pembiayaan dalam pengelolaan Dana Bantuan Operasional Sekolah (BOS) di SDN 003 Teluk Bayur, Kabupaten Berau. Dana BOS berperan penting dalam mendukung biaya operasional sekolah, dan pengelolaannya harus sesuai dengan pedoman yang ada untuk memastikan efisiensi dan akuntabilitas. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus untuk menggali proses, tantangan, serta dampak pengelolaan dana BOS di sekolah tersebut. Teknik pengumpulan data mencakup wawancara mendalam, observasi langsung, dan analisis dokumentasi. Hasil penelitian menunjukkan bahwa SDN 003 Teluk Bayur telah mengimplementasikan struktur organisasi yang efektif dalam pengelolaan dana BOS, melibatkan kepala sekolah, bendahara, guru, dan komite sekolah. Penggunaan dana BOS difokuskan pada kegiatan operasional seperti pengadaan buku, pemeliharaan fasilitas, serta program ekstrakurikuler. Namun, terdapat tantangan dalam hal keterbatasan jumlah dana dan transparansi penggunaan dana. Pengawasan oleh dinas pendidikan terbukti efektif, tetapi masih diperlukan peningkatan fleksibilitas dan pengawasan yang lebih proaktif. Penelitian ini merekomendasikan peningkatan akuntabilitas, transparansi, dan keterlibatan masyarakat dalam proses pengelolaan dana BOS untuk meningkatkan kualitas pendidikan di SDN 003 Teluk Bayur.

Abstract

This study aims to analyze the role of school leadership in supporting the implementation of differentiated instruction at SMPN 4 Talisayan. Differentiated instruction is an approach that adapts teaching strategies to students' needs, interests, and abilities to enhance learning outcomes and engagement. This research employs a qualitative approach with a case study design, involving in-depth interviews, observations, and document analysis to obtain comprehensive data. The findings indicate that the principal acts as a facilitator, innovator, and motivator in ensuring the successful implementation of differentiated instruction. Key strategies include teacher training and professional development, mentoring and classroom observation, and the provision of policies and resources that support differentiated learning. However, challenges persist, such as resistance to change, limited teacher time for lesson planning, and inadequate supporting facilities. To address these obstacles, the principal fosters a collaborative culture among teachers, provides flexibility in time management, and increases parental and community involvement in supporting student learning. Thus, transformative and adaptive school leadership plays a crucial role in creating an inclusive and responsive learning environment. This study recommends increased support from policymakers in the form of flexible policies, resource provision, and more intensive teacher training programs to ensure the sustainability of differentiated instruction in schools.

Abstract

Health is an important factor in supporting the learning process of students in elementary schools. The School Health Program (UKS) aims to increase students' awareness of health through education and healthy living practices. This study analyzes the role of teachers in implementing the UKS program and the strategies used to increase students' health awareness at SDN 014 Samarinda Ulu. With a qualitative approach and case study method, data were collected through in-depth interviews, participatory observation, and documentation studies. The results of the study indicate that teachers act as educators, facilitators, and role models in forming students' healthy living habits. The strategies implemented include lectures, hygiene demonstrations, use of educational media, and integration of health into extracurricular activities. Evaluation is carried out through observation and project-based tests. Challenges in implementing the UKS program include limited health workers, inadequate facilities, and low participation of students and parents. Therefore, it is necessary to strengthen the UKS curriculum, increase teacher capacity, and collaborate with health institutions to ensure the program runs effectively and sustainably.

Abstract

In today’s dynamic work environment, leadership plays a critical role in shaping employee career trajectories. This systematic literature review (SLR) examines the influence of transformational leadership (TL) on employee career development by synthesizing 48 peer-reviewed studies published between 2022 and 2025. Guided by the PRISMA methodology, this review draws on three key theoretical frameworks—Transformational Leadership Theory, Social Cognitive Career Theory (SCCT), and Leader–Member Exchange (LMX) Theory—to explore the behavioral, psychological, and relational mechanisms that underpin this relationship. Findings reveal a consistent positive association between TL and various career development outcomes, including career satisfaction, employability, adaptability, and goal clarity. Mediating variables such as self-efficacy, work engagement, and career adaptability were commonly identified, while organizational culture, industry type, and demographic factors served as key moderators. The review also highlights a strong reliance on cross-sectional methodologies and a limited number of studies in non-Western contexts, indicating important gaps in the current literature. This paper concludes that transformational leadership fosters a supportive environment for employee growth by enhancing motivation, providing individualized guidance, and strengthening relational trust. However, future research is needed to develop longitudinal and culturally inclusive models that better capture the complexity of leadership’s role in career development. The review offers practical implications for organizations seeking to align leadership development with career management strategies to attract, retain, and empower talent in an increasingly competitive landscape.
