Abstract

This study aims to determine the management of Bontolan beach tourism objects in Bone Baru Village, Banggai Utara District, Banggai Laut Regency. This research method uses a descriptive qualitative approach. Data collection techniques are carried out through in-depth interviews with a number of informants, observation and recording of secondary data related to the researcher's problems. The results of the study concluded that the management in terms of planning is quite optimal. This can be seen from the readiness in planning the arrangement of tourist objects. The objects in terms of implementation is quite optimal because the readiness of the committees selected by the local village government. The management of supervision is optimal. from the problems that are directly handled appropriately so that visitor satisfaction can be met properly. It is recommended that better planning be carried out on improving facilities for tourist objects by considering the suitability of visitors' tastes. It is necessary to make efforts to implement both human resources and physical resources owned so that it can be more optimal in providing services to visitors. It is necessary to improve the village government's supervisory function regarding the activities of the Bontolan Beach object in Bone Baru Village, especially by adding existing facilities for the convenience of future visitors.

Abstract

The objectives of this study are: (1) To find out and analyze the regional development planning model by the Regional Planning Research and Development Agency of North Gorontalo Regency seen from the technocratic planning model, participatory planning, and top-down and bottom- up planning, (2) To find out and analyze the inhibiting factors of the regional development planning model by the Regional Planning Research and Development Agency of North Gorontalo Regency. This study uses a qualitative approach with a descriptive research type. The data consists of primary data obtained from interviews with informants and observations and secondary data from document studies. The results of the study indicate that the regional development planning model of technocratic planning, namely regional development planning is formulated based on the results of analysis by competent regional apparatus and academics and has a function as an implementing team for the preparation of the RKPD, Participatory planning, namely BAPPPEDA coordinating with other agencies and presenting community leaders in accommodating community aspirations and proposals fairly in supporting regional development in North Gorontalo Regency, while top-down and bottom-up planning, namely planning through musrenbangda by synchronizing government work plans and program proposals from the community. Furthermore, the inhibiting factors of the planning model due to limited human resources that are not yet sufficient and inadequate, community program proposals have not been fully realized due to lack of community knowledge in development planning, lack of consistency in top-down and bottom- up planning due to lack of awareness and community involvement in the planning process.

Abstract

This study aims to determine the performance of employees of the secretariat of the general and public relations section at the Gorontalo City Regional People's Representative Council (DPRD) office. This type of research is descriptive research using a qualitative approach. Data collection techniques were conducted through interviews with a number of informants, observation and documentation. The research focus consists of discipline, ability and work environment The results showed that: 1) Employee discipline in the general and public relations section is not optimal because there are still some employees who are not disciplined about working time. due to lack of awareness of the responsibilities given even though each employee is bound by a Work Agreement (PK) which requires employees to be orderly in carrying out their duties to prepare secretarial administration and sterilize meeting or session rooms. 2) The ability of employees in the general and public relations sections is in accordance with their respective duties and functions but has not been maximized when carrying it out. Because there are still some employees who do not understand the tasks distributed, one of which is secretarial administration. 3) The work environment in the general and public relations section is not conducive because there is noise during working hours in the form of booming voices and music everywhere, making work disturbed.

Abstract

This study is conducted in optimizing the implementation of an electronic job promotion system within the Regional Civil Service Agency of Gorontalo Province. The objective of this study was to assess the implementation of SISPEK in proposals for the promotion of civil servants. This research employed a qualitative approach, wherein data were collected through interviews and observations. Results indicated that limited socialization and administrators' inadequate IT skills crippled exploitation of the system. Meanwhile, infrastructure enhancement stood as a vital role to further accelerate the efficiency in proposals. More socialization and training should be organized to support and ensure the optimum utilization of SISPEK.

Abstract

This study aims to analyze the role of MSMEs in empowering the local community economy and their contribution to improving the local economy. This study uses a qualitative descriptive method by collecting data through observation, interviews, and documentation. The focus of this study includes skills, limited capital, and innovation, products that are still the main obstacles in contributing MSMEs in Molangga Village. The results of the study show that empowering MSMEs has a positive impact on creating jobs , increasing community income, and encouraging economic independence. However, limited capital and minimal innovation are challenges that require further support, both from the government and related institutions. This study is expected to be a reference for developing policies that support the empowerment of MSMEs and improving the economic welfare of people in rural areas.

Abstract

Peningkatan kualitas dan kuantitas Usaha Kecil dan Menengah (UKM) berbasis ekonomi kreatif di era digital 4.0 perlu daya dukung baik sarana, prasaran, organisasi, SDM dan pemasaran sebagai strategi dalam menghasilkan produk-produk yang memiliki daya saing baik lokal, nasional maupun internasional. Upaya untuk merealisasikannya adalah dengan menciptakan suatu UKM dengan tenaga kerja yang terampil yang menguasai teknologi, pengelolaan produk yang memiliki jiwa entrepreneur yang tangguh yang mampu memiliki dan menetapkan target. Di tengah pandemi Covid-19, banyak pelaku usaha, terutama usaha kecil dan menengah (UKM), yang mengalami tekanan. Hal ini disebabkan pembatasan mobilitas di tengah pandemi yang berakibat pada penurunan minat dan daya beli masyarakat. Sasaran dalam pengabdian ini adalah UKM Fani Bordir yang yang berdiri sejak tahun 2003 sampai dengan saat ini dengan menghasilkan produk-produk lokal khas daerah Provinsi Gorontalo yakni produk kerajinan tangan karawo (sulaman karawo) dan upiah karanji. Optimalisasi dari kegiatan ini diharapkan dapat meningkatkan daya saing UKM baik dalam manajemen usaha, produksi dan marketing serta memiliki jiwa entrepreneur tangguh, mampu menguasai teknologi serta mampu membuka lapangan pekerjaan bagi orang lain. Metode pelaksanaan kegiatan pengabdian ini dilakukan dengan metode berbasis ekonomi kreatif yang dilakukan secara komprehensif yang mampu menginventarisasi seluruh aspek usaha dari pengembangan pola pikir wirausaha, penguatan manajemen pemasaran melalui pelatihan dan pendampingan. Sebagaimana menurut Morgan (dalam Milen, 2006), yang merumuskan tentang kapasitas Organisasi sebagai kemampuan, keterampilan, pemahaman, sikap, nilai-nilai, hubungan, perilaku, motivasi, sumber daya, dan kondisikondisi yang memungkinkan setiap individu, organisasi, jaringan kerja/sektor, dan sistem yang lebih luas untuk melaksanakan fungsi-fungsi mereka dan mencapai tujuan pembangunan yang telah ditetapkan dari waktu ke waktu. Kegiatan tim pengabdian masyarakat dilakukan secara terukur dan proses monev untuk mengukur ketercapaian target dan luaran yang menjadikan UKM yang kompeten, Mandiri dan terciptanya wirausaha yang handal yang akan dipublikaskan dalam jurnal pengabdian masyarakat.

Abstract

This study aims to determine the management of the liluwo market by the Gorontalo City Trade and Industry Service. The research method used is descriptive qualitative. The results of the study concluded that the management of the liluwo market by the Gorontalo City Trade and Industry Service is not optimal. This can be seen from the aspect of the planning of the arrangement of the liluwo market which is not good, which can be seen from the inadequate trader facilities. From the aspect of coordination between the Trade and Industry Service and traders, it is still very low, this can be seen from the lack of coordination or consultation between the Trade and Industry Service and traders so that there is a delay in paying dues. From the aspect of supervision of security officers in regulating the Gorontalo City liluwo market which has been carried out has not been effective, this can be seen from the absence of officers who always stay in the security supervision of the Gorontalo City liluwo market.

Abstract

This research aims to determine the effectiveness of managing savings and loan business units by village-owned enterprises (BUMDES) in Bubalango Village, East Sumalata District, North Gorontalo Regency. The focus in this research is planning, knowledge, and capital. The research method uses a descriptive qualitative approach. Data collection techniques were carried out through in-depth interviews with a number of informants, observation and recording secondary data related to the research problem. The results of the research concluded that the management planning carried out by BUMDES administrators has not been implemented maximally, the knowledge possessed by BUMDES administrators is still lacking in terms of education and experience in managing village-owned enterprises and the capital obtained in managing BUMDES comes from Village Fund Allocations and government assistance. area to meet community needs in providing business capital in Bubalango Village, East Sumalata District.

Abstract

The existence of a multi-party system embraced by the Indonesian nation, gives legitimacy to individuals and groups with open space has the right to establish political parties. This is in line with the principle of democratic rights in accordance with the constitution of the Indonesian nation where there is a guarantee of freedom of expression through a forum for organizations or political parties. This study aims to describe the motives for the establishment of the Indonesian student party, using a philanthropic approach. Where philanthropy is a method of measuring human behavior that has great expectations and realities. The methods used in this research are qualitative and case studies use prime and secondary data analysis techniques. As a result of this research, the establishment of the Indonesian student party in the inauguration on the basis of expectations and incompatible realities in the government system is a driving factor for the formation of the party (PMI). In addition, the presence of this party was also mediated by the growth initiated by the group that wanted change.

Abstract

This research employs a mixed-methods approach with an explanatory sequential design. Data were collected from 30 stakeholders representing five Pentahelix actors through structured questionnaires and in-depth interviews. The study focuses on three key variables: Government Role, Community Role, and Academic Role as independent variables, with Implementation Effectiveness as the dependent variable. Data analysis utilized multiple regression analysis and thematic analysis for qualitative data. Statistical analysis revealed that all three stakeholder roles significantly influence implementation effectiveness (R² = 0.699, F = 24.758, p < 0.001). Community Role demonstrated the strongest influence (β = 0.521, p < 0.001), followed by Government Role (β = 0.387, p = 0.001) and Academic Role (β = 0.294, p = 0.003). Qualitative findings identified key success factors including active community participation, government responsiveness, and academia-industry partnerships, while highlighting challenges in bureaucratic coordination, budget adequacy, and technology transfer. The Pentahelix collaborative governance model proves effective for MSME policy implementation, with community engagement serving as the primary driver. However, successful implementation requires addressing structural barriers including bureaucratic inefficiencies, limited financial resources, and weak inter-sectoral coordination. The study contributes to collaborative governance theory and provides practical insights for policy makers in developing regions.
