Abstract

Indonesian maritime diplomacy is the implementation of foreign policy that is not only related to various maritime aspects at the bilateral, regional and global levels but also uses maritime assets, both civil and military to fulfill Indonesia's national interests in accordance with the provisions of national law and international law. The use of military assets in Indonesian maritime diplomacy is carried out by the Indonesian Navy as one of the main components of national defense which besides having duties in the field of defense and security at sea, also carries out naval diplomacy duties in order to support foreign policy policies set by the government. The objectives of this study are (1) to analyze the cooperative maritime diplomacy of the TNI in order to maintain regional security stability in order to maintain state sovereignty; (2) Analyzing the TNI's persuasive maritime diplomacy in order to maintain regional security stability in order to maintain state sovereignty; (3) Analyze the TNI's coercive maritime diplomacy in order to maintain regional security stability in order to maintain state sovereignty. This study used descriptive qualitative method. The results of this study are (1) The facilities and infrastructure that are owned are still limited, Pusinfomar TNI as the TNI's Balakpus Puspa which is still young is facing a long challenge to become a maritime security data center at the national and international level in supporting the TNI's cooperative maritime diplomacy tasks. Awareness of the importance of maritime information data has not grown nationally so that maritime data has not been properly managed between agencies and Ministries/Agencies and there has not been an exchange of information with regional countries in supporting the TNI's maritime diplomacy tasks through information exchange cooperation with domestic maritime data centers and regional countries Indo-Pacific; (2) The implementation of TNI's persuasive maritime diplomacy in the form of sea security training courses has not been carried out with all regional countries, especially with Vietnam and China, it is necessary to carry out training sessions with the two countries as a form of cooperative maritime diplomacy by using sea power assets in peacetime and building CBM in accordance with their respective national interests as well as to show Indonesia's role as the largest country and founder of ASEAN; (3) The bilateral and multilateral Patkor has not yet been fully implemented as a form of coercive maritime diplomacy between the TNI and neighboring countries in the face of the vastness of Indonesia's sea boundaries and the strategic bangling situation in the Indo-Pacific region, especially in the SCS region where ZEEI LNU borders with ZEE Vietnam and Malaysia

Abstract

To establish good maritime governance, the Indonesian government must pay attention to maritime security aspects in every maritime policy and integrate maritime security education into the national education curriculum. However, implementing the World Maritime Axis concept, the Indonesian government still needs to consider the maritime security perspective as a top priority. The ultimate goal of good maritime governance development should include the strength of the Navy as the most important supporting element and the implementation of maritime security training and education for Indonesian maritime society. This study aims to analyze the efforts of the Joko Widodo (Jokowi) administration in addressing maritime security issues through the implemented maritime security training and education programs. The research method used is qualitative descriptive by using secondary data from a literature review and interpretation found in previous journal articles, with data collection techniques through literature study. The study results indicate that addressing maritime security issues requires hard and soft efforts from the government, including implementing maritime security training and education programs for Indonesian maritime society and integrating maritime security education into the national education curriculum.

Abstract

Dalam rangka membangun tata kelola maritim yang baik, sudahkah pemerintah Indonesia mengutamakan keamanan maritim pada masing-masing kebijakan maritimnya, namun nyatanya gagasan Poros Maritim Dunia yang diterapkan oleh pemerintah Indonesia belum membayangi perspektif keamanan maritim. . Tujuan akhir haruslah pembangunan kekuatan angkatan laut sebagai elemen pendukung terpenting. Tujuan dari penelitian ini adalah untuk  menganalisis pemerintahan Joko Widodo (Jokowi) dalam menangani isu keamanan maritim. Metode penelitian diskriptif kualitatif dan penggunaan datanya adalah data sekunder berupa literature review dan interpretasi yang ditemukan pada artikel jurnal sebelumnya  dengan teknik pengumpulan data menggunakan studi kepustakaan. Hasil penelitian menunjukan bahwa dalam menangani isu keamanan maritim diperlukan upaya pemerintah melalui  pendekatan kers (hard effort) dan pendekatan lunak (soft effort).

Abstract

The Russian-Ukrainian war is the focus of the world's attention now. The existence of a war between these two countries has become a lesson for other countries in the world that war might occur in their country. This argument certainly applies to the Indonesian state. Through the Indonesian Navy, Indonesia has a vision of 5 Global Maritime Fulcrum. with a strategy to increase its war fleet and infrastructure. However, a war in Indonesia can still occur because war is not only due to a country's military strength but also its political factors. This study aims to evaluate the geostrategy of the Indonesian Navy's national army through its five pillars reflected in the Russia - Ukraine war. The method used in this research is descriptive evaluative using secondary data. The results of this study state that even though the Indonesian Navy has implemented the geostrategy of the five pillars of the Global Maritime Fulcrum, a war in Indonesia can still occur due to political factors. Political factors were the main cause of the Russia – Ukraine war, where Ukraine wanted to join NATO and endanger Russia. For this reason, the Indonesian government, including the Indonesian Navy, needs to emphasize solving political problems using a diplomatic approach.

Abstract

The vast maritime territory of Indonesia, rich in natural resources, has attracted interest from various parties, both domestic and international, to exploit its potential, even if it means violating established regulations at the national and international levels. One of the maritime areas facing complex challenges, considering the numerous legal violations and threats to the sovereignty of the Republic of Indonesia (NKRI), is the North Natuna Sea. The objective of this research is to analyze the operational patterns and preparations patterns of the Indonesian Navy Vessels (KRI) for deterrence strategies in supporting the national defense system. This study employs a qualitative method, utilizing interviews as a research instrument, supported by literature reviews, including books and other written references related to the research object. The results of this research indicate that the deterrence strategy has not been optimally implemented. This is due to various encountered challenges in the efforts made, highlighting the need for evaluation and improvement of both operational and preparedness patterns of KRI. This is essential to ensure that the deterrence strategy in the North Natuna Sea region, supporting the national defense system, can be carried out effectively and efficiently.

Abstract

The South China Sea is a source of conflict between China and Southeast Asian countries such as Indonesia and Malaysia because China claims the nine-dash lines that pass through the Indonesian Exclusive Economic Zone and the Malaysian territory. This area has high fishery potential and is the main route for global trade, so the maritime defense strategies of the countries concerned are very crucial. This research method uses qualitative data sources using literature studies. The results of the analysis and discussion show that there are differences between Indonesia's and Malaysia's maritime defense strategies, which are influenced by factors such as the fact that Malaysia is one of the ASEAN countries that claims the South China Sea area. However, Indonesia and Malaysia have similarities by using soft power diplomacy and track-3 multi-track diplomacy in dealing with these threats, one of which is due to the economic cooperation of the both countries with China.

Abstract

The role of the Indonesian Air Force as an air force in the field of defense is to carry out air operations, one of which is implementing OMSP (Military Operations Other Than War). In carrying out operational activities, it is always based on state policies and political decisions. One of the efforts carried out by the Indonesian Air Force is to carry out security in the Malacca Strait; The Indonesian Air Force has joined with several countries in the area around the Malacca Strait in conducting the EIS (Eyes in The Sky) air operation, which has been ongoing since 2005. The formulation of the problem in this study is what are the obstacles in handling security in the Malacca Strait, what are the ideal condition in carrying out security handling in the Malacca Strait? And how efforts can be carried out in handling security in the Malacca Strait through EIS (Eyes In The Sky) Air Operations by the Indonesian Air. This study aims to obtain an overview of the form of evaluation needed by the Indonesian Air Force in implementing EIS Air Patrol activities following the theory that has been used as a reference. The research method used in this study is qualitative research. Primary data were obtained from informants from various agencies, and secondary data was obtained from credible sources such as books, reports, journals, and internet sources. The results of this study indicate that the presence of the EIS air patrol has not been effective in reducing the number of violations in the Malacca Strait; this is due to obstacles in the implementation of EIS air patrol activities as part of the Malaca Strait Patrol (MSP), including patterns of communication, cooperation, and coordination that have not materialized between implementing elements with one another. The next condition is that there is no similarity in the schedule of sea patrols held by the Maritime Sea Strait Patrol (MSSP) with air patrols held through EIS, so the mechanism for handling operations in the Malacca Strait, which is incorporated in the MSP (Malacca Strait Patrol) has not been realized.

Abstract

Invasi Normandia, juga dikenal sebagai Operasi Overlord, merupakan salah satu operasi militer terbesar dan paling penting selama Perang Dunia II. Keberhasilan operasi ini sangat bergantung pada peran strategis angkatan laut Sekutu, yang mencakup Amerika Serikat, Inggris, dan Kanada. Strategi angkatan laut ini melibatkan perencanaan dan persiapan yang cermat, termasuk operasi penipuan seperti Operasi Fortitude yang berhasil mengalihkan perhatian Jerman dari lokasi pendaratan yang sebenarnya. Pada hari-H, lebih dari 6.000 kapal dikerahkan untuk mendukung pendaratan di lima pantai utama di Normandia, dengan tugas utama memberikan tembakan pendukung untuk menghancurkan pertahanan pantai Jerman, melindungi armada transportasi, dan memastikan kelancaran logistik. Penguasaan laut yang dimiliki Sekutu memungkinkan mereka untuk mengirim pasukan dan persenjataan dalam jumlah besar, yang berperan krusial dalam mempertahankan kepala jembatan dan memperluas operasi militer di Eropa Barat. Strategi angkatan laut yang efektif juga berhasil mengurangi kemampuan Jerman untuk memperkuat pasukan mereka di Normandia, yang pada akhirnya berkontribusi besar pada kemenangan Sekutu. Kesimpulannya, superioritas maritim dan koordinasi yang tepat antara angkatan laut dan darat adalah faktor penentu dalam keberhasilan Invasi Normandia, yang membuka jalan bagi pembebasan Eropa Barat dari pendudukan Nazi. Studi ini menyoroti pentingnya strategi angkatan laut dalam operasi militer skala besar dan dampaknya terhadap hasil perang.

Abstract

The concept of Maritime Domain Awareness (MDA) is significant for the government to implement in order to form an effective understanding of Indonesia's maritime domain. In this regard, in the 2014-2022 period, the government has issued 3 policies related to MDA, such as establishing the Maritime Security Agency (Bakamla) of the Republic of Indonesia through the issuance of Law No. 32 of 2014 concerning Maritime Affairs, forming a Joint Agreement on the Exchange of Data and Information in the Framework of Law Enforcement at Sea. Considering the quantity of policies that have been issued and the failure to form MDA in Indonesia, it is necessary to analyze the institutional framework arrangements in these policies.

Abstract

Tensions at Indonesia's maritime border have escalated in October 2024 after a China Coast Guard (CCG) vessel entered Indonesia's jurisdiction, disrupting oil and gas exploration activities by PT Pertamina East Natuna. Indonesia responded with firm measures, including Bakamla patrols and diplomatic protests based on UNCLOS 1982. On the other hand, in November 2024, the two countries signed a Memorandum of Understanding (MoU) for joint maritime development as an effort to ease tensions while creating strategic economic opportunities. The purpose of this journal is to analyse conflict management and collaboration in the North Natuna Sea border between Indonesia and China. The results show that conflict management requires a balance between a realist approach to defend sovereignty and a liberal institutionalism approach to capitalise on opportunities for cooperation. Thus, recommendations are given to increase defence capacity, align cross-sector policies and strengthen bilateral and regional relations to create stability in the North Natuna Sea region.
