Abstract

Building maritime regional resilience in Indonesia's border areas is a crucial aspect in maintaining national sovereignty and security. Against the background of the potential threats faced, this strategy aims to strengthen Indonesia's position as a maritime country. Implementation of a total war strategy in peacetime emphasizes the mobilization of national resources, improving infrastructure and strengthening international cooperation, apart from that through modernizing the main weapons system (alutsista) so that maritime resilience can be significantly improved. The method used in writing this journal uses a qualitative method with a descriptive analysis approach, which aims to interpret existing phenomena. Writing this journal also highlights the important role of society in maintaining maritime security and the need for a sustainable approach in managing marine resources. It is hoped that the results of this development will create sustainable stability and security in border areas and can support Indonesia's vision as the world's maritime axis.

Abstract

Penguatan kerjasama internasional dalam bidang keamanan laut sangat penting untuk menjaga kestabilan maritim di kawasan Asia Tenggara. Indonesia, melalui Badan Keamanan Laut Republik Indonesia (Bakamla RI), memiliki peran sentral dalam menjaga integritas wilayah laut Indonesia dan mendukung ketahanan kawasan. Salah satu forum yang dapat dimanfaatkan adalah ASEAN Coast Guard Forum (ACGF), yang merupakan wadah bagi negara-negara ASEAN untuk memperkuat koordinasi dan kolaborasi dalam penanggulangan ancaman di laut. Penelitian ini bertujuan untuk menganalisis bagaimana penguatan kerjasama internasional melalui ACGF dapat mendukung keamanan laut Indonesia. Dengan menggunakan pendekatan kualitatif deskriptif, penelitian ini mengeksplorasi tantangan dan peluang yang dihadapi oleh Bakamla RI dalam memperkuat kerjasama di forum ini, serta dampaknya terhadap keamanan nasional. Hasil penelitian ini menunjukkan bahwa ACGF dapat memperkuat hubungan bilateral antar negara anggota ASEAN, meningkatkan kapabilitas koordinasi penegakan hukum di laut, serta mendukung diplomasi maritim Indonesia.

Abstract

Ketegangan di perbatasan wilayah maritime Indonesia telah meningkat pada bulan Oktober 2024 setelah kapal China Coast Guard (CCG) memasuki wilayah yurisdiksi Indonesia, akibat dari adanya kapal tersebut dapat mengganggu aktivitas eksplorasi minyak dan gas oleh PT Pertamina East Natuna. Indonesia merespons dengan langkah tegas, termasuk patroli Bakamla dan protes diplomatik berbasis UNCLOS 1982. Di sisi lain pada bulan November 2024, kedua negara menandatangani Nota Kesepahaman (MoU) untuk pengembangan maritim bersama sebagai upaya meredakan ketegangan sekaligus menciptakan peluang ekonomi strategis. Adapun penulisan jurnal ini untuk menganalisa pengelolaan konflik dan kolaborasi di perbatasan Laut Natuna Utara antara Indonesia dengan China. Hasil penulisan jurnal menunjukkan bahwa pengelolaan konflik memerlukan keseimbangan antara pendekatan realisme untuk mempertahankan kedaulatan dan pendekatan liberal institusionalisme untuk memanfaatkan peluang kerja sama. Sehingga dengan demikian rekomendasi diberikan untuk meningkatkan kapasitas pertahanan, menyelaraskan kebijakan lintas sector dan memperkuat hubungan bilateral serta regional guna menciptakan stabilitas di kawasan Laut Natuna Utara.

Abstract

The collaborative role of the Indonesian Navy (TNI AL) is very important in addressing the potential risk of nuclear waste in the strategic area of North Natuna, which is passed by international shipping routes. This study was compiled using a qualitative descriptive approach through a literature review technique, by analyzing national regulations, defense documents, and technical regulations from institutions such as BAPETEN, BRIN, and KLHK. The results of the study indicate that the TNI AL has the potential for a legal basis through Military Operations Other Than War (OMSP), but active involvement in nuclear waste management is not yet clearly stated in the technical regulations regarding nuclear power. Structural problems such as overlapping authority, lack of mitigation and identification infrastructure, and the lack of integration of regulations between ministerial and institutional sectors also hinder the effectiveness of this role. Increasing the role of the TNI AL in the surveillance and response system for the maritime environment requires policy harmonization and strengthening collaboration between agencies as an important part of the national maritime security system.

Abstract

In the context of Indonesia's Total People’s War, the concept of a Smart Military Society emerges as a pivotal element in modern defense practices. This study aims to explore the integration of information technology, artificial intelligence, connectivity, and collaboration within military operations to construct an efficacious Smart Military Society. By harnessing the potential of ICT and smart technology, the Indonesian defense sector can effectively enhance situational awareness, decision-making processes, and response capabilities to address evolving threats. The collaboration with societal stakeholders, academia, and industries fosters innovation, adaptability, and the development of a technologically advanced defense industry. Through joint exercises and information sharing, the interoperability of defense forces improves, leading to coordinated efforts across different military components. Challenges such as cybersecurity measures must be addressed to safeguard sensitive information and critical infrastructure. The implementation of a Smart Military Society not only strengthens Indonesia's defense capabilities but also stimulates economic growth, promotes self-reliance, and enhances national security. This research contributes profound insights into the potential and challenges associated with Smart Military Society, offering valuable implications for adaptive defense strategies in the complexities of modern warfare.

Abstract

The concept of Maritime Domain Awareness (MDA) is significant for the government to implement in order to form an effective understanding of Indonesia's maritime domain. In this regard, in the 2014-2022 period, the government has issued 3 policies related to MDA, such as establishing the Maritime Security Agency (Bakamla) of the Republic of Indonesia through the issuance of Law No. 32 of 2014 concerning Maritime Affairs, forming a Joint Agreement on the Exchange of Data and Information in the Framework of Law Enforcement at Sea. Considering the quantity of policies that have been issued and the failure to form MDA in Indonesia, it is necessary to analyze the institutional framework arrangements in these policies.

Abstract

The Strait of Malacca is a vital strategic maritime route for global trade and holds significant economic value, yet it remains vulnerable to various maritime security threats such as piracy, smuggling, illegal fishing, and illegal migration. Although a trilateral cooperation between Indonesia, Malaysia, and Singapore has been established through the Malsindo Coordinated Patrol, its implementation still faces serious challenges. The main issues include the unresolved maritime boundary delimitation, differing perspectives on the involvement of external actors, disparities in capacity among the littoral states, and the absence of a jointly agreed standing Rules of Engagement (RoE). This study aims to: 1) Analyze the influence of maritime diplomacy and RoE on maritime security in the Strait of Malacca; 2) Examine the policies, strategies, and efforts to enhance maritime security in the Strait through maritime diplomacy and RoE; and 3) Assess the impact of the absence of a standing RoE on maritime security in the Strait of Malacca. The population of this study consists of 1,721 crew members of Indonesian warships under the First Fleet Command (who are involved in maritime security operations in the Strait of Malacca. The sample was determined using Slovin's formula with a 10% precision level, resulting in a total of 95 respondents. This research employs a mixed-method approach. The findings of the study reveal that: 1) Maritime diplomacy and RoE implementation have a significant effect on improving maritime security in the Strait of Malacca, both partially and simultaneously; 2) The general policy formulated in this study emphasizes the enhancement of maritime security in the Strait through maritime diplomacy and RoE implementation. This policy is elaborated into three main strategies: First, strengthening the trilateral cooperation forum among Indonesia, Malaysia, and Singapore to align national interests in securing global shipping routes; Second, formulating a standing RoE that is adaptive to regional dynamics and global economic interests; and Third, increasing human resource capacity and maritime technology in less developed countries, supported by advancements in science and international cooperation.

Abstract

This research aims to formulate an effective maritime defense strategy in increasing the resilience of the Indonesian Navy base through the use of SpectroMar Maritime Surveillance technology. The background of this research is based on the complexity of maritime threats that continue to grow and the limitations of conventional surveillance systems. The method used is a quantitative approach with analysis based on the theoretical framework of Clausewitz's strategy (Ends, Ways, Means). The results of the study show that the integration of SpectroMar is able to improve early detection capabilities, rapid response, and coordination efficiency between bases. The resulting strategy recommends improving infrastructure, training personnel, and strengthening cross-agency cooperation. This research is expected to be a reference in strengthening the national sea defense system that is adaptive, intelligent, and sustainable.

Abstract

Invasi Normandia, juga dikenal sebagai Operasi Overlord, merupakan salah satu operasi militer terbesar dan paling penting selama Perang Dunia II. Keberhasilan operasi ini sangat bergantung pada peran strategis angkatan laut Sekutu, yang mencakup Amerika Serikat, Inggris, dan Kanada. Strategi angkatan laut ini melibatkan perencanaan dan persiapan yang cermat, termasuk operasi penipuan seperti Operasi Fortitude yang berhasil mengalihkan perhatian Jerman dari lokasi pendaratan yang sebenarnya. Pada hari-H, lebih dari 6.000 kapal dikerahkan untuk mendukung pendaratan di lima pantai utama di Normandia, dengan tugas utama memberikan tembakan pendukung untuk menghancurkan pertahanan pantai Jerman, melindungi armada transportasi, dan memastikan kelancaran logistik. Penguasaan laut yang dimiliki Sekutu memungkinkan mereka untuk mengirim pasukan dan persenjataan dalam jumlah besar, yang berperan krusial dalam mempertahankan kepala jembatan dan memperluas operasi militer di Eropa Barat. Strategi angkatan laut yang efektif juga berhasil mengurangi kemampuan Jerman untuk memperkuat pasukan mereka di Normandia, yang pada akhirnya berkontribusi besar pada kemenangan Sekutu. Kesimpulannya, superioritas maritim dan koordinasi yang tepat antara angkatan laut dan darat adalah faktor penentu dalam keberhasilan Invasi Normandia, yang membuka jalan bagi pembebasan Eropa Barat dari pendudukan Nazi. Studi ini menyoroti pentingnya strategi angkatan laut dalam operasi militer skala besar dan dampaknya terhadap hasil perang.
