Abstract

Sexual violence in the workplace is a significant issue, with over 30% of Indonesian workers experiencing or witnessing incidents, primarily affecting women. The Minister of Manpower's Decree 88/2023 is a crucial governmental measure designed to prevent and combat sexual violence in the workplace. This regulation requires organizations to formulate clear strategies for the preventing and handling of sexual violence in the workplace. By conducting qualitative research in 15 private companies, this study shows why it is important for companies to have a whistleblower system to prevent and address sexual violence in the workplace. This study investigates the implementation of whistleblower strategies by corporations, focusing on the strategic function of whistleblowers in mitigating and confronting sexual violence in the workplace and the impact of this system on fostering a secure work culture. Research shows that the repercussions of sexual violence on victims are significant, resulting in psychological suffer, physical health complications, and heightened stress levels. It also impacts the workplace environment, resulting in distrust, discontent, and increased employee turnover rates. Whistleblowers play a crucial role in preventing workplace sexual violence by providing a secure reporting method for employees. They ensure anonymity, allowing them to disclose their experiences without fear of repercussions. This approach fosters transparency, allowing offenders to reveal their actions at any time, changing power dynamics and preventing financial losses and reduced productivity. The effectiveness of a whistleblower system depends on the company's design and execution, which must be easily accessible to all employees. At the same time, whistleblower system also helps mitigate reputational risks and legal costs, especially with workplace sexual violence incidents

Abstract

Children often do not get their rights even to grow and develop in accordance with their dignity and dignity as human beings. The number of violence against children in DKI Jakarta continues to increase every year.The government has also rolled out a policy (KLA) as a solution in providing child protection based on the decision of the Minister of State for Women's Empowerment and Child Protection of the Republic of Indonesia Number 56 of 2010 concerning the designation and determination of 20 provinces to develop child-friendly districts/cities, one of which is the DKI Jakarta province which is the pilot KLA development project. One of the policies owned by DKI Jakarta that supports KLA is the construction and deployment of RPTRAs.According to the KLA program there are 5 KLA clusters, namely firstCivil Rights and Freedoms, second, family environment and alternative care, third, basic health and welfare, fourth, education, use of free time & cultural activities, these five special protections are basic guidelines for activities at the Sungai Bambu RPTRA. The aim of this research is to see how far the program has run and to find out the results of program evaluation using the CIPP evaluation model. This research uses a qualitative descriptive approach, namely research carried out to obtain a clear picture of a particular incident. Data collection techniques were carried out using observation, interviews and documentation methods. Abstract

AbstrakPenelitian ini berfokus pada implementasi Perda 2/2012 tentang penanggulangan bencana di Kabupoaten Bekasi. Penelitian ini menggunakan metode kualitatif  dengan menggunakan teori Van Meter dan Van Horn. Hasil kajian menunjukkan bahwa standar dan tujuan kebijakan belum dilaksanakan secara optimal sehingga sasaran kebijakan tidak merasakan dampak dari regulasi yang ada. Kemudian sumber daya yang belum memadai baik dari segi kualitas sumber daya manusia, anggaran, maupun material di Desa Pantai Hurip. Hubungan antar organisasi telah dilakukan namun belum berjalan secara maksimal, hanya berupa komunikasi struktural dan kondisional. Karakteristik pelaksana yang belum terimplementasi dengan baik khususnya di Desa Pantai Hurip, dikarenakan belum adanya sinergi dan kerjasama yang terbangun dengan masyarakat di Desa Pantai Hurip. Selain itu, kondisi lingkungan ekonomi, sosial, dan politik tidak mendukung pelaksanaan penanggulangan bencana. Disposisi implementor atau sikap agen pelaksana dalam memahami kebijakan sudah baik, namun perlu adanya langkah-langkah realistis dan preventif yang dilakukan dalam penanggulangan bencana khususnya di Desa Pantai Hurip.Kata Kunci: Implementasi Kebijakan, Penanggulangan Bencana, Kebijakan Bencana Alam, Mitigasi AbstractThis research focuses on the implementation of Regional Regulation 2/2012 on disaster management in Bekasi Regency. This study uses a qualitative method using the Van Meter and Van Horn’s theory in policy implementation. The results of the study show that policy standards and objectives have not been implemented optimally so that policy targets do not feel the impact of existing regulations. Then the inadequate resources both in terms of the quality of human resources, budget, and materials in Pantai Hurip Village. Relations between organizations have been carried out but have not run optimally, only in the form of structural and conditional communication. The characteristics of implementers that have not been implemented properly, especially in Pantai Hurip Village, are due to the absence of synergy and cooperation that has been developed with the community in Pantai Hurip Village. In addition, economic, social, and political environmental conditions do not support the implementation of disaster management. The disposition of the implementor or the attitude of the implementing agent in understanding the policy is good, but realistic and preventive steps are needed in disaster management, especially in Pantai Hurip Village.Keywords: Policy Implementation, Disaster Management, Natural Disaster Policy, Mitigation

Abstract

Lanjut Usia terlantar yang tinggal di Panti Sosial Tresna Werdha Budi Mulia membutuhkan pelayanan administrasi kependudukan. Oleh sebab itu Pemprov DKI Jakarta mengesahkan kebijakan tentang prosedur pelayanan administrasi kependudukan bagi penduduk terlantar terintegrasi Warga Binaan Sosial Pergub No. 2 tahun 2018. Menggunakan metode penelitian kualitatif dan mengadopsi metode implementasi Van Meter Van Horn menunjukkan bahwa pelayanan sudah cukup baik walaupun masih terdapat hambatan yaitu (1) Standar dan Sasaran Kebijakan, penerbitan Surat Keterangan Orang Terlantar yang sudah tidak digunakan lagi dan diakomodir oleh NIK. (2) Sumber Daya, terbatasnya SDM. (3) Karakteristik Organisasi Pelaksana, masing-masing instansi terkait telah melakukan tugas dan kewajibannya sesuai dengan tupoksinya. (4) Komunikasi Antar Organisasi Terkait dan Kegiatan-Kegiatan Pelaksana, terputusnya komunikasi antara Lanjut Usia dengan keluarga. (5) Sikap Para Pelaksana, seluruh instansi terkait harus bertanggungjawab pelaporan urusan kependudukan. (6) Lingkungan Sosekpol, dukungan pemerintah melalui anggaran pengadaan, pemeliharaan, pelaksanaan, dan implementasi kebijakan Pergub.

Abstract

Penelitian ini bertujuan untuk mengkaji penerapan e-Government dalam layanan informasi publik di Sekretariat Jenderal Dewan Perwakilan Daerah Republik Indonesia (DPD RI) melalui portal digital resmi, yaitu website dpd.go.id. Penelitian menggunakan metode studi literatur untuk mengevaluasi efektivitas digitalisasi dalam meningkatkan transparansi, akuntabilitas, serta partisipasi masyarakat dalam proses legislasi. Temuan menunjukkan bahwa website dpd.go.id telah berperan penting sebagai kanal utama penyampaian informasi kelembagaan, menyediakan akses terhadap dokumen rapat, agenda kegiatan, hingga saluran aspirasi publik seperti Asmasda. Penerapan ini sejalan dengan arahan SPBE melalui Inpres No. 3 Tahun 2003 dan Perpres No. 95 Tahun 2018. Meski menunjukkan capaian positif dalam hal efisiensi administrasi dan keterbukaan informasi, implementasi e-Government ini masih menghadapi tantangan seperti rendahnya literasi digital, keterbatasan fitur interaktif, dan kebutuhan akan evaluasi usability secara berkala. Oleh karena itu, peningkatan kapasitas infrastruktur digital, penguatan partisipasi publik, dan pengembangan fitur yang lebih responsif menjadi langkah penting untuk memperkuat tata kelola pemerintahan yang inklusif dan transparan di lingkungan DPD RI.

Abstract

The performance of a government agency can be seen from the performance of its government employees or apparatus, the author will focus this research on the South Tangerang City DPRD secretariat, where the South Tangerang City DPRD secretariat employees have the main task and that is to facilitate members of the South Tangerang City DPRD. In assessing employee performance, performance appraisal is very important for every employee to measure how employee performance is. This and measure the extent to which the main tasks and functions of the DPRD secretariat can be carried out. The purpose of this study was to find out how the performance of employees at the South Tangerang City DPRD secretariat. The research method used in this study uses a qualitative description approach. Data collection techniques are carried out by means of interviews, observation, and documentation. Using theoretical indicators from Hasibuan which states that employee performance indicators consist of work quality, work quantity, discipline, and responsibility. Based on the results of the study, it can be stated that the work quality of the sub-division for the implementation of supervision is good. Then the quantity of work of employees is good. Furthermore, the discipline of employees of the sub-section of management and supervision is said to be not good. Then the indicators of cooperation carried out by the sub-section of the supervision administration are good. In connection with the last indicator regarding responsibility, the employee of the sub-division for the implementation of supervision is already responsible.

Abstract

Violence in schools is a serious problem that has a broad impact on the quality of education and the welfare of students and teachers. Violence does not only refer to physical acts but also includes psychological, verbal violence and cyberbullying. Preventing and handling violence in schools is crucial because of the significant negative impact on children's development and the school environment. This article focuses on preventing and handling violence in schools, supported by data on violence in schools, its impact on teachers and students, as well as Indonesian government policies in dealing with the problem of violence. This article is an inseparable part of the collaborative work between University of Muhammadiyah Jakarta and Perguruan Attaqwa, with full support from the Ministry of Education, Culture, Research and Technology. By using mixed research methods, and a program effectiveness theory approach, research shows that the program for preventing and handling violence in schools and madrasah carried out by Perguruan Attaqwa has proven to be effective in encouraging the presence of schools that are safe and free from violence. This condition arises because of the strict regulations and standard operational procedures used to handle and prevent violence, but also because the mentoring process is carried out continuously. On the other hand, schools that are safe from violence also exist because of a shared commitment from all parties, that violence in schools must be eradicated. This research shows that for a program to prevent and handle violence to be successful, it requires rules, understanding and commitment from all parties, so that it can achieve the expected results, namely schools that are safe and free from violence

Abstract

Abstract. This study aims to analyze the institutional evaluation of the Policy for the Implementation of a Child Friendly City (KLA) in Depok City. The research background is that several institutional indicators have not been fulfilled in realizing KLA in Depok City. This research method uses a qualitative-descriptive approach with data collection techniques in the form of interviews, observation, and documentation studies. The public policy evaluation theory used is based on William N. Dunn's criteria, namely Effectiveness, Efficiency, Adequacy, Alignment, Responsiveness, and Accuracy. From the results of this study, the following conclusions were drawn: First, Effectiveness, institutional indicators of KLA policies have gone well with the formation of 11 sub-districts, 63 sub-districts, and 600 Child Friendly RWs. However, there are still several sub-districts and kelurahans that do not yet have Child-Friendly RWs and there are several Child-Friendly RWs that are not yet running well. Second, Efficiency, institutional support from the budgeting side is still inadequate, especially for sustainable programs. Third, Adequacy, KLA institutions have fulfilled adequacy but still needs to be improved further. Fourth, Alignment, KLA policy institutions have been evenly implemented by involving elements of the government, the business community, and the media. However, media participation is still not optimal. Fifth, Responsiveness, KLA institutions have received positive responses from implementers, such as regional apparatus organizations (OPD), the KLA Task Force, and the community. However, there are still implementers who do not understand much about KLA policies in Depok City so that it needs to beimproved further. Sixth, Accuracy, KLA policy institutions are considered to be on target and in accordance with KLA institutional indicators. However, it still needs further improvement in its implementation. Abstrak. Penelitian ini bertujuan untuk menganalisis evaluasi kelembagaan kebijakan Penyelenggaraan Kota Layak Anak (KLA) di Kota Depok. Penelitian dilatarbelakangi masih belum terpenuhinya beberapa indikator kelembagaan dalam mewujudkan KLA di Kota Depok. Metode penelitian ini menggunakan pendekatan kualitatif-deskriptif dengan teknik pengambilan data berupa wawancara, observasi, dan studi dokumentasi. Adapun teori evaluasi kebijakan publik yang digunakan berdasarkan kriteria William N. Dunn, yaitu Efektivitas, Efisiensi, Kecukupan, Perataan, Responsivitas, dan Ketepatan. Dari hasil penelitian tersebut diperoleh kesimpulan: Petama, Efektivitas, indikator kelembagaan kebijakan KLA telah berjalan baik dengan terbentuknya 11 kecamatan, 63 kelurahan, dan 600 RW Ramah Anak. Namun, masih ada beberapa kecamatan dan kelurahan yang belum memiliki RW Ramah Anak dan ada beberapa RW Ramah Anak belum berjalan baik. Kedua, Efisieni, dukungan kelembagaan dari sisi penganggaran masih belum memadai, terutama untuk program berkelanjutan. Ketiga, Kecukupan, kelembagan KLA telah memenuhi kecukupan namun masih perlu ditingkatkan lagi. Keempat, Perataan, kelembagan kebijakan KLA telah merata dilakukan dengan melibatkan unsur pemerintah, masyarakat dunia usaha, dan media. Namun, partisipasi media masih belum optimal.  Kelima, Responsivitas, kelembagaan KLA telah mendapat respon positif dari para pelaksana, seperti organisasi perangkat daerah (OPD), Gugus Tugas KLA, dan masyarakat. Namun, masih terdapat pelaksana yang belum banyak memahami kebijakan KLA di Kota Depok sehingga perlu ditingkatkan lagi. Keenam, Ketepatan, kelembagaan kebijakan KLA dinilai sudah tepat sasaran dan sesuai dengan indikator kelembagaan KLA. Namun, masih diperlukan peningkatan lebih lanjut dalam implementasinya.
