Abstract

This research aims to evaluate the government policies implemented by Wajo Regency in resolving the complex challenges encountered by the Lake Tempe fishermen. It is difficult to determine the core cause of the Lake Tempe conflict because there are various local terms and interpretations from many researchers with diverse backgrounds. Therefore, this article seeks to provide a more detailed description of the conflict chronology as well as many of the terms used in Lake Tempe studies. This study gathered academic journals, scholarly literature, and related sources using a narrative review technique. The findings from all the articles are interpreted, summarized, and elaborated in a descriptive manner using implementation and evaluation concepts. Through the analysis of the collected data, the research findings reveal that the Wajo Regency administration issued particular regulations to control fisheries resource management to resolve the discrepancies between Pallawang and Pakkajalalla fishermen. The objective was to promote stability while empowering the community to manage fishing resources. However, the regulation's implementation was ineffective because of the limited availability of specialized human resources in the fisheries department, which hindered the successful execution of the policy. Furthermore, it shows that the enacted regulations contradict each other in terms of policy coherence. While the first issue concerns the fishing method, it has now evolved into a problem for the government to solve between the fisheries and agriculture sectors

Abstract

Political coalitions in the multi-party system was an interesting pheno­mena in the political studies. Theoretically, political coalitions form were very variatif depending on the reason of the existence, duration, interesting,  supporting, as well as the system adopted by the govern­ment. All of this depends on the interests of political parties. This paper seeks to answer the questions: first, how do the model of coalition of politics in post-Suharto order; second, how do the trends of coalition in post-Suharto order. Based on a literature review, the results showed: first, basically a political coalition formed after Suharto showed two models, legislative coalition and government coalition. Second, the coalition that occurred in Indonesia today tend to be oriented pragmatic, especially on agreements at the political parties level.

Abstract

This paper showed how the Indigenous People in Indonesia reacts to the legal pluralism where they should respect their customary law while in same time must obey the formal laws. Based on research of the Toraja ethnic group in the Toraja Area in etno-metodology, the indigenous people was cleverly deal with the legal pluralism condition in regional election in 2015. Finally this paper shows how legal pluralism condition used by the Toraja ethnic group to keep their customary laws respected thru the regional election.

Abstract

This paper examines the implementation of the Six University Initiative Japan–Indonesia (SUIJI) in South Sulawesi Province as a cross-national university based model of social innovation. The SUIJI program highlights the importance of direct engagement between universities, local communities, and youth particularly students in sustainable development projects. Using the frameworks of Grassroots Social Innovation and the Capability Approach, this study analysis SUIJI’s contributions to enhancing participants’ capabilities, fostering collaborative networks, and generating impacts on local communities. The research employed a qualitative case study method, drawing on interviews, observations, and document analysis. The findings demonstrate that SUIJI strengthens students’ intercultural competence, adaptive leadership, and reflective agency, while simultaneously encouraging collaborative innovations across diverse social domains that advance sustainable community welfare. The benefits extend beyond economic improvements, encompassing the reinforcement of social cohesion, environmental awareness, and sustainable lifestyles. Nonetheless, several challenges persist, including the dominance of top-down approaches, limited scholarship opportunities, language and cultural barriers, and asymmetrical power relations. This study concludes that SUIJI represents a model of best practice in the internationalization of higher education, grounded in inclusivity, grassroots empowerment, and tangible contributions to sustainable development.

Abstract

This paper aims to show the implementation of Presidential Regulation no. 55 of 2019 concerning Presidential Decree concerning the Acceleration of the Battery Electric Vehicle Program for Road Transportation. This policy is a form of effort to maintain environmental stability in order to create clean air quality and minimal emissions. Battery-based electric vehicles can reduce carbon emissions which have been polluting the environment. The manufacture of battery-based electric vehicles is required to use the Domestic Component Level (TKDN) in its manufacture, one of which is Nickel. As a consequence of its implementation, nickel mining has grown massively in Indonesia, including in North Konawe Regency to meet the use of domestic components. This opens up space for interaction related to interests, power, resources related of nickel mining management and its relation to environmental conditions around the mine. At the end, there is still a condition of environmental damage that occurs as implication of Nickel mining which is basically a condition that is not in line with the objectives of the Policy which seeks to maintain environmental conditions

Abstract

This study examines the dynamics of transformation within the Gandangbatu Sillanan community in Tana Toraja Regency, tracing their shift from an administrative entity toward recognition as an indigenous territory. The main issue focuses on how colonial structures of power that placed Gandangbatu Sillanan under the Mengkendek District shaped the state’s way of seeing and governing indigenous domains, as well as how local communities responded through strategies of resistance and negotiation. This research employs a qualitative method, using data collection techniques through interviews and document studies, analyzed within the theoretical framework of political anthropology as proposed by James C. Scott. The findings reveal that the establishment of the Gandangbatu Sillanan District in 2007 represents a form of resistance successfully institutionalized through the bureaucratic channels of the state. This action reflects the indigenous community’s effort to rearticulate local identity and sovereignty within the framework of modern state law. In conclusion, the struggle of the Gandangbatu Sillanan community exemplifies the practice of everyday resistance within the context of Seeing Like a State, where local actors employ state instruments to reaffirm their existence and indigenous autonomy.
