AbstractThe Expertise Competency Test (UKK) is part of goverment intervention in ensuring the quality of education in Vacational High School education units. However, ths role is still less than optimal in terms of equility, relevance, effectiveness, effeciency, and quality of education itself. Essentially, it is the ability of human resources to determine the result obtained from education. This thesis is entitled ?The Effect Of LeadershipAnd Aducation Finance On The Outcomes Of Expertise Competency Test At State Vacational High School 1 In Simpang Hilir Northertn Kayong Regency?. This study aims tu analyze the importance of leadership an education funding on the result of the XII grade students? competency test in Vacational High School 1 At Simpang Hilir. Based on the research findings, it can be perceived that the magnitude of the result forthe coefficienton leadership variables is determined by the value of sig < 0,05 or Tcount > T-table which is 0,003<0,05 or 1,737>1,66. This indicates that the leadeship variabel inself (partial) has a direct and significant effect on the result of the expertise competency test, with and effect of 25% on the result. Meanwhile, on the financing variabel, it can be discerned that the magnitude of the results is 0,036<0,05 or 1,790>1,66. This shows that the educational funding variabel itself (partial) has a direct and significant effect on the result of the expertise competency test with an influence of 67,24% on the result. Furthermore, from the testing together (simultaneous) of the leadership variabels and educational funding, obtained F-count >F-table that is equal to 38,8>1,66, this determines that the variabel of ladership and educational funding directly influence the result of the expertise competency test, which is 38,8%.Keywords: Leadership, Education Financing, Expertise Competency Test

The purpose of writing this thesis is to describe and evaluate the employee attendance management information system implemented by the Jeneponto Regency Ministry of Religion Office and evaluate through PIECES analysis where the management information system is evaluated in terms of performance, information, economy, control, efficiency and services generated from the employee attendance management information system. The type of research used is qualitative research. The approach used in this research is a phenomenological approach where the purpose of this approach is to study in depth about the situation at the Jeneponto Regency Ministry of Religion Office. The results of this study show descriptions of the employee attendance management information system implemented at the Jeneponto Regency Ministry of Religion Office where the management information system used is a combination of several existing components such as software, hardware and networks used to organize core activities of managing employee attendance data starting from the process of recording employee attendance data using the Pusaka application. Attendance recapitulation reports, meal allowances and performance allowances can be seen by employees in the Absensi application. Management of employee attendance data as material for preparing reports for payment of employee benefits in the HRMS Presence application. The system has worked in accordance with the standard operating procedures (SOP) applied, but the process of recording employee attendance using the Pusaka application is also influenced by network conditions and servers. Analysis of the information produced is very fast and accurate, but in the output of the recapitulation of meal allowances there are differences in understanding between the manager and the output results of the system. From an economic point of view, the system used is free because it was developed by the Bureau of Personnel and the Bureau of Public Relations, Data and Information (HDI) of the Secretariat General of the Ministry of Religious Affairs of the Republic of Indonesia. To avoid the system from data corruption, the database is stored at the head office and limits access rights to several types of user accounts, but there is no feature of the system to prevent employee fraud when manipulating GPS when recording attendance using the Pusaka application. In this system, there are no activities that require wasted time for both humans and computers used, the information produced is also not excessive so that this system is far from the indicators that a system can be said to be inefficient. This system service is very helpful for employees, managers and management because in addition to being easy to use, the information generated is also immediately used as material in preparing reports for payment of meal allowances and employee performance allowances.

Pelabuhan Pangkalan Susu merupakan pelabuhan yang terletak di Kecamatan Pangkalan Susu dengan status sebagai pelabuhan khusus kelas IV dalam wilayah kerja Pelindo I. Dengan status pelabuhan yang terbuka untuk perdagangan luar negeri tentunya merupakan sebuah peluang untuk menunjang pembangunan daerah melalui sektor perdagangan laut. Potensi tersebut disadari oleh stakeholder yang terkait melalui wacana untuk pengembangan fungsi Pelabuhan Pangkalan Susu sehingga kedepannya dapat dimanfaatkan dari terminal khusus menjadi terminal umum. Pengembangan pelabuhan ini diharapkan akan memberikan dampak antara lain seperti ; a.meningkatkan kegiatan perekonomian daerah ; b.meningkatkan peluang berusaha; c.menciptakan lapangan kerja baru; d.meningkatkan pendapatan masyarakat. Berdasarkan hasil observasi dan interview yang dilakukan tim pengusul Politeknik Adiguna maritim Indonesia (POLTEK AMI) Medan terhadap masyarakat di daerah pesisir Pulau Kampai, yang teletak di pesisir pantai timur Sumatera Utara diketahui bahwa kemampuan dalam berlayar yang dimiliki oleh nelayan ataupun nakhoda kapal-kapal penyeberangan antar pulau diperoleh secara turun – temurun dari orang tuanya, karena pekerjaan menetap ayahnya sebagai nelayan dan juga sebagai pengangkut penumpang penyeberangan dari pulau ke pulau sebagai transfortasi laut yang selalu melibatkan anaknya untuk berlayar baik mencari ikan maupun mengantar penumpang dari pulau ke pulau. Sehingga perlu di adakan sosialisasi mengenai alat- alat keselamatan , agar nelayan penangkap ikan dapat terus dan berkelanjutan dalm usahanya menangkap ikan.

Pembongkaran Angkutan laut dapat dijadikan sebagai sarana penghubung antar negara, sehingga mempermudah pengiriman barang dari satu negara ke negara lain. Alat transportasi laut (kapal) memiliki kelebihan dibandingkan alat trasportasi lainnya, yaitu dapat mengangkut barang dari satu tempat ke tempat yang lainnya dalam jumlah yang besar Namun di sisi lain, jumlah barang yang banyak dan ukuran yang beraneka ragam, menyulitkan dalam penanganannya. Karena itu digunakanlah petikemas (container) yang dirancang secara khusus dengan ukuran tertentu, dapat dipakai berulang kali, dapat menyimpan barang dan terhindar dari kerusakan. Menggunakan petikemas (container) pendistribusian barang lebih mudah dan efisien baik untuk perdagangan nasional maupun internasional. Pengiriman barang menggunakan petikemas (container) melalui jalur laut masih menjadi prioritas utama dan volumenya terus meningkat dari tahun ke tahun. Terutama untuk pengiriman barang dalam jumlah besar dan jarak jauh karena tidak ada pilihan lain yang lebih aman. Tidak adanya pilihan lain dalam pengiriman menyebabkan permintaan pengiriman petikemas (container) melalui jalur laut sangat tinggi. PT. Meratus Line merupakan salah satu perusahaan pelayaran yang ada di Indonesia dan berpusat di Surabaya, dimana perusahaan ini bergerak dalam pengiriman barang dengan sistem containerisasi melalui angkutan laut yang bertujuan keseluruh wilayah Indonesia.

This article explores the strategic communication practices employed by the Patangkai Village Government in Bone Regency to enhance community participation in rural development. Situated in the discipline of communication and public administration, the study responds to the need for participatory development approaches that go beyond top-down planning. The research was conducted using a qualitative descriptive method involving in-depth interviews, field observation, and document analysis. Findings indicate that communication strategiesâ€”ranging from formal meetings (Musrenbang and Musdes), WhatsApp group messaging, to personalized home visitsâ€”play a vital role in shaping community involvement. The study highlights both supporting and inhibiting factors such as leadership transparency, technological access, time constraints, and social hesitancy. While community engagement is gradually improving, challenges remain in reaching marginalized groups and sustaining active participation. The research contributes to the understanding of communicationâ€™s function not only as information transmission but as a dialogical and inclusive governance tool. The results emphasize that adaptive and culturally rooted communication strategies are essential for effective participatory development in rural settings. The study concludes that village governments must institutionalize feedback systems and diversify communication approaches to ensure equitable and sustainable engagement. These findings offer practical guidance for local governance and development practitioners.

Dikawasan wisata bukit lawang terdapat penjual souvenir dan pedagang kuliner. Souvenir yang dijual beragam akan tetapi belum unik begitupun kulinernya masih belum membawa ciri khas langkat yang arahnya kepada kuliner melayu dan oleh-olehnya juga belum ada yang khas. Tujuan kegiatan ini untuk memberikan masukan kepada pengelola wisata dan masyarakat akan pentingnya pengadaan souvenir unik dan khas serta kuliner seta oleh-oleh khas tempat wisata, sebab ini termasuk salah satu bentuk bisnis yang dapat meningkatkan ekonomi msayarakat dan menarik minat wisatawan. Hasil kegiatan merumuskan pentingnya mengadakan souvenir dan kuliner ciri khas kawasan wisata di bukit lawang denagn tujuan sebagai daya tarik wisatawan, meningkatkan perekonomian masyarakat dan turut melestarikan budaya daerah. Akan tetapi perlu diperhatikan fungsi dan kualitas dari souvenir dan keunikannya sehingga akan memberi harga jual yang sesuai bahkan bernilai lebih. Begitupun kulinernya perlu diperhatikan citarasa, bidang kesehatan dan tampilan penyajiannya, sehingga wisatawan akan tertarik dan bahkan menjadi penggemarnya. Saran: Peran pemerintah lokal diharapkan untuk menjadi motor dan donator bagi masyarakat, baik sebagai tenaga ahli atau mendatangkannya dan sebagai evaluasi keberlangsungan perencanaan program yang dilaksanakan di kawasan wista tersbut. Keagenan adalah salah satu unit usaha pelayaran. Kegiatan keagenan mempunyai tugas dan tanggung jawab yang besar dalam memberikan pelayanan kepada kapal–kapal yang diageni oleh PT. Tarunacipta Kencana Cabang Dumai selaku agen yang memberikan pelayanan keagenan terhadap kapal–kapal yang sandar diPelabuhan Dumai, dalam kegiatan ini perusahaan pelayaran harus menjalin hubungan dengan instansi–instansi terkait seperti : bea cukai (custom), imigrasi, karantina, Kantor Syahbandar Otoritas Pelabuhan (KSOP), Pelindo. Untuk melaksanakan pelayanan keagenan PT. Tarunacipta Kencana Cabang Dumai sedikit banyak mengalami hambatan dan kendala baik itu masalah dari dalam maupun masalah dari luar yang berasal dari luar perusahaan. Salah satu masalah diPelabuhan Dumai yang menyebabkan kapal–kapal yang akan sandar didermaga harus berlabuh berjam-jam bahkan sampai berhari–hari hanya untuk mendapatkan fasilitas tempat sandar kapal. Adapun hal yang harus dilengkapi untuk menyelesaikan makalah ini, Penulis menggunakan Metode penelitian lapangan (field research) yaitu dengan teknik pengamatan (observasi) dan wawancara (interview) serta metode penelitian perpustakaan (library research).

This journal is titled Criminal Law Enforcement Policies in Combating Online Gambling Reviewed from the Republic of Indonesia Law Number 19 of 2016 concerning Information and Electronic Transactions. The rapid technological advancements today provide a great opportunity for criminals to commit crimes. Online gambling offenses have now entered the Internet world, known as online gambling. To reduce the level of criminality in online gambling, it is necessary to understand the law enforcement policies in combating online gambling offenses and the obstacles law enforcement face in addressing these crimes. This journal uses a descriptive normative legal research method, which aims to describe rather than test hypotheses. There are two approaches to combating online gambling: preventive measures involve providing warnings and monitoring the online world using the Internet, while the second approach, repressive measures, involve capturing, processing, taking to court, and imposing criminal sanctions in accordance with Article 45 paragraph (2) of the ITE Law, Article 303, and Article 303 bis of the Criminal Code. Based on the research findings, the author suggests: 1. The need to enhance law enforcement capabilities by upgrading IT-based technological knowledge. 2. Law enforcement officials are encouraged to be more proactive in combating online gambling offenses. In the case of online gambling, authorities can potentially block online gambling sites on a large scale, which would help minimize existing issues.

Proses pembelajaran pada dasarnya sama dengan proses komunikasi. Secara sederhana proses komunikasi adalah penyampaian pesan dari komunikator kepada komunikan. Hal ini sejalan dengan penyampaian materi ajar dari pendidik kepada peserta didik. Proses pembelajaran jarak jauh yang harus dilakukan oleh pendidik pada masa pandemi Covid-19 mengharuskannya menggunakan berbagai metode pengajaran, salah satunya menggunakan Whatsapp Group. Proses pembelajaran menggunakan Whatsapp Group dapat dilihat pada perguruan tinggi dimana hampir setiap mata kuliah memiliki grup yang didalamnya ada dosen dan mahasiswa. Penelitian ini bertujuan untuk mengetahui hambatan komunikasi yang dialami oleh dosen maupun mahasiswa dalam proses pembelajaran menggunakan Whatsapp Group. Metode penelitian yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Penelitian ini dilakukan pada dosen dan mahasiswa di jurusan Ilmu Komunikasi Fakultas Dakwah dan Komunikasi UIN Alauddin Makassar. Hasil penelitian menunjukkan bahwa dosen dan mahasiswa yang tergabung dalam Whatsapp Group mata kuliah mengalami beberapa hambatan antara lain (1) hambatan sosiologis, yaitu hambatan yang terkait status sosial dan hubungan antara dosen dan mahasiswa sebagai pendidik dan peserta didik. (2) Hambatan antropolgis, merupakan hambatan yang terkait dengan budaya masing-masing. (3) Hambatan psikologis, yaitu hambatan yangterkait dengan keadaan perasaan atau emosi dari dosen maupun mahasiswa. (4) Hambatan Semantik, yaitu hambatan yang berkaitan dengan penggunaan bahasa baik verbal maupun nonverbal. (5) Hambatan Mekanis, merupakan hambatan yang terkait dengan media komunikasi. (6) Hambatan ekologis, yaitu hambatan yang terkait dengan lingkungan komunikator maupun komunikan. Hasil penelitian diharapkan mampu memberi pengetahuan kepada pendidik maupun peserta didik hambatan komunikasi yang sebaiknya dihindari pada proses pembelajaran menggunakan Whatsapp Group.
