Abstract

The Village Fund does not have a significant effect on reducing the poverty rate in rural areas in Indonesia. The misallocation of the village fund budget was due to the improper village policy planning process. The key solution of improving policy and village governance is a rational problem-solving and decision-making . The method of formulating the rational aproach is meta-analysis related to meta theory, meta methods and meta-data. The results of the literature study formulated a systems thinking approach related to the formulation of a more participatory village policy design. Several aspects that need to be considered in the design of village fund policies, namely; developing support capacity and preparing the process of village fund policy formulation as a critical point for village policy practice, integration of village development policies, the importance of creating agile-adaptive governance, operational policy design and causal relationships, and evaluation of several districts in Bengkulu regarding village fund policies. All of those are formulated in a meta-analysis design in the form of a policy design flow chart that can be used as a researchguidance on the development of village fund policy formulations in Bengkulu Province

Abstract

Law Number 23 of 2014 concerning Regional Government mandates that the implementation of regional autonomy adheres to the principle of autonomy as wide as possible, real and responsible. The principle of autonomy as broadly as possible implies that autonomous regions are given the authority to regulate and manage all government affairs, including exploring sources of regional income so that the region becomes advanced and can implement the principle of regional autonomy without depending on other regions. Bengkulu City has an original source of regional revenue, one of which is parking fees. From various case studies in Indonesia, including Bengkulu City, where parking fees are one source of regional income. Zone 6 Panorama Market Bengkulu City is the research location on the grounds that this zone makes a large contribution compared to other zones. This study aims to determine and analyze the implementation of parking retribution policies in increasing Regional Original Income (PAD) in Bengkulu City. The research method used is qualitative evaluation with data collection techniques with direct observation, interviews, documentation. Abstract

The Directorate of Samapta (Ditsamapta) is a work unit at the Polda level under the Kapolda. Samapta is in charge of carrying out four activities namely Arrangement, Guard, Escort and Patrol (Turjawali). Crowd control (Dalmas). Seacrh And Rescue (SAR), as well as Animal Assistance (k-9). Samapta's main task is to carry out the function of the police as a preventive or preventive task against violations of the law or disruption of the Kamtibmas, carry out early stages of repressive action as well as other forms of disturbance of the Kamtibmas. Efforts to carry out police functions according to Law of the Republic of Indonesia Number 2 of 2002 concerning the Police of the Republic of Indonesia "that the maintenance of domestic security includes public order, law enforcement, protection, protecting the community, and service to the community is carried out by the Indonesian National Police as an instrument of the state which assisted by society by upholding human rights”. The provision of services in this case must be given special attention because it involves the interests of the people. The implementation of the same tasks influences human resources and existing facilities and infrastructure because these two factors also influence the results of the performance of officers in the field. In community service by the police carried out by the Samapta Directorate it has not been fully achieved because in carrying out tasks in the samapta function there are still a number of things that affect work in providing public services. Public services carried out by the Samapta directorate include patrol activities.

Abstract

This research was conducted at the Mukomuko Fisheries Service. The purpose of this research is to know the impact of reliability, responsiveness, safety, empathy, and concreteness on the satisfaction of the person being treated. This research was conducted using quantitative research where the main source of information was the people selected as respondents. Respondents were selected using a purposive sampling technique. Up to 75 people were interviewed using a non-probability-based sampling technique. Researchers used the main survey instrument (questionnaire) to collect data. Each question in the questionnaire contains 5 answer choices, each answer choice is evaluated according to a Likert scale. The data used in this study are quantitative analysis data supported by descriptive analysis (explanation). Quantitative analysis tool with multiple linear regression. While the hypothesis was tested using the t-test (t-test) and F-test (F-test) with a confidence level of 95 n alpha = 0.05. The results of the data analysis carried out show that the quality of service in terms of reliability, responsibility, security, empathy, and concrete influences the satisfaction of the people who work at the Kupaten Mukomuko Fisheries Service. The results of linear regression analysis often show that increasing reliability, responsiveness, security, empathy, and concreteness can increase service user satisfaction. The results of testing the hypothesis with the t-test give the calculated t values of the three variables studied > significance of t table < 0 > F table. Reliability, responsiveness, safety, empathy, and concreteness partially and at the same time have a significant effect on the satisfaction of the people who work in the Mukomuko fisheries service. Abstract

This study aims to analyze and see the effectiveness of leadership and employee performance in improving the quality of development planning in Kaur District. The type of research used in this thesis is descriptive qualitative, the data in this study were obtained from primary data and secondary data. Data collection techniques used are observation, interviews, and documentation. The data analysis technique is using qualitative data analysis. The results of this study indicate that: the effectiveness of leadership and employee performance in improving the quality of development planning in Kaur Regency has been implemented properly and responsibly, both seen from the aspect of leadership effectiveness which includes: a) Personality, past experience and expectations of leaders, b) Awards and behavior of superiors, c) Characteristics, expectations and behavior of subordinates, d) Task requirements, e) Organizational climate and policies, and f) Expectations and Behavior of colleagues. Then from the aspect of employee performance, which includes: a) Quality of work, b) Quantity, c) Determination of work, d) Effectiveness, and e) Work independence. Employees have also tried to make leadership and employee performance more effective in improving the quality of development planning in Kaur District.

Abstract

The purpose of this study was to describe the activities of agricultural consultants in increasing agricultural production in South Seluma District, Seluma Regency in terms of concrete aspects and reliable aspects using a qualitative descriptive approach. Data collection methods include interviews, observation, and collection. From the results of the study, it can be concluded that agricultural extension activities in improving the physical appearance of crops (Tangibel) include aspects of the facilities used by agricultural extension workers which are quite good or help produce new plants in the sense of. from reliable information. Agricultural Extension for each member of the Farmer Group. In this indicator, agricultural extension workers are quite capable of providing reliable service by providing new information, being responsible and implementing it when the information is in the form of a government contract or program, and increasing the institutional capacity of farmer groups, economic institutions, and agricultural support. Economic actors build partnerships.

Abstract

The purpose of this study is to describe, know and understand the results of the evaluation of the performance of BAPPEDA-LITBANG of Kaur Regency in preparing very good development plans. Methods This research will be conducted using a qualitative research approach. , without carrying out any treatment or manipulation of the variables being studied. Qualitative descriptive research is a type of research that aims to describe existing conditions by collecting data objectively. Meanwhile, to gather information in this study, the methods used are observation, interviews, and documentation. Triangulation with 6 informants at the BAPPEDA LITBANG office in Kaur District. Data analysis was carried out by comparing theory and practice. The analysis focused on variables related to evaluating the performance of BAPPEDA-LITBANG in Kaur district in the process of preparing a development work plan. From the results of research that has been carried out by expert researchers, the conclusions in this study are. evaluation of the performance of the Research and Development Agency of Kabuaten Kaur in the process of preparing the development work plan has been effective and efficient.

Abstract

This study aims to identify the quality of community services at the Lurah Office in Seluma District, Seluma Regency, Bengkulu Province, and explain the factors that influence the quality of community services at the Lurah Office in Seluma District, Seluma Regency, Bengkulu Province. This research is descriptive research with a qualitative approach. The determination of subjects in the study was carried out by purposive sampling and snowball sampling methods. There were 12 (twelve) research subjects, namely Talang Saling Village Head, Dusun Baru Village Head, Pasar Tais Village Head, and 3 (three) people who use public services from each Lurah Office. From the analysis using the tangible dimension, the reliability dimension, the responsiveness dimension, the assurance dimension, the empathy dimension, and the factors that influence the quality of public services, it can be explained that the tangible dimension ( tangible) At the Lurah Office in Seluma District it has not implemented well regarding the comfort of the place, ease of service, discipline of officers, ease of access and use of assistive devices. Dimensions of Reliability (reliability), the Lurah Office in Seluma District is still lacking regarding unclear service standards, the ability of officers is still lacking, and there is no expertise possessed by service officers. Responsiveness dimension (response/response), At the Lurah Office in Seluma District, the service process is not smooth and timely, so service users do not feel comfortable. Assurance dimension (guarantee), the Lurah Office in Seluma District does not have timely guarantees for service users but there is no cost for bureaucracy in services. The Empathy Dimension, Officers at the Lurah Office in Seluma District serve the community in a friendly and polite manner, but officers still prioritize their interests over the interests of service users. Two factors influence the quality of public services, namely internal factors and external factors. The internal factors are inadequate infrastructure, lack of service personnel, and lack of tools. While external factors, namely service patterns and procedures for providing services that have not been maximized.

Abstract

The aims of this study are twofold: first, to find out the implementation of the HIV/AIDS prevention policy in Rejang Lebong District, and second, to identify the factors that support or hinder the implementation of the policy in the same area. This study uses evaluation research methodology, adopts a descriptive qualitative approach, and describes the theoretical framework of Van Meter and Van Horn. The research participants consisted of the Head of the Rejang Lebong District Health Office, the Rejang Lebong District AIDS Commission (KPA), and community members who were selected using a purposive sampling technique. example. Data collection methods used include observation, interviews, and documentation. The study findings show that the implementation of the HIV/AIDS Response Policy in Rejang Lebong District has not been carried out comprehensively and satisfactorily. The magnitude of the policy is seen in its alignment with existing regulations, but the policy objectives have not been fully realized due to their impracticality at the individual level. Inadequate resources for policy implementation are associated with inadequate availability of human and financial resources. The successful implementation of policy implementation can be associated with the alignment of the characteristics of implementing agents and the attitudes or tendencies of implementers. Effective communication has been established between implementing organizations and PLHIV. However, communication with the general public has not been carried out thoroughly. Concerning the economic and social context, it appears that Rejang Lebong District has not effectively facilitated the implementation of HIV/AIDS prevention policies. This can be attributed to the stigmatization and discrimination of society, as well as the continued involvement of individuals in sex work. Rejang Lebong District faces challenges in implementing HIV/AIDS countermeasures policies, which mainly originate from a scarcity of human resources which has led to dual authority.

Abstract

Penelitian ini bertujuan menganalisis kepuasan masyarakat yang diberikan tenaga kesehatan dan menganalisis faktor penghambat dan pendukung kepuasan masyarakat dari tenaga kesehatan di Puskesmas Kecamatan Muara Sahung Kabupaten Kaur. Penelitian ini dilaksanakan di Puskesmas Muara Sahung Kabupaten Kaur dengan metode wawancara terhadap 5 orang sebagai informan penelitian yang bertugas di Puskesmas dan pasien atau masyarakat yang dating untuk berobat di Puskesman Muara sahung. Teknik dan instrument pengumpulan data yang digunakan adalah observasi, wawancara dan dokumentasi. Hasil penelitian ditemukan kualitas pelayanan yang diberikan tenaga kesehatan pada Puskesmas Muara Sahung Kabupaten Kaur berdasarkan indikator kompetensi pelaksana, pelayanan yang diberikan sudah sesuai dengan kebutuhan masyarakat dan tenaga medis sudah sesuai dengan profesi dibidangnya sedangkan pada indikator perilaku pelaksanaan ditemukan sebagian masyarakat atau pasien merasa kurang puas terhadap petugas pelayanan kesehatan karena kurang ramah, dan terkadang mereka membeda-bedakan perilakunya dengan pasien yang lain. Faktor pendudkung kualitas pelayanan pada Puskesmas Kecamatan Muara Sahung adalah rutin melakukan penyuluhan informasi ke desa-desa setiap bulan, pengukuran dan vaksinasi balita. Sedangkan faktor penghambat adalah tempat duduk diruang tunggu yang masih kurang, kekurangan tenaga dokter umum dan peralatan medis serta disiplin/kehadiran petugas medis yang tidak tepat waktu.
