Abstract

This study aims to determine the Formulation of Regional Regulation Number 4 of 2023 concerning the Empowerment of Micro, Small and Medium Enterprises in Kepahiang Regency, using Budi Winarno's formulation theory that the preparation of Regional Regulations consists of 4 stages, namely; formulation of problems (Defining Problem), preparation of policy agendas, selection of alternative policies, and determination of policies. Data collection using interview, observation, and documentation techniques. Data analysis techniques using descriptive qualitative analysis. Based on the results of data analysis and findings obtained in the field, it can be concluded that, 1) issues or problems that are of serious concern to the local government, especially the Trade, Cooperatives and UMKM Service, the Kepahiang Regency DPRD and the MMS UMKM Association have been considered in the preparation of Kepahiang Regency Regional Regulation No. 4 of 2023 concerning the Empowerment of Micro, Small and Medium Enterprises. 2) Selection of alternative policies in the framework of the preparation of Kepahiang Regional Regulation No. 4 of 2023 to provide support and facilitation as well as regulations for MSMEs. Alternative policies that are very important and have a major impact on Micro, Small and Medium Enterprises (MSMEs) have been approved, consisting of; Empowerment of Micro, Small and Medium Enterprises, such as; growth of independence, togetherness and entrepreneurship of MSMEs, development of businesses based on regional potential, ensuring legal certainty in the implementation of empowerment and protection of MSMEs, criteria for micro, small and medium enterprises, in a separate chapter it is necessary to include the authority of the regional government, regarding licensing, protection of micro and small businesses, capital for micro, small and medium enterprises, 3) Determination of policies is the fourth stage in the formulation of the preparation of Kepahiang Regency Regional Regulation No. 4 of 2023 concerning the Empowerment of Micro, Small and Medium Enterprises, The policy taken is in the form of Kepahiang Regency Regional Regulation No. 4 of 2023 concerning the Empowerment of Micro, Small and Medium Enterprises, the Regional Regulation was stipulated on September 26, 2023, promulgated on September 26, 2023 and came into effect on September 26, 2023, source: Kepahiang Regency Regional Gazette 2023 Number 38 through the Kepahiang Regency DPRD meeting.

Abstract

This research was conducted with the aim of analyzing the implementation of the Maternal and Child Health Program (KIA) at the Kaur Regency Permanent Health Center. The type of research used in this research is descriptive with a qualitative approach. This research is descriptive research which aims to collect information about current conditions and symptoms. Observation, interview and documentation techniques were used as data collection techniques. Data analysis techniques use data reduction, data presentation, as well as drawing and validating conclusions. The findings of this research indicate that: The implementation of the Maternal and Child Health (KIA) program at the Kaur District Health Center is going according to plan and is being implemented well and responsibly. This can be seen from the factors based on the theory of George Edward III. interact and influence policy implementation. Namely (1) the communication aspect of implementing the maternal and child health (KIA) support program at the Kaul Regency Permanent Health Center was very successful; Good and optimal. (2) The resource aspect of implementing the maternal and child health (KIA) service program at the Kaur Regency Permanent Health Center was successful. (3) dispositional aspects in the form of commitment and integrity, degree of democracy or information sharing; All duties of a political practitioner must be carried out with the same dedication and integrity that characterize a good democracy, and information must be shared openly. (4) The bureaucratic aspects of implementing the Maternal and Child Health (KIA) utility program at the Kaul Regency Permanent Health Center are adequate and on target.

Abstract

This research was carried out with the aim of: 1) To analyze the quality of patients in the service system at the Luas Health Center, Kaur Regency. 2) To classify patient satisfaction with the service system at the Kaur Regency Broad Community Health Center. The type of research used in this thesis is qualitative research. This research uses descriptive case study techniques, which are carried out intensively, in detail and in depth on the research object. The data in this research was obtained from primary data and secondary data. The data collection techniques used are the observation method, interview method, and documentation method. The data analysis technique is using Data Reduction, Data Display, and Conclusion Drawing/Verification. The results of this research show that: 1). The quality of service at the Luas Health Center in Kaur Regency is seen from: service facilities (tangibles), ability to serve (reliability), speed of response (responsiveness), guarantee/certainty (assurance) and attention (emphaty) not all of which are good or quality for services in the general poly section and ER. Of the 5 (five) aspects studied, only service facilities (tangibles), ability to serve (reliability) and attention (emphaty) were not very good. The rest, namely responsiveness and quality assurance, are quite good. 2) The quality of service at the Luas Health Center in Kaur Regency is seen from: service facilities (tangibles), ability to serve (reliability), speed of response (responsiveness), guarantee/certainty (assurance) and attention (emphaty) which is good enough for the Laboratory section. Of the 5 (five) aspects studied, only service facilities (tangibles) still have deficiencies in terms of equipment for laboratories.

Abstract

This research aims to analyze public services in the process of implementing the recruitment of National Police members in the Bengkulu Regional Police area. This research uses a qualitative approach, with data collection methods through observation, interviews and documentation support. Informants in this research came from organizers, participants, and guardians of selection participants. The research results show that overall the public services provided are in accordance with service standards. In the dissemination of information, acceptance is carried out with openness, there are no measures to limit the dissemination of information. Implementation accountability also complies with existing standards and regulations. Community participation is also involved in order to increase supervision of the admission process. And there are no acts of discrimination against participants starting from the registration process to the stages of each test category. The conclusion is that public services have been implemented as well as possible in accordance with the existing standards and rules in the admission selection process.

Abstract

Basically, health centers in the BPJS era act as gate keepers. Gate keeper is a concept of a first-level health service system that acts as a provider of basic health services, functions optimally according to its competency standards and provides health services according to medical service standards. The purpose of this study was to analyze how Ujung Karang Health Center plays the role of gatekeeper in the public health service system (Study at the Ujung Karang Public Health Technical Service Unit, Central Bengkulu Regency) and to analyze the obstacles in implementing the gatekeeper model at Ujung Karang Health Center, Central Bengkulu Regency. The approach used in this study is a qualitative approach. This research will be conducted at the Ujung Karang Public Health Technical Service Unit, Central Bengkulu Regency). This UPTD is located on Jalan Bengkulu - Kepahiang, Ujung Karang, Karang Tinggi District, Central Bengkulu Regency, Bengkulu. Data collection techniques used in the study were in-depth interviews, observation, and documentation. This study uses triangulation techniques through three data collection techniques, namely interviews, observations, and documentation. Based on interviews and observations, this study found that the Ujung Karang Public Health UPTD has carried out its function as a gatekeeper in the health service system quite effectively. This role is reflected in the implementation of initial services, patient monitoring, referral systems, and the diversity and quality of services. However, there are still obstacles in terms of limited medical personnel, supporting facilities, limited referral systems, and access to medical personnel training. Therefore, it is necessary to strengthen the capacity of resources to support the optimization of the role of UPTD as the main implementer of first-level health services. Abstract

Every organization makes an effort to achieve progress and development. The most influential factor in achieving these goals is human resources. Human resources that can advance an organization are people who perform well and are very effective. The qualified tasks and characteristics to achieve optimal performance. If the main tasks and functions of the organization are not clear, then people will find it difficult to do their jobs well, and it will be difficult to achieve good results. In addition, performance determinant factors are very much needed, including productivity, responsiveness, and accountability to achieve good and optimal performance. The importance of main tasks functions and performance determinants to realize human resource performance in the organization encourages the author to research the main tasks functions and performance determinants of ASN (State Civil Apparatus) of the Investment and One-Stop Integrated Service Office (DPM-PTSP) of Central Bengkulu. The aim is to determine the implementation of the main tasks and functions of the ASN performance determinants who work in the organization. The reason for researching ASN is because based on observations, the main tasks and functions have not been implemented properly and the performance determinant factors in the aspects of productivity, responsiveness, and accountability are indicated as not being good. So it still needs to be proven through research. The author uses interviews as a source of information, namely ASN who work in the organization. The results of the study indicate that the main tasks and functions given to ASNs are mostly good or very good, although some things are not good, namely the availability of ASN that is not consistent with appropriate ASN training and the work results achieved by ASN have not met management standards.

Abstract

Platform Merdeka Mengajar merupakan sebuah inisiatif untuk meningkatkan kualitas pendidikan di Indonesia dengan memberikan akses kepada para pendidik untuk mengembangkan kompetensi dan kinerjanya secara lebih optimal. Penelitian ini bertujuan untuk mengevaluasi penerapan pengelolaan kinerja kepala sekolah melalui aplikasi Platform Merdeka Mengajar (PMM) pada Dinas Pendidikan dan Kebudayaan Kabupaten Kaur dengan menggunakan model evaluasi CIPP (Context, Input, Process, Product). Model CIPP digunakan untuk menilai empat komponen utama dalam evaluasi program, yaitu Context, input, proses, dan produk. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan metode wawancara, observasi, dan dokumentasi untuk mengumpulkan data dari kepala sekolah, pengawas pendidikan, serta pihak terkait lainnya. Hasil penelitian menunjukkan bahwa penerapan PMM dalam pengelolaan kinerja kepala sekolah di Kabupaten Kaur telah memberikan dampak positif dalam meningkatkan kualitas manajerial kepala sekolah, meskipun masih terdapat beberapa kendala terkait dengan infrastruktur teknologi, pelatihan, dan pemahaman penuh terhadap penggunaan aplikasi. Evaluasi ini juga mengidentifikasi kebutuhan untuk peningkatan sosialisasi dan pelatihan yang lebih intensif agar kepala sekolah dapat memaksimalkan pemanfaatan PMM dalam merencanakan dan melaksanakan program pendidikan di sekolah.

Abstract

This study aims to analyze the marketing strategy of Kampung Durian tourist destinations and identify the challenges faced in their implementation. The research uses a descriptive qualitative approach with data collection techniques through in-depth interviews, field observations, and documentation. The results of the study show that the marketing of Durian Village is quite successful in attracting tourists through the main attraction in the form of durian agrotourism, the involvement of local communities, and the beautiful rural natural atmosphere. However, marketing strategies still face obstacles in terms of limited infrastructure, low human resource capacity managers, lack of digital promotion, and low awareness of people outside the region. Therefore, it is necessary to improve services, strengthen destination branding, and integrate cross-sector promotion so that Durian Village can develop sustainably. Abstract

The increase in the number of motor vehicles in Bengkulu City has a significant impact on air pollution due to exhaust gas emissions. This study aims to evaluate exhaust emission control policies and identify potential environmentally friendly vehicle alternatives. The research uses a qualitative descriptive approach with data collection techniques through interviews, observations, and documentation. The results show that even though the emission policy has been implemented, its implementation is still not optimal due to the lack of socialization, supervision, and supporting facilities. Motor vehicle emissions, especially from older vehicles, produce pollutants such as CO, NOx, and HC that exceed safe thresholds. Alternatives to green vehicles such as electric vehicles and biofuels have been introduced, but they face obstacles such as high prices and lack of infrastructure. This study recommends increasing regulatory enforcement, public education, and green infrastructure development to support emission reduction programs in Bengkulu City. Abstract

This study analyzes the effectiveness of recess activities conducted by members of the Regional People's Representative Council of Bengkulu Province in fostering local democracy and promoting community economic development. The research aims to assess how well community aspirations gathered during recess are translated into actionable programs within the 2018 Revised Regional Government Budget. Employing survey methods and literature review, the study classifies and quantifies the absorption of "Main Ideas"—a formal channel for representing community input—into regional development programs. Findings show that while council members actively collect aspirations and advocate for their inclusion through official reports, plenary discussions, and political lobbying, the actual realization of these inputs remains limited. Of the total proposed Main Ideas, only 44% in the productive economy sector, 60.5% in the infrastructure sector, and 36.9% in the socio-economic sector were implemented. This indicates a gap between aspiration collection and program realization, potentially due to limited coordination, bureaucratic challenges, or resource constraints. The study concludes that improving institutional mechanisms, inter-agency coordination, and monitoring systems is essential to enhance the impact of legislative representation. Future research should adopt a longitudinal approach, broaden sectoral coverage, and explore administrative barriers and public perceptions to provide more comprehensive strategies for optimizing the role of regional legislative institutions in local development.
