Abstract

Penelitian ini bertujuan untuk menganalisis kebijakan jabatan Penyuluh Keluarga Berencana (KB) di Dinas Pengendalian Penduduk, Keluarga Berencana, Pemberdayaan Perempuan dan Perlindungan Anak Kabupaten Kaur dengan menggunakan model Edward III yang mencakup empat variabel utama, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Fokus utama penelitian ini adalah untuk mengevaluasi bagaimana kebijakan tersebut dilaksanakan, serta faktor-faktor yang mempengaruhi efektivitasnya dalam mendukung program pengendalian jumlah penduduk dan peningkatan kesejahteraan keluarga. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa penyuluh KB tidak memili kebijakan jabatan yang besar dalam memutuskan sebuah keputusan, namun demikian dari kebijakan dari atasan ke penyuluh KB kegiatan penyuluhan berjalan dengan baik pada penelitian ini terdapat faktor penghambat dalam implementasi kebijakan yaitu suasana politik mengakibatkan pergantian pimpinan dilanjutkan perubahan kebijakan yang ada.

Abstract

Collaboration Implementation Model of State Vocational High School 1 Bengkulu Selatan is very important in Improving Graduate Competence. State Vocational High School 1 Bengkulu Selatan is one of the Vocational Schools with the status of a Center of Excellence in South Bengkulu Regency. This study aims to analyze the implementation model and the collaborative activities carried out by State Vocational High School 1 Bengkulu Selatan in collaboration with the Industrial World and the Manna Region III Education Office Branch. This study uses a qualitative approach method with data collection techniques through interviews, observations, and documentation studies. The informants of this study consisted of educational institutions, the government, and the industrial world. The results of this study indicate that the implementation of collaboration has been running in accordance with the technical instructions and techniques determined by the Director General of Vocational Education. It's just that this collaboration has not been fully implemented in all existing department competencies. This collaboration model can be seen in its full implementation in the Visual Communication Design (DKV) department, so that it can be a guideline for other schools and departments in improving Graduate Competencies.

Abstract

This study aims to analyze the evaluation of the implementation of BLT-DD in Padang Binjai Village, Tetap District, Kaur Regency, reviewed from the policy and budget aspects. To analyze the factors that influence the implementation of the BLT-DD Program in Padang Binjai Village, Tetap District, Kaur Regency. To answer these problems, researchers use qualitative research methods. The results of the study indicate that in the context evaluation process, the Village Fund Direct Cash Assistance (BLT-DD) service has been completely good. Based on the results of the study Evaluation of the Sustainability of the Direct Cash Assistance Program in Poverty Alleviation Efforts, a Review of Policy and Budget Aspects, an evaluation was carried out using the CIPP model evaluation which includes context evaluation, Inpt evaluation, Process evaluation, product evaluation: 1. Context Evaluation: BLT-DD services have met the criteria even though some who received this assistance were assisted by their relatives who work at the village office. 2. Input Evaluation: all residents in Padang Binjai Village who received BLT-DD have used the assistance well according to their needs. 3. Process Evaluation: Not all recipients of Village Fund Direct Cash Assistance (BLT-DD) are from lower-income families, but they take advantage of their relatives who work at the Village Office to gain access to assistance. 4. Product Evaluation: In the future, village officials will be more transparent regarding data on BLT-DD recipients and who is eligible to receive it to avoid social jealousy among those who do not receive it.

Abstract

Protocol is an important aspect in the implementation of government, especially in official activities involving regional heads such as governors. Protocol includes procedures, rules and customs that regulate official events, visits, receiving guests and other activities. The main purpose of protocol is to create an orderly, regular and solemn atmosphere, and reflect the authority and positive image of the regional government. Ethics are behavior, actions, self-image of the community towards the government, organization, or institution and individuals, an impression that is deliberately created from an object, person or organization. Ethics is one of the most important assets of an organization or individual that is deliberately created to have positive value. One of the government organizations that applies ethics in its application is the protocol. This study aims to analyze how ethics in the operational standards of the Bengkulu Province governor's protocol by reviewing the application of operational standards, ethics applied in the operational standards of protocol, identifying factors that influence the application of ethics, and efforts that can be made to improve ethics in the operational standards of protocol. The research method used is a qualitative approach with a descriptive method. Data were obtained through in-depth interviews with protocol staff and related officials, direct observation at official events, and documentation studies of protocol regulations and reports. Data analysis was carried out using data reduction techniques, data presentation, and conclusions to obtain a more comprehensive picture. This study is expected to contribute to the development of protocol policies in local government environments, as well as become a reference for further research in the field of public administration and government communication.

Abstract

This study analyzed public services in the Bengkulu Regional Police environment with a survey at the Integrated Police Service Center. The type of research used in this study is qualitative research. This study presents a descriptive discussion of the research with a case study technique that is carried out intensively, in detail, and in-depth on the object of research, the data in this study were obtained from primary data and secondary data. The data collection techniques used were observation methods, interview methods, and documentation methods. The data analysis techniques used were Data Reduction, Data Display, and Conclusion Drawing/Verification. The results of the study showed that in general the service at the Bengkulu Regional Police SPKT was good and met public service standards. Simple administrative requirements, easy-to-access service systems, efficient service times, and public complaints were handled quickly and transparently. The public was also satisfied with the professional and friendly attitude of the officers. However, there are still several aspects that need to be improved, such as the use of information technology, further training for officers, increasing the number of personnel during peak hours, and strengthening supporting facilities such as special rooms for vulnerable groups. With improvements in these aspects, the quality of Bengkulu Police SPKT services is expected to be more optimal, responsive, and oriented towards public satisfaction..

Abstract

This study aims to analyze the role of the Council Secretariat in assisting the implementation of administration in the Rejang Lebong Regency DPRD, with a focus on four main aspects: agenda preparation and management, documentation and correspondence, administrative assistance, and financial and budget management. This research uses a qualitative approach with data collection techniques through in-depth interviews, observation, and documentation, and is analyzed descriptively qualitatively with data analysis techniques using data reduction, data display, and conclusion drawing/verification. The results of the study indicate that although the administration has been running quite well, there are still obstacles such as sudden changes in the agenda, lack of digitalization, and limited human resource capacity. Improvement efforts have been made through the separation of political and administrative affairs, staff training, and the application of the principles of efficiency, accountability, and transparency. Recommendations focus on strengthening information technology and improving administrative professionalism on an ongoing basis.

Abstract

This study aims to analyze the quality of public services and factors that influence services at the Library and Archives Service of Musi Rawas Regency. The method used is descriptive qualitative with a field study approach through observation, interviews, and documentation. The results of the study indicate that based on five indicators of service quality-tangible, reliability, responiveness, assurance, and empathy-services have been running quite well but still need improvement, especially in terms of physical facilities, service consistency, and attention to vulnerable groups. Factors such as compliance with procedures, communication between employees, and availability of facilities directly affect the effectiveness of services. Improvements in facilities, employee training, and ongoing evaluation are needed to realize more efficient and responive services to community needs.

Abstract

Penelitian ini bertujuan untuk menganalisis pelaksanaan reformasi birokrasi kepolisian dalam rangka peningkatan kualitas pelayanan publik, dengan penekanan pada Kantor Operasional Kepolisian Resor Bengkulu Utara. Jenis penelitian yang digunakan dalam tesis ini adalah deskriptif dengan pendekatan kualitatif. Penelitian ini menggunakan jenis penelitian deskriptif, yaitu penelitian yang bertujuan untuk mengumpulkan informasi mengenai kondisi atau gejala yang ada, yaitu gejala-gejala yang ada pada saat penelitian dilakukan. Data untuk penelitian ini diperoleh dari data primer dan sekunder. Teknik pengumpulan data yang digunakan adalah metode observasi, metode wawancara, dan metode dokumentasi. Teknik analisis data yang digunakan adalah reduksi data, visualisasi data, dan penarikan kesimpulan/verifikasi. Berdasarkan kajian teori dan hasil penelitian yang dilakukan maka dapat disimpulkan bahwa reformasi birokrasi kepolisian pada Biro Operasi Kepolisian Resor Bengkulu Utara. itu dilaksanakan dengan benar dan bertanggung jawab. Pelayanan publik yang telah diberikan mencakup berbagai dimensi kualitas, seperti prosedur pelayanan, waktu penyelesaian, biaya pelayanan, produk layanan, sarana dan prasarana, serta keterampilan penyedia layanan. Pelaksanaan reformasi juga mencakup peningkatan akuntabilitas, transparansi, kualitas layanan, pengembangan sumber daya manusia, peran serta masyarakat, dan teknologi informasi. Selain itu, petugas dari Kantor Operasional Kepolisian Kompleks Bengkulu Utara telah menunjukkan kompetensi dan rasa tanggung jawab untuk meningkatkan kualitas pelayanan publik. Namun demikian, masih terdapat beberapa tantangan yang harus diatasi, seperti jaringan internet yang belum selalu lancar serta perlunya melengkapi instalasi dan infrastruktur agar proses operasional dapat dikembangkan lebih optimal.

Abstract

This study aims to design a policy to prevent fishing using trawls in the coastal area of Bengkulu. This study uses a qualitative approach using a descriptive method. This study uses Birkland's theory (2015) which has five elements, namely, the goals of the policy, the causal model, the tools of the policy, the target of the policy and the implementation of the policy. The informants in this study amounted to 7 people consisting of 2 fishermen, 1 law enforcement element, 1 bureaucratic element, 2 previous researchers and 1 organizational element. The results of the research are based on the objective aspect of the policy to prevent the use of trawl is to preserve the sea and prevent conflicts between traditional fishermen and trawl fishermen. From the causal model, there are several causes and consequences that will arise if the policy is implemented, whether it has an impact on social, economic and environmental. From the dimension of policy tools, there are several policy alternatives as tools produced to prevent the use of trawls, namely in the form of 1. Confiscating fishing gear, 2. Creating a supervisory team from various elements of the institution, 3. Providing sanctions and criminal penalties, 4. Provide boundaries of zones where the use of trawls is prohibited, 5. Conducting patrols every week by changing officers continuously, 6. Conducting socialization about the dangers of the use of trawl and the importance of ocean conservation,

Abstract

The aim of this research is twofold, namely trying to determine the implementation and evaluate innovations in Samsat Virtu motor vehicle tax payment services to increase regional income. With a research focus on motor vehicle tax (PKB), which is one of the elements of regional income that has a high contribution. Implementation Theory of policy implementation according to Van Meter and Van Horn(Budi Winarno, 2016)where 6 aspects are examined, namely: 1) policy standards and targets, 2) policy resources, 3) communication between organizations, 4) characteristics of the implementing agency/attitude of the implementer and 5) social, political and economic conditions, and the evaluation theory used namely policy evaluation theory from William N. Dunn with indicators 1) Value focus, 2) Interdependence of value facts, and 3) Present and past orientation. The type of research used in this research is descriptive qualitative. Where the author participated in the field, observed what was happening, carried out direct analysis of the document findings, and prepared a detailed report of the findings. The research was conducted at the UPTD Samsat City of Bengkulu, which was carried out in May 2023. From the results of the research it is known that the implementation of virtual Samsat public service innovation in Bengkulu City has policy standards and targets, financial resources and time, coordination between organizations, characteristics namely equipped with SOPs, and supported by the attitude of the innovation implementer which is equipped with knowledge, understanding and deepening as well as services that prioritize 5S culture, in addition to being supported by socio-political and economic conditions that are conducive to the implementation of service innovation. Inhibiting factors in the implementation of samsat virtu innovation such as Weather factors, internet access, and regular servicing of hardware and software have been anticipated by the Bengkulu City Samsat so that Samsat Virtu innovation services can continue to be carried out well.
