Abstract

Predicting trends in Public Security and Order (Kamtibmas) is crucial for supporting strategic decision-making by law enforcement agencies, particularly in regions with dynamic social and political environments such as Bireuen Regency. One of the key challenges is the absence of a data-driven predictive system capable of accurately identifying patterns in Kamtibmas incidents. This study aims to develop a predictive model for Kamtibmas trends within the jurisdiction of the Bireuen Police using Naïve Bayes and Random Forest machine learning algorithms. A quantitative approach is employed, following the Knowledge Discovery in Databases (KDD) methodology, which encompasses data selection, preprocessing, transformation, data mining, evaluation, and interpretation. The dataset, sourced from the daily reports of the Bireuen Police Intelligence Unit from 2021 to 2024, was encoded and normalized across variables such as time, day, month, sub-district, incident category, and reporting unit. The results indicate that the Random Forest algorithm significantly outperforms Naïve Bayes. Using a 90:10 split for training and testing data, Random Forest achieved an accuracy, precision, recall, and F1-score of 98%. In contrast, Naïve Bayes demonstrated lower performance, with accuracy ranging between 42% and 44%. These findings suggest that Random Forest is more effective in capturing complex patterns within Kamtibmas data and has strong potential for implementation as a strategic tool to support crime princidention and public order maintenance efforts in Bireuen Regency.

Abstract

This quantitative study investigates the impact of work stress on the mental health and subsequent behavior of Indonesian police officers. Utilizing a survey method with a sample of 400 officers, the research employs a structural equation modeling (SEM) approach to examine the relationships between work stress, mental health, and police behavior. The findings reveal a significant direct effect of work stress on both mental health and police behavior. Importantly, mental health mediates the relationship between work stress and behavioral outcomes. High work stress significantly predicts poorer mental health, which, in turn, is strongly associated with less effective police behavior. The study utilizes established scales to measure these constructs, including indicators related to emotional, intellectual, physical, and interpersonal responses to stress, alongside measures of mental health encompassing self-image, mood, relationships, and future outlook, and police behavior assessed through dimensions of legitimate force, adherence to procedures, and community interaction. While the initial SEM model exhibited fit issues, modifications improved the model fit, strengthening the key relationships. This research underscores the critical role of mental health in influencing police conduct and highlights the need for interventions aimed at mitigating work stress and improving the mental well-being of Indonesian law enforcement personnel. Such interventions should include coping skills training, emotional intelligence development, workload management, and improvements to organizational support systems.

Abstract

Penelitian ini bertujuan melakukan evaluasi tentang efektivitas penugasan personel Polri di luar struktur organisasi Polri, dengan tujuan untuk mendapatkan data tentang mapping jumlah anggota Polri yang ditempatkan pada instansi pengguna dan presentasi kebutuhannya, evaluasi tingkat kenyamanan, kepuasan dan kesesuaian pekerjaan di institusi pengguna, dan evaluasi tentang sistem perawatan serta pembinaan karir anggota Polri di luar struktur dan kepuasan instansi pengguna. Penelitian menggunakan metode kualitatif dengan menggunakan data kuantitatif dan kualitatif. Yang menjadi responden penelitian adalah seluruh personel yang ditugaskan di luar struktur dan yang menjadi informan / narasumber adalah pimpinan Polri di Pusat, pimpinan instansi di mana personel Polri ditugaskan, pimpinan Polri di kewilayahan sampel.Wilayah penelitian adalah Polda Sumut, Kepri, Kalbar, Kaltim, Sulteng, Bengkulu, Jambi, Sulsel, Sulut dan Aceh. Sedangkan sampel instransi di luar struktrur Polri, Kemendagri, BNN Pusat, BNN Provinsi sesuai dengan Polda sampel, Kemensetneg, Kemenpolhukam, dan KPK. Teknik analisis data menggunakan analisis deskriptif kualitatif dan analisis proporsi. Hasil analisis diperoleh temuan bahwa : keberadaan personel Polri di luar struktur bermanfaat membangun jejaring serta pemakaian sumber daya bersama dan aksesibilitas informasi antar institusi. Personel Polri di luar struktur dapat menjadi “jembatan” sinergitas Polri dengan institusi lain, memperkuat kerja sama lintas sektoral guna efisiensi dan efektivitas pencapaian target kinerja institusi Polri. Penilaian pimpinan instansi di mana personel Polri ditugaskan, sangat tinggi, karena 99,75% dari mereka puas dengan kinerja, loyalitas dan perilaku personel Polri yang ditugaskan di instansinya. Kepuasan personel Polri yang ditugaskan di luar struktur organisasi Polri, sangat tinggi, karena 97,10% dari mereka menyatakan kinerja, loyalitas, dan pengabdiannya dihargai, sehingga mereka bisa mengembangkan motivasi dan inovasinya. Efektivitas sistem pembinaan karier dan perawatan personel, bagi personel Polri yang ditugaskan di luar struktur organisasi Polri, sudah cukup tinggi. Berdasarkan temuan tersebut dapat direkomendasikan bebrapa hal yaitu, Integrasi penilaian kinerja personel Polri di luar struktur oleh institusi pengguna dengan komponen penilaian yang ditetapkan oleh institusi Polri. Integrasi ini harus didasarkan pada ketepatan indikator penilaian dan metode penilaiannya sehingga personel yang bekerja di luar struktur tetap mendapatkan kesempatan untuk kenaikan pangkat, juga perlu penyusunan regulasi tentang masa waktu penugasan personel Polri di luar struktur yang menjadi rujukan bagi lembaga terkait untuk masa kerja personel dan kesempatan personel lain serta pembangunan data base terintegrasi terkait manajemen karier personel sehingga memudahkan untuk evaluasi personel yang sudah waktunya untuk ditarik ataupun untuk promosi. Rekomendasi lain adalah perlunya personel mendapat kesempatan pengembangan kapasitas dan ketrampilan yang mendukung bagi tugas daan kineja serta pembentukan karakter yang lebih baik sehingga mereka dapat merepresentasikan citra Polri di instansi dan lembaga lain.

Abstract

The position of Sector Police Chief (Kapolsek) holds a strategic role within the operational structure of the Indonesian National Police (Polri), especially in maintaining security and public order at the sub-district level. To ensure professionalism and accountability of Kapolsek officials, a selection method is needed that can objectively measure competence. The Assessment Center emerges as a competency-based mechanism considered to have high validity in assessing managerial, technical, and socio-cultural dimensions. This study analyzes the effectiveness of the Assessment Center in competency testing for the Kapolsek position within the Metro Jaya Regional Police, using a normative juridical approach and descriptive analysis. The legal foundations used include Law Number 2 of 2002 concerning the Indonesian National Police, Government Regulation Number 11 of 2017 in conjunction with Government Regulation Number 17 of 2020 concerning Civil Servant Management, as well as the Regulation of the Indonesian National Police Number 12 of 2024 concerning the Assessment Center within the Police environment. The results of the study show that the Assessment Center is a method that is normatively and technically in line with the principles of meritocracy and good human resource governance. However, its implementation still faces challenges such as a lack of assessors, infrastructure limitations, and organizational culture resistance to a competency-based selection system. Institutional strengthening and consistent enforcement of the merit system are required so that the results of the Assessment Center truly serve as an objective basis for the appointment of Kapolsek positions. With the optimization of this system, the National Police is expected to form sectoral leadership that is professional, adaptive, and oriented toward public service.

Abstract

This study examined the effect of reward and job satisfaction on the police personnel performance in the Riau Police Headquarters. This involved 12 locations, such as POLDA Riau, POLRESTA Pekanbaru; and 10 Police of Resorts/POLRES (Indragiri Hilir; Indragiri Hulu; Pelelawan; Siak; Bengkalis; Dumai; Rokan Hilir; Rokan Hulu; Kampar; Kuantan Singingi) with number of population was 6,010 personnel. The sampling technique used stratified random sampling. Questionnaires were distributed to612 respondents that consisted of Bintara, First Officer (Pama) and Intermediate Officers (Pamen). The results show that: 1) simultaneously, there was a direct positive effect on the performance of the reward. But partially, on 9 object of research, namely: POLDA Riau; POLRESTA Pekanbaru; and 7 POLRES (Indragiri Hilir; Pelalawan; Siak; Bengkalis; Dumai; Rokan Hilir and Kampar), there was no direct influence of the reward on the performance; 2)and partially and simultaneously, there was a direct and positive effect of job satisfaction on the performance; 3) and partially and simultaneously, there was a positive and direct effect ofreward on job satisfaction; 4) simultaneously, there was an indirect effect of reward towardperformance. However, partially, there was no indirect effect of reward on performance at the Kuantan police station Singingi.

Abstract

Peningkatan kualitas pendidikan di Indonesia merupakan konsekuensi dan tuntutan dalam menghadapi abad ke-21. Transformasi pendidikan merupakan hal penting dalam upaya meningkatkan kualitas pendidikan guna mencetak Sumber Daya Manusia (SDM) yang berkualitas. Transformasi merupakan perubahan rupa dalam wujud bentuk dan sifat[1] Pendidikan menurut Ki Hajar Dewantara adalah sebagai proses belajar manusia seutuhnya dengan mempelajari dan mengembangkan kehidupan sepanjang hidup. Berdasarkan hal tersebut, maka transformasi pendidikan merupakan berbagai perubahan yang dilakukan manusia dalam mempelajari dan mengembangkan kehidupan selama waktu hidupnya. Transformasi pendidikan adalah sebuah siklus, proses yang terus berjalan, untuk memastikan bahwa perubahan yang dibuat relevan dan efektif dalam meningkatkan kualitas hasil capaian peserta didik. Abstract

Sexual violence on social media is one of the negative impacts of technological developments. Sexual violence on social media can have both physical and psychological impacts on victims. This study focuses on an analysis of the urgency and orientation of implementing restorative justice in cyber sexual harassment crimes. This research is a normative legal research with a conceptual and statutory approach. The results of the study confirm that the urgency of RJ's approach in cyber sexual harassment crimes is because the characteristics of cyber sexual harassment crimes are the existence of victims' losses both physically and psychologically so that RJ-based law enforcement efforts are needed which emphasize victim recovery as well as perpetrator awareness. The orientation of realizing justice for victims through RJ has actually been facilitated in the TPKS Law. This emphasized that victims have the right to medical, social and mental rehabilitation, social empowerment, compensation, and social reintegration. The guarantee for the fulfillment of victims' rights further emphasizes that the main orientation of the TPKS Law is efforts to recover victims. In addition, the TPKS Law has also formulated an RJ orientation for perpetrators that prioritizes social and medical rehabilitation for perpetrators.

Abstract

The reform of the Indonesian National Police (Polri) requires strengthening organizational performance through the development of human resources as a central pillar. This study analyzes the role of talent management, member professionalism, internal supervision quality, and job satisfaction in supporting the transformation performance of Polri’s reform agenda. Using a qualitative method with a literature review design, this research synthesizes studies from the last ten years, including national and international journals, institutional reports, and official Polri policy documents. The findings reveal that talent management contributes to competency mapping, identification of high-potential personnel, and the establishment of a transparent career system that supports institutional transformation. Member professionalism enhances integrity, technical competence, and adaptability to organizational changes. Internal supervision quality plays a crucial role in ensuring accountability, reducing misconduct, and maintaining public trust. Meanwhile, job satisfaction shapes members’ motivation and commitment to embracing the reform agenda. Overall, these four variables interact to strengthen Polri’s transformation performance, enabling the institution to remain sustainable, adaptive, and service oriented. This study aims to provide theoretical insights and practical recommendations for improving human resource policies and internal control systems within Polri.

Abstract

Institutional transformation within the Indonesian National Police (Polri) requires a comprehensive strengthening of human resource capacity as its fundamental foundation. Rapid social changes, rising expectations for public accountability, and increasingly complex forms of modern crime demand the adoption of visionary leadership, enhanced personnel competencies, a strong professional culture, and a transparent, adaptive oversight system. This study analyzes the simultaneous contribution of these four pillars in driving institutional reform within Polri. The research uses a literature review method, drawing from empirical and theoretical studies published over the past decade encompassing police leadership, human resource management, organizational culture, and oversight mechanisms. The findings show that visionary leadership provides a clear direction for change, strengthens innovation, and improves internal trust. Personnel competencies particularly technical expertise, ethical conduct, and digital literacy contribute significantly to improving the quality of public service. A professional culture reduces behavioral deviations and enhances institutional legitimacy, while an effective oversight system promotes transparency, continuous evaluation, and accountability. The synergy of these four pillars forms a strategic framework that accelerates Polri’s reform agenda. The study concludes that strengthening human resource capacity is not merely a supportive component but a key catalyst for shaping a modern, responsive, and publicly trusted police institution.

Abstract

Reform of the Indonesian National Police since its separation from the Indonesian National Armed Forces in 1999 has become a strategic agenda in the consolidation of democracy. Transformation efforts through various programs, from Bureaucratic Reform to the Precision Police vision, aim to build a professional, transparent, and accountable institution. However, public perception of Polri performance remains fluctuating, evident in the paradox between the public’s need for security and increasing criticism related to corruption, discrimination, and human rights violations. This study aims to analyze Polri reform from the public’s perspective, assess the transition from criticism to collaboration, and identify forms of criticism and patterns of collaboration. The method used is a qualitative constructivist paradigm with a literature study approach and secondary data analysis from CSO reports, public opinion surveys, and the media. The findings indicate that digital service innovation is appreciated by the public, but integrity and accountability remain weaknesses, resulting in criticism continuing to emerge as indicators of legitimacy erosion. In conclusion, internalizing procedural justice, building social legitimacy, and consistent dialogic communication are key to transforming criticism into a strategic partnership between Polri and the public.
