Abstract

Internal oversight is an important instrument in ensuring accountability and transparency in regional government administration. The Regional Inspectorate, as the Government Internal Oversight Agency (APIP), has a strategic role in overseeing the effectiveness of governance, particularly through follow-up on audit results. This study aims to analyse the implementation of follow-up actions on audit findings by the Inspectorate in Central Maluku Regency and to identify the determining factors that influence it. Using a qualitative approach, data was collected through interviews, documentation, and observation, and then analysed descriptively. .The results of the study show that although the regulatory framework is in place, the implementation of follow-up recommendations has not been optimal. The average follow-up completion rate in Central Maluku Regency is 70-75 per cent, with variations between OPDs. Some OPDs have shown a good response, but others are still below 60 per cent. The implementation of TLHP still faces obstacles in the form of differences in compliance levels between OPDs, which are influenced by the weak commitment of some OPD leaders, limited resources, a lack of technical understanding, and the minimal application of sanctions, where the quality of follow-up is still largely administrative in nature. Factors influencing this achievement include Human Resource Capacity, Internal Administration and Management Systems, Commitment of OPD Leaders, and Sanctions and Rewards (Incentives). These conditions emphasise the importance of strengthening the capacity of the Inspectorate, proactive leadership, and the use of information systems to ensure higher quality and more targeted follow-up, as well as the application of sanctions and rewards, thereby improving the overall accountability and performance of local government. This study confirms that the effectiveness of oversight is not only determined by the quality of audits, but also by political will, organisational culture, and the sustainability of monitoring mechanisms. Therefore, it is necessary to strengthen the capacity of the Inspectorate, apply strict sanctions, and foster a culture of accountability to encourage improvements in local government governance.

Abstract

Penelitian ini bertujuan untuk menganalisis optimalisasi pelayanan publik berbasis digital serta faktor-faktor yang mempengaruhinya pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Provinsi Maluku. Metode penelitian yang digunakan adalah metode kualitatif dengan pendekatan deskriptif, melalui teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa penerapan pelayanan publik berbasis digital telah memberikan dampak positif terhadap efektivitas, efisiensi, dan transparansi layanan perizinan. Kejelasan rencana kerja, penguasaan sumber daya manusia terhadap tugas pokok dan fungsi, serta pencapaian target pelayanan telah menunjukkan perkembangan yang cukup signifikan. Masyarakat juga merasakan peningkatan kepuasan terhadap pelayanan yang lebih cepat dan mudah diakses. Namun demikian, penelitian ini juga menemukan sejumlah kendala yang masih dihadapi, seperti keterbatasan sarana dan prasarana digital, belum meratanya kemampuan aparatur dalam mengoperasikan sistem digital, serta rendahnya literasi digital masyarakat di beberapa daerah. Faktor-faktor tersebut perlu menjadi perhatian dalam upaya penguatan tata kelola pelayanan publik berbasis digital di masa mendatang. Oleh karena itu, diperlukan peningkatan kompetensi aparatur, penyediaan fasilitas teknologi yang memadai, serta sosialisasi berkelanjutan kepada masyarakat guna mendukung terwujudnya pelayanan publik yang efektif, efisien, dan berorientasi pada kepuasan masyarakat.

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh Kinerja Pegawai terhadap Budaya Organisasi di Biro Pemerintahan dan Otonomi Daerah Sekretariat Daerah Provinsi Maluku. Penelitian menggunakan pendekatan kuantitatif dengan jenis penelitian asosiatif kausal. Populasi penelitian terdiri dari 248 Aparatur Sipil Negara (ASN), dengan sampel 50 orang yang dipilih secara random sampling. Data dikumpulkan melalui kuesioner, dokumentasi SKP, dan laporan kinerja instansi (LKIP). Analisis data menggunakan regresi linear sederhana, uji T, dan koefisien determinasi (R²). Hasil penelitian menunjukkan bahwa Kinerja Pegawai berpengaruh positif dan signifikan terhadap Budaya Organisasi dengan nilai t-hitung 6,875 t-tabel 2,000 dan tingkat signifikansi 0,000 0,05. Koefisien determinasi sebesar 0,507 menunjukkan bahwa 50,7% variasi Budaya Organisasi dapat dijelaskan oleh Kinerja Pegawai, sedangkan sisanya dipengaruhi faktor lain seperti lingkungan kerja, kepemimpinan, dan sistem manajemen. Penelitian ini menegaskan pentingnya peningkatan kinerja ASN melalui pelatihan, supervisi, dan penilaian berbasis SKP untuk membangun budaya organisasi yang produktif dan mendukung pencapaian kinerja organisasi secara keseluruhan. Temuan ini memberikan implikasi bagi manajemen biro untuk mengintegrasikan pengembangan kinerja pegawai dengan evaluasi budaya organisasi guna meningkatkan efektivitas, efisiensi, dan akuntabilitas pelayanan publik.

Abstract

The aim of this study was to examine and analyze the following aspects: the impact ofleadership on employee performance within the Bureau of Welfare of the RegionalSecretariat of Maluku Province; the effect of recruitment on employee performancewithin the same bureau; and the predominant influence of leadership and recruitment onemployee performance within the Bureau of Welfare of the Regional Secretariat ofMaluku Province. This research employed a quantitative approach, with a sample size of31 employees from the Bureau of Welfare. Data collection methods included observation,questionnaires, and documentation. Multiple linear regression analysis was utilized fordata analysis. Findings revealed that leadership significantly and positively influencesemployee performance. Leadership encompasses employees' characteristics, behaviors,and styles, which contribute to enhancing their performance. Recruitment also has asignificant and positive impact on employee performance, indicating the effectiveimplementation of recruitment procedures within the Kesra Bureau to hire skilledemployees. Furthermore, employee performance is notably and positively affected bydominant leadership, indicating that the leadership exhibited by employees during theirduties enhances performance within the Bureau of Welfare of the Maluku ProvinceRegional Secretariat. This leads to increased productivity, improved outcomes, timeefficiency, and cost-effectiveness.

Abstract

Penelitian ini merupakan penelitian deskriptif kualitatif yang bertujuan untuk mengetahui Bagaimana Implementasi Pendidikan Gratis di SD Inpres 55 Ambon dan SMP Negeri 20 Ambon Kecamatan Baguala Kota Ambon. Pengambilan data primer dilakukan melalui wawancara terhadap sejumlah informan yang dianggap terlibat secara langsung dalam Proses Implementasi Pendidikan Gratis di SD Inpres 55 Ambon dan SMP Negeri 20 Ambon Kecamatan Baguala Kota Ambon. Hasil penelitian menunjukan bahwa Program Pendidikan Gratis tidak sepenuhnya menggratiskan semua biaya pendidikan, sehingga tidak semua siswa mendapatkan beasiswa dari program tersebut. Pengalokasian dan pembiyayaan Program Pendidikan Gratis diperuntukkan pada item-item seperti bantuan biaya pembelian kelengkapan sekolah, khususnya pada masa pandemi covid19 ini bantuan Dana BOS diperuntukan untuk pembelian hand sanitizer, face shield guna menjalankan protokol kesehatan untuk peserta didik. Program pendidikan gratis juga membantu pihak sekolah dalam melengkapi sarana prasarana serta meningkatkan kesadaran orang tua tentang pentingnya pendidikan.

Abstract

The purpose of this study is to describe the optimization of the duties and functions of the sub-district head in public services in District of Siritaun Widatimur. This study uses qualitative research methods through observation, interviews and documentation. The data was obtained at the Siritaun Widatimur sub-district office through the sub-district head, sub-district secretary, officials, five community leaders and five youth leaders. This study aims to determine the duties and functions of the sub-district head in providing services to the community in the Siritaun Widatimur sub-district. The results of this study indicate that the functions and duties of the sub-district head in providing public services are considered good, although there are some individuals or individuals who are not professional in doing their work.

Abstract

This research is a qualitative description with the aim of describing the PDI Perjuangan Political Strategy in Winning Female Figures in the 2020 South Buru Pilkada. Data collection was carried out using secondary data and primary data. The results of this study indicate that during the election momentum, of course, people tend to see the figure or character of the regional head candidates, so this is also related to political parties as a forum for delivering a candidate to succeed or not succeed in the next regional election. PDI-Perjuangan as a party that carries a female figure in the 2020 regional elections, of course, carries strength from the PAC-PAC to the branches to work intensively to win Mrs. Safitri as the first female regent in Maluku. From the aspect of electability and popularity like this, a survey has been carried out so that we can find out how interested a person is in voting or a candidate who is well known among the southern Buri community

Abstract

This research is to analyze community perceptions in handling land conflicts between ohoi kelanit and ohoi loon in kei kecil sub-district, southeast maluku. The research location is Ohoi Kelanit and Ohoi Loon villages. The resource persons in this research are customary chiefs and community leaders. The data source in this research uses descriptive qualitative research data.The results of this study indicate that the thing that causes land disputes in the kei kecil sub- district of southeast maluku district between kelanit village and loon village is due to the construction of a welcome gate that has crossed the petuanan boundary. The role of the customary chief and community leaders in resolving land disputes is as a peace judge by summoning the parties related to the land dispute. While the obstacles that occur in the settlement of land disputes in Kelanit and Loon villages are that there are small groups that do not attend the settlement of land disputes.

Abstract

The study was conducted in Nusaniwe District, Ambon City. Primary data collection involved interviews with informants who were considered knowledgeable about the voting behavior of youth in the 2019 legislative election in the area. The findings indicate that the most dominant factors influencing youth electoral choices in the 2019 legislative election in Nusaniwe District were their preference for certain candidates and psychological influences such as parental guidance, the opinions of community leaders, and peer pressure. These are classified as psychological factors according to voter behavior theory. Additionally, sociological factors, such as shared locality, and rational factors, including cost-benefit analysis and evaluation of candidates’ programs and visions, also played a role in shaping youth political choices.

Abstract

This study aims to analyze the effect of leadership style and motivation on employee performance in a government institution involving 72 respondents. A quantitative method with multiple linear regression was applied to examine the relationship between independent variables (leadership style and motivation) and the dependent variable (employee performance). The validity and reliability tests indicated that all research instruments were valid and reliable. Classical assumption tests confirmed that the regression model had no issues with multicollinearity, autocorrelation, or heteroscedasticity. Regression analysis revealed that both leadership style and motivation have a positive and significant effect on employee performance, both partially and simultaneously. These findings suggest that improving leadership quality and employee motivation can be an effective strategy to enhance organizational productivity and performance. This research is expected to serve as a valuable reference for management in developing evidence-based human resource management policies
