Abstract

Fenomena pembangunan berkelanjutan di Asia Tenggara memperlihatkan kompleksitas yang signifikan, khususnya di Indonesia dan Vietnam yang menghadapi tekanan lingkungan, sosial, dan tata kelola (ESG). Kedua negara berhadapan dengan degradasi hutan, polusi plastik, risiko greenwashing, dan keterbatasan kapasitas UMKM, meski juga menunjukkan capaian progresif seperti percepatan energi surya di Vietnam dan penerbitan green sukuk di Indonesia. Penelitian ini bertujuan menganalisis secara komparatif implementasi ESG dengan fokus pada lima isu utama: pelajaran transisi energi terbarukan, desain kebijakan Extended Producer Responsibility (EPR), tata kelola hutan dan kepatuhan rantai pasok terhadap European Union Deforestation Regulation (EUDR), standar pelaporan global dalam pencegahan greenwashing, serta integrasi UMKM dalam kerangka keberlanjutan. Urgensi penelitian ini terletak pada meningkatnya tuntutan global terhadap transparansi dan kredibilitas ESG serta kebutuhan pembelajaran lintas negara untuk memperkuat daya saing. Metodologi yang digunakan adalah pendekatan kualitatif komparatif melalui telaah literatur, analisis kebijakan, dan triangulasi sumber dari publikasi akademik serta laporan internasional. Hasil analisis merekomendasikan penguatan insentif energi terbarukan yang terukur, harmonisasi kebijakan EPR lintas negara, pusat kepatuhan EUDR regional, adopsi standar ISSB S1/S2, serta program pembiayaan dan pelaporan proporsional bagi UMKM. Penelitian ini berkontribusi pada literatur ESG lintas negara sekaligus menawarkan rekomendasi praktis untuk memperkuat transformasi keberlanjutan di kawasan.

Abstract

Dalam kajian hidrologi, perubahan tata guna lahan dalam wilayah Daerah Aliran Sungai (DAS) secara langsung memengaruhi volume limpasan permukaan dan tingkat erosi. Berbagai model hidrologi telah dikembangkan secara berkelanjutan untuk memprediksi kedua fenomena ini sebagai dasar penentuan arah konservasi yang tepat melalui optimalisasi penggunaan lahan. Di era pembangunan berkelanjutan saat ini, pendekatan terhadap konservasi harus mempertimbangkan secara proporsional dimensi sosial, ekonomi, dan lingkungan. Model Kineros (Kinematic Runoff and Erosion) dirancang untuk menganalisis keterkaitan antara penggunaan lahan dan limpasan permukaan. Sementara itu, model MUSLE digunakan untuk memprediksi tingkat erosi berdasarkan faktor lahan, curah hujan, jenis tanah, kemiringan lereng, serta praktik konservasi yang ada. Penelitian ini bertujuan menilai keunggulan masing-masing model dalam konteks hidrologi DAS dan mengeksplorasi kemungkinan integrasinya guna menghasilkan rekomendasi konservasi yang lebih holistik. Metodologi yang digunakan berupa studi literatur kualitatif terhadap dua jurnal utama yang relevan. Urgensi penelitian ini terletak pada kebutuhan untuk meningkatkan akurasi pemetaan wilayah strategis. Temuan studi merekomendasikan pendekatan multidisiplin yang menggabungkan analisis spasial, perhitungan teknokratis, dan instrumen ekonomi untuk mendukung kebijakan konservasi sumber daya air yang lebih efektif

Abstract

Globalization and technological developments have expanded the scope of maladministration, which is no longer limited to domestic issues. Cross-border collaboration is becoming increasingly relevant to prevent and deal with mismanagement, especially in dealing with the complexity of problems in various fields. This requires a strategy that is effective nationally and capable of reaching a global dimension. Currently, the role of the Indonesian Ombudsman in the worldwide framework has not been utilized optimally. The involvement of the Indonesian Ombudsman in international collaborative efforts still faces various obstacles. Analyzing the potential and role of the Indonesian Ombudsman towards a strategic position for global cooperation is interesting to review as input for policymakers in the development context, which directly impacts public services, the economy, and society. This research aims to present a synthesis of the philosophy of establishing the Ombudsman, identify challenges that hinder the optimization of the Indonesian Ombudsman's contribution to cooperation, formulate strategies for strengthening capacity in its active role on a global scale, as well as provide policy considerations for strategic cooperation opportunities with international Ombudsman institutions or other global organizations to improve the quality of supervision of maladministration of public services. The analysis method used is qualitative through literature studies from various sources and Focus Group Discussions (FGD) in the PESTLE framework (Political, Economic, Social, Technological, Legal, and Environmental). By exploring strategic opportunities and discussing existing obstacles, it is hoped that this article can contribute to strengthening global governance of Ombudsman supervision that is more inclusive and responsive to the challenges of maladministration and providing comprehensive and integrated policy recommendations.

Abstract

The governance of Indonesia’s development reflects an urgent need for a proactive control and evaluation system across the policy cycle. Previous studies have been largely technical and have not dissected the regulatory framework, leaving gaps in substance, institutional roles, and data integration. This urgency has grown following the enactment of Law Number 59 Year 2024 (RPJPN 2025–2045) and the direction of National Development Risk Management (MRPN), which demand evidence-based and risk-aware policymaking. This study analyzes the weaknesses of Government Regulation No. 39/2006, identifies the need for alignment with the new legal framework, and formulates strategic recommendations for reform. Using qualitative methods, including content and policy gap analysis, the study finds that the ex-post focus limits early detection, institutional roles and coordination remain unclear, evaluation results are not yet prerequisites for planning and budgeting, and data systems are not integrated with One Data Indonesia. Reform is needed to strengthen anticipatory controls, institutional coordination, mandatory linkage of evaluation to planning and budgeting, and interoperable digital systems. These changes are essential to ensure that evaluation becomes a responsive, adaptive, and accountable policy navigation tool. Reforming PP No. 39 Year 2006 is thus a prerequisite for accelerating the achievement of RPJPN targets and Indonesia’s broader development agenda

Abstract

The topic of potential conflicts related to land use involving human activities in a watershed is an important matter to be discussed. The background of this research is that conditions in mountainous watersheds, and agricultural land use cause changes in ecosystem services, with trade-offs between crop production and erosion regulation. Watershed management with an environmental concept often faces problems with different interests among stakeholders. Although several studies have initiated the mapping of land-use conflicts between human activities and conservation, the spatial assessment of land-use conflicts on environmental issues and trade-offs of ecosystem services in agricultural areas has not been fully considered. The purpose of this study is to map land use, with indicators of measuring conflicts in the value of conservation and agricultural development, through scenarios of the level of erosion hazard on agricultural land. This study provides input to decision-makers regarding watershed conservation efforts that still consider aspects of the economic needs of agricultural land. The objective of the reviewers is to understand how the concept of mapping the potential conflict of land use in the Haean watershed in South Korea can be applied in Indonesia. The methodology used is to apply the agricultural land suitability index based on various analytical criteria to estimate the spatial preferences of agricultural activities. To predict erosion, using the Revised Universal Soil Loss Equation (RUSLE) method and the classification of agricultural land in the watershed is divided into four levels of land use conflict (lowest, low, high, and highest).

Abstract

Big Data analysis is considered a smart solution for capturing information on the priority scale of public service oversight planning, both from a substance, regional, and institutional perspective. It can be obtained from strategic public service issues which receive much attention from the public and the media within the scope of big data. This paper aims to present a portrait of the problem of the substance of public services and Ombudsman institutions in the regions as a consideration for determining policies for external oversight of public services in Indonesia. The analytical method used is quantitative by optimizing the Intelligence Media Analytic. The aim of the paper is also to assess the level of popularity of the Ombudsman in region. The analysis found 3 agencies that received the highest public service complaints from the media were the Office of Social Affairs, Education, and the Office of Health. The highest complaint is related to Social Assistance matters which can be a priority reference for the supervision of the Ombudsman. In addition, the level of popularity of the Ombudsman in the regions is still low. This paper recommends socialization, strengthening regulations, and focusing supervision on the social, education, and health sectors.

Abstract

Daerah Aliran Sungai (DAS) sebagai bagian dari pembangunan wilayah di Indonesia, saling terkait dengan konsep ekologi, yang melibatkan hubungan timbal balik antar pelaku dalam sebuah ekosistem. Pengelolaan DAS di Indonesia identik dengan kompleksitas kewenangan, regulasi, kebijakan, dan lintas disiplin keilmuan. Pengelolaan DAS di Indonesia masih belum optimal. Penelitian tentang kebijakan yang terkait dengan ekologi dan pengelolaan DAS di Indonesia sangat penting untuk mengatasi tantangan lingkungan hidup dan memastikan pembangunan berkelanjutan. Penelitian ini bertujuan untuk menilai potensi pengembangan dan optimalisasi pengelolaan DAS secara kelembagaan dan kebijakan di Indonesia untuk dapat diberikan rekomendasi perbaikan atau penguatan yang diperlukan. Penelitian ini menggunakan metode pendekatan kualitatif melalui studi literatur dan analisis SWOT (Strengths, Weaknesses, Opportunities, and Threats). Analisis tersebut mengidentifikasi kekuatan, kelemahan, peluang, dan ancaman dalam pengelolaan DAS di Indonesia. Hasil penelitian diharapkan dapat menjadi masukan bagi para pemangku kepentingan yang berkecimpung sebagai pengambil kebijakan maupun pelaksanaan pengelolaan DAS sampai tingkat tapak. Solusi untuk mengatasi permasalahan sekaligus optimalisasi pengelolaan DAS terpadu di Indonesia melibatkan langkah-langkah, seperti peningkatan koordinasi antarinstansi, penguatan kapasitas sumber daya manusia, penguatan partisipasi masyarakat, dan integrasi perencanaan. Selain itu, penting untuk mengedepankan transparansi, akuntabilitas, dan partisipasi publik dalam proses pengambilan keputusan untuk mencapai pengelolaan DAS, yang lebih berkelanjutan dan berdampak positif bagi masyarakat dan lingkungan.

Abstract

Pasar identik dengan aktivitas sehari-hari dalam perdagangan masyarakat Indonesia. Pembangunan infrastruktur pasar untuk pemerataan pembangunan memerlukan investasi yang besar dalam menunjang tercapainya manfaat sosial dalam pembangunan nasional. Bagi pemerintah daerah, infrastruktur pasar pembangunannya terkendala sumber pembiayaan Anggaran Pendapatan dan Belanja Daerah (APBD) yang terbatas. Menyadari pentingnya pasar bagi pelayanan publik masyarakat, Dana Alokasi Khusus (DAK) Fisik menjadi opsi menarik bagi daerah untuk menutup kekurangan ini. Penelitian ini menggunakan metode pendekatan mixed method melalui analisis berbasis kuesioner, Focus Group Discussion (FGD), studi literatur dokumen perencanaan pusat-daerah serta kunjungan lapangan. Penelitian ini bertujuan untuk mengevaluasi tingkat keterkaitan perencanaan DAK Fisik dengan perencanaan pembangunan daerah. Dari 34 provinsi di Indonesia, ada 31 Provinsi yang tidak mencantumkan menu kegiatan Bidang Pasar kedalam Rencana Kerja Pembangunan Daerah (RKPD). Secara spesifik hasil analisis menunjukkan bahwa Provinsi Riau yang mendapatkan anggaran DAK Fisik Penugasan Bidang Pasar terbesar secara nasional belum optimal ketika meresponsnya dalam dokumen perencanaan daerahnya, khususnya terkait prioritas daerah. Berdasarkan pengisian kuesioner, keseluruhan Organisasi Perangkat Daerah (OPD) pengelola DAK Fisik Penugasan Bidang Pasar menyatakan setuju bahwa pelaksanaan kegiatan DAK berjalan lancar dan realisasi penyaluran anggaran tepat waktu. Sebanyak 75 persen OPD menyatakan bahwa jumlah dana pendamping tidak cukup dialokasikan pemerintah daerah, alokasi tidak cukup proporsional, kegiatan DAK belum sesuai dengan kebutuhan daerah dan kurangnya anggaran DAK.

Abstract

During the COVID-19 Pandemic, transfer funds were significant in helping the regions respond to the situation. The use of transfer funds, especially the Regional Incentive Fund (RIF), is interesting to study, considering that regions applied creativity at the beginning of the COVID-19 pandemic in various ways. This study aims to obtain information on different regional reactions to the utilization of the RIF budget in the early period of the COVID-19 pandemic, to find out the development problems funded by the RIF from the regions with the best Regional Development Awards (RDA), and to obtain input for more adaptive RIF planning. The research method used is descriptive quantitative with data collection techniques through focus group discussions (FGDs with participants from each of the three Provincial, City, and Regency Development Planning Agencies that won the Regional Development Award/RDA) in 2020. The analysis used a combination of literature. The results showed that RIF in the early period of the COVID-19 pandemic provided significant benefits for the regions in policies that adapted to the local situation of development in the health sector and economic recovery. Furthermore, this research find that the field implementation of RIF had not been comprehensively successful in promoting regional independence in general, the regions late received information on the budget ceiling, and the diverse regional characteristics and the availability of resources are fundamental factors in achieving quality spending.

Abstract

Sedimentation caused by erosion in the Lesti Sub-Watershed and the upstream part of the Brantas Watershed as a whole has an impact on disrupting the role of the Sengguruh Dam in supporting economic activity in East Java. Reducing erosion in upstream areas during their development requires an environmental science approach that harmonizes economic, social, and environmental aspects. This study aims to: Assess the influence of population pressure, community behavior, and land use on erosion in the Lesti Sub-watershed; Predict erosion in the Lesti Sub-watershed; and Provide an environmental science-based conservation strategy for the Lesti Sub-watershed in the context of sustainable development.. The research method used was mixed methods, both through GIS assistance for the Modify Universal Soil Loss Equation erosion formula and also through questionnaires and interviews with communities in the Lesti sub-watershed area. From research on the Lesti sub-watershed, the average erosion rate obtained is 153,868 tons/ha/year, which means it exceeds the minimum tolerance limit. Of the 12 sub-districts in the Lesti sub-watershed area, 6 (six) sub-districts have problems from the environmental aspect through the condition of several sub-districts with high erosion hazard levels. Erosion is correlated with people's knowledge, attitudes, and behavior in the economic aspects through population pressure and social conditions through land use patterns. Based on environmental science, conservation priority recommendations are for these 6 (six) sub-districts by improving soil and water conservation efforts, both vegetatively and civil-technically (environmentally), environmental education (social), and community economic empowerment (economy).
