Abstract

The Kuri ethnic group is one of the largest tribes in the Teluk Wondama Regency which is now a group minority even though in the past they had vast forests and well-organized levels of civilization. The local knowledge of the Kuri ethnic group which is passed on to the next generation does not hold well. This can be proven by the fact that there are many people who no longer use forest functions in their entirety. Utilization of Trees by the Kuri Ethnic Community in Teluk Wondama Regency was carried out in 3 villages of Wombu, Werianggi and Dusner. Wombu Village Naekere District has 75 types, Werianggi Village Nikiwar District has 62 types, Dusner Village Kuri Wamesa District has 45 types. There are 9 (nine) forms of utilization of trees by the Kuri ethnic community in the villages of Wombu, Werianggi and Dusner, namely: building materials / houses, home furnishings, food, medicine, magic, crafts and arts, economy, customs and hunting / transportation tools. The average use of most forms for the needs of tools / hunting 25.33 species of trees. The most used trees are; Matoa trees (pometia sp), Genemo (Gnetum gnemon), langsat (lansium domestucum) and Albisia (paraseriantes falcataria). Species similarity was determined using the Jaccard community similarity index, the results showed there were differences in tree species in the three villages, Wombu-Dusner 16.4%, Wombu-Werianggi 8.62%, Dusner-Werianggi 58.51%. The part of the tree that is utilized is the root, trunk, bark, sap, fruit and leaves. The part that is mostly utilized by the Kuri Ethnic in three locations is the trunk of 49 species of trees for Wombu village, 36 species in Werianggi village and 35 species in Dusner village. Community knowledge is grouped into two young generations (15-25) years and older generations (60 years and older) and research locations. The research data is cascaded with a tiered scale starting from ever heard of, never seen and never used. The results of the study show that never heard of 36.35 and have seen 40.83 in the moderate category, never used 29.36 in the small category. Knowledge difference between generations is done by U-test. The results showed that in Wombu village there were no differences in knowledge between young and old groups. In the villages of Werianggi and Dusner there are differences in knowledge between old and young age. Kuri ethnic local wisdom as a form of conservation in the form of religious values ​​and social values, the existence of binding traditional rules such as sasi and places of pamali must be maintained and is a joint responsibility of both the government, NGOs and the community so that the availability of species that have economic value for the Kuri ethnic community is always available.

Abstract

ABSTRACT Merauke Regency is an Autonomous Regency located at the eastern end of Indonesia which is directly adjacent to Papua New Guinea (PNG). This region has the peculiarities of both its ecology and its people. Muting District is one of the areas in Marauke which has the potential for freshwater fish because it is located in the Bian Lake wildlife reserve. Together with partners the Peat and Mangrove Restoration Agency of the Republic of Indonesia (BRGM) as a consortium partner of the Indonesian Forest Management Community (KOMHINDO) in 2022 to obtain funding for a vocational campus which involves three universities, namely the University of Papua, Musamus University and Halu Oleo University. One of the objectives of this activity is the Teaching Factory for the development of sustainable alternative livelihoods based on fisheries and forestry resources for poverty alleviation. This activity was centred in Boha and Pachas Villages, Muting District, Merauke Regency, South Papua. The results of the Training and Productive Economic Development Program for Local Communities Based on Fisheries and Forestry Resources are in the form of fish product diversification in the form of making fish sauce, meatballs and empek-empek. The participation of the UMK groups from Pachas and Boha villages was very enthusiastic and took part in the training which is expected to be used as a source of community economic income in the future. Abstract

Kompensasi di Provinsi Papua Barat merupakan upaya pemerintah menekan konflik pemanfaatan kayu dari hutan produksi antara korporasi dan masyarakat adat. Hanya saja dalam implementasinya sering timbul ketidakpuasaan terhadap aliran manfaat yang diterima. Penelitian ini bertujuan mengevaluasi sistem kompensasi kayu yang dipungut dari hak ulayat Suku Sougb berdasarkan: aliran manfaat, nilai WTP dan WTA, mekanisme, dan isi kebijakan kompensasi. Penelitian ini dilakukan di wilayah  Kabupaten Teluk Bintuni khususnya pada hak ulayat masyarakat Suku Sougb yang berdiam di Kampung Bina Desa, Kampung Lama, Tirasai, Atibo, dan Tihibo. Obyek kajian adalah pemilik hak ulayat Suku Sougb dan pihak perusahaan yang dipilih secara purposif. Pengambilan data dilakukan dengan cara wawancara dengan menggunakan kuisioner. Selanjutnya data yang terkumpul dianalis secara statistik dan disajikan secara deskriptif. Hasil kajian menunjukkan bahwa kompensasi kayu dari hutan produksi yang berada di wilayah hak ulayat Suku Sougb telah memberikan manfaat rata-rata per tahun mencapai Rp. 293.764.482. Nilai WTA masyarakat adat untuk jenis kayu merbau rata-rata total Rp. 729.032,- sedangkan WTP perusahaan Rp. 60.000/m3 sampai Rp. 100.000/m3. Mekanisme kompensasi yang dipraktekkan selama ini dalam pengusahaan hutan produksi di Papua Barat menunjukkan bahwa tidak satupun dari kriteria kunci yang dilaksanakan secara utuh atau lengkap. Terdapat celah kebijakan yang menjadi permasalahan tentang kompensasi baik pada standar pengenaan kompensasi, prosedur dan tata cara pembayaran, serta pembinaan, pengawasan, dan pelaporan. Evaluation of Compensation System of Production Forest in Communal Land Right of Sougb Tribe, Teluk Bintuni Regency, West Papua ProvinceAbstractIn West Papua Province, the compensation program was intended to solve the conflict between local people and logging corporations. Nevertheless, the program has not been implemented effectively. Therefore, the goal of this study was to evaluate the compensation of communal land right of Sougb Tribe in term of benefit flow, WTP, WTA, the mechanism as well as the compensation policy. This research took place in Teluk Bintuni Regency and data were collected in five villages (Kampung Bina Desa, Kampung Lama, Tirasai, Atibo and Tihibo) as communal landowner of Sougb Tribe. Then, the local people and corporation were purposively interviewed using questionnaire. Data were analysed statistically and presented descriptively. The results showed that the compensation of communal land right of Sougb Tribe per year was IDR 293,764,482 on average; WTA of local people for Merbau was IDR 729,032 ; and WTP of logging corporation ranged from IDR 60,000/m3 to IDR 100,000/m3. The mechanism of compensation has been carried out for about couple of years without paying full attention to the key criteria. Consequently, compensation policy has not been enforced fully such as standard payment of compensation, the payment procedures, local community development, controlling and reporting.

Abstract

Komitmen Politik pembentukan Tambrauw sebagai kabupaten konservasi di Papua Barat, mendorong terjadinya perubahan tatakelola pemerintahan konvensional menuju tatakelola konservasi. Dengan demikian kelembagaan sebagai unit yang bertanggungjawab terhadap penyelenggaraan kegiatan kabupaten konservasi perlu dirancang guna mengawal kebijakan kabupaten konservasi dimaksud. Penelitian ini bertujuan untuk merancang model kelembagaan lokal kabupaten Tambrauw Sebagai Kabupaten Konservasi. Proses rancang bangun model kelembagaan lokal dilaksanakan sejak Bulan Juni 2013- Desember 2017 mengikuti metode penelitian dan pengembangan (research and development). Data penelitian diperoleh dari: (1) hasil wawancara Pakar; (2) catatan lapangan, dan (3) data saran perbaikan draf model awal dan hasil observasi observer pada pelaksanaan uji coba (FGD/Konsultasi) dengan skala kecil dan besar. Untuk melihat signifikanis perbandingan model kelembagaan eksis berupa organisasi perangkat daerah (OPD)) dan kelembagaan kabupaten konservasi yang ditawarkan, maka dilakukan Uji-t. Proses rancang bangun kelembagaan lokal kabupaten konservasi dilakukan mengacu pada terhadap 8 prinsip rancangan kunci yang ditawarkan oleh Ostrom tentang kelembagaan pengelolaan yang efektif terhadap sumberdaya alam lokal milik bersama (common property). Hasil penelitian menunjukkan bahwa, kelembagaan kabupaten konservasi layak dikembangkan sebagai unit yang bertanggungjawab terhadap mekanisme kinerja kabupaten konservasi, dimana bersifat non body dan lebih ditekankan pada fungsi koordinasi oleh Bappeda Kabupaten Tambrauw sebagai coordinator perencanaan pembangunan daerah. Local Institution Model of Tambrauw Conservation in West PapuaAbstractPolitical Commitment to establishing Tambrauw as a conservation district in West Papua, has led to changes in conventional governance towards conservation management. Thus the institution as a unit responsible for organizing conservation district activities needs to be designed to oversee the policies of the conservation district concerned. This study aims to design a local institutional model of Tambrauw Regency as a Conservation District. The design process of the local institutional model was carried out from June 2013 to December 2017 following the research and development method. Research data obtained from: (1) the results of expert interviews; (2) field notes, and (3) data suggesting improvements to the initial model draft and observers' observations on the implementation of trials (FGDs / Consultations) on a small and large scale. To see the significance of the comparison of the existing institutional models in the form of regional apparatus organizations (OPD) and the conservation district institutions offered, a t-test was conducted. The design process of the conservation district's local institutional building was carried out about the 8 key design principles offered by Ostrom on effective management institutions for common property. The results showed that conservation district institutions should be developed as a unit responsible for the mechanism of conservation district performance, which is non-body and more emphasized on the coordination function by the Agency for Regional Development Tambrauw Regency as coordinator of regional development planning.

Abstract

Penelitian ini bertujuan untuk mengetahui nilai ekonomi satwa liar, teknik perburuan dan pola perdagangan, serta menganalisis kebijakan satwa liar yang diperdagangkan selama Mei–Agustus 2012 di Kabupaten Manokwari. Nilai ekonomi satwa liar dihitung menggunakan pendekatan harga pasar dan dijabarkan secara deskriptif. Terdapat lima kelas satwa liar yang diperdagangkan, yaitu: kakatua koki (Cacatua galerita), nuri bayan (Eclectus roratus), kasturi kepala hitam (Lorius lory), perkici pelangi (Trichoglossus haematodus), nuri kelam (Pseudeos fuscata), nuri cokelat (Chalcopsitta duivenbodei), cenderawasih kecil (Paradisaea minor), jalak (Sturnus contra) dan merpati (Columba sp.). Kelas Mamalia, yaitu rusa (Cervus timorensis), kuskus bertotol (Spilocuscus maculatus), babi hutan (Sus sp.) dan tikus tanah (Echymipera sp.).Kelas Reptilia, yaitu: kura-kura leher panjang (Chelodina spp.),penyu sisik (Eretmochelys imbricata), belut (Synbranchus marmoratus) dantelur kura-kura/penyu. Kelas Moluska, yaitu kerang kepah (Polymesoda sp.), siput mata bulan (Turbo sparverius) dan triton terompet (Charonia tritonis), dan Kelas Krustasea, yaitu kepiting bakau besar (Scylla sp.) dan udang (Triops cancriformis). Nilai Total Ekonomi perdagangan satwa liar adalah Rp91.925.378/tahun. Teknik perburuan meliputi menembak, menjerat, menangkap anak satwa liar, memungut, memancing dan menyelam. Perdagangan dilakukan secara langsung (Penjualan ke pasar lokal oleh penangkap) dan tidak langsung (Penjualan ke pasar lokal melalui penadah). Aktivitas perburuan dan perdagangan satwa liar didorong oleh faktor ekonomi dan nilai jual satwa liar yang cukup tinggi, serta lemahnya penegakkan hukum. Sosialiasi yang komprehensif kepada seluruh lapisan masyarakat dan skema kehutanan seperti perhutanan sosial dalam bentuk ekowisata dapat diterapkan pada daerah-daerah yang merupakan habitat satwa burung. Perdagangan dapat didukung dengan implementasi kuota dan penangkaran

Abstract

The research was conducted on Danau Uter, at Aitinyo District of Maybrat Regency. The aim of this study was to find out 1) the existence of Danau Uter as ecotourism object to support economic condition of society, 2) social culture condition and the supporting of local government in ecotourism development and 3) inspect the supporting factors in ecotourism development. The method used are descriptive analyse and study case. Data collected were tourism object, social culture of local society, accessibility, accommodation, infrastructure and the encouraging of government. The result shows that Danau Uter is reasonable to become an ecotourism object which supported by beautiful panorama, historical sites, fauna and flora biodiversity, social culture condition of local society and supporting infrastructure. On the other hand, local government is yet very supportive of ecotourism development.

Abstract

Penelitian ini bertujuan mendeskripsikan proses dan dinamika pembentukan Kebijkan Provinsi Konservasi sejak tahun 2009-2020, mengidentifikasi aktor-aktor yang terlibat dalam proses perumusan Kebijakan Provinsi Konservasi. Penelitian berlangsung selama 2 bulan yakni 10 April-10 Juni 2022 di Kabupaten Manokwari. Data dikumpulkan menggunakan metode wawancara dan analisis dokumen. Jumlah informant dalam kajian ini sebanyak 15 orang. Hasil studi mencatat bahwa kebijakan Provinsi Konservasi awalnya diinisiasi oleh Mantan Gubernur Papua Barat, Abraham O. Ataruri dari tahun 2009-2010 atas dukungan dari lembaga non pemerintah seperti WWF, TNC dan CII. Pembentukan provinsi konservasi terbagi menjadi 3 periode waktu yakni: Periode I- tahun 2010-2015, Periode II-tahun 2016-2017 dan periode III tahun 2018-2020. Tahun 2015, Papua Barat dideklarasikan sebagai provinsi konservasi. Namun, Pasca penetapannya, terjadi kevakuman selama 2 tahun (2015-2017) karena transisi kepemimpinan. Kebijakan provinsi konservasi barulah kembali mendapat dukungan ketika terjadi kepemimpinan Gubernur Papua Barat periode 2017-2022. Salah satu bentuk penguatan bagi inisiatif provinsi konservasi untuk diketahui para pihak, maka dilakukanlah konferensi internasional keanekaragaman hayati dan ekonomi kreatif tanggal 7-10 Oktober 2018. Konferensi ini menghasilkan 14 rekomendasi penting. Konferensi berhasil menghadirkan berbagai pihak termasuk aktor-aktor non pemerintah dalam mendukung pengembangan provinsi konservasi. Berdasarkan hasil pemetaan, terdapat 3 aktor pendukung utama yakni PEMDA Papua Barat, UNIPA dan Lembaga Non Pemerintah (WWF, TNC dan CII). Selanjutnya, aktor pendukung, yaitu Yayasan EcoNusa dan Bentara Papua, yang membantu di tahun 2017-2018 dalam memberikan saran perbaikan atas dokumen PERDASUS. Aktor pendukung lainnya, yaitu aktor yang hanya terlibat di akhir proses pengembangan kebijakan provinsi konservasi, yaitu Yayasan Perdu dan Mnukwar. Aktor non pemerintah diatas terlibat menggunakan sumberdaya manusia, fasilitas maupun dukungan pendanaan yang diperoleh dari mitra kerja, jejaring dan kerjasama baik tingkat nasional dan internasional.

Abstract

ABSTRACT The role of forests as maintaining ecological balance is very important, however, this condition is always influenced by the threat of deforestation and degradation. Both are environmental problems that are a challenge for all regions on Papua Island, including the forests of Warmare District in Manokwari Regency. The threats and challenges of deforestation and forest degradation in the Warmare region could expand significantly if not addressed properly. Therefore, reforestation efforts are needed to minimize these problems. Greening activities were carried out at the TNI Army Complex, Infantry Battalion 761/KA Warmare, Warmare District, Manokwari Regency. The demonstration method used in this activity was planting 1035 plant seeds in prepared locations of 9 types. The 22 participants in this activity came from the Faculty of Forestry and the Indonesian Army Infantry Battalion 761/KA Warmare. Greening activities ran well and smoothly because all participants were able to participate and be actively involved. Keywords: conservation, environment, forest, reforestation, and Warmare.

Abstract

Ekowisata memiliki kontribusi penting bagi ekonomi daerah melalui retribusi, parkir, dan pajak. Selain itu, pariwisata mendatangkan devisa dari wisatawan mancanegara dan mendorong pertumbuhan usaha ekonomi lokal. Salah satu obyek wisata yang belum diperhatikan secara serius yakni, air terjun Asbaken yang terletak tidak jauh dari Kabupaten Sorong. Studi ini mengevaluasi potensi pengembangan wisata air terjun Asbaken di Kabupaten Sorong, yang meskipun memiliki daya tarik dan aksesibilitas tinggi, belum dikelola atau dipromosikan secara optimal. Penilaian dilakukan terhadap objek wisata air terjun Asbaken, mencakup aspek daya tarik, aksesibilitas, akomodasi, dan sarana prasarana. Hasil penilaian menunjukkan air terjun Asbaken memiliki daya tarik (169) dan aksesibilitas (115) tinggi, namun akomodasi (40) dan sarana prasarana (30) masih tergolong sedang. Potensi besar kawasan ini layak dikembangkan dengan dukungan pemerintah dalam melengkapi fasilitas sarana dan prasarana yang diperlukan guna mengoptimalisasikan potensi Air Terjun Asbaken di Kabupaten Sorong Papua Barat Daya.
