Abstract

Penelitian ini diltar belakangi bahwa masih adanya penderita stunting di Kota Baubau. Pada bulan Juni 2024 mencapai angka 9%. Di bulan Juni dilakukan Intervensi Serentak Penurunan Stunting (ISPS) dimana  total balita yang diukur sampai 95,65%. tujuan penelitian ini untuk mengetahui strategi Dinas Kesehatan Kota Baubau dalam menekan laju penderita stunting. Populasi dalam penelitian ini adalah Aparatur Sipil Negara Dinas Kesehatan Kota Baubau. Peneliti menggunakan teori purposive sampling untuk menentukan sampel dalam penelitian ini. Penelitian ini menggunakan instrumen seperti observasi, wawancara, dan dokumentasi dalam pelaksanaannya. Untuk melihat strategi Dinas Kesehatan Kota Baubau dalam menekan laju penderita stunting maka peneliti menunggunakan teori yang dikemukaan oleh Kooten (Salusu, 2006) yaitu Strategi Organisasi, strategi ini dalam menekan angka stunting Dinas Kesehatan Kota Baubau dengan pendekatan lintas sektor dan melibatkan seluruh Organisasi Perangkat Daerah (OPD) baik lembaga masyarakat, lembaga pendidikan, serta pihak swasta. Strategi Program, strategi yang dalam rangka menekan laju stunting dengan intervensi gizi, penguatan posyandu dan kader gizi, program lintas sektor, dan sosialisasi dan edukasi masyarakat. Strategi Pendukung Sumber Daya memiliki beberapa cara yaitu memberikan pelatihan kepada kader posyandu, meningkatkan sarana posyandu, puskesmas dan rumah sakit, dan pembentukan percepatan penurunan stunting (TPPS) hingga ketingkat kelurahan

Abstract

This study examines how public perceptions of Anies Baswedan are shaped through YouTube, Twitter, and Google, employing text, network, and sentiment analysis with InfraNodus. Data was collected through each platform's official API with a focus on the keyword "Anies Baswedan." The findings reveal that informative narratives dominate YouTube, while Twitter serves as a space for emotional expression, characterized by a high level of positive sentiment. At the same time, Google reflects information-seeking behavior with a more balanced sentiment distribution. These findings reveal that each platform plays a unique role in shaping political perceptions: YouTube archives and disseminates documentation, and Twitter serves as a forum for debate and support. At the same time, Google functions as an aggregator of opinions from various sources. This study offers new insights into how cross-platform interactions are influenced not only by the content of messages but also by communication patterns and the digital ecosystem in which conversations occur, thereby strengthening our understanding of how political narratives evolve in the digital age.

Abstract

This study addresses issues of bureaucratic inefficiency and low public participation in governance by systematically mapping the scope of digital innovation in local governance throughout Southeast Asia. The research seeks to understand how technology aids governance outcomes, guided by the region’s disparities in digital infrastructure and institutional readiness. The study conducts a systematic literature review of 996 publications from Scopus, following the PRISMA protocol and employing bibliometric analysis via RStudio-Biblioshiny and CiteSpace to derive trends, themes, and gaps concerning Indonesia, Malaysia, Singapore, Thailand, and the Philippines. The results demonstrate and actively reinforce the three dominant innovation clusters: smart cities, e-government systems, and citizen participation platforms that foster greater democratic engagement alongside improved administrative efficiency. The analysis emphasizes the factors critical for successful digital transformation: institutional readiness, digital competency, and cross-organizational collaboration. By synthesizing regional best practices and thematic patterns, the research provides strategic recommendations for policymakers aiming to cultivate flexible, inclusive, and ethically responsible frameworks of implications focused on formulated digital governance. These findings emphasize the need to align technology with community needs and participatory processes, thereby directing further research on interoperability, AI ethics, and public trust in digital public administration.Studi ini membahas masalah ketidak efisienan birokrasi dan rendahnya partisipasi publik dalam tata kelola pemerintahan dengan secara sistematis memetakan ruang lingkup inovasi digital dalam tata kelola pemerintahan di seluruh Asia Tenggara. Penelitian ini bertujuan untuk memahami bagaimana teknologi mendukung hasil tata kelola pemerintahan, dengan mempertimbangkan disparitas infrastruktur digital dan kesiapan institusional di wilayah tersebut. Studi ini melakukan tinjauan literatur sistematis terhadap 996 publikasi dari Scopus, mengikuti protokol PRISMA, dan menggunakan analisis bibliometrik melalui RStudio-Biblioshiny dan CiteSpace untuk mengidentifikasi tren, tema, dan celah terkait Indonesia, Malaysia, Singapura, Thailand, dan Filipina. Hasilnya menunjukkan dan secara aktif memperkuat tiga kluster inovasi dominan: kota pintar, sistem e-pemerintahan, dan platform partisipasi warga yang mendorong keterlibatan demokratis yang lebih besar bersamaan dengan efisiensi administratif yang lebih baik. Analisis ini menyoroti faktor-faktor kritis untuk transformasi digital yang sukses: kesiapan institusional, kompetensi digital, dan kolaborasi lintas organisasi. Dengan mensintesis praktik terbaik regional dan pola tematik, penelitian ini memberikan rekomendasi strategis bagi pembuat kebijakan yang bertujuan untuk mengembangkan kerangka kerja yang fleksibel, inklusif, dan etis dalam tata kelola digital. Temuan ini menekankan pentingnya menyelaraskan teknologi dengan kebutuhan komunitas dan proses partisipatif, sehingga mengarahkan penelitian lebih lanjut pada interoperabilitas, etika AI, dan kepercayaan publik dalam administrasi publik digital.

Abstract

Optimising the hygienic quality of salted fish is critical for coastal communities seeking to grow their economies and overcome the problems of Gaya Baru Village's Fishermen's Home Industry (IRT). Partners face difficulties drying fish when it rains, storing salted fish is still very simple, and partners lack good marketing techniques. The goal of this Community Service (PkM) is to: 1) increase technological knowledge; 2) increase the entrepreneurial spirit and motivation of partner entrepreneurs; and 3) improve HR capabilities in business management, production, and finance. The PkM has resulted in the development of two salted fish businesses in Gaya Baru village, allowing those who work to become self-sufficient.

Abstract

This research aims to optimize tourism potential in the Buton Islands, Indonesia, using Geographic Information Systems (GIS) and Big Data Analytics. The study addresses the low tourism potential in the region and constraints in tourism development, such as lack of information and data. Qualitative methods include document analysis, literature studies, and focus group discussions. Quantitative methods involve surveying respondents about the use of GIS and Big Data Analytics in tourism development. Data was collected from government documents, online news, and direct observation of tourist sites. The results emphasize the importance of IT and GIS in developing the tourism sector in the Buton Islands, particularly in Baubau City and South Buton Regency. GIS is crucial for identifying and managing tourism potential, while Big Data Analytics helps optimize development by analyzing visitation trends, tourist preferences, and consumer behavior patterns. The integration of these technologies can improve tourist experience and efficiency of tourism-related public services. By integrating GIS, Big Data Analytics, and Information Technology, local government and stakeholders can collaborate to create a superior tourism experience, support local economic growth, and ensure the sustainability of the natural and cultural environment in the Buton Islands.

Abstract

This study aims to examine the Complete Systematic Land Registration (CSLR) policy in Baubau City and its impact on sustainable development. This study used qualitative methods by using interviews, document analysis, and field observations to collect data. A sample of respondents consisting of government officials, community members, and community leaders was selected by purposive sampling. Based on the analysis conducted, this study concludes that the successful implementation of CSLR policies in Baubau City has significant implications for sustainable development, including inclusive economic growth, social stability, and increased community participation in the regional development process. Understanding the dynamics of this policy can assist the government and stakeholders in implementing appropriate measures to ensure its sustainable benefits to the people and environment in the city. This research makes a significant contribution to the field of public policy and sustainable development by increasing understanding of policy effectiveness approaches in the context of land registration policies at the local level. This research also provides insight into the factors that influence the successful implementation of CSLR policies. However, this study on CSLR policy and sustainable development in Baubau City has some limitations. The study focuses only on policy aspects without considering the perspectives of local communities, who have unique knowledge and experience and can provide valuable insights into policy implications. Therefore, future research needs to expand the scope of analysis to include policy results, implementation processes, and constraints faced by policy implementers and the public.

Abstract

Technological Advances encourage internet users on mobile phones or other communication tools to access or obtain information via social media, including conversations on social media on Twitter, about the implementation of Provincial special autonomy. This research method utilizes Twitter data crawled by the Drone Emprit Academic application with the keyword " special autonomy of Papua." The study analyzed 170,641 mentions collected on Twitter with the tweet "Special Autonomy for Papua." The results of this study show that the community's response to Papua's special autonomy from February 1, 2021, to February 1, 2022, was 170,641 mentions. The results of this study showed the public reaction to conversations related to Papuan special autonomy on Twitter that positive sentiment dominated with 124,181 (73 percent) mentions, followed by negative sentiment with 37,570 (22 percent) mentions, and neutral sentiment with 8,890 (5 percent) mentions. The results of this study contribute to understanding the dominant topic of Papua's special autonomy, which can be used as a reference by the government in supporting policies and improving service quality through Papua's special autonomy.

Abstract

This research explores trends, challenges and innovations in digital transformation in the public sector, with a focus on its implications in Indonesia. The objectives of this study are to evaluate operational efficiency improvements in public services generated by digital transformation, identify challenges in the implementation of digital technologies, and provide policy recommendations to ensure the sustainability of technology adoption in the Indonesian public sector. The methodology used included a literature review and data analysis from the Scopus database, which was analyzed using VOSviewer to identify key patterns and trends in digital technology adoption in the public sector. The results show that the success of digital transformation depends not only on the adoption of new technologies, but also requires structural changes and organizational culture. Key challenges include resistance to change, the digital divide between urban and rural areas, and infrastructure limitations. This research provides policy recommendations that can accelerate the adoption of digital technologies in Indonesia, particularly through cross-sector collaboration and infrastructure improvements. The findings are expected to serve as a reference for policymakers and practitioners to strengthen the digitalization of public services in a sustainable manner. This research still has several limitations, such as the absence of field studies that directly test the effectiveness of digital transformation in the public sector, as well as analysis of regulations and human resource readiness that still need to be deepened. In addition, the mapping of digitalization trends in Indonesia is still limited to secondary data. For this reason, future research is recommended to conduct surveys or direct interviews with policy makers, strengthen policy analysis, and compare the implementation of digital transformation in other countries so that the strategies formulated are more appropriate and contextual for Indonesia.
