Al-Jamilun TPQ was established in 1998 with initial activities in the form of religious study held at the home of a resident around the Al-Jamilun Mosque, before finally being centered at the mosque. This study aims to describe and analyze the role of the TPQ head and the quality of educators at the Al-Jamilun TPQ Batam City. The type of research used is qualitative research with a descriptive approach. The research location was conducted at TPQ Al-Jamilun Batam City with data collection techniques through observation, interviews, and documentation. Data analysis used the Miles and Huberman interactive model, while data validity was checked using triangulation. The results of the study indicate that the role of the TPQ head is very central to improving the quality of education. This role covers six main aspects. First, as an educator, the TPQ head provides guidance, direction, and encouragement to the ustadz and ustadzah. Second, as an administrator, he or she develops the curriculum and learning tools. Third, as a motivator, the TPQ head fosters the enthusiasm of the students to continue improving the quality of their Qur'an reading. Fourth, as a leader, he held meetings to discuss the evaluation and development of the institution. Fifth, as an innovator, the head of the TPQ designed flagship programs to develop the interests and talents of students. Sixth, as a supervisor, he directly supervised students both face-to-face in class and through social media. The quality of education at TPQ Al-Jamilun for the 2019–2023 period can be seen from two perspectives. First, the quality of graduates, who demonstrated an increased ability to read the Quran correctly. Second, the quality of moral education, where students were nurtured to have religious attitudes, good manners, and discipline in accordance with Islamic values. Abstrak TPQ Al-Jamilun didirikan pada tahun 1998 dengan kegiatan awal berupa pengajian yang dilaksanakan di rumah salah satu warga sekitar Masjid Al-Jamilun, sebelum akhirnya berpusat di masjid tersebut. Penelitian ini bertujuan untuk mendeskripsikan sekaligus menganalisis peran kepala TPQ dan mutu pendidik di Taman Pendidikan Al-Qur’an (TPQ) Al-Jamilun Kota Batam. Jenis penelitian yang digunakan adalah penelitian kualitatif dengan pendekatan deskriptif. Lokasi penelitian dilakukan di TPQ Al-Jamilun Kota Batam dengan teknik pengumpulan data melalui observasi, wawancara, dan dokumentasi. Analisis data menggunakan model interaktif Miles dan Huberman, sedangkan pengecekan keabsahan data dilakukan dengan triangulasi. Hasil penelitian menunjukkan bahwa peran kepala TPQ sangat sentral dalam meningkatkan mutu pendidikan. Peran tersebut mencakup enam aspek utama. Pertama, sebagai educator, kepala TPQ memberikan bimbingan, arahan, serta dorongan kepada para ustadz dan ustadzah. Kedua, sebagai administrator, ia menyusun kurikulum dan perangkat pembelajaran. Ketiga, sebagai motivator, kepala TPQ menumbuhkan semangat para santri agar terus meningkatkan kualitas baca Al-Qur’an. Keempat, sebagai leader, ia mengadakan rapat untuk membahas evaluasi dan perkembangan lembaga. Kelima, sebagai inovator, kepala TPQ merancang program unggulan guna mengembangkan minat dan bakat santri. Keenam, sebagai supervisor, ia turun langsung melakukan supervisi baik secara tatap muka di kelas maupun melalui media sosial. Adapun mutu pendidikan di TPQ Al-Jamilun periode 2019–2023 dapat dilihat dari dua sisi. Pertama, mutu lulusan yang menunjukkan peningkatan kemampuan membaca Al-Qur’an secara baik dan benar. Kedua, mutu pendidikan akhlak, di mana santri dibina agar memiliki sikap religius, sopan santun, dan disiplin sesuai dengan nilai-nilai Islami.
