Abstract

Tujuan dari penelitian ini untuk mengetahui, mendeskripsikan, dan menganalisis evaluasi kinerja ORPA pada Program Kolaborasi Riset Pasca Kebijakan Integrasi ke dalam BRIN serta faktor apa saja yang menghambat kinerja. Penelitian ini merupakan penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan sebagai berikut efektivitas, kolaborasi riset menghasilkan kinerja yang melebihi target, Efisiensi, serapan anggaran dua tahun terakhir mengalami peningkatan, kecukupan, program riset ORPA belum cukup memenuhi kebutuhan mitra, perataan, beban kerja dan anggaran kepada pusat riset di setiap judul riset sudah proporsional, responsivitas, permintaan mitra riset terakomodir dengan baik, dan ketepatan, perencanaan yang matang diawal, kemudian pengawalan dengan monitoring dan evaluasi secara periodik dan dibuat dokumen laporan kinerja serta dokumen manajemen risiko. Secara umum evaluasi kinerja ORPA pada program kolaborasi riset berdasarkan kriteria-kriteria yang ada sudah sesuai dan berjalan dengan baik atau berkinerja tinggi. Namun, secara kelembagaan ORPA tidak dapat dibandingkan dengan LAPAN apple to apple serta ORPA belum mempunyai dokumen kajian khusus terkait program riset yang sesuai dengan kebutuhan eksternal (user). Adapun faktor penghambatnya adalah sulitnya mendapatkan Sumber Daya Manusia (SDM) Periset, pengadaan bahan riset, antrian penggunaan alat dan laboratorium, submit publikasi ilmiah yang tidak dibiayai, waktu penerimaan proposal riset yang tidak tepat.

Abstract

This study aims to explore the impact of applying New Public Management (NPM) principles on sustainability performance at Perumdam Batiwakkal, Berau Regency, focusing on operational efficiency, service quality, and environmental management. The theoretical framework integrates key NPM concepts privatization, decentralization, and performance measurement based on results with environmental sustainability models to offer a comprehensive understanding of managerial and operational impacts. Utilizing a Grounded Theory approach, data were collected through in-depth interviews with senior management, operational staff, and service users. Data analysis involved open coding, axial coding, and selective coding to develop a conceptual framework on NPM application and sustainability performance. Findings indicate that while NPM principles can enhance operational efficiency and service quality, challenges persist in achieving full sustainability performance. Key factors influencing effectiveness include leadership support, resource availability, and policy adaptation. The study provides insights into adapting NPM principles to improve sustainability performance and offers practical solutions for implementation challenges.

Abstract

This study discusses the role of Village-Owned Enterprises (BUMK) in improving the economy of Pegat Bukur Village in Berau Regency. BUMK is a legal entity established by the village to manage business and productivity to improve the welfare of the village community. This study uses a descriptive qualitative approach. The focus of the research is to identify and analyze the BUMK program in managing the potential of Pegat Bukur Village, analyze the role of BUMK in improving the village economy, and develop a model for the development of BUMK Batu Bual Sejahtera. The results of the study show that the Batu Bual Sejahtera BUMK in Pegat Bukur Village has a significant role in improving the village economy. BUMK Batu Bual Sejahtera is able to take advantage of the potential of the village into 17 business units. Through various business units that have been formed, BUMK Batu Bual Sejahtera is able to play a role in increasing community income, opening new jobs and reducing unemployment, helping the village financial sector with the potential for village original income, and community involvement in village development. BUMK also has an impact by increasing people's income, reducing the unemployment rate and independence of Kampung Pegat Bukur. The development of BUMK Batu Bual Sejahtera uses a development model with a Pentahelix actor approach where there are governments, communities, companies (Business), academics and the media.

Abstract

This study aims to find out and analyze the evaluation of the policy of granting state land tenure rights in Sambaliung District, Berau Regency and identify the factors inhibiting the implementation of Berau Regency Regional Regulation Number 5 of 2019 concerning the Implementation of State Land Tenure Administration. This research is a descriptive qualitative research and the results of the study show that the evaluation of Berau Regency Regional Regulation Number 5 of 2019 shows that although this policy has provided several positive achievements, there are still challenges that need to be overcome to improve its effectiveness and responsiveness.

Abstract

This study analyzes the challenges, solutions, and impact of the LAMDIK  policy on educational quality at UIN Sunan Ampel Surabaya. The research uses Edward III's policy implementation theory to highlight the importance of communication, resources, implementer attitudes, and bureaucratic structures in policy execution. A qualitative descriptive method was applied through case studies, including observation, in-depth interviews, and document analysis with triangulation. The findings reveal several challenges in implementing the policy within the Early Childhood Islamic Education Study Program, such as limited human resources, inadequate facilities, curriculum issues, weak internal quality assurance, and insufficient external collaboration. Strategies to address these include improving lecturer competence, regular quality monitoring, and expanding institutional partnerships. The policy implementation has contributed to higher educational standards, stronger institutional capacity, and the development of a continuous quality assurance culture.

Abstract

This study aims to analyze the implementation of the Neighborhood Police (Polisi RW) policy in efforts to improve public security and order. The research method employed is descriptive analysis with a qualitative approach, involving data collection through interviews, observations, and document review. The findings show that the implementation stages, including planning, socialization, execution, monitoring, evaluation, and development, have had a positive impact, such as increased public awareness, active participation, and more efficient coordination in handling security issues. Another finding reveals that the Prototype model is more relevant than the Incremental model for the Neighborhood Police program, as it allows for rapid feedback and continuous improvement. This study recommends that Regional and City or Regency Police Departments adopt a Prototype-based approach and enhance community involvement in the program to achieve more effective security objectives.

Abstract

Villages in Indonesia are governed by a village government, as defined in Article 2 of Law No. 6/2014, which states that the village government handles local affairs within Indonesia’s government structure. Villages are required to perform government tasks following legal provisions, including planning, implementation, administration, supervision, and evaluation. While villages are not part of the territorial hierarchy in the decentralization system, they have the authority to create village regulations, which are considered part of the legal framework in Indonesia. However, villages face constraints due to higher-level regulations that limit their autonomy and are often seen as lacking the capacity to manage their own governance. The research focuses on the mismatch between village policies and the conditions in Sleman Regency. It addresses issues such as the impact of Law No. 6/2014 on village independence and public services, as well as effective public service models in the region. Using qualitative research with an analytical descriptive approach, the study finds that the policy implementation has not been optimal. One major issue is the lack of flexibility in the policy content to meet the needs of the village government, leading to obstacles in providing efficient public services at the village level. The study identifies key findings, including limited village independence due to supra-village regulations, resource constraints, and communication barriers between policy makers and implementers. It highlights positive outcomes such as improved administrative order and innovation in revenue generation by village governments. The research concludes with recommendations for enhancing flexibility in policy content, strengthening resources, and fostering innovation to better align public services with community needs.

Abstract

Objective: This study aims to analyze the implementation of the LAMDIK accreditation system at a leading State Islamic University in Indonesia, focusing on institutional readiness, implementation challenges, and the extent to which accreditation reforms have fostered a sustainable quality culture. Method: A qualitative case study approach was employed within the Early Childhood Islamic Education (ECIE) program at UIN Sunan Ampel Surabaya. Data were collected through semi structured interviews, non-participant observation, and document analysis. The data were analyzed using Miles and Huberman’s (2014) interactive model data condensation, display, and conclusion drawing supported by triangulation and member checking to ensure validity. Results: The findings reveal a moderate level of implementation success. The university achieved structural compliance with LAMDIK standards meeting lecturer qualifications, curriculum alignment, and operational SPMI systems but struggled with deep cultural internalization of quality principles. Limited doctoral qualified lecturers, fragmented data management, and inconsistent communication across units were identified as major barriers. Nevertheless, institutional initiatives in digital accreditation systems, curriculum revision, and quality assurance mark tangible progress. Novelty: This study extends Edwards III’s policy implementation framework to the context of Islamic higher education accreditation, showing that accreditation success depends not only on compliance but also on organizational learning and cultural transformation. The findings highlight how UIN Sunan Ampel Surabaya is transitioning from procedural compliance toward a developing quality driven academic culture.

Abstract

Purpose: This study aims to analyze the implementation of Bali Provincial Regulation No. 5 of 2020 concerning the Standards for the Implementation of Balinese Cultural Tourism in Cemagi Tourism Village, Badung Regency, and to identify key challenges that hinder its effective execution. Methodology/approach: The research employs a qualitative case study approach involving in-depth interviews, observations, document analysis, and purposive sampling of stakeholders, including tourism village managers, local guides, educators, and community members. Data were analyzed through condensation, display, and conclusion-drawing techniques to obtain a comprehensive understanding of policy implementation. Results/findings: The findings indicate that although the regulation has been partially implemented, several critical issues persist. Cultural-based accommodation facilities do not fully comply with the standards mandated by the regulation. Coordination among implementing agencies remains weak, and communication between government and local communities is inconsistent. Additional challenges include land-use conversion, insufficient public facilities such as parking areas, and limited human resource capacity, particularly the lack of trained and registered local tour guides. Conclusion: The implementation of the regulation in Cemagi Village has not yet met expectations, primarily due to gaps in cultural accommodation management, inadequate coordination, and resource limitations. Strengthening institutional collaboration, enhancing human resource quality, and improving village infrastructure are essential to achieving the regulation’s objectives. Limitations: This study focuses solely on Cemagi Tourism Village and does not generalize to all tourism villages in Bali. Findings are based on qualitative data and may not capture broader regional variations. Contribution: The study provides empirical insights into policy implementation challenges in cultural-based tourism villages and offers recommendations to support more sustainable and culturally aligned tourism governance in Bali.
