Abstract

The digital transformation of public services in Indonesia has advanced significantly, yet it remains insufficiently inclusive, particularly for older adults who face a heightened risk of digital exclusion. This study investigates the direction of digital inclusion policy for the elderly in Klaten Regency, where the aging population continues to rise. Employing a qualitative approach with an exploratory case study design, data were collected through document analysis, in-depth interviews with key stakeholders, and participatory observation in five digitally oriented villages. Findings reveal that although digital service infrastructure has been developed, no explicit affirmative policy currently addresses elderly participation in digital public services. Most older adults encounter barriers related to digital access, literacy, and limited social support. The analysis is framed using an inclusive policy strategy, policy ecology, and digital inclusion theory. The study concludes that digital policy in Klaten remains technocratic and insufficiently responsive to the needs of vulnerable groups. To realize genuinely inclusive digital public services, the study recommends cross-sectoral collaboration, the formulation of affirmative policies, and the development of community-based digital literacy programs tailored for the elderly.

Abstract

This study investigates the implementation of Collaborative Governance in poverty alleviation programs in Bolaang Mongondow Timur Regency, North Sulawesi. Grounded in a constructivist paradigm, the research adopts a qualitative case study approach. Data were collected through in-depth interviews, observations, document analysis, and focus group discussions involving stakeholders from five key sectors: government, business, academia, civil society, and media. The findings reveal that although a formal structure (TKPKD) has been established to facilitate coordination, its effectiveness has been compromised following the issuance of Presidential Regulation No. 163/2024, which dissolved the existing institutional framework without providing operational guidelines for its replacement (BPPK). The study identifies a paradox of collaboration: formal documents and coordination mechanisms exist, yet genuine multi-actor interaction remains limited. The involvement of non-government actors is mainly instrumental and symbolic, with civil society and media often excluded from meaningful deliberation. The research concludes that Collaborative Governance in the region remains characterized by a top-down administrative logic rather than an inclusive, transformative practice. A key recommendation is the institutionalization of regular, deliberative, and open multi-actor forums supported by accurate and transparent data systems. This study contributes theoretically by offering a localized adaptation of the Pentahelix model, enriched by institutional improvisation and contextual wisdom.

Abstract

This study evaluates the implementation of regional regulations on food reserves in Sumenep Regency to strengthen local food security. The regulation aims to manage food reserves, stabilize supply, and address potential food crises caused by natural disasters or price fluctuations. This research examines the application of the policy and factors influencing its success or failure. A descriptive qualitative method was employed, collecting data through in-depth interviews with local government officials, farmers, and beneficiaries. Field observations and document analysis complemented the interviews. The findings reveal that while the regulation was implemented to enhance food security, challenges remain, including budget constraints due to COVID-19 and Foot-and-Mouth Disease, limited inter-agency coordination, and low community participation. Technical issues, such as inadequate storage and distribution facilities, further hinder implementation. However, positive factors include government commitment, human resource development, and active community and private sector involvement. The study recommends improving stakeholder collaboration and strengthening monitoring and evaluation systems to ensure effective and sustainable food reserve policies in the future.

Abstract

This study explores the digital transformation of the Public Service Mall (PSM) in Indonesia, emphasizing its role in enhancing bureaucratic efficiency, accessibility, and public satisfaction. Employing a qualitative library research approach, the analysis synthesizes existing literature, policy documents, and case studies to comprehensively understand the concepts, strategies, and challenges associated with digitalization in public services. The findings highlight that digital transformation, particularly through integrated and user-friendly online platforms, significantly reduces procedural complexity, shortens service delivery times, and broadens access for remote and underserved communities. Key supporting technologies such as cloud computing, artificial intelligence, and robust data security are vital for effective implementation, while strong policy frameworks and inter-agency collaboration underpin sustainable development. Despite notable progress, challenges including infrastructural limitations, human resource capacity, resistance to change, and regulatory barriers must be addressed through targeted investments, capacity building, and regulatory harmonization. The study concludes that a holistic and adaptive approach, coupled with ongoing research into social impacts and regional best practices, is essential to realize the full potential of digital public services and foster inclusive, efficient, and transparent governance in the digital era.

Abstract

The adoption of medication delivery services by hospitals in Indonesia reflects a significant upward trend in the transformation of the national healthcare landscape. This development is largely driven by the increasing demand for patient convenience and equitable access to essential medicines, alongside the rapid advancement of digital health technologies and the disruption of traditional healthcare systems, particularly during the COVID-19 pandemic. To explore this phenomenon, this study employed a systematic literature review method, analyzing diverse sources comprising government reports, hospital websites, official social media posts, online news articles, and prior research. The objective was to synthesize findings on how Indonesian hospitals—both public and private—have implemented and digitalized their Patient Home Medication Delivery Programs (PHMDPs). Key findings reveal a growing prevalence of PHMDPs, supported by various delivery models, ranging from internal logistics systems to partnerships with third-party couriers and telemedicine platforms. Digitalization emerges as a central enabler, facilitating seamless integration of e-prescriptions, automated logistics, and mobile health applications. Despite the growing adoption, the regulatory framework remains in flux, and hospitals face several challenges, including logistical complexity, compliance issues, and cost sustainability. This study contributes a comprehensive overview of PHMDPs in Indonesia, highlighting best practices and offering insights for scalable, patient-centered innovations in digital pharmaceutical services.
