Abstract

The government issued Law Number 23 of 2006 concerning Population Administration. One of the government's efforts to provide and protect children's rights to identity is manifested in the issuance of the Child Identity Card (CIC) program which took effect since early 2016. CIC is regulated in the Minister of Home Affairs Regulation Number 2 of 2016 concerning Child Identity Cards. The research objective was to determine the implementation of the Minister of Home Affairs Regulation Number 2 of 2016 regarding CIC in East Lombok Regency and to find out the legal aspects in the implementation of CIC issuance in East Lombok Regency. This research is a type of empirical juridical research, in this study the approach used in solving the problem is to use the empirical juridical approach method. The juridical approach that is meant is that law is seen as a norm or das sollen, because in discussing the problems in this study using legal materials (both written law and unwritten law or both primary, secondary and tertiary legal materials. by looking at law as a social, cultural or das sein reality because in this study the data used are primary data obtained directly from the research location. In this study the type of data collected is divided into two types of data, namely primary data and secondary data. Data collection techniques obtained directly from data sources at the research location or field (field research) were obtained through interviews and observations.

Abstract

This study aims to examine the effect of: (1) work ability on employee performance, (2) work motivation on employee performance, and (3) work ability and work motivation on employee performance. The design of this research is quantitative descriptive research, where the population of this research is all employees of the company PT Hasnur Riung Sinergi (HRS) Site Agm HRGS division which has 35 people and the number of samples is 35 respondents with the saturated sample method. The results showed (1) work ability has a positive and significant effect on the performance of employees of PT Hasnur Riung Sinergi (HRS) Site Agm, (2) work motivation has a positive and significant effect on the performance of employees of PT Hasnur Riung Sinergi (HRS) Site Agm and (3) work ability and work motivation have a significant effect simultaneously on the performance of employees of PT Hasnur Riung Sinergi (HRS) Site Agm. Abstract

Penelitian ini bertujuan untuk : (1) mengetahui motivasi kerja yang dapat mendorong kinerja peawai pada PT PLN Indonesia Power UPDK Barito, (2) Mengetahui disiplin kerja yang dapat mendorong kinerja pegawai PT PLN Indonesia Power UPDK Barito. Metode pada penelitian ini menggunakan metode deskriptif kualitatif. Informan pada penelitian yang dilakukan penulis adalah Manager PT PLN Indonesia Power UPDK Barito. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah wawancara, observasi dan dokumentasi. Hasil penelitian ini menunjukan motivasi dan disiplin kerja yang diterapkan selama ini masih berjalan baik dan dapat dilihat melalui adanya peningkatan dalam kinerja pegawai. Namun, masih ada perlu adanya peningkatan motivasi dan disiplin kerja agar dapat memperoleh hasil yang lebih baik lagi dan para pegawai dapat bekerja secara maksimal seperti yang diharapkan.

Abstract

The rapid rise of Industry 4.0 has driven organizations globally to adopt Electronic Human Resource Management (e-HRM) systems as part of digital transformation. Yet, in developing countries, e-HRM implementation still faces socio-cultural and structural barriers, often overlooked from employees’ subjective perspectives. This study explores how employees construct meaning and interpret everyday experiences with e-HRM practices in Indonesia. Using an interpretative phenomenological approach, data were collected through semi-structured interviews, participatory observations, and document analysis in a tech startup and a medium-scale manufacturing company. Purposive and snowball sampling captured diverse viewpoints. Thematic analysis revealed three key themes: perceived benefits and barriers of e-HRM technology, changing patterns of workplace social interaction, and the reconstruction of work identity in digital HR contexts. Verbatim quotations illustrate employees’ negotiation between efficiency and social connectedness. Theoretically, this research applies Symbolic Interactionism and Social Phenomenology to deepen understanding of subjective meaning-making in HR digitalization. Practically, the findings highlight the importance of adaptive, human-centered e-HRM strategies that balance technological automation with meaningful social ties. These insights offer organizations guidance to develop inclusive digital HR policies responsive to the realities of Industry 4.0.

Abstract

This study aims to explore how local cultural values are integrated into human resource development (HRD) strategies to address workforce transformation in the Industry 4.0 era. This phenomenon is critical as technological advancements demand training models that not only focus on technical competencies but also incorporate local social and cultural contexts. A qualitative approach with a case study design was employed to investigate a community-based training program in a local Indonesian training institution. Data were collected through semi-structured interviews, participant observation, and document analysis involving five key informants selected through purposive and snowball sampling techniques. Thematic analysis revealed three major themes: the internalization of gotong royong (mutual cooperation) in the training curriculum, reinforcement of local work ethic as a foundation for discipline, and collective responsibility as a collaborative learning strategy. The findings indicate that HRD programs based on local values can foster a more participatory, adaptive, and contextually relevant learning ecosystem. Theoretically, this study contributes to the enrichment of Human Capital Theory, Transformational Learning, and Cultural Embeddedness frameworks. Practically, it offers an alternative community-based training model that supports workforce readiness amidst industrial transitions. The study recommends the development of national training policies that are more responsive to local cultural contexts.

Abstract

Penelitian ini bertujuan untuk mengkaji ulang strategi perencanaan sumber daya manusia (SDM) dalam organisasi dengan menekankan pentingnya kesesuaian antara rencana dan realitas organisasi. Perencanaan SDM kerap menghadapi tantangan dalam implementasinya, seperti lemahnya koordinasi antardepartemen, keterbatasan data aktual, serta rendahnya keterlibatan pemangku kepentingan. Pendekatan penelitian ini menggunakan metode kualitatif deskriptif dengan strategi studi kasus pada sebuah organisasi swasta nasional. Data dikumpulkan melalui wawancara semi-terstruktur dengan manajer HRD, pimpinan unit kerja, dan karyawan, serta didukung observasi nonpartisipatif dan studi dokumen perencanaan SDM. Analisis data dilakukan dengan model interaktif Miles & Huberman dan pendekatan analisis tematik. Temuan penelitian menunjukkan adanya ketidaksesuaian signifikan antara rencana SDM dengan pelaksanaannya, disebabkan oleh struktur koordinasi yang terfragmentasi, tidak akuratnya data tenaga kerja, dan kompetensi perencana yang belum optimal. Berdasarkan temuan tersebut, dikembangkan model perencanaan SDM berbasis realitas organisasi yang menekankan prinsip fleksibilitas, partisipatif, berbasis data, dan adaptif terhadap konteks internal. Temuan ini memberikan kontribusi terhadap pengembangan teori perencanaan SDM yang lebih kontekstual serta menawarkan alternatif pendekatan praktis dalam menyusun strategi SDM. Implikasi penelitian ini mencakup perlunya pergeseran paradigma perencanaan dari pendekatan normatif ke pendekatan realistis yang berorientasi pada dinamika organisasi. Penelitian ini juga membuka peluang untuk pengujian lebih lanjut secara kuantitatif atau komparatif antarorganisasi guna memvalidasi model yang diusulkan.
