Abstract

The problems of women and children, as well as family problems are one of the problems that occur a lot in society. One of the efforts made by the Surabaya City Government is by implementing the Children's Rightful City Program (KLA) through the Arek Suroboyo Women and Child Friendly Village Program (KAS-RPA). This research aims to analyze community participation in the KAS RPA program in RW 05 Balongsari Village. The research method used is qualitative descriptive with data collection techniques through observation and interviews with the research subject of the Chairman of RW 05, the Great Surabaya Cadre (KSH), and the community of RW 05. The theory used is the participation theory according to Solekhan) which has 4 types, namely participation in decision making, participation in implementation, participation in receiving benefits, and participation in evaluation. The results of the research show that the RW 05 community plays an active role in the implementation of the KAS-RPA program where every stakeholder is involved to work together.

Abstract

Good and correct governance can be seen from governance that can make society prosperous and prosperous, including in terms of public services. Public services are essentially aimed at satisfying and adapting to the desires and needs of the community. In general, providing excellent service to the community is a manifestation of the duties of government officials as implementers of public services. Therefore, in the implementation of public services, both in sub-district and central agencies, it is necessary to carry out monitoring and evaluation. Cantian Pabean District is one of the regional government organizations in the city of Surabaya that provides public services in its area. The research method used in this research is descriptive research with collection techniques through observation and interviews. The focus of this research is focused on how to apply the principles of good governance in optimizing the fulfillment of supporting data from six aspects in the implementation of PEKPPP in the Cantian Pabean District based on the principles of Good Governance according to Sedarmayanti (2014: 5). The results of the research explain that the Cantian Customs District has implemented and implemented the principles of Good Governance which, when reviewed through PEKPPP, can be said to have fulfilled all existing principles, aspects and indicators.

Abstract

Indonesia has entered the era of digitalization, where the development of technology and information is accelerating. Of course, the development of technology and information has an impact on various aspects, one of which is the aspect of public services by the government in the field of public services through the Digital Population Identity or IKD program. The Digital Population Identity program is an innovation carried out by the Directorate General of Dukcapil of the Ministry of Home Affairs to simplify and accelerate the process of digital public service transactions. The establishment of Digital Population Identity can be done in various locations, including Siola, Sub-district, Village Office, and RW Hall. This study aims to conduct an in-depth analysis of the effectiveness of the IKD activation service at the Medokan Ayu Village RW Hall in helping residents activate IKD. This research uses a qualitative methodology with a descriptive approach. The data used in this research comes from primary and secondary references, with primary data obtained through observation and documentation techniques, while secondary data is obtained through a literature review. The theoretical framework used in this research is the theory of effectiveness which includes four main indicators, namely the accuracy of program targets, program socialization, achievement of program objectives, and program monitoring. The results of this study show that residents are very enthusiastic in activating IKD at the RW Hall of Medokan Ayu Village. The socialization of the IKD activation service program at Balai RW was carried out by the Medokan Ayu Village Government in collaboration with the Heads of RT and RW. In its implementation, there are still obstacles in implementing the program. Monitoring is carried out by Medokan Ayu Village and Surabaya City Civil Registration and Population Office employees, and the monitoring results are used as evaluation material.

Abstract

This study aims to look at the implementation of the E-Open policy at the Bekasi City Population and Civil Registry Service using the George Edward III Implementation in which there are 4 indicators, namely communication, resources, disposition, and bureaucratic structure. The research method used is a qualitative method. The results of this research explain that the implementation of the E-Open policy has gone well, seen from the following indicators: 1) Communication: the information conveyed to the public regarding E-Open has been conveyed clearly. 2) Resources: human resources, information and facilities provided support the implementation of E-Open although they still need improvement. 3) Disposition: employees already have good commitment and ability and understand E-Open but lack the speed of response in responding to problems. 4) Bureaucratic structure: in the implementation of E-Open there are SOPs and distribution of responsibilities according to applicable regulations.

Abstract

Indonesia as a country with a population spread across various islands certainly has differences in each region or region. Prosperity that is built in every region or region in Indonesia can enable people to have a decent standard of living. Welfare and empowerment are interconnected in society. Community empowerment in villages also needs to be carried out continuously so that the local economy can compete in the current era of globalization. This is the basis for this research. The aim of this research is to determine the role of BUMDes in empowering the community of Kedungwonokerto Village, Prmain District, Sidoarjo Regency. The village government forming BUMDes is one step in reviving the local village economy. The role of BUMDes in community empowerment can be seen as the first step in helping to improve the local village economy. The village government together with BUMDes contribute by becoming a forum for existing and newly started business actors so that they can continue to grow and develop. This research uses qualitative research based on the results of observations, interviews and documentation. The results of this research are that BUMDes provides efforts to empower the community through training and outreach activities, creating a website to sell products online, establishing a special place for village communities to sell or culinary as well as bazaar activities aimed at introducing village community business products.

Abstract

Laporan Penyelenggaraan Pemerintahan Daerah adalah suatu tanggung jawab yang dimiliki kepala daerah untuk disampaikan kepada pemerintah pusat dan juga masyarakat. Dengan adanya LPPD, hasil kinerja pemerintah dalam satu tahun dapat diketahui oleh masyarakat dan menjadi salah satu bentuk pertanggungjawaban pemerintah. Hal ini berkaitan dengan akuntabilitas yang menjadi salah satu hal yang penting demi tercapai dan terselenggaranya pemerintahan yang baik. Tujuan penelitian ini yaitu untuk melihat sejauh mana akuntabilitas pemerintah daerah dalam penyajian informasi penyelenggaraan pemerintahan daerah. Adapun metode yang digunakan yaitu penelitian deskriptif dengan pendekatan kualitatif dengan data yang diperoleh dari hasil wawancara dan studi literatur yang didasarkan juga oleh yang ada dalam laporan penyelenggaraan pemerintahan daerah. Hasil penelitian menunjukkan bahwa pemerintah daerah Kota Bogor telah menyampaikan informasi penyelenggaraan pemerintahan daerah dengan baik berdasarkan lima prinsip akuntabilitas, yaitu transparansi, liabilitas, kontrol, responsibilitas, dan responsivitas.

Abstract

The government through Minister of Education and Culture Regulation No. 23/2015 on Cultivating Budi Pekerti has established a School Literacy Movement (GLS) policy that includes digital literacy skills. This effort was made by the government to produce a young generation that is technologically proficient with the digital literacy movement in the school environment. In this research, the author wants to know the implementation of the digital literacy movement policy at SMK Assalam in Bantur sub-district. This research uses a qualitative descriptive method by analyzing and summarizing various data obtained through observations and interviews with factual conditions in the field. The results of the study show that the implementation of the digital literacy movement at SMK Assalam has been good so far. The success in its implementation is influenced by good communication between implementers and the openness of implementers in receiving new information. In addition, the school also has adequate infrastructure to support the success of digital literacy. Uneven internet access causes low awareness of students and guardians about the importance of technological skills in the world of education.

Abstract

Organizational culture plays an important role in the success of public organizations and can help align human resources in achieving the organization's vision, mission, and goals. This study aims to analyze the organizational culture at the Public Relations Bureau of the Secretariat General of the Ministry of Defense of the Republic of Indonesia (Setjen Kemhan RI) and explain how organizational culture can deeply enhance employee performance. This research uses a qualitative approach with descriptive analysis techniques. Data collection was conducted through in-depth interviews, direct observation, and documentation. The research results indicate that the organizational culture at the Public Relations Bureau of Setjen Kemhan RI has successfully improved employee performance. Indicators such as the produced products, ethics or professionalism standards, and attributes that reflect the identity of the Public Relations Bureau of Setjen Kemhan RI have been well implemented. Employees of the Public Relations Bureau of Setjen Kemhan RI have successfully applied the values embraced by the institution, which positively influence their performance. The public has been satisfied with the products and services provided, although there is still a lack of information and understanding among the public regarding exempted information.

Abstract

The Indonesian nation is a nation rich in arts and culture. Traditional Indonesian dance as one form of culture that is a national heritage must be preserved and its authenticity maintained. Mojokerto Regency is one of the relics of the Majapahit kingdom that has many cultural heritages. The Department of Culture, Youth, Sports, and Tourism (Disbudporapar) plays an important role in preserving traditional dance by facilitating dance studios. This study aims to examine the role of Disbudporapar in facilitating dance studios as an effort to preserve traditional dance in Mojokerto Regency. The methods in this study use literature reviews, interviews, and observations. Informants consist of the Head of Culture, studio owners, and dancers involved in studio activities. The results of the study are guided by the principle of the role of local government according to Iyas Yusuf which shows that Disbudporapar plays a role as a regulator, facilitator, and dynamic in the development of dance studios. As a regulator, Disbudporapar establishes policies that support the preservation of traditional dance. As a facilitator, they provide support in the form of funding, providing necessary infrastructure. As a dynamic, Disbudporapar encourages community participation and collaboration with various parties to increase awareness and interest in traditional dance. Through these roles, Disbudporapar contributes significantly to increasing awareness and interest in traditional dance, thus supporting the sustainability and development of local culture.

Abstract

The blue revolution, a key marine and fisheries-based economic development strategy, has its primary manivestation in the Minapolitan initiative. The Ministry of Maritime Affairs and Fisheries runs the Minapolitan program in a number of locales, including Kalanganyar Village, Sedati District, and Sidoarjo Regency. The purpose of this study is to evaluate how the Minapolitan program has been implemented in Kalanganyar Village. The Meter-Horn implementation model is the predominant theory employed, which includes six aspects: clarity of standards and policy objectives, adequacy of resources, quality of communication, environmental involvement, structural characteristics, and disposition of implementers. A qualitative methodology with a descriptive type is used in this investigation. Data were gathered using focus groups, interviews, document gathering, and observation. Using an interactive model for data analysis. The results showed that, in general, the implementation was quite optimal. However, four things need serious attention: the absence of technical guidelines for implementation, the low budget adequacy, the lack of staff for program implementation, and the lack of community involvement in infrastructure projects. These problems must be considered so that implementation can run optimally.
