Abstract

Abstrak Penelitian ini mengkaji peran Bakesbangpol dalam pembinaan kegiatan Paskibraka di Kabupaten Sidoarjo, mencakup proses seleksi, pelatihan, tantangan, serta upaya peningkatan efektivitas program. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data berupa wawancara, observasi, dan dokumentasi. Informan penelitian meliputi perwakilan Bakesbangpol, tim pelatih, serta anggota Paskibraka. Hasil penelitian menunjukkan bahwa Bakesbangpol berperan strategis dalam mengorganisasi seleksi dan pelatihan anggota Paskibraka melalui pendekatan komprehensif, meliputi pembinaan fisik, mental, dan ideologi. Namun, berbagai tantangan seperti keterbatasan sumber daya manusia, masalah logistik, kesehatan peserta, dan adaptasi terhadap perkembangan zaman memengaruhi pelaksanaan program. Untuk mengatasi tantangan ini, Bakesbangpol melakukan evaluasi berkala, memperluas kerja sama dengan berbagai pihak, menerapkan teknologi informasi, dan menginovasi metode pembelajaran. Langkah-langkah ini diharapkan dapat meningkatkan kualitas pembinaan dan menghasilkan anggota Paskibraka yang tidak hanya terampil secara teknis tetapi juga berkarakter dan siap menjadi pemimpin masa depan. Abstract

This research analyses the role of the Tuban Secretariat's Economic, Natural Resources, and Development Administration Section in fostering Regionally-Owned Enterprises (BUMD) in Tuban Regency. The research objective is to identify the role of the Tuban Secretariat's Economic, Natural Resources, and Development Administration Section in fostering Regionally-Owned Enterprises (BUMD) to improve BUMD performance, support Regional Original Revenue (PAD), and local economic development. This research uses descriptive qualitative approach with data obtained through observation, interview, and document analysis. descriptive qualitative with observation, interview, and document analysis methods. The results showed that coaching includes organisation, management, finance, stewardship, asset management, business development, monitoring, evaluation, and administration. Strategies such as routine evaluation, training of managers, preparation of performance contracts, and strengthening governance contribute significantly to the optimisation of BUMD functions. With targeted coaching, BUMDs are expected to be the driving force of the regional economy and improve the quality of public services. This research recommends a sustainable coaching strategy by strengthening collaboration and innovation to achieve more professional management and maximum contribution to regional development.

Abstract

Waste problems are basically caused by unlimited human needs, which to fulfill their needs must use various sources that are not fully used. Jombang Regency is one of the regencies in East Java that always wins the Adipura award. However, based on SIPSN data in 2023, the volume of waste in Jombang Regency in 2023 reached 530.37 tons per day with the largest source of waste from households. Residents of Jombang Regency must have a sense of responsibility for the waste they produce, by managing waste from the source. Kaliwungu Urban Village has successfully implemented community-based waste management by prioritizing the 3R principles so that it is used as a pilot for the implementation of the Si BESUT 3AH program. This type of research is descriptive qualitative with the aim to analyze the participation of Kaliwungu Urban Village residents in the Si BESUT 3AH waste management program using the theory of participation forms. The data analysis technique is through data collection, data reduction, data display, and conclusion. The results showed that the residents of Kaliwungu Urban Village have contributed to the Si BESUT 3AH program from decision making on the waste management activity plan, sorting waste from home and collecting waste to the waste bank, processing recycled waste into various creations that have selling value, and providing suggestions and criticism as an evaluation of the activity, so that it can be used as a reference for residents in other areas to manage waste from the source.

Abstract

The Indonesian nation is a nation rich in arts and culture. Traditional Indonesian dance as one form of culture that is a national heritage must be preserved and its authenticity maintained. Mojokerto Regency is one of the relics of the Majapahit kingdom that has many cultural heritages. The Department of Culture, Youth, Sports, and Tourism (Disbudporapar) plays an important role in preserving traditional dance by facilitating dance studios. This study aims to examine the role of Disbudporapar in facilitating dance studios as an effort to preserve traditional dance in Mojokerto Regency. The methods in this study use literature reviews, interviews, and observations. Informants consist of the Head of Culture, studio owners, and dancers involved in studio activities. The results of the study are guided by the principle of the role of local government according to Iyas Yusuf which shows that Disbudporapar plays a role as a regulator, facilitator, and dynamic in the development of dance studios. As a regulator, Disbudporapar establishes policies that support the preservation of traditional dance. As a facilitator, they provide support in the form of funding, providing necessary infrastructure. As a dynamic, Disbudporapar encourages community participation and collaboration with various parties to increase awareness and interest in traditional dance. Through these roles, Disbudporapar contributes significantly to increasing awareness and interest in traditional dance, thus supporting the sustainability and development of local culture.

Abstract

Angkutan Kota atau angkot merupakan salah satu transportasi publik yang sempat menjadi pilihan masyarakat pada awal 2000-an. Namun, dalam beberapa tahun terakhir angkot justru semakin sepi peminat. Hal ini menyebabkan turunnya jumlah armada angkot yang beroperasi, trayek aktif dan penghasilan harian sopir angkot. Dinas Perhubungan Kota Surabaya pada tahun 2023 meluncurkan transportasi feeder Wira-Wiri Suroboyo yang secara fungsi hampir sama seperti angkot. Pada awal peluncurannya, Dinas Perhubungan juga melakukan pemberdayaan dengan merekrut mantan sopir angkot untuk menjadi kru Wira-Wiri Suroboyo. Tujuan dari penelitian ini adalah untuk menganalisis dan mendeskripsikan pemberdayaan mantan sopir angkutan kota melalui program Wira-Wiri Suroboyo oleh Dinas Perhubungan Kota Surabaya. Metode penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Hasil dari penelitian ini menunjukkan bahwa berdasarkan teori Pemberdayaan Masyarakat oleh Ginanjar Kartasasmita yang terdiri dari Enabling, Empowering dan Protecting. Pemberdayaan mantan sopir angkot yang dilakukan oleh Dinas Perhubungan Kota Surabaya melalui program transportasi feeder Wira-Wiri Suroboyo telah berjalan dengan baik. Namun, diperlukan beberapa perhatian yang perlu diperhatikan oleh Dinas Perhubungan dan Pemerintah Kota Surabaya dalam menjamin keberlanjutan program ini dikemudian hari

Abstract

Didirikannya Puspa Agro ini diharapkan mampu menjadi tempat transaksi jual beli yang berbasis agro serta mampu membantu menjual hasil pertanian daerah Sidoarjo, untuk meningkatkan nilai tambah dan Pendapatan petani, meningkatkan Pendapatan Asli Daerah (PAD) Jawa Timur. Namun, dalam kenyataanya berbanding terbalik dengan tujuan didirikannya. Permasalahan tersebut memotivasi penulis untuk memberikan strategi yang cocok dengan menggunakan analisis SWOT. Analisis SWOT sendiri merupakan teknik menemukan strategi yang dilihat dari empat sudut pandang yaitu strengths, weaknesess, opportunities, dan treaths. Peneliti melakukan analisis SWOT dengan menggunakan metode kualitatif melaui pendekatan deskriptif. Hasil strategi yang didapat untuk mengembangkan Pasar Induk Puspa Agro melalui analisis SWOT berdasarkan empat strategi diambil satu strategi yang paling tepat untuk membantu perkembangan Pasar Induk Puspa Agro yaitu meningkatkan inovasi dalam mengatur sistem penjualan produk agro dengan cara membuka web untuk melakukan transaksi secara online lewat jejaring media sosial serta melakukan inovasi dengan menambah jumlah produk agro agar lebih beragam.Kata kunci: Analisis SWOT, Pasar Induk Agrobis Puspa Agro, Pengembangan, Strategi

Abstract

Population administrative services should be efficient, productive, responsive, and accountable. In this case, public satisfaction should be a top priority. The type of research used is qualitative descriptive research. The aim of this study is to understand the concept of excellent service used to improve the quality of administrative services provided by the Department of Population and Civil Registration of Poor Cities. Primary and secondary data are used, and data collection techniques are done with interviews, documentation, and observations. Data analysis includes collective, reduction, presentation, and conclusion. The concept of Attitude, Attention, and Action (3A) Primary Service is used by the Poor City Civil Registration and Occupation Service. For the attitude points, which have demonstrated behavior and attitude that are purposeful and conscious, and the attention points, which have shown full concern to the applicant in terms of meeting the applicant's needs and giving criticism and advice, For the final action points, I have been responsible for performing tasks according to the service officer's job desk and doing so on the job. Thus, the quality of administrative services in the Department of Occupation and Civil Registration of Poor Cities can be improved and the status of primary service retained in accordance with the concept of excellent service

Abstract

Pemantauan dan Evaluasi Kinerja Penyelenggaraan Pelayanan Publik merupakan upaya strategis pemerintah dalam rangka meningkatkan kualitas pelayanan publik pada unit penyelenggara. Kecamatan Pakal sebagai unit penyelenggara pelayanan publik di Kota Surabaya harus memberikan pelayanan publik secara baik sesuai dengan peraturan. Untuk mengetahui penyelenggaraan pelayanan publik maka perlu dilakukan Pemantauan dan Evaluasi Kinerja Penyelenggaraan Pelayanan Publik. Penelitian ini menggunakan metode kualitatif dengan pengumpulan data observasi dan wawancara. Penelitian ini menggunakan teori Prinsip PERMENPANRB Nomor 1 Tahun 2022. Tujuan penelitian untuk mengetahui Implementasi Pemantauan dan Evaluasi Kinerja Penyelenggaraan Pelayanan Publik di Kecamatan Pakal. Hasil menunjukkan bahwa (1) Pemberian pelayanan kepada masyarakat dilakukan secara adil, (2) Partisipasi masyarakat telah dilibatkan dalam Forum Konsultasi Publik, (3) Akuntabilitas konsultasi dan pengaduan telah baik karena adanya tindak lanjut pengaduan, (4) Masyarakat dapat memberikan masukan serta memperoleh informasi pelayanan publik baik online maupun offline, (5) Tersedianya informasi jam pelayanan, (6) Tersedianya inovasi pelayanan publik.

Abstract

Population Administration is a very important thing in the life of a country. If people are orderly in population administration then all matters in population administration will be very easy, otherwise if it is not orderly it will be the opposite. Orderly Administering also has a big influence on the country. If the community has orderly administration then all governance processes will always be easy. Unfortunately, in Indonesia, most people are not orderly in Adminduk. Therefore, the government issued the Kalimasada Program or Adminduk Aware Community Environmental Area. One of them, Benowo Village, with a fairly dense population, has been successful in implementing the Kalimasada Program, 85% of which has been completed. This research aims to find out how the implementation of the Kalimasada Program in Benowo Village is said to be successful. This research is a qualitative descriptive research, and the location of this research was carried out in Benowo Village, Pakal District, Surabaya City. Based on the research results, it can be seen that the Kalimasada Program has been considered successful in being implemented in Benowo Village. With house-to-house surveys and interviews, this program can be implemented more quickly among residents. Many residents have carried out renewal and registration of administrative documents such as renewing family cards, making birth certificates and death certificates, making KIA and new records. With the assistance of supporting actors, namely MSib intern students, Head/Mrs. RT, KSH, and sub-district officers. It is hoped that with the running of this program the public will become more aware of the importance of parent administration and always updating the data.

Abstract

This research is motivated by a condition where unused government-owned land is managed by the community and is then transformed into productive land and a better environment. Therefore, the aim of this research is to determine the forms of participation provided by the residents of Nginden RT 9 RW 5 to develop the Nginden Herbal Village program sustainably. This research uses a qualitative method with a case study approach. Research data collection uses primary data sources such as interviews, observations, and documentation as well as secondary data sources like news articles, books, previous research results, and other sources relevant to the research. The data analysis technique used in this research is the interactive model from Miles and Huberman. In comparison, triangulation is used to appropriately process the collected data. The results of the research show that the community of Nginden Herbal Village participates well. This can be seen from the theory of community participation according to Huraerah: the form of thought participation, the form of property participation, the form of skill and proficiency participation, and the form of social participation have been well implemented. In addition, the form of labor participation has been quite well implemented. The community has made many efforts to realize the common goal of improving the welfare of the surrounding environment. Therefore, this effort needs support and attention from the government and always requires the role of the community itself to continue managing it so that an already good environment becomes even better.
