Abstract

The government is pushing for an increase in the pace of investment by organizing the Investment Award activities in 2018. The Wonogiri Regency Government shows proud results with the ISO 9001: 2015 rating, this has an impact on the investment rates that are being applied by the region for anyone who wants to contribute to investing in Wonogiri. Pro investment policies that have been proven by the district government need to be accompanied by improved regulations that do not hamper the rate of investors investing in Wonogiri. Regulations that are more easily supported by the OSS (Online Single Submissions) system, should make it easier for businesses to try in Wonogiri. This is important in order to increase employment opportunities and Regional Original Revenues which affect development, both physical and non-physical aspects. Adequate infrastructure development can increase economic growth that can increase investors entering Wonogiri. This study uses normative juridical with the consideration that the starting point of research analysis of laws and regulations that open opportunities for mal administration. The plan, prepared by the government, will add locations for the designation of industrial estates, which in total number 14 sub-districts. This needs to be prepared carefully related to the place that is intended for the industrial zone in order to attract foreign and local investors.

Abstract

Pasar merupakan salah satu tempat bagi masyarakat untuk melakukan kegiatan jual beli barang ataupun jasa. Entitas pasar mampu menggerakkan roda perekonomian guna mencapai masyarakat yang maju, mandiri dan sejahtera. Kesejahteraan rakyat merupakan tujuan dari setiap pemerintahan, baik pusat maupun daerah dan sejalan amanat UUD 1945 Pasal 33. Tanpa tujuan kesejahteraan bagi seluruh masyarakat, arah pembangunan suatu daerah dapat diprediksi rentan terhadap penyalahgunaan oleh pihak-pihak tertentu yang bertujuan untuk memonopoli kesejahteraan diri sendiri, kelompoknya atau kelompok tertentu dalam jaringannya. Artikel ini mencakup aspek pengelolaan pasar dimana Penelitian hukum empiris dilakukan dengan penelusuran bahan-bahan kepustakaan untuk selanjutnya digunakan sebagai landasan dalam menganalisis permasalahan yang diteliti Lokus penelitian di Kabupaten Wonogiri. Langkah pengumpulan data penelitian melalui observasi, wawancara mendalam dan studi Pustaka. pemerintah daerah yang mengimplikasikan bahwa otonomi daerah tidak lagi dimaknai sebagai perpindahan kewajiban dari pemerintah pusat ke pemerintah daerah, namun sebagai pelimpahan kewenangan dari pemerintah pusat ke pemerintah daerah untuk pemerataan pembangunan dan ekonomi di daerah

Abstract

Meaningful participation in law formation is a crucial aspect of a democratic country. The existence of this participation not only reflects the voice of the people but also increases the legitimacy of the resulting law. A legislative process that involves the community can create rules that are more responsive and in line with community needs. In this context, this research discusses meaningful participation practices in Indonesia, South Africa, and the United States. Each country has different approaches and mechanisms for involving the public in the legislative process. The research method used is normative legal research with a statutory approach and a comparative legal approach. Through this approach, the study analyzes the laws and regulations governing public participation and identifies best practices from each country. The research results show that South Africa implements an effective public consultation system, where the public can provide direct input in the discussion of draft laws. Meanwhile, the United States has a structured participation mechanism, including public hearings and gathering input from various stakeholders, thereby creating a space for constructive dialogue between policymakers and the public. On the other hand, Indonesia still faces challenges in ensuring meaningful participation, despite efforts through public discussion mechanisms. These findings suggest the need to improve participation mechanisms in Indonesia to optimize the quality of democracy and legal legitimacy. Apart from that, support from the government and society is needed to create a stronger culture of participation, so that every individual feels they have a role in the legislative process. In this way, it is hoped that the resulting law will not be just a formality, but wil.Keywords:Meaningfull Participation; Legislation; Law Making; Democratic.

Abstract

Industri Rumah Tangga Usaha Mikro (IRT-UM) menjadi salah satu solusi peningkatan kesejahteraan Masyarakat. Tujuan dari kegiatan Pengabdian Masyarakat yaitu sebagai sarana memberikan Penyuluhan Legalitas Usaha Bagi UMKM di Sukoharjo. Metode pelaksanaan program ini terdiri atas lima tahap. Pertama tahap Sosialisasi, meliputi paparan secara umum mengenai gambaran program. Tahap kedua, yaitu Penyuluhan (pemaparan materi dan diskusi khusus mengenai pentingnya memiliki usaha dan pengurusan perizinan berusaha). Tahap ketiga yaitu pelatihan inovasi produk, dimana IRT_UM binaan mendapatkan pelatihan secara langsung mengenai tata cara praktik pembuatan kripik jamur dan keripi tempe alakatak. Tahap keempat meliputi pelatihan sanitasi guna memberikan pemahaman menyeluruh terkait saluran higienis dslm proses produksi. Tahap kelima yaitu pendampingan usaha yang terdiri atas pembukuan, managerial, dan legalitas usaha basis makanan. Hasil kegiatan pengabdian ini Pelaku usaha mengetahui dan memahami urgensi memiliki legalitas berusaha berupa NIB (Nomor Induk Berusaha) dan SPP-IRT. Serta pelaku usaha mampu untuk meningkatkan penjualan dengan pemanfaatan media soaial terkini. Selain itu, tim univet mampu menjembatani pelaku usaha tersebut sehingga persoalan izin telah tuntas dan pelaku usaha sudah tidak lagi bergantung dengan tengkulak yang sudah punya nama untuk memperjualbelikan produknya

Abstract

The enactment of Law Number 1 of 2023 concerning the New Indonesian Criminal Code (KUHP 2023) marks a significant shift in Indonesia’s legal landscape, particularly concerning the recognition and integration of Adat Criminal Law within the national legal framework. This study explores the future prospects of Indonesia’s criminal law reform, focusing on the coexistence of statutory and customary law, judicial application of adat norms, human rights considerations, local governance roles, public perception, and policy directions. Using a normative juridical approach, the research examines the legal, sociological, and political justifications for adat law recognition, its challenges in enforcement, and the implications for Indonesia’s legal pluralism. Key findings highlight the complexities of judicial discretion in applying adat law, the need for harmonization with constitutional protections, and public attitudes toward adat-based justice mechanisms. Additionally, this study proposes policy recommendations for ensuring legal certainty, judicial training, and technological advancements in adat law documentation. By addressing these challenges, Indonesia can establish a balanced legal system that respects customary traditions while aligning with national and international legal standards.

Abstract

IDM adalah alat ukur yang dikembangkan oleh Kementerian Desa, Pembangunan Daerah Tertinggal, dan Transmigrasi (Kemendes PDTT) untuk memotret kondisi objektif desa berdasarkan data yang dikumpulkan dari pemerintah desa. Klasifikasim menurut IDM menjadi lima yaitu : Desa sangat tertinggal, Tertinggal, Berkembang, Maju, dan Mandiri. Di Kabupaten Wonogiri Terdapat 251 Desa, salah satunya adalah pada Desa Purwosari, skor IDM: 0.7598 (Desa Maju). Pengabdian ini didasarkan pada permasalahan kerentanan indeks ekologi dan lingkungan desa-desa di Wonogiri dari data status penilaian IDM, dengan menggunakan tiga aspek penilaian yakni; penilaian terhadap Indeks Ketahanan Sosial (IKS: 0.806), Indeks Ketahanan Ekonomi (IKE: 0.667) dan Indeks Ketahanan Lingkungan (IKL: 0.533), melalui pendekatan partisipatif rural appraisal (PRA). Model pemberdayaan masyarakat yang ditawarkan berupa peningkatan kapasitas masyarakat dengan luaran, 1) Produk perencanaan: masterplan lingkungan permukiman berkelanjutan melalui penyediaan Ruang Terbuka Hijau (RTH) per-Kapita, 2) Produk hukum: penyusunan Perdes pengelolaan infrastruktur desa ramahlingkungan.

Abstract

This study aims to analyze the effectiveness of applying the principle of meaningful participation in lawmaking in Indonesia, Switzerland, and Sweden The method used is normative juridical with a case study and comparative law approach. Data collection was conducted through a literature review of regulations, official documents, and related literature, which was then analyzed qualitatively using a descriptive-comparative framework. The novelty of this research lies in its functional comparative approach, which not only compares legal frameworks but also the practical implementation of the principle of participation in the legislative processes of each country. This study highlights the gap between formal regulations and substantive practices in Indonesia, and identifies best practices from Swiss referendum democracy and Swedish public consultation mechanisms. The results show that Indonesia still faces challenges in ensuring substantive public participation, which tends to be formal and limited without influencing the substance of regulations. In contrast, Switzerland implements direct democracy through referendums, and Sweden has developed transparent and structured public consultation mechanisms. However, the future prospects in Indonesia are quite positive, with increasing demands for transparency, technological advances, and the role of civil society opening up opportunities to develop more inclusive and effective public participation in law-making. In conclusion, although Indonesia is still limited in ensuring substantial public participation, the opportunities to improve participation mechanisms through transparency and technology are quite promising, leading to a more inclusive and influential system in law formation.
