Abstract

Public service is one of the essential aspects of governance that plays a role in meeting the needsof society. This study aims to analyze the performance of public services in the issuance of electronic IDcards (e-KTP) at the District Office of Pulau Haruku, Central Maluku Regency. This research employs aqualitative descriptive method, utilizing data collection techniques such as observation, interviews, anddocumentation. The findings indicate that public service performance at the Pulau Haruku District Officestill faces several challenges, including limited infrastructure, a lack of skilled technical personnel, and anadministrative system that is not yet optimal. However, efforts to improve services continue throughenhancing staff competencies and providing more transparent information to the public. Based on theresearch findings, it is recommended that the local government allocate a budget for improving serviceinfrastructure, increase training for service personnel, and accelerate the integration of digital systems toenhance efficiency in e-KTP issuance. With these measures, it is expected that the quality of public servicesin Pulau Haruku District can be optimized and meet the expectations of the community

Abstract

Penelitian ini bertujuan untuk menganalisis  peran Locus of Control sebagai pemediasi pengaruh kepemimpinan etis terhadap kinerja pegawai Badan Perencanaan Pembangunan, Penelitian dan Pengembangan Daerah Kabupaten Maluku Tengah. Penelitian ini menggunakan pendekatan kuantitatif dengan metode asosiatif dan survei dengan teknik cross section. Populasi yang digunakan dalam penelitian ini adalah seluruh pegawai pada Bapplitbangda  Kabupaten Maluku Tengah sebanyak 48 orang, sehingga jumlah sampel ditentukan secara full sampling.  Data dianalisis dengan analisis jalur.Ha sil penelitian menyimpulkan bahwa (1) kepemimpinan etis berpengaruh positif dan signifikan terhadap kinerja pegawai, (2) kepemimpinan etis berpengaruh positif dan signifikan terhadap locus of control pegawai, (3) locus of control berpengaruh positif dan signifikan terhadap kinerja pegawai, (4) Kepemimpinan etis berpengaruh positif dan signifikan terhadap kinerja melalui locus of control pegawai.Kata kunci: Locus of Control, kepemimpinan etis, kinerja

Abstract

Penelitian ini bertujuan untuk menganalisis pengaruh Pengembangan Sumber Daya Manusia (SDM) terhadap Kinerja Pegawai pada Kantor SAR Ambon. Metode penelitian yang digunakan adalah kuantitatif dengan pendekatan asosiatif. Data dikumpulkan melalui kuesioner dan dianalisis menggunakan regresi linear sederhana dan uji t parsial. Hasil penelitian menunjukkan bahwa Pengembangan SDM berpengaruh signifikan dan positif terhadap Kinerja Pegawai, dengan nilai koefisien regresi sebesar 0.764 dan nilai signifikansi 0,001. Nilai beta sebesar 0.838 menunjukkan bahwa pengaruh tersebut berada pada kategori kuat. Uji reliabilitas menunjukkan bahwa instrumen yang digunakan reliabel dengan nilai Cronbach’s Alpha di atas 0.70. Selain itu, data juga dinyatakan berdistribusi normal berdasarkan uji Kolmogorov-Smirnov. Kesimpulannya, peningkatan Pengembangan SDM secara langsung akan meningkatkan Kinerja Pegawai secara nyata dan signifikan. Oleh karena itu, manajemen organisasi perlu memberikan perhatian khusus pada upaya-upaya pengembangan SDM secara berkelanjutan sebagai strategi peningkatan kinerja organisasi

Abstract

This study aims to evaluate public service quality policies in West Seram District. This research was conducted for one year using a qualitative approach and a descriptive research design. The unit of analysis in this study is the implementation of public service quality policies in West Seram District on the aspects of resources, communication, disposition, and bureaucratic structure. Data is obtained through informants representing all parties related to the policy implementation. The results of the study show that: (1) Aspects of Resources; (a) human resources are sufficient in terms of quantity, but it is still necessary to improve discipline in terms of timing and appropriateness, and consistency in completing service tasks to ensure employee performance accountability, (b) the resources for facilities and infrastructure are inadequate and unable to support the improvement of service quality. (2) the communication aspect is going well, as shown by the behavior of employees who are friendly, polite, and courteous to people who need services but are still constrained by low public awareness to follow and comply with the required provisions. (3) the disposition aspect has been well implemented, as indicated by the high awareness of all elements of the leadership and employees of the West Seram District Office regarding their duties, responsibilities, and authorities as community servants. However, limited services can still be provided by the Subdistrict head’s office and the little delegation of authority form the Regent, resulting in minimal space for service. (4) the Bureaucratic Structure Aspect is running well following the main tasks and functions, which is shown by the enactment of rules related to the provision of service activities following work procedures in each field.

Abstract

This study aims to analyze the application of applied statistics in processing social research data, focusing on multiple regression techniques and hypothesis testing. A quantitative approach was used to examine the relationships among variables and produce accurate, measurable findings. Data were collected from a case study in a government institution with employees as respondents. The analysis process utilized relevant statistical software to test the validity, reliability, and significance of the model. The findings indicate that the independent variables significantly influence the dependent variable at a 95% confidence level. Furthermore, the regression model is considered suitable for supporting decision-making processes. This study highlights that the application of applied statistics not only simplifies data analysis but also enhances the quality of research interpretation. Therefore, mastering statistical concepts and technical skills is essential for researchers, academics, and practitioners in the fields of social sciences and public administration.

Abstract

This study aims to formulate strategies to improve students’ compliance during clinical practice through optimizing service administration at RSUP dr. Johannes Leimena, Ambon. A qualitative approach was applied using in-depth interviews, observation, and documentation, involving 17 respondents from hospital staff, academics, and health community representatives. The findings reveal that well-structured and transparent administration plays a crucial role in creating an orderly, efficient clinical environment that supports students’ professional character development. Factors contributing to low compliance include a lack of understanding of discipline, weak supervision, unclear administrative workflows, low motivation, and unpreparedness for complex clinical situations. Optimization strategies include implementing digital systems, providing clear SOP guidelines, and conducting administrative training before clinical rotations. These efforts are effective in fostering orderliness, discipline, and professional readiness among students. The study highlights the importance of collaboration between educational institutions and hospitals in developing modern, accountable, and sustainable administrative systems. The findings are expected to serve as a foundation for building a more effective and adaptive clinical learning model that prepares competent healthcare professionals to meet future challenges.

Abstract

This study aims to analyze the effectiveness of performance-based budgeting in the Youth and Sports Office of West Seram Regency to support youth development programs and improve sports achievements. A quantitative approach was employed using the Analytical Hierarchy Process (AHP) method to determine priority strategies for budget management. Data were collected through interviews, observations, and documentation, involving 15 respondents from five pentahelix elements: government, academics, community, media, and development planning sectors. The findings reveal strong internal factors, such as organizational commitment, experienced human resources, and productive partnerships, which support the implementation of performance-based budgeting. Externally, government support, CSR opportunities, and technological advancements provide a favorable environment for aggressive budget optimization strategies. However, challenges such as limited HR capacity, dependence on regional budgets, and disaster risks must be addressed. The study recommends strengthening HR capacity through technical training and digital literacy, leveraging technology for transparent financial management, and diversifying funding sources via private partnerships and international grants. These strategies are expected to enhance the effectiveness, transparency, and accountability of regional financial management while delivering tangible impacts on youth development and sports performance.

Abstract

This study analyzes the influence of regional fiscal capacity on the performance of the Civil Registration and Population Service (Disdukcapil) of Maluku Province in achieving national administrative targets. Using a descriptive qualitative approach, data were obtained through interviews, document reviews, and field observations. The results show that fiscal capacity significantly supports operational activities, service infrastructure, and outreach programs, particularly for remote island communities. Nevertheless, fiscal capacity alone does not determine performance outcomes. Leadership, coordination, and service innovation also play crucial roles. Despite fiscal limitations, Disdukcapil has adopted adaptive strategies to sustain service delivery, though disparities in access persist. Strengthening fiscal policy, optimizing transfer funds, and improving governance capacity are essential for sustainable and equitable population services. This study contributes to the understanding of fiscal dynamics and public service performance in geographically dispersed regions.
