Abstract

This research aims to examine the effect of motivation and discipline on the performance of employees at the Center for Standardization and Industrial Services (BSPJI) Ambon. A quantitative research method was employed, with a total population of 40 employees from BSPJI Ambon. The study utilized a saturated sampling technique, meaning all members of the population were included as samples. Data analysis was conducted using multiple linear regression. The findings reveal that: (1) Motivation significantly influences employee performance at BSPJI Ambon; (2) Discipline also has a significant impact on employee performance at BSPJI Ambon; (3) Together, motivation and discipline significantly affect employee performance at BSPJI Ambon.

Abstract

This study aims to analyze the effect of Human Resource Development (HRD) and Infrastructure on Service Quality at the Cultural Heritage Preservation Office (Balai Pelestarian Kebudayaan) Region XX Maluku. The research uses a quantitative approach with multiple linear regression methods to test three hypotheses, both partially and simultaneously. The sample consisted of all employees in the institution, with a total of 93 respondents. The results of the analysis show that HRD has a significant effect on improving service quality. Similarly, adequate infrastructure also contributes significantly to the efficiency and effectiveness of services. Simultaneously, these two independent variables significantly influence service quality, as evidenced by a coefficient of determination (R²) value of 0.800. This means that 80% of the variation in service quality can be explained by HRD and infrastructure factors. The findings provide essential recommendations for policymakers to enhance HR quality through training programs and provide supportive work facilities. Moreover, the synergy between HRD and infrastructure needs to be managed in an integrated manner to achieve optimal public services. The study also recommends regular evaluations to ensure that service quality improvements are continuous and adaptive to future challenges.

Abstract

This study aims to analyze the application of applied statistics in processing social research data, focusing on multiple regression techniques and hypothesis testing. A quantitative approach was used to examine the relationships among variables and produce accurate, measurable findings. Data were collected from a case study in a government institution with employees as respondents. The analysis process utilized relevant statistical software to test the validity, reliability, and significance of the model. The findings indicate that the independent variables significantly influence the dependent variable at a 95% confidence level. Furthermore, the regression model is considered suitable for supporting decision-making processes. This study highlights that the application of applied statistics not only simplifies data analysis but also enhances the quality of research interpretation. Therefore, mastering statistical concepts and technical skills is essential for researchers, academics, and practitioners in the fields of social sciences and public administration.

Abstract

This study aims to formulate strategies to improve students’ compliance during clinical practice through optimizing service administration at RSUP dr. Johannes Leimena, Ambon. A qualitative approach was applied using in-depth interviews, observation, and documentation, involving 17 respondents from hospital staff, academics, and health community representatives. The findings reveal that well-structured and transparent administration plays a crucial role in creating an orderly, efficient clinical environment that supports students’ professional character development. Factors contributing to low compliance include a lack of understanding of discipline, weak supervision, unclear administrative workflows, low motivation, and unpreparedness for complex clinical situations. Optimization strategies include implementing digital systems, providing clear SOP guidelines, and conducting administrative training before clinical rotations. These efforts are effective in fostering orderliness, discipline, and professional readiness among students. The study highlights the importance of collaboration between educational institutions and hospitals in developing modern, accountable, and sustainable administrative systems. The findings are expected to serve as a foundation for building a more effective and adaptive clinical learning model that prepares competent healthcare professionals to meet future challenges.

Abstract

This study aims to analyze the effectiveness of performance-based budgeting in the Youth and Sports Office of West Seram Regency to support youth development programs and improve sports achievements. A quantitative approach was employed using the Analytical Hierarchy Process (AHP) method to determine priority strategies for budget management. Data were collected through interviews, observations, and documentation, involving 15 respondents from five pentahelix elements: government, academics, community, media, and development planning sectors. The findings reveal strong internal factors, such as organizational commitment, experienced human resources, and productive partnerships, which support the implementation of performance-based budgeting. Externally, government support, CSR opportunities, and technological advancements provide a favorable environment for aggressive budget optimization strategies. However, challenges such as limited HR capacity, dependence on regional budgets, and disaster risks must be addressed. The study recommends strengthening HR capacity through technical training and digital literacy, leveraging technology for transparent financial management, and diversifying funding sources via private partnerships and international grants. These strategies are expected to enhance the effectiveness, transparency, and accountability of regional financial management while delivering tangible impacts on youth development and sports performance.

Abstract

This study aims to analyze the influence of technical, managerial, social, strategic, and ethical competencies on employee performance at the Personnel and Human Resources Development Agency (BKPSDM) of Central Maluku Regency. The research employed a quantitative survey method, collecting data through questionnaires from 46 employees. Data analysis was conducted using multiple linear regression to examine both partial and simultaneous effects of the variables. The results indicate that technical and managerial competencies have a positive and significant impact on employee performance, while social, strategic, and ethical competencies do not show significant individual effects. Simultaneously, all five competencies positively and significantly affect employee performance, with a coefficient of determination (R²) of 0.919, indicating that 91.9% of performance variations can be explained by the combination of these competencies. These findings highlight the importance of developing multiple dimensions of competencies in an integrated manner to enhance employee performance in public institutions. The study provides implications for human resource development policies, including technical training, managerial capacity building, and fostering social and ethical competencies.

Abstract

This study aims to examine the influence of the DPRD’s legislative performance on the protection of indigenous peoples’ rights in Central Maluku Regency, focusing on how legislative actions contribute to safeguarding customary land, natural resources, and cultural identity. This study used a quantitative approach with a full sampling technique involving all 40 members of the Central Maluku Regency DPRD. Data were collected through a structured questionnaire and processed using simple linear regression with statistical software to measure the causal influence of legislative performance. The study found that DPRD legislative performance has a positive and significant effect on the protection of indigenous peoples’ rights. The regression coefficient of 0.643 and R² value of 0.819 indicate that legislative performance explains a substantial proportion of variations in rights protection, confirming the research hypothesis and demonstrating the DPRD’s strategic role. This study provides empirical evidence on the direct quantitative influence of legislative performance on indigenous rights protection at the regional level. It advances existing knowledge by offering measurable indicators of legislative effectiveness and highlighting the importance of strengthening institutional capacity to enhance substantive protection outcomes.
