Abstract

The LPD Samsat Service with a Digital Culture is an innovation to provide easy service for the public to pay Motor Vehicle Tax. The existence of problems related to the effectiveness of the Samsat LPD service with a Digital Culture, is the background for this research to find out how effective it is, the factors that are obstacles and the efforts made to increase the effectiveness of the Samsat LPD service with a Digital Culture in increasing Motor Vehicle Tax revenue. This research uses a qualitative descriptive method approach. The results of the research show that improving Samsat LPD services with a Digital Culture in increasing Motor Vehicle Tax revenues at the Regional Revenue Agency of Bali Province, seen from the indicators of goal achievement, has been effective, but seen from the indicators of integrity and adaptation it has not been completely effective. The inhibiting factors are the lack of public understanding in utilizing Samsat services, where people still tend to pay Motor Vehicle Tax conventionally, there is still a minimal number of healthy LPDs who collaborate in terms of paying Motor Vehicle Tax, and they still often encounter The problem with the process of inputting data into the system is that two processes are still carried out, validating the STNK and printing the SKPDKB. Another obstacle is that internet access is still inadequate. The efforts made are to improve the quality of the internet network, to bring in the Police and Bapenda for the validation process, to take an inventory of healthy LPDs to collaborate with in terms of tax payments and to intensify the socialization of Samsat LPD services with a Digital Culture.

Abstract

One important step to improve employee performance is to pay attention to the factors that influence it, namely electronic-based government systems (e-government), information technology and task suitability. Based on this, the problem that can be formulated in this research is what is the partial and simultaneous influence of the implementation of an electronic-based government system (e-government), information technology and task suitability on employee performance at the Badung Regency Communication and Information Service. Data collection in this research was carried out by means of documentation, observation, interviews and questionnaires with 46 employees. The collected questionnaires were then analyzed using multiple linear regression analysis.  Based on calculations, it was found that the results of implementing an electronic-based government system (E-Government) had a positive and significant effect on employee performance at the Badung Regency Communication and Information Service. Information technology has a positive and significant effect on employee performance at the Badung Regency Communication and Information Service. Task suitability has a positive and significant effect on employee performance at the Badung Regency Communication and Information Service. The implementation of electronic-based government systems (E-Government), information technology and task suitability simultaneously have a positive and significant effect on employee performance at the Badung Regency Communication and Information Service.

Abstract

  Abstract The development of urban areas has brought significant challenges, such as the rapid flow of population migration from rural to urban areas and the expansion of various zones, including residential, industrial, and commercial areas. Ironically, this situation also brings its own logical consequences, such as the threat of fire hazards. Based on the background of the issues outlined above, the author formulates the following problem: How can the characteristics and challenges of the firefighting profession in Singaraja Regency be analyzed? The analysis of the characteristics and challenges of the firefighting profession in Singaraja Regency reveals that the firefighting profession entails high risks to the safety of both the firefighters themselves and others. Therefore, to apply for a position as a firefighter, one must possess strong physical abilities and extensive knowledge of disaster management and victim rescue procedures. Abstract

The competency enhancement program is an effort by government agencies to improve educators' competencies. The Ministry of Religion of the Republic of Indonesia implements this program due to its role in education, particularly religious education. Enhancing the competency of Hindu religion teachers is the responsibility of the Directorate General of Hindu Community Guidance, and in Bali, it is carried out by the Denpasar Ministry of Religion Office. The implementation of competency enhancement activities for teachers in Denpasar has not been evaluated, either internally or externally by the Directorate General of Hindu Community Guidance, regarding its benefits for Hindu religion teachers. The aim of this research is to assess the effectiveness of the competency enhancement activities for Hindu religion teachers at the Denpasar Ministry of Religion Office conducted in 2023. This study is a descriptive qualitative research using purposive sampling for informant selection, with data collected through observation, interviews, and literature review. The findings show that the competency enhancement activities for Hindu religion teachers at the Denpasar Ministry of Religion Office are effective, following a process of planning, organizing, actualizing, controlling, and evaluating. Despite facing internal challenges such as inadequate facilities, budget, and human resources, and external challenges such as dual responsibilities for educational personnel and lack of teacher awareness, the program has managed to address these obstacles through efforts such as optimizing the budget implementation checklist and improving communication among staff, leaders, religious institutions, and Hindu organizations.

Abstract

Abstract The performance of government agency employees is a result of work that is strongly linked to the agency's strategic goals, customer satisfaction, and contribution to the economy. Problems encountered include under-target program and activity implementation. The purpose of this study was to determine the reasons, inhibiting factors, and solutions to improve employee performance. This study used a qualitative descriptive approach. The results showed that employee performance at the Badung Regency Fisheries Office, based on indicators of responsiveness, responsibility, and accountability, was good, but productivity and service quality indicators were not yet optimal. Inhibiting factors for improving employee performance include a lack of employee interest and opportunities to participate in technical training in accordance with competencies, limited rotation between fields, inadequate communication between leaders and staff, a lack of competent human resources, and inadequate facilities and infrastructure. Solutions to overcome obstacles to employee performance include supporting the implementation of program activities so that they are realized as planned, facilitating employee competency development, building better communication, providing a budget for inadequate facilities and infrastructure, and proposing additional staff with specialized expertise in fish farming.  Keywords: Analysis, Employee Performance, Human Resources (HR)

Abstract

Abstract This study aims to analyze the governance of Village-Owned Enterprises (BUMDes) in enhancing Village Original Revenue (PADes) in Denpasar City, with a case study on BUMDes Puspa Harum Sejahtera in Tegal Harum Village. The research employs a descriptive qualitative approach, using data collection techniques such as interviews, observations, and documentation. The findings reveal that governance principles such as transparency, accountability, and participation have been optimally implemented. BUMDes Puspa Harum Sejahtera has contributed significantly to the village’s revenue annually. However, challenges remain, including limited human resources and a lack of awareness in other villages regarding the importance of establishing BUMDes. Strengthening institutional capacity, providing human resource training, and enhancing collaboration with stakeholders are identified as key solutions to ensure the sustainability of effective BUMDes governance. Abstract

Abstract As a form of transparency and accountability of local governments in preparing the Regional Revenue and Expenditure Budget (APBD) each year, the central government through the Ministry of Home Affairs has launched the Regional Government Information System (SIPD-RI) application. The use of SIPD represents the implementation of one element of e-government, namely e-budgeting. This application is expected to facilitate integration between local and central governments in realizing the vision of “One Data Indonesia.” This study aims to identify and analyze the implementation of SIPD-RI in the preparation of the APBD in Badung Regency. The research method used is qualitative descriptive. Data collection techniques include observation, interviews, documentation, and online data searching. The results of the analysis indicate that the implementation of SIPD-RI in the preparation of the APBD in Badung Regency has generally fulfilled the elements of successful e-government implementation, based on Jane E. Fountain’s theory of e-government development success. However, several challenges remain, including frequent system errors, data inconsistencies, inaccurate report outputs, and limited technical capacity of staff in using the SIPD-RI application and preparing the APBD. Solutions taken include coordinating with the Ministry of Home Affairs, providing consultation channels to address problems, and organizing technical guidance related to SIPD-RI in APBD preparation.
