Abstract

Munggu beach community-based tourism development, the Government always includes the community in decision-making. Second, the management of beach tourism objects provides direct and indirect benefits to the community. Directly it can be felt by the community with an increase in the economy from beach tourism activities. Indirectly, the number of visitors who come to the beach tourism location can see and introduce the customs and customs of the local community. Third, involving managers, government and the community about good development procedures. Fourth, the government always gives space to the community to maintain its culture. Then the factors that support the development of community-based tourism are the natural beauty that is still maintained and also free tourist sites. Then the inhibiting factor is the lack of public awareness in maintaining environmental cleanliness and the absence of regulating regulations.

Abstract

In the framework of the local government financial reporting process each year to BPK there are several components that are reported in the form of LRA, LO, Balance Sheet, LP SAL and CALK. In addition to these components, the Accounting and Reporting Sub Division also routinely reports periodic APBD realization reports (monthly, quarterly, semester and yearly), prepares annual financial reports, prepares materials for the preparation of Draft Regional Regulations on Accountability for Implementation of the APBD and Draft Governor Regulations on Explanation of APBD Accountability, and carries out other official duties assigned by superiors. The current condition that occurs in the Accounting and Reporting Subdivision is that the filing is not neat and the accumulation of physical archives is due to the archiving is still done manually, on the other hand, limited storage space results in the accumulation of files or documents that almost exceed storage capacity.

Abstract

Desa Sangeh memperlihatkan potensi wisata yang signifikan, terutama di sektor Penglukatan Pancoran Solas Tirta Taman Mumbul. Kehadiran tempat wisata ini memberikan tantangan dan peluang bagi pengelolaan wisata lokal. Kebutuhan mendesak untuk peningkatan pengelolaan tersebut muncul karena saat ini, potensi wisata yang dimiliki belum sepenuhnya dimanfaatkan secara optimal. Tujuan penelitian adalah merumuskan strategi pengelolaan berbasis masyarakat melalui pendekatan 6A (Attraction, Accessibility, Amenities, Ancillary Service, Activities, and Accommodation) guna meningkatkan daya tarik pariwisata. Metode literature review digunakan untuk menyelidiki konsep-konsep pengelolaan berbasis masyarakat dan studi terkait di bidang pariwisata. Hasil penelitian menunjukkan bahwa implementasi pendekatan 6A dapat secara signifikan meningkatkan daya tarik wisata dan partisipasi aktif masyarakat dalam pengelolaan pariwisata mampu meningkatkan kualitas pariwisata. Dengan melibatkan masyarakat dalam pengelolaan, tercipta kerjasama yang lebih erat antara pihak terkait, sehingga dapat meningkatkan keberlanjutan dan kualitas pengalaman wisatawan. Kesimpulan dari penelitian ini menggarisbawahi pentingnya implementasi pendekatan 6A sebagai pedoman pengelolaan berbasis masyarakat untuk mencapai pengembangan pariwisata yang berkelanjutan di Desa Sangeh.

Abstract

Tujuan penelitian ini adalah untuk melihat kebijakan dan strategi implementasi yang diperlukan untuk meningkatkan sistem transportasi publik Kota Denpasar yang ramah lingkungan. Studi literatur, survei penduduk, wawancara dengan pemangku kepentingan, dan analisis data spasial digunakan untuk melakukan penelitian ini. Hasilnya menunjukkan tren dan metode terbaik di seluruh dunia untuk membangun transportasi publik yang ramah lingkungan. Survei dan wawancara menyeluruh dilakukan untuk mengetahui preferensi transportasi pengguna, kesadaran lingkungan, dan hambatan dan peluang untuk membangun infrastruktur transportasi publik di Denpasar. Analisis menunjukkan bahwa peningkatan infrastruktur transportasi publik Denpasar memerlukan kombinasi kebijakan. Ini termasuk meningkatkan jaringan angkutan umum, membangun jalur bus rapid transit (BRT), dan mendorong penggunaan mobil ramah lingkungan. Selain itu, untuk meningkatkan ketersediaan dan efisiensi layanan transportasi publik, diperlukan integrasi teknologi informasi dan komunikasi serta kolaborasi antara sektor publik dan swasta.

Abstract

Penelitian ini mengkaji dampak pemungutan pajak restoran terhadap peningkatan Pendapatan Asli Daerah (PAD) di Kota Denpasar. Hasil penelitian menunjukkan bahwa efektivitas pemungutan pajak restoran sangat bergantung pada tingkat kepatuhan wajib pajak, efektivitas pengawasan dan penegakan hukum, serta sistem perpajakan yang diterapkan. Selain itu, penggunaan teknologi informasi berperan penting dalam meningkatkan efisiensi proses pemungutan pajak.Namun, terdapat beberapa kendala yang dihadapi pemerintah daerah, antara lain ketidakakuratan dalam pelaporan pendapatan serta rendahnya kesadaran wajib pajak terhadap kewajiban perpajakan. Berdasarkan temuan penelitian ini, pemungutan pajak restoran terbukti memberikan kontribusi positif terhadap peningkatan pendapatan daerah. Meskipun demikian, diperlukan upaya lebih lanjut dalam memperkuat pengawasan, meningkatkan kesadaran wajib pajak, serta mengoptimalkan pemanfaatan teknologi informasi dalam sistem perpajakan. Sebagai rekomendasi, penelitian ini menyarankan pengembangan strategi pemungutan pajak yang lebih efektif, penerapan teknologi informasi guna memfasilitasi pemantauan dan pelaporan pajak secara real-time, serta peningkatan edukasi dan sosialisasi kepada pelaku usaha untuk mendorong kepatuhan pajak yang lebih baik.

Abstract

The competency enhancement program is an effort by government agencies to improve educators' competencies. The Ministry of Religion of the Republic of Indonesia implements this program due to its role in education, particularly religious education. Enhancing the competency of Hindu religion teachers is the responsibility of the Directorate General of Hindu Community Guidance, and in Bali, it is carried out by the Denpasar Ministry of Religion Office. The implementation of competency enhancement activities for teachers in Denpasar has not been evaluated, either internally or externally by the Directorate General of Hindu Community Guidance, regarding its benefits for Hindu religion teachers. The aim of this research is to assess the effectiveness of the competency enhancement activities for Hindu religion teachers at the Denpasar Ministry of Religion Office conducted in 2023. This study is a descriptive qualitative research using purposive sampling for informant selection, with data collected through observation, interviews, and literature review. The findings show that the competency enhancement activities for Hindu religion teachers at the Denpasar Ministry of Religion Office are effective, following a process of planning, organizing, actualizing, controlling, and evaluating. Despite facing internal challenges such as inadequate facilities, budget, and human resources, and external challenges such as dual responsibilities for educational personnel and lack of teacher awareness, the program has managed to address these obstacles through efforts such as optimizing the budget implementation checklist and improving communication among staff, leaders, religious institutions, and Hindu organizations.

Abstract

Abstract The performance of government agency employees is a result of work that is strongly linked to the agency's strategic goals, customer satisfaction, and contribution to the economy. Problems encountered include under-target program and activity implementation. The purpose of this study was to determine the reasons, inhibiting factors, and solutions to improve employee performance. This study used a qualitative descriptive approach. The results showed that employee performance at the Badung Regency Fisheries Office, based on indicators of responsiveness, responsibility, and accountability, was good, but productivity and service quality indicators were not yet optimal. Inhibiting factors for improving employee performance include a lack of employee interest and opportunities to participate in technical training in accordance with competencies, limited rotation between fields, inadequate communication between leaders and staff, a lack of competent human resources, and inadequate facilities and infrastructure. Solutions to overcome obstacles to employee performance include supporting the implementation of program activities so that they are realized as planned, facilitating employee competency development, building better communication, providing a budget for inadequate facilities and infrastructure, and proposing additional staff with specialized expertise in fish farming.  Keywords: Analysis, Employee Performance, Human Resources (HR)

Abstract

Abstract This study aims to analyze the governance of Village-Owned Enterprises (BUMDes) in enhancing Village Original Revenue (PADes) in Denpasar City, with a case study on BUMDes Puspa Harum Sejahtera in Tegal Harum Village. The research employs a descriptive qualitative approach, using data collection techniques such as interviews, observations, and documentation. The findings reveal that governance principles such as transparency, accountability, and participation have been optimally implemented. BUMDes Puspa Harum Sejahtera has contributed significantly to the village’s revenue annually. However, challenges remain, including limited human resources and a lack of awareness in other villages regarding the importance of establishing BUMDes. Strengthening institutional capacity, providing human resource training, and enhancing collaboration with stakeholders are identified as key solutions to ensure the sustainability of effective BUMDes governance. Abstract

Abstract As a form of transparency and accountability of local governments in preparing the Regional Revenue and Expenditure Budget (APBD) each year, the central government through the Ministry of Home Affairs has launched the Regional Government Information System (SIPD-RI) application. The use of SIPD represents the implementation of one element of e-government, namely e-budgeting. This application is expected to facilitate integration between local and central governments in realizing the vision of “One Data Indonesia.” This study aims to identify and analyze the implementation of SIPD-RI in the preparation of the APBD in Badung Regency. The research method used is qualitative descriptive. Data collection techniques include observation, interviews, documentation, and online data searching. The results of the analysis indicate that the implementation of SIPD-RI in the preparation of the APBD in Badung Regency has generally fulfilled the elements of successful e-government implementation, based on Jane E. Fountain’s theory of e-government development success. However, several challenges remain, including frequent system errors, data inconsistencies, inaccurate report outputs, and limited technical capacity of staff in using the SIPD-RI application and preparing the APBD. Solutions taken include coordinating with the Ministry of Home Affairs, providing consultation channels to address problems, and organizing technical guidance related to SIPD-RI in APBD preparation. Abstract

This research explores the synergy of sustainable marine tourism development in realizing the 2024 maritime vision on Nusa Penida Island, Klungkung, Bali, as well as the factors that affect it. The method used is a literature study with qualitative descriptive analysis. The results show that the synergy is achieved through communication and coordination of Indonesia's maritime vision with the implementation of optimization of marine tourism development under the Indonesian Marine Policy Action Plan 2021-2025 and Presidential Regulation Number 34 of 2022. Tourism in Bali has an economic impact on local communities, but its distribution needs to be more evenly distributed. Social, economic, and cultural tourism provides opportunities to utilize local potential with the participation of policy stakeholders. The tourism sector encourages the development of infrastructure and educational institutions, increasing human resources in the field of tourism. Factors influencing the synergy of marine tourism development include Indonesia's maritime history and politics, maritime biological and non-biological resources, socio-cultural factors, and maritime industry and economy. Recommendations include improving the marine ecotourism product program, multi-stakeholder involvement in planning, and the establishment of a special department in the Ministry of Tourism to focus on developing sustainable marine tourism to realize the 2024 maritime vision.
