Abstract

This study aims to analyze the influence of digital tourism strategies implemented by the Ministry of Tourism and Creative Economy (Kemenparekraf) on improving public service quality in Waterfront City Pangururan, Samosir Regency. The research is based on the strategic role of tourism as a driver of regional economic growth, particularly in Lake Toba, designated as a Super Priority Tourism Destination (SPTD). Although various digital tourism initiatives such as the #DiIndonesiaAja campaign, the Wonderful Indonesia application, and tourist village digitalization have been implemented, their effectiveness still faces challenges such as limited digital platform integration and insufficient digital competence among service personnel. This study employs a quantitative method with an associative approach, involving 99 respondents selected through purposive sampling. Primary data were collected using a Likert-scale questionnaire and analyzed using simple linear regression with SPSS. The results show that digital tourism strategies and public service quality are both categorized as good. Regression analysis confirms that digital tourism strategies have a positive and significant effect on public service quality. These findings highlight that optimizing technology, strengthening promotional content, and enhancing digital capacity of personnel can improve public service quality and strengthen destination competitiveness.

Abstract

The stage of formulating policy problems (problem structuring) is important in public policy. To produce new and more effective policies, expanding existing policies is very important. The evaluation must answer the contribution of a series of existing policies to improve the fulfilment of citizens' rights and obligations. This research uses normative research with a statute approach. The formulation of public policies in Law Number 11 of 2020 concerning Job Creation is carried out by the omnibus law method with the characteristics of reformulating, negating, and revoking part or all the other regulations. Public policy in Law Number 11 of 2020 concerning Job Creation must be reformulated because it conflicts with the techniques of drafting applicable laws and regulations as stipulated in various laws and regulations, especially Law Number 12 of 2011 concerning the Establishment of Laws and Regulations. Along with the development of science, the use of new methods in formulating public policies is a necessity and even a necessity. However, the use of the new method needs to be initiated by socialization and regulation in laws and regulations related to public policy formulation. Further research needs to be carried out on the formulation and reformulation of public policies in the regions because regional needs are not necessarily with national needs.

Abstract

The employee education and training program aims to improve skills, improve performance, improve competency capabilities, provide innovation and improve the company's image. In order for human resources to have a minimal impact on achieving the company's goals and missions, continuous quality improvement efforts must be carried out comprehensively and sustainably. One way to improve the quality of human resources is through education and training. The research method used by researchers is the Qualitative research method. This study attempts to examine the effectiveness of the implementation of education and training programs in improving employee performance at PTPN IV Regional 1 Medan. The results of this study indicate that this education and training are very useful and appropriate for employee needs. Because with this education and training to help employees in carrying out their duties, in addition to increasing employee competency capabilities, it creates a productive and growth-oriented work environment. This is reflected in the employee performance assessment carried out annually.

Abstract

The purpose of this study was to determine and analyze the variables of electronic administration policy and the application of artificial intelligence to bureaucratic transformation in the Government environment through the variable of work effectiveness as a mediator variable...The subject of this study is the number of ASNs working in 37 Provinces in Indonesia, where the variables in this study are endogenous variables, namely the variables of electronic administration policy and the application of artificial intelligence, while the exogenous variable is bureaucratic transformation in the Government environment, and the mediator variable is the work effectiveness variable, where the data analysis used uses SEM analysis using SMART PLS 3.0 software.The research method used is to use a quantitative descriptive approach by using data analysis with the structural equation model (SEM) method, where the results of data processing with the SEM method are carried out with the PLS application. From the results of this study, the conclusion is that partially the variables of electronic administration policy and the use of artificial intelligence have an effect on bureaucratic transformation within the Provincial Government throughout Indonesia and also affect work effectiveness within the Provincial Government throughout Indonesia. Work effectiveness variables within the Provincial Government throughout Indonesia affect bureaucratic transformation within the Provincial Government throughout Indonesia. Simultaneously, the variables of electronic administration policy and the use of artificial intelligence affect bureaucratic transformation in the Provincial Government throughout Indonesia through work effectiveness in the Provincial Government throughout Indonesia. With the process of organizational digital technology transformation in MSMEs, it can increase the agility of the organization to be adaptive and able to change itself, as well as change the mindset of the owners of these MSMEs so that later they have a vision and mission that makes businesses on a medium and large scale, where MSMEs must be able to improve their quality and capacity so that MSMEs in Medan City can be known not only throughout the archipelago, but can also be known throughout foreign countries.

Abstract

Penelitian ini dilakukan di Kabupaten Toba, penelitian ini bertujuan untuk mengetahui pertama, apa saja faktor yang menyebabkan terjadinya praktek money politik pada Sistem Pemilihan Umum Proporsional Terbuka. Kedua, upaya yang dapat dilakukan untuk mencegah praktek money politik. Penelitian ini menggunakan pendekatan kualitatif deskriktif dengan pengumpulan data yang bersumber dari data primer yaitu observasi dan wawancara dan dari data sekunder yaitu dokumentasi. Hasil penelitian menunjukkan bahwa, 1) Faktor-faktor penyebab terjadinya praktek money politik pada sistem pemilihan umum proporsional terbuka adalah faktor kurangnya pengawasan, peserta pemilu (calon legislatif), pendidikan, budaya/kebiasaan, dan ekonomi. 2) Upaya yang dapat dilakukan untuk mencegah praktek money politik adalah melakukan sosialisasi, memperbaiki sistem rekrutmen caleg, peningkatan budaya politik, penegakan hukum yang tegas terhadap para pelaku praktek money politik, dan peningkatan pengawasan.

Abstract

Poverty is a complex problem faced almost throughout the world, including Indonesia. West Nias Regency has a high poverty rate compared to other areas in North Sumatra, although the trend has shown a decline since 2015. This study aims to analyze innovations in local government policies in reducing poverty rates in West Nias Regency. With a qualitative-descriptive approach, this research explores policies in various sectors such as education, health, infrastructure, and community economic empowerment. The research results show that policy innovation based on inter-sector integration and an approach oriented towards local wisdom contribute to reducing poverty rates. However, challenges such as limited infrastructure, accessibility, and program sustainability still need to be addressed. Strategic recommendations are proposed to improve the effectiveness of policies in poverty alleviation in West Nias Regency.

Abstract

This study aims to uncover the role and repositioning of non-governmental organizations (NGOs) in North Sumatra in the post-New Order era. Specifically, this study aims to uncover how NGOs reposition themselves towards the state/government, the market, and civil society—three major entities widely recognized in Public Administration studies. This is crucial considering that NGOs—as one of the important democratic actors in community empowerment and democratization in Indonesia—are situated within a constantly changing national socio-political landscape, as well as a global context that increasingly emphasizes the importance of multi-stakeholder collaboration. This study—taking into account the issues and areas discussed—focuses on three institutions: KSPPM, BITRA Indonesia, and PESADA. Using a qualitative-descriptive method, this study concludes several things: first, during the Reformation era, NGOs have repositioned themselves, no longer as opposition to the government, but as "critical partners"; second, despite the increasingly open political system, NGOs have not succeeded in building effective political relationships; third, along with the collapse of the New Order as their "common enemy," NGOs tend to experience fragmentation and sectarianism in the Reformation era; Fourth, in the Reformation era, NGOs in North Sumatra began to open up spaces for dialogue, negotiation, and technology, and actively encouraged the communities they supported to enter public spaces and positions; Fifth, NGOs in North Sumatra did not abandon "traditional" issues, but now tended to expand their issues and areas of concern; Sixth, the three institutions (KSPPM, BITRA, and PESADA) demonstrated greater program and financial capacity, although they still depended on funding institutions; Seventh, NGOs in North Sumatra tended to remain skeptical, even closed, in collaborating with private companies; Eighth, in the Reformation era, NGOs in North Sumatra increasingly took a side on gender issues, although in this regard there was—and were influenced by—active encouragement from their donors; which is no less important. The novelty of this research found a number of achievements that have been made by the three institutions, which make them worthy of public appreciation and trust to date.
