Abstract

The article presents an analysis of the implementation of identity policy in Indonesia in its correlation with the democratic principles proclaimed by the government. The importance of having a state identity in the modern political situation is substantiated. An understanding of identity is provided from a scientific perspective, and the specifics of understanding identity in Indonesian national policy are explored. The reliance on understanding identity is based on national specifics, including traditions, state laws, symbols, and the constitution that prescribe its interpretation. The connection between identity policy and the proclaimed democracy is shown. An assumption is made about the potential for further identity formation in the country. The specifics of how the Indonesian government interprets democratic principles are highlighted. The main principles of democracy are given - "Trisila", formed by the first president of the Republic of Indonesia, Sukarno. The positioning of the political and economic aspects of democracy is emphasized. The triggers of conflicts in Indonesian society are recorded. An understanding of the specifics of "identity policy" and "political identity" is provided. The connection between democratic culture and regional political cultures is revealed. The difficulties of implementing identity politics in the regions are shown. Cultural elements such as religions, ethnic groups, and ideologies are used as instruments for promoting regional interests. Political and ethnic “gaps” are understood as defining structural elements of Indonesia’s identity politics.

Abstract

The relationship between politics, law, and economics forms the main foundation in the dynamics of national and social life. These three elements not only influence each other structurally but also create a power structure that directly affects the distribution of social justice, policy-making, and the functioning of state institutions. This study aims to examine in depth how the relationship between politics, law, and economics is formed, implemented, and questioned through a social philosophy approach, and how this approach can open up space for criticism of the structural inequalities that occur. The research method used is qualitative with an interdisciplinary approach that combines political, legal, and economic analysis within a social philosophy framework. Data were obtained through a literature review of critical philosophy, social justice theory, and relevant empirical studies. The analysis was carried out reflectively and thematically on concepts such as power, justice, law as an ideological instrument, and political economy in the context of the state. The results of the study reveal that the relationship between politics, law, and economics is often constructed to maintain the dominance of certain groups, rather than achieving social justice. Law is not always neutral, but usually becomes a tool for legitimising economic and political power. Politics also does not always run within the framework of democratic participation, but is often controlled by market interests. Social philosophy plays a crucial role in dismantling these power structures and providing ethical and critical perspectives to promote policy reform and social stability.Keywords: Social philosophy; political law economy; social justice; power; public policy

Abstract

AbstractGovernment policy is a step taken by the government to achieve a goal. The main objective of the policy of the Republic of Tatarstan is to provide the conditions for the full social and cultural development of the whole society, to strengthen civil society and society's morals on the basis of respect for the rights of citizens and their recognition as the highest value. This study aims to explain how government policies are related to public services and to find out how the government of the Republic of Tatarstan provides the best services for the welfare of the people. This research uses qualitative research methods with a descriptive approach. The results of this study explain that the government has taken the right policy steps in providing services to the community, namely by providing fast, responsive, optimal, fair, transparent service and utilizing technological advances for the welfare of the people in the Republic of Tatarstan.Keywords: Government Policy, Public Service, Republic of Tatarstan AbstrakKebijakan pemerintah merupakan suatu langkah yang diambil oleh pemerintah untuk tercapainya suatu tujuan. Tujuan utama dari kebijakan Republik Tatarstan adalah untuk menyediakan kondisi bagi perkembangan sosial dan budaya-budaya penuh seluruh masyarakat, untuk memperkuat masyarakat sipil dan moral masyarakat atas dasar penghormatan pada hak-hak yang di miliki warga negara serta pengakuannya sebagai nilai tertinggi. Penelitian ini bertujuan untuk menjelaskan bagaimana Kebijakan pemerintah terkait dengan pelayanan publik dan untuk mengetahui bagaimana pemerintah dalam memberikan pelayanan bagi kesejahteraan seluruh masyarakat. Penelitian ini menggunakan metode penelitian kualitatif dengan pendekatan deskriptif. Hasil penelitian ini  menjelaskan bahwa pemerintah Republik Tatarstan telah mengambil langkah kebijakan yang tepat dalam pelayanan kepada masyarakat yaitu dengan pelayanan yang cepat, tanggap, optimal, adil, transparan, dan memanfaatkan kemajuan teknologi demi kesejahteraan masyarakat di Republik Tatarstan.Kata Kunci: Kebijakan Pemerintah, Pelayanan Publik, Republik Tatarstan АннотацияПравительственная политика - это шаг, сделанный правительством для достижения цели. Основная цель политики Республики Татарстан - обеспечение условий для полноценного социального и культурного развития всего общества, укрепление гражданского общества и нравственности общества на основе уважения прав граждан и признания их высшее значение. Это исследование призвано объяснить, как политика правительства связана с государственными услугами, и выяснить, как правительство Республики Татарстан предоставляет лучшие услуги для благосостояния людей. В этом исследовании используются качественные методы исследования с описательным подходом. Результаты этого исследования объясняют, что правительство предприняло правильные политические шаги по предоставлению услуг населению, а именно путем предоставления быстрых, оперативных, оптимальных, справедливых и прозрачных услуг и использования технологических достижений на благо людей в Республике Татарстан.Ключевые слова: государственная политика, государственная служба, Республика Татарстан

Abstract

AbstractThe Commissioner for Human Rights is a government institution that provides protection for the rights of the people in the Republic of Tatarstan, Russia. The establishment of the Human Rights Commissioner in the Russian Federation as a state body is one of the most important achievements of the transformation of democracy in Russia. In the Republic of Tatarstan, the Institute of Commissioners for Human Rights was established in 2000 in accordance with the Constitution of the Republic of Tatarstan to strengthen guarantees of state protection of human and civil rights and freedoms, to promote their observance and respect. by state agencies, local governments and officials. This study aims to explain how the Policies of the Commissioner for Human Rights in the Republic of Tatarstan are related to public services and to find out how the Commissioner for Human Rights of the Republic of Tatarstan provides the best service for the entire community. The method used in this research is a qualitative research method with a descriptive analysis approach. Abstract

Democracy and universality are serious issues that concern everyone today and need to be studied. The question is whether democracy is universal or not remains up-to-date. Those who value democracy say that democracy is universal, while those who do not value democracy say that democracy is not universal. The research method used in this study uses a qualitative method with an empirical normative approach. The results suggest that the relationship between democracy and universality remains uncertain. This uncertainty has spread to the legal, cultural and economic fields. Any subject interested in democracy examines the concept from a hermeneutic and relativist perspective, starting from their own value judgments, and by focusing on the positive and negative aspects of the concept. This further leads to the formation of different tendencies regarding the universality of democracy. This raises the need for a re-evaluation of the concept.Keywords: Universal; Democracy; Law; Culture; Economy Universalitas Demokrasi dalam Konteks Ekonomi dan Budaya AbstrakDemokrasi dan universalitas merupakan isu serius yang menjadi perhatian semua orang saat ini dan perlu dikaji. Mereka yang menghargai demokrasi mengatakan bahwa demokrasi itu universal, sedangkan mereka yang tidak menghargai demokrasi menyatakan bahwa demokrasi tidak universal. Metode penelitian yang digunakan dalam penelitian ini menggunakan metode kualitatif dengan pendekatan normatif empiris. Hasil penelitian menyatakan bahwa hubungan antara demokrasi dan universalitas tetap tidak pasti. Ketidakpastian ini telah menyebar ke bidang hukum, budaya dan ekonomi. Setiap mata pelajaran yang tertarik dengan demokrasi mengkaji konsep dari hermeneutik dan relativis perspektif, mulai dari penilaian nilai mereka sendiri, dan dengan berfokus pada aspek positif dan negatif dari konsep tersebut. Selanjutnya mengarah pada pembentukan kecenderungan yang berbeda tentang universalitas demokrasi. Те, кто ценит демократию, говорят, что демократия универсальна, а те, кто не ценит демократию, говорят, что демократия не универсальна. Метод исследования, использованный в данном исследовании, представляет собой качественный метод с эмпирическим нормативным подходом. Результаты показывают, что связь между демократией и универсальностью остается неопределенной. Эта неопределенность распространилась на правовую, культурную и экономическую сферы. Любой субъект, интересующийся демократией, исследует концепцию с герменевтической и релятивистской точки зрения, исходя из своих собственных оценочных суждений и сосредоточив внимание на положительных и отрицательных аспектах концепции. Это в дальнейшем приводит к формированию различных тенденций относительно универсальности демократии. Abstract

Indonesia is an archipelagic country that has many tribes and cultures, which make Indonesia a multi-cultural country. There are 5 religions recognized in Indonesia based on the Law of the Republic of Indonesia, namely: Islam, Christianity, Hinduism, Buddhism, and Confucianism. This research is related to ethnic mobility and the formation of political identity in Indonesia which is currently very interesting to be discussed by various researchers around the world, not only in Indonesia. In this study, researcher discuss ethnic mobility and the formation of political identity based on history that has occurred in Indonesia to date. The Indonesian nation Indonesia adheres to the Pancasila ideology so that the national ideology has a major influence on the unity and integrity of the nation. In this study, researcher also examined the ideological values of Pancasila and the nation's unifying motto called Bhinneka Tunggal Ika. This study uses a qualitative descriptive approach in which the researcher conducts a descriptive elaboration of ethnic mobility and the formation of political identity in Indonesia and ethnic participation in political parties in Indonesia. The results of the study show that in the past there were still many Indonesian people who considered themselves local residents and were reluctant to accept other ethnic groups to occupy certain positions in an area, including political positions. The separatist movement that emerged in an area due to the inequality of one region with another, such as the islands of Java and Sumatra, had caused inter-ethnic conflict and many people were anti-Chinese in the 90s. However, currently, Indonesia has provided space for various tribes and religions to be involved in political development in Indonesia based on Pancasila and the 1945 Constitution. Indonesia as a multiethnic country has upheld democratic freedoms for all nations and provided regional autonomy policies for each region in order to improve public welfare.

Abstract

The current Indonesian criminal law, although it has used the restorative justice method, has not been able to resolve the core of the problem and has not restored balance in society, so the settlement of criminal acts is not complete to the community, the victim and the victim's family. The importance of criminal law policies for the settlement of criminal cases through the integration of Angkon Muakhi law is to realise justice, benefit, balance, and kinship in criminal law enforcement. This research method uses the combined theory paradigm and mixed legal system to generate new ideas in settling criminal cases. This research is normative juridical and empirical juridical research with a socio-legal approach. In-depth interviews were carried out in primary data collection; sources were determined by the snowball method, while secondary data collection was carried out using a literature study. The findings of this study indicate that the enforcement of criminal law at this time still does not involve the community. There are still the rights of victims' families and communities that have not been restored; even though restorative justice has been resolved, it still leaves disputes, seeds of conflict and grudges both from the victim, the victim's family and the surrounding community. Prison sentences are still prioritised in light cases and negligence, both in the investigation process, prosecutors' demands, and the judge's decision. The importance of resolving criminal cases through integrating the customary law values of Angkon Muakhi, which can resolve cases, conflicts, hostilities and disputes between perpetrators, victims and the community.

Abstract

This article discusses the complex relationship between ethics and interests in political economic law. This relationship becomes increasingly relevant in the contemporary context, where public policy is often influenced by political and economic interests that dominate over moral or ethical considerations. This study aims to analyze the dynamics of the meeting and conflict between ethical values and interests in political economic law, and to examine how ethics should guide public policy and institutions, especially in terms of justice and social welfare. This study uses a qualitative method with a literature and legal study approach, analysing classical philosophical works and related legal and ethical theories. Through this approach, the author identifies challenges arising from the tension between personal or group interests and moral demands that should be the basis for policy making. The results of this study indicate that the role of philosophy is vital in maintaining the integrity of values in legal practice and economic policy, and criticise the technocratic approach that often ignores moral considerations. This study concludes that to create fair and sustainable policies, ethics must be the primary basis in every decision-making process in political and economic law.

Abstract

Phuggery is a form of social crime that disturbs society and often arises due to economic inequality, social marginalisation, and weak structural policies to overcome it. In practice, the state's legal response to thugs tends to focus on a repressive and symbolic approach through law enforcement and criminalisation operations alone, without touching on the more complex roots of the problem. This study aims to examine the direction and strategy of Indonesian legal politics in addressing the phenomenon of thugs and to analyse alternative policies based on critical criminology and Islamic legal values. The research method employed is a normative qualitative approach with a conceptual and comparative focus. Data sources comprise primary legal materials, such as laws, police regulations, the Qur'an, and hadith, as well as secondary legal materials, including books, scientific journals, interpretations, and criminology literature. The analysis was conducted descriptively and critically, utilizing the theoretical framework of critical criminology and fiqh al-jinayah (Islamic criminal law). The results of the study indicate that thugs cannot be overcome only with the coercive power of the state, but instead require a structural and ethical approach that supports social justice. Critical criminology critiques the labelling of the lower class, while Islamic law emphasises the principles of ta’zīr, correction (islāh), and preventive justice. Thus, integrating critical criminology approaches and Islamic values ​​can be the basis for a more humanistic and sustainable legal policy reform. Abstract

Political parties reflect a democratic state, which is believed to be a condition for modern state life. As institutions for channeling interests, political parties are used as communication with a two-way function, namely, top-down and bottom-up. If this can be carried out well, then political parties' function as political socialization, political participation, political communication, articulation of interests, aggregation of interests, and policymaking can run well to realize the expected political development. The research method used in this research is qualitative research methods. Through qualitative research, the author has created a complex picture, examined words, reviewed detailed reports from the point of view of resource persons, and conducted studies on natural situations. This study aims to determine direction of political parties' development in the Russian Republic of Tatarstan, political parties' function, and political development amid a society in this modern era. The problem in this research is that political parties in Russia tend to have their own interests, either from the central government or the state or Federation governments. In addition, there tends to be a mismatch between the central and state governments in decision making. In fact, in the context political parties can be a tool for realizing development in a country. Even though there are problems, the results showed that political parties in the Republic of Tatarstan rated quite well in carrying out their functions by the functions of political parties according to the Law of the Russian Federation and the Law of the Republic of Tatarstan concerning Political Parties. The development of political parties in the Tatarstan Republic has played a role in controlling conflicts of interest among the Republic of Tatarstan.
