Implementationof Regional Regulation No. 05 of 2018 concerningthe Non-Smoking Area of Bandar Lampung City is considered capable of helping protect andimprove public health. This of course need stobeseen how it has been implementedsofar. As forwhat will be answered in this study, how is the implementation of theRegional Regulation Number 05 of 2018 concerning the Bandar Lampung City No-Smoking Area and aspects that are obstaclestoimplementingthe regional regulation policy. The inhibiting factors in the implementation of the Regional Regulation are suchas lack of information for the public and lack offirmness in providing sanctions forviolators. Then efforts in the implementation of regional regulations, such as strategiesin supervising these regulations, as well as responsiveness in implementing theseregulations.

Within the framework of upholding justice, legal certainty and the rights of suspects, lawmakers create a new institution, namely the pretrial institution. Institutions for the protection of suspects' rights and dignity, the protection of suspects gets unauthorized behavior or acts without reason based on the law. Pre-trial is the authority of the District Court to examine and decide on the legality, whether or not the arrest is legitimate or whether the investigation is terminated or the termination of the prosecution Request compensation or repair by the suspect or assistance. Then the Criminal Suspect Included in the People's Search List (DPO) in the case of filing a pretrial petition has been carried out in the Supreme Court Circular Letter (SEMA) Number 1 of 2018. concerning, pretrial for suspects who bring themselves or are in the status of the People's Search List hereinafter referred to as (DPO).

The problem in this study is how is the responsibility of the perpetrators of embezzlement in a position in Anugerah Bina Usaha Nusantara Limited Company? The research method used in the research is the normative and empirical approaches. Based on the results of research and studies obtained, it can be concluded that the judge's judgment in deciding the perpetrators of embezzlement in positions of limited liability company, that the description of the guilty elements of the defendants has been considered one by one by the panel of judges. The responsibility of the perpetrators of embezzlement in positions of limited liability in the intellectually limited company has objectively demonstrated the ability and ability to be physically and physically fit so that there is no obstacle to accountability for his actions legally. Suggestions that can be delivered are that the judge in this case should be able to decipher the facts and dig deeper about who the intellectual actor behind the crime of embezzlement in the Limited Liability Company.

National Community Empowerment Program Mandiri (PNPM) Rural is one mechanism of community empowerment programs that are used through PNPM Mandiri women's savings and loan (SPP) management.Supervision of the PNPM Mandiri Rural SPP management systems and mechanisms is still very weak in relation to the mechanism of management, supervision and accountability of fund disbursement.The problem of this research is how is criminal responsibility for the perpetrators of corruption of PNPM assistance funds ?, and what are the legal implications of the perpetrators of crimes that have returned the state losses to PNPM aid funds?. The results of the research show that the proof of the real amount of loss for the state due to corruption is important in relation to criminal imposition (additional) payment of substitute money in the amount equal to that obtained / the result of criminal acts of corruption.Returning state losses by the defendant can be a reason for the judge to reduce the sentence imposed on the defendant concerned. With the return of the state's losses the defendant was deemed to have good intentions to correct errors.Refunds only reduce crime, but do not reduce the nature of the law, and sanctions against the return of state losses are emphasized on the return of replacement money, and confirmation of the imposition of criminal sanctions.

Drug abuseis increasing every year into serious attention by the government, In order to realize the Indonesian government program free of drugs through rehabilitation addicts very helpful in the prevention of drug crime. Based on Article 54 of Law Number 35 Year 2009 on Narcotics, which Narcotics addicts and Narcotics abuse victims are required to undergo medical rehabilitation and social rehabilitation, to recover the drug addicts in order to return to normal life in the midst of society. Researchers focus on research on social rehabilitation process where in Class IIA Narcotics Prison Class Way Huwi Lampung Province, is more to the religious approach and therapy. While the model of rehabilitation of drug addicts through social rehabilitation, researchers try to do a new rehabilitation method is through music therapy that has two models of active music therapy and passive music therapy. In the active music therapy patients are invited to sing, learn to play using musical instruments, imitate the tones, even make a short song in other words patients interact actively with the music, while the patient's passive music therapy just listening quietly without doing any activity. This study aims to increase community participation in helping drug prisoners to be free from drug trafficking through social rehabilitation; especially through music therapy media to the future can help the government to help liberate the Indonesian people from the dangers of narcotics abuse.

In the current era of Narcotic trafficking involves not only the society, but also the network of citizens in the status of convicted criminal in the Correctional Institution. The problems of this research are: a. causing factors of Narcotics abuse that conducted by convicted criminal, b. How is criminal responsibility to the Narcotic abusers that conducted by convicted criminal, c. How efforts to overcome Narcotics abuse that conducted by convicted criminal in the Narcotic Correctional Institution Class II A Bandar Lampung. The results of this research indicate that (1) Causing factors of Narcotics abuse that conducted by convicted criminal in the Narcotic Correctional Institution Class II A Bandar Lampung namely there is an intrinsic and extrinsic factor, and then the existence of market of Narcotics traffiking in the Correctional Institution. (2) Criminal responsibility to the Narcotic abusers conducted by convicted criminal in the Narcotic Correctional Institution Class II A Bandar Lampung which is based on errors that meet the element against the law and there is no reason for the elimination of the unlawful nature of the deed. The criminal responsibility is that the defendant can be convicted, then the Panel of Judges sentence to the defendant who is still have a status of convicted criminal. (3) Efforts to overcome Narcotics abuse conducted by convicted criminal in the Narcotic Correctional Institution Class II A Bandar Lampung by using non-penal (counseling, social education, resocialization, on convicted criminal with have Narcotics track record) and penal ways are done by legal effort based on provisions of legislation.

The same article but the verdict handed down is different in the case of narcotics abuse. This research is taken from the narcotics case that was decided by the Lampung Provincial District Court. The research problem is whether the factors causing disparity in the application of crime in narcotics abuse cases in the Metro City District Court (Study of Decision Number 14 / Pid.Sus / 2016 / PN.Met and Decision Number 52 / Pid.Sus / 2015 / PN.Met)? The research method used in this writing is normative juridical, and empirical approach. Research Findings that factors causing disparity in narcotics abuse cases in Metro District Court are due to the Laws and Regulations, Law Enforcement Officials Resources, Internal and External Factors of Judges, Judicial Power in Decision Making, Decision Making Mechanisms by the Judges, and Factors Circumstances in the Defendant. Suggestions are expected to the Judge as a law enforcement agency, it is necessary to impose maximum penalties on narcotics offenders in accordance with Law Number 35 of 2009 concerning Narcotics, so that with the maximum criminal offense, narcotics abusers can be deterrent and can also reduce the number of narcotics users.

Bentuk tindak kejahatan yang sedang marak terjadi adalah kejahatan begal. Secara umum, kejahatan ini termasuk tindak pidana pencurian atau perampasan kendaraan bermotor dengan kekerasan yang saat ini lebih populer disebut dengan istilah pembegalan atau kejahatan begal. Perampasan sepeda motor dengan cara melukai korban bahkan tak segan membunuh tersebut tentu saja menjadi momok kejahatan yang meresahkan di masyarakat khususnya di Kabupaten Tulang Bawang Barat. Sebanyak dua tersangka perampok atau begal sepeda motor ditangkap polisi Tim Khusus Anti Bandit (Tekab) 308 Polres Tulang Bawang Barat (Tubaba) pada Juli 2020. Para begal terungkap menggunakan senjata tajam seperti golok, celurit, hingga tombak dalam setiap tindak kejahatannya. Sudahada korban jiwa dari sejumlah kasus yang ada yang menimpawarga Gunung Terang Kabupaten Tulang Bawang Barat. Perlu adanya suatu kajian secara kriminologi tentang kejahatan begal. Penelitian ini mengambil rumusan masalah yaitu faktor apa saja yang menyebabkan terjadinya kejahatan begal dan bagaimana upaya penanggulangan kejahatan begal di wilayah hukum Kabupaten Tulang Bawang Barat,Hasil penelitian menunjukkan bahwa faktor yang menyebabkan terjadinya tindak kejahatan begal di wilayah hukum Kabupaten Kabupaten Tulang Bawang Barat, adalah faktor ekonomi dan faktor geografis. Upaya penanggulangan kejahatan begal di Kabupaten Tulang Bawang Barat secara garis besar mengunakan dua upaya yakni upaya preventif dengan malaksanakan patroli rutin pada jam dan tempat rawan kejahatan, patroli di wilayah masing-masing reserse, serta mensosialisasikan kepada tokoh masyarakat, tokoh agama serta stakeholder di masing-masing daerah.

Tindak pidana penggelapan dapat dilakukan oleh seseorang yang berada di dalam ataupun di luar lingkungan perusahan atau instansi lainnya, namun pada umumnya dilakukan oleh seseorang yang berada di dalam lingkungan instansi tempat tersangka berada karena biasanya tersangka tersebut memahami mengenai pengendalian internal yang berada di dalam instansi tempat ia bekerja sehingga bukanlah hal yang sulit untuk melakukan tindak pidana penggelapan. Unsur Tindak Penggelapan dalam Pasal 374 Kitab Undang-undang Hukum Pidana adalah barangsiapa dengan sengaja dan melawan hukum memiliki suatu benda yang seluruhnya atau sebagian milik orang lain yang ada dalam kekuasaannya bukan karena kejahatan. Jenis data yang digunakan dalam penelitian ini adalah data sekunder dan data primer. Pengumpulan data melalui penelitian Kepustakaan dan penelitian lapangan. Analisis data yang digunakan adalah yuridis normatif. Penerapan penghentian tindak pidana penggelapan sebagai bentuk implementasi dari peraturan Kejaksaan Agung Republik Indonesia Nomor 15 Tahun 2020 Tentang penghentian penuntutan berdasarkan keadilan restoratif justice dalam penerapannya dapat dilaksanakan berdasarkan ketetapan Nomor 01/L.8.11/Eoh/08/2020 Kejaksaan Negeri Kalianda.Kata Kunci: Penghentian Penuntutan; Tindak Pidana; Penggelapan; Restoratif Justice.

The purpose of this study was to determine the consideration of the judge in criminal sentencing againts the planned murder , determine the criminal responbility againts the planned murder in decision number 172/Pid.B/2020/PN Gns in Gunung sugih first instance court. The method use a normative juridical and empirical juridical approach. The type of data used is secondary data and primary data. Collecting data through library research and field research. Analysis of the data used is qualitative juridical. field research in Gunung sugih first instance court and lampung tengah attorney office. The result of the research shows that the Panel of Judges in its previous considerations took into account the prosecutor's indictment, witness statements, defendant's testimony, evidence, other evidence such as letters and instructions, as well as prosecutors' demands. The judge's deliberations contained burdensome matters as well as lightening in deciding the criminal against the accused. Other judges' considerations come from the humanitarian side. And the Panel of Judges sentenced him to 20 (twenty) years in prison.
