Abstract

The Ampel Tourism Area is one of the leading tourist destinations for the Government and the City of Surabaya. As a religious and historical destination, the Ampel Tourism Area has characteristics and uniqueness that have become an attraction and a challenge in the development and management of both government and community officials. This uniqueness is characterized by the diversity of policy makers' backgrounds and geographical challenges as a cultural heritage with small alleys and narrow alleys as characteristic of tourism object backgrounds. For this reason, in developing tourism areas, it is necessary to develop and make integrated public policies to encourage the development of tourism objects that are beneficial for the progress of the community. The purpose of this community service is to encourage integration in tourism management in the Ampel Tourism Area through the assistance of integrated public service governance with collaborative governance strategies in the tourism sector and the provision of tourism-supporting facilities in the form of road signs. Collaborative Governance encourages policy stakeholders to reach a consensus on tourism decision-making facilitated by non-governmental actors in a formal, consensus-oriented, and consultative collective policy-making process to make or implement public policies and manage programs or assets. Public. This policy will be implemented by providing and installing road signs around the Ampel Area. The provision and installation of road signs are considered essential to overcome the problems of historical and religious tourism objects with unique characteristics while simultaneously encouraging the integration of Ampel areas with interactions between tourists, local communities, small business actors, and policymakers.

Abstract

Artikel ini bertujuan untuk menjelaskan aksesibilitas para penyandang disabilitas di Kabupaten Sidoarjo dalam berbagai aspek kehidupan, tidak hanya meyangkut persoalan sarana dan prasaran fisik tetapi juga akses terhadap kegiatan sosial yang sesuai dengan prinsip human governance. Penelitian ini penting untuk dilakukan, sebagai upaya untuk mengevaluasi berjalannya prinsip keadilan sosial bagi seluruh warga dalam penggunaan fasilitas publik, terutama bagi penyandang disabilitas yang seringkali menjadi pihak yang termarginalkan. Penelitian ini menggunakan pendekatan kualitatif, dengan teknik pengumpulan data melalui wawancara, observasi dan dokumentasi. Wawancara dilakukan dengan anggota Perkumpulan Penyandang Disabilitas Indonesia (PPDI) Cabang Sidoarjo dan anggota Persatuan Tuna Netra Indonesia (PERTUNI). Hasil wawancara didukung oleh hasil observasi, studi literatur serta data dokumentasi yang berasal dari Dinas Sosial Kabupaten Sidoarjo. Teknik analisis data dilakukan melalui tahapan identifikasi menurut kelompok tujuan penelitian, mengelola dan menginterpretasikan data, kemudian dilakukan abstraksi, reduksi, dan memeriksa keabsahan data. Hasil penelitian dengan menggunakan konsep human governance ditemukan dari ketujuh prinsip human governance, masih belum sepenuhnya di implementasikan oleh pemerintah kabupaten Sidoarjo. Aspek yang sudah terpenuhi adalah partisipasi dan kehandalan. Sementara aspek yang masih belum terpenuhi meliputi; (a) akuntabilitas sosial; (b) pendidikan warga negara; (c) kesamaan dan kebebasan; (d) sustainabilitas; dan (f) kinerja pemerintah yang adaptif.

Abstract

One of the roles of the Civil Service Police Unit in East Luwu Regency is the Enforcement of Regional Regulation Number 3 of 2017 Concerning Control, Supervision and Order of the Production, Distribution and Sale of Alcoholic Beverages in East Luwu Regency. The purpose of this paper is to determine the Existence Of The Civil Servant Police Unit (Satpol PP) In the Enforcement Of Alcohol Regulations In East Luwu Regency. The research method uses a qualitative approach, a combination of a normative legal approach, and the addition of various empirical elements. The results of the study show that the existence of the Civil Service Police Unit in enforcing Regional Regulation Number 3 of 2017 concerning Control, Supervision and Order of the Production, Distribution and Sale of Alcoholic Beverages in East Luwu Regency is one form of contribution by the Civil Service Police Unit in the form of (1) intensive and external supervision, (2) guidance for places selling alcoholic beverages illegally, and (3) order for places selling alcoholic beverages illegally, the effectiveness of efforts to supervise the distribution of alcoholic beverages in East Luwu Regency.

Abstract

Filling a vacant position is one of the important elements in Constitutional Law. Without being filled with officials (Ambtsdrager), the functions of state offices cannot run properly as they should. The problems in this study are: How is the regulation for filling the vacant position of Deputy Regent of East Luwu Regency, What are the obstacles in the process of filling the vacant position of Deputy Regent of East Luwu Regency, This study aims to analyze and how is the regulation for filling the vacant position of Deputy Regent of East Luwu Regency, To find out and examine the obstacles in the process of filling the vacant position of Deputy Regent of East Luwu Regency, This study was conducted using an empirical normative approach method, namely in the literature on political science, government science, and law, the terms power, authority, and authority are often found, this study was conducted in East Luwu Regency. The regulation for filling the vacant position of Deputy Regent of East Luwu Regency is still not perfect, because the DPR has rules of procedure related to the issue of electing a deputy regent, but it is not perfect so a special committee must improve the rules of procedure for electing the Deputy Regent of East Luwu Regency. The obstacle in the process of filling the vacant position of Deputy Regent of East Luwu Regency is due to a large number of supporting parties so it is difficult to obtain results through joint deliberations.

Abstract

The neutrality of the State Civil Apparatus (ASN) is needed in political processes such as the general election of regional heads because civil servants are public services and civil servants who truly stand independently without having to take sides. The problem in this research is the neutrality of the state civil apparatus in the head election. 2020 Region in East Luwu Regency. How to impose sanctions for violations of the neutrality of the State Civil Apparatus (ASN) in the Regional Head Election (Pilkada) in East Luwu Regency in 2020. This research aims to. To find out and analyze the neutrality of the State Civil Apparatus in the 2020 Regional Head Election in East Luwu Regency. To find out how to impose sanctions for violations of the neutrality of the State Civil Apparatus (ASN) in the Regional Head Election (Pilkada) in East Luwu Regency in 2020. This research was conducted using Normative Empirical legal research methods. The research was conducted in East Luwu Regency. The East Luwu Regency Government, together with Bawaslu, in organizing the regional elections, is committed, together with Election Organizing Institutions and Non-Election Organizing Institutions, to implementing Regional Elections with integrity, namely by preventing violations and fraud in the implementation of Regional Elections. Providing sanctions for violations of the neutrality of the State Civil Service requires fact-based case handling.

Abstract

Food and beverage production are increasingly circulating, whether produced by large companies or small businesses. The public, as consumers, needs a guarantee of the hygiene and halalness of a product, so the Government requires a halal certificate that business actors must pocket before their products are sold. Of 479,621 new business units in East Java, 2,230 have halal certificates. The author's concern is analyzing business actors' social awareness toward halal certificates. The research was conducted with a qualitative approach, sourced from primary and secondary data. Data collection techniques are interviews, observation, and literature study. The study's results using the Social Awareness theory, which looked at the knowledge, attitude, and action aspects, found that business actors' knowledge of halal certificates and procedures was well established. However, in terms of attitudes and actions towards halal certificates, the products differed due to external factors, namely costs and management complexity. Business actors will be proactive if obtaining halal product certificates is carried out efficiently and at low costs. Even producers admit they want to avoid taking care of if they have to use personal costs. Another factor that supports the social awareness of business actors is the assistance of facilities from the Surabaya city government through the Department of Trade, both technical assistance and costs.

Abstract

This research analyzes the legal responsibility of family singing house business actors toward minor consumers in the context of digital content transformation in Makassar City. Family singing homes as a fast-growing entertainment industry face significant challenges regarding the protection of child consumers from digital content that contains pornographic elements. This research identifies the gap between legal provisions and practical implementation in the field through a juridical-empirical approach with a case study method. The results show that digital content transformation in family singing homes has changed the character, accessibility, and potential impact of content on child consumers. In business practices, it was found that there was an absence of a content filtering system, access restrictions based on age, and supervision of the activities of child consumers. The main obstacles in implementing the legal responsibilities of business actors include regulatory, technical, economic, and sociocultural aspects. This research proposes an alternative model of child consumer protection that integrates co-regulation, technological solutions, community governance, and diversified liability. The study's novelty lies in analyzing the multi-disciplinary intersection of law, the empirical exploration of digital content transformation, developing alternative models of child consumer protection, and contextualizing consumer protection law in local wisdom. The findings of this research have implications for reforming digital entertainment industry regulations, developing best practices, and consumer education and empowerment to ensure adequate protection for child consumers in the digital transformation era

Abstract

Purpose – Learning loss remains a concern in Indonesian higher education after the pandemic, while LMS-based early warning systems remain limited for timely intervention. This study designs and evaluates a hybrid LSTM–XGBoost framework for early prediction of simulated LMS-based learning-loss risk, prioritizing architectural innovation over metric superiority. Methods – Using 6,440 synthetic LMS records structured from publicly documented Sevima EdLink log fields, early risk was predicted from weeks 1–4 features and labeled at week 6 with behavioral proxy rules. An 80:20 group-aware train–test split by student identifier used leakage-safe, training-only scaling and one-hot encoding. Models were compared as an untuned architectural benchmark with matched-feature ablations, approximate confidence intervals, calibration/threshold analysis, and feature importance inspection. Findings – The temporal-only LSTM model produced the strongest overall predictive performance, while the LSTM with static-feature fusion showed comparable results. The hybrid LSTM–XGBoost decision stage remained competitive but did not outperform the matched LSTM configurations or demonstrate a clear advantage over simpler baseline models. Ablation analysis further showed that neither static-feature integration nor the use of XGBoost as the final decision engine provided a meaningful performance improvement. Changes in engagement, feedback activity, interaction patterns, and early time-on-task emerged as the most influential simulated indicators of learning-loss risk. Research Implications – The hybrid architecture offers a replicable blueprint for LMS early-warning pipelines that separate temporal extraction (LSTM) from risk classification (XGBoost). Institutional use requires real LMS validation, recall optimization, and ethical compliance. Originality – This simulation-based late-fusion LSTM–XGBoost blueprint separates the prediction window (weeks 1–4) from the outcome window (week 6) and evaluates architectural contribution.
