Abstract

Penggunaan Teknologi Informasi salah satunya mempermudah dalam melakukan proses pelayanan pekerjaan dan juga untuk mempersingkat waktu dalam penggunaanya. Lembaga Keterampilan dan Pelatihan Komputer Solocom saat ini di dalam layanan pengajuan perijinan dan peminjaman inventaris kantor masih manual yaitu dengan menyampaikan informasi melalui whatsapps kepada bagian administrasi atau mengisikan form di kertas yang telah di sediakan sampai ada persetujuan dari pihak terkait, sehingga memerlukan waktu cukup lama. Tujuan penelitian ini untuk merancang sistem manajemen layanan perijinan karyawan yang terintegrasi sehingga memudahkan dalam pengajuan perijinan dan laporan administrasi. Penelitian ini menggunakan metode pendekatan Service Oriented Architecture (SOA), diharapkan dengan arsitektur tersebut bisa memonitoring sistem layanan manajemen dalam perijinan karyawan dalam satu sistem yang terintegrasi, sehingga memudahkan dalam mendapatkan laporan dan notifikasi. Hasil dari penelitian ini diharapkan sistem manajemen ini dapat diakses di browser, sehingga dapat memudahkan serta meningkatkan efesiensi dan efektifitas supaya pelayanan lembaga terhadap karyawan menjadi lebih baik.

Abstract

General Background: Public sector organizations increasingly adopt e-government solutions to enhance administrative efficiency and employee discipline, particularly in attendance management systems. Specific Background: The Gunungkidul Regency Government replaced a manual attendance system—prone to manipulation, errors, and delayed reporting—with the MOBSI mobile presence system to improve discipline among State Civil Apparatus (ASN). Knowledge Gap: Despite growing adoption of mobile attendance systems, empirical evidence on their effectiveness in strengthening discipline and supervision in local government institutions remains limited. Aims: This study aims to analyze the implementation of the MOBSI mobile presence system and its role in improving ASN discipline in Gunungkidul Regency. Results: Using a qualitative case study approach involving key officials of the Pamong Praja Police Unit, the findings indicate that MOBSI enables real-time, GPS-based attendance monitoring, enhances supervisory control, simplifies data recording, and contributes to consistently high attendance rates throughout 2024. Novelty: This study provides contextual evidence of how a geolocation-based mobile attendance system functions as both a technological and managerial instrument for discipline enforcement in local government. Implications: The findings suggest that integrating mobile attendance systems within e-government frameworks can strengthen accountability, improve work discipline, and ultimately enhance the quality of public services in regional governments. Highlights: Digital Attendance Innovation: MOBSI replaces manual attendance with a GPS-based mobile system to ensure accurate and real-time monitoring. Discipline and Accountability: The system strengthens ASN discipline by reducing manipulation and improving supervisory control. Abstract

The rapid development of digital learning technologies requires innovative systems that can improve learning effectiveness, particularly in non-formal education institutions such as Training and Course Centers (LKP). However, existing learning systems often lack structured mechanisms to ensure gradual, measurable mastery of competencies. Therefore, a microlearning-based Learning Management System (LMS) integrated with a sequential mastery approach is proposed. This study aims to design and implement a microlearning-based LMS to enhance learning effectiveness in non-formal education settings. The system supports step-by-step delivery of learning to ensure progressive achievement of competency. The research methodology includes requirements analysis, system design using the Unified Modeling Language (UML), web-based implementation, and system evaluation using Black-Box Testing, the System Usability Scale (SUS), and pre- and post-test assessments. The results show that all system functions operate as intended. The usability evaluation obtained a SUS score of 78.33, categorized as Good and Acceptable. Learning effectiveness increased significantly, with an average score improvement of 25.67 points (45.03%) and an N-Gain value of 0.60 (moderate category), while achieving a 100% completion rate. In conclusion, the developed LMS is feasible and effective in improving learners’ competencies in non-formal education environments and offers a practical solution for digital learning transformation in LKP.
