Abstract

Abstract. Implementing a government electronic system changes the work environment by improving efficiency, cooperation, data accuracy, flexibility, skill development, feedback systems, and customer service while lowering administrative costs. These adjustments, taken together, contribute to enhanced employee performance across a variety of parameters. As a result, it is vital to research how government electronic system rules affect staff performance, particularly public service efficacy. This study involves quantitative research methodologies, with data collected using a Google Form questionnaire emailed to the staff of the Pesawaran Regency Government Administration Office. After collecting 100 replies, the data were analyzed using the Partial Least Squares Path Modelling (PLS-PM) approach to evaluate the hypothesis. The study's findings show that government electronic systems policy has a major impact on staff performance, which in turn influences the effectiveness of public services. Penerapan sistem elektronik pemerintah mengubah lingkungan kerja dengan meningkatkan efisiensi, kerja sama, akurasi data, fleksibilitas, pengembangan keterampilan, sistem umpan balik, dan layanan pelanggan sekaligus menurunkan biaya administrasi. Penyesuaian ini, jika digabungkan, berkontribusi pada peningkatan kinerja pegawai di berbagai parameter. Oleh karena itu, penting untuk meneliti bagaimana aturan sistem elektronik pemerintah memengaruhi kinerja staf, khususnya efektivitas layanan publik. Penelitian ini melibatkan metodologi penelitian kuantitatif, dengan data yang dikumpulkan menggunakan kuesioner Google Form yang dikirim melalui email kepada staf Kantor Administrasi Pemerintah Kabupaten Pesawaran. Setelah mengumpulkan 100 balasan, data dianalisis menggunakan pendekatan Partial Least Squares Path Modelling (PLS-PM) untuk mengevaluasi hipotesis. Temuan penelitian menunjukkan bahwa kebijakan sistem elektronik pemerintah memiliki dampak besar pada kinerja staf, yang pada gilirannya memengaruhi efektivitas layanan publik.  Kata kunci: Sistem e-Government; kinerja pegawai; layanan publik; efektivitas, partial least squares

Abstract

Penelitian ini dilatar belakangi oleh masih kurangnya nilai-nilai pendidikan karakter (peduli sosial) pada siswa. Tujuan dari penelitian ini untuk mendeskripsikan peran guru dan orang tua dalam mengembangkan nilai-nilai karakter (peduli sosial), dan faktor penghambat dalam kurangnya rasa kepedulian sosial pada siswa. Penelitian ini dilaksanakan di MIN 2 Kota Bengkulu dengan jenis penelitian kualitatif. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah Observasi, Wawancara dan Dokumentasi. Hasil penelitian di ketahui bahwa peran guru terhadap pendidikan karakter (peduli sosial) dikelas V G MIN 2 Kota Bengkulu, sudah menanamkan nilai-nilai karakter dengan cukup baik. Hal tersebut dilihat dari perubahan karakter atau sikap pada diri siswa setiap pertemuan kegiatan belajar mengajar di kelas. Berdasarkan hasil analisis data dan observasi, peran guru sebagai pengelola pembelajaran telah menimbulkan karakter mandiri, kreatif dengan memberikan tugas dan memberikan situasi kondusif di dalam kelas kepada siswa.

Abstract

This study aims to explore the factors that influence Generation Z’s shopping behavior in modern retail stores in Bojonegoro, Indonesia. As digital technology and social media increasingly shape consumer habits, understanding how Gen Z that characterized by digital nativeness and high connectivity makes purchasing decisions is crucial for retail development. A qualitative approach was employed using in-depth interviews with five purposively selected participants aged 18–25, complemented by field observations and documentation.Thematic analysis revealed four dominant factors influencing Gen Z's retail shopping behavior: technology adoption, social media engagement, influencer impact, and social environment. Respondents indicated that product discovery often starts through platforms like TikTok and Instagram but decisions are finalized after in-store visits, highlighting a hybrid shopping pattern. Influencers, particularly micro-influencers with relatable content, significantly affect trust and intent to buy. Peer opinions and group shopping activities also play a critical role in shaping preferences.These findings suggest that while Gen Z is highly influenced by digital ecosystems, physical retail experiences remain vital. The research contributes to the understanding of hybrid consumer behavior and offers strategic implications for modern retailers seeking to align their marketing and service strategies with Gen Z preferences. Retailers are advised to integrate online and offline experiences, collaborate with digital influencers, and create interactive in-store environments to attract and retain this consumer segment.
