Abstract

Village funds are funds provided by the government to gampong with the aim of improving the welfare of the gampong community. With the existence of village funds, community productivity is expected to increase. This study aims to explain how the implementation of the Village Fund policy by linking the policy implementation model according to Griendle. This research is a descriptive research with a qualitative approach. The data sources used are primary data sources (observations and interviews) and secondary data sources (documentation) related to the situation and empirical conditions of the Village Fund implementation policy. The results of the study show that the implementation of the village fund policy in Kapa village has not been carried out properly. In the process, the implementation is in accordance with existing regulations, but in the implementation in the field there are many problems. Activities carried out with village funds are not really aimed at the interests of the gampong community. So that the results of development and empowerment made by the gampong government are not felt to be right by the community. There are several obstacles that occur in the village fund policy, namely the non-transparent use of village funds, the lack of human resources for gampong apparatus, and the lack of coordination in village fund activities. Efforts made to overcome these obstacles are conducting training for gampong officials, increasing community participation, and consulting with competent parties on village fund policies.

Abstract

Policy implementation is a crucial phase in the public policy cycle, determining program success or failure. This article aims to analyse the implementation process using Charles O. Jones's framework, which includes three core components: organising, interpreting, and applying. Utilising a literature review method, this study examines theoretical insights and relevant empirical studies, particularly within the Indonesian context. The findings indicate that policy implementation effectiveness is significantly influenced by organisational structure, resource capacity, actor communication, and local political dynamics. The article underscores the importance of contextual and participatory approaches in public policy implementation.

Abstract

Pemerintahan Kecamatan merupakan  bagian yang tidak terpisahkan dalam penyelenggaraan pemerintahan  sesuai Peraturan Pemerintah nomor 19 tahun 2008 tentang Kecamatan yang secara Administrasi mengkoordinasikan Pemerintahan Gampong dalam wilayah Kecamatan Ulee Kareng di Kota Banda Aceh. Penyelenggaraan Hubungan Kepemimpinan Camat Terhadap Kinerja Pegawai Pada Kantor Camat Ulee Kareng Kota Banda Aceh dilakukan melalui pembinaan  agar pegawai dapat menyadari dan mampu melaksanakan tugas-tugas yang dibebankan secara penuh tanggungjawab sehingga dapat menjelmakan diri sebagai aparatur yang bersifat customer orientet, Penelitian ini adalah merupakan penelitian yang dilakukan berdasarkan latar belakang permasalahan adalah 1) Bagaimana Hubungan kepemimpinan Camat terhadap kinerja pegawai pada Kantor Camat Ulee Kareng Kota Banda Aceh, 2) Faktor-faktor pendukung dan penghambat terhadap Hubungan kepemimpinan camat terhadap kinerja pegawai pada kantor camat Ulee Kareng Kota Banda Aceh, dilakukan melalui pembinaan  agar pegawai dapat menyadari dan mampu melaksanakan tugas-tugas yang dibebankan secara penuh tanggungjawab sehingga dapat menjelmakan diri sebagai aparatur yang bersifat customer orientet.  Dalam penelitian ini mengunakan metode kualitatif dimana meliputi data di kumpulkan dengan mengunakan teknik Wawancara, Observasi langsung (Partisipasi Pasif) dan analisa Dokumentasi maupun sumber data secara primer dan sekunder dimana adanya penyajian data dan kesimpulan yang dilakukan secara interaktif, Dengan demikian penelitian ini dilakukan berdasarkan fokus dengan hasil penelitian antara lain, kepemimpinan camat kecamatan ulee kareng sudah melakukan pembinaan kepada Pegawai dalam peningkatan kinerja, melalui pendekatan persuasif bagi pegawai, memberi arahan dan petunjuk agar mampu melaksanakan tugas-tugas administrasi dan operasional serta mampu memberikan pelayanan kepada masyarakat secara continue dan penyajian data yang update. sedangkan pemilihan informan dilakukan secara sengaja (Purposive Samplig) Dan Berdasarkan hasil penelitian dapat di jelaskan bahwa hubungan kepemipinan Camat Ulee Kareng Kota Banda Aceh Terhadap Kinerja Pegawai Pada Kantor Camat Ulee Kareng Kota Banda Aceh sudah berjalan namun masih banyak hambatan dalam memberi pelayanan publik di Kecamatan Ulee Kareng Kota Banda.

Abstract

The food estate program is a government program made for Humbahas farmers as a food barn where one of their commodities is shallots. Shallot marketing is difficult due to the incomplete involvement of cooperation between stakeholders. The purpose of this study is to analyze farmers' perceptions of internal and external factors related to shallot agribusiness in the food estate area in Humbang Hasundutan Regency. The method of analysis of this research is descriptive quantitative analysis using a Likert scale measurement, using a questionnaire (questionnaire) on the components of internal and external indicators. The results showed that the level of farmers' perceptions of factors was relatively high. With an average score for internal factors of 3.18 and an average score for external factors of 2.70. Internal factors that have the highest influence on shallot farmers are land clearing capital from the government, production inputs supplied by investors and cross-road infrastructure that has been built. While the external factors that have the highest influence are the greater employment opportunities for farmers and the food estate agricultural technology used. Meanwhile, the factors that need attention are the price of shallots, the percentage of the profit sharing system, marketing of shallots and cooperation agreement contracts.
