Abstract

Reformasi birokrasi menuntut organisasi sektor publik meningkatkan kinerja aparatur secara berkelanjutan. Walaupun pelatihan dan pengembangan sumber daya manusia (SDM) dipandang strategis, temuan riset yang beragam menunjukkan bahwa peningkatan kompetensi tidak selalu berujung pada kinerja yang lebih baik, sehingga diperlukan penjelasan mekanisme psikologis yang menjembatani hubungan tersebut. Penelitian ini bertujuan menganalisis pengaruh pelatihan dan pengembangan SDM terhadap kinerja pegawai dengan semangat kerja sebagai variabel mediasi pada Dinas Pendidikan Provinsi Sumatera Selatan. Penelitian menggunakan pendekatan kuantitatif (explanatory research) dengan teknik purposive sampling pada ASN yang telah mengikuti program pelatihan dan/atau pengembangan SDM. Data dikumpulkan melalui kuesioner tertutup skala Likert lima poin dan dianalisis menggunakan PLS-SEM berbantuan SmartPLS dengan prosedur bootstrapping. Hasil menunjukkan pelatihan berpengaruh positif signifikan terhadap kinerja (β=0,421; p<0,001) dan semangat kerja (β=0,572; p<0,001), sedangkan pengembangan SDM berpengaruh positif signifikan terhadap kinerja (β=0,200; p=0,003) dan semangat kerja (β=0,390; p<0,001). Semangat kerja juga berpengaruh positif signifikan terhadap kinerja (β=0,394; p<0,001). Uji mediasi menunjukkan semangat kerja memediasi secara parsial pengaruh pelatihan (β tidak langsung=0,225; p<0,001) dan pengembangan SDM (β tidak langsung=0,153; p=0,004) terhadap kinerja. Temuan ini menegaskan bahwa peningkatan kinerja aparatur akan lebih optimal bila program pelatihan dan pengembangan SDM tidak hanya berorientasi pada kompetensi, tetapi juga dirancang untuk memperkuat semangat kerja pegawai.

Abstract

This study aims to analyze the Problem Based Learning (PBL) learning model in student learning confidence in Civics Education (Civics) subjects in elementary schools. The background of this research is based on the low participation of students in the Civics learning process which tends to be passive. The method used is a descriptive qualitative approach with data collection techniques in the form of semi-structured interviews with classroom teachers, observation of the learning process, and supporting documentation. The results showed that the application of PBL was able to encourage students to be actively involved in learning through group discussions, real problem solving, and presentation of work results. Students look more enthusiastic, critical, and show improvement in communication and collaboration skills. The application of PBL also provides space for students to develop higher order thinking skills needed in the 21st century. The conclusion of this study states that the PBL model is effective in increasing student learning activeness, especially in Civics subject. This research contributes to the development of innovative learning strategies that are relevant to be applied at the basic education level.

Abstract

This community service activity aims to provide an understanding of the basic concepts of modern business development, including management, marketing, and operational management, as well as fostering an innovative, independent, and entrepreneurial mindset that is in line with the needs of the modern era. The program was implemented in Tegal City, targeting SMEs who need improvement related to business development. The methods used included initial observation, preparation of training materials, training implementation, and evaluation. The results of the activity showed an increase in participants' understanding of the importance of effective habits that SMEs can implement in developing their modern businesses. This creative approach was able to increase SMEs' motivation to implement effective habits so that business development is more disciplined, structured, and easy to communicate.
