Abstract

When the author carried out service for one month, namely in Pekalangan village for two weeks and in Pekalangan village for two weeks, the author discovered exactly the same problem, namely the complexity of managing administration in rural areas. After that, the author held discussions with other colleagues and found a solution to simplify the village administration program. As a result, the authors agreed to propose creating a website in each village with the main aim of making it easier for village residents to manage administration. The research results show 1). When observing for two weeks in each of the villages of Bojong Loa and Pakalaang, the author found similar problems, namely the difficulty of managing administration in both villages. 2). The author suggests a solution for village officials to form an IT team, coordinating with local governments, in this case the Tanggerang city government and Cirebon Regency, so they can create a website. 3). The village website functions to make it easier for rural communities to take care of administrative matters such as administering KK, KTP, KIP, KIM, making it easier for people to get information, and as a form of transparency in the use of village funds. 4). The village website has been implemented and is successful in several villages such as Kertamulya village and has succeeded in making it easier for village residents to take care of administration.

Abstract

The village fund is the origin of the APBN funds that are given to the village, transferred to the APBD district/city, and used to pay for the upkeep of government, the implementation of development, the development of civil society, and community empowerment. According to the regulations of the Finance Minister, the Minister of Village, Desert Village Development, and Transmigration sets priorities for the use of village money. The 2020 PDTT Permendes No. 13 on priority use of the village fund in 2021 specifies the SDGs (Sustainable Development Goals) as the top priority for the use of village finances. There are issues with the preparation and prioritisation of the village fund of the government of Kadongdong Village, which results from the lack of participation by all members of the community and the village government's lack of transparency towards the public. As a result, the public lacks understanding of how and what the priority programme of the nation's funds is. Based on the occurrence, researchers are eager to learn more about Kadongdong village in Garut's Banjarwangi district's Analysis Success Implementation Policy Priority Fund Village. According to Edward III's thesis, the success of policy execution depends on four factors: communication, resource availability, disposition, and bureaucratic structure. The research's findings indicate that Kadongdong Village's implementation of the village fund policy, which has been noted by researchers in the context of Kadong Dong Village, is not optimal. It is evident from this communication that the government of Kadongdong Village does not include the entire figure of the community in establishing the priority of the village fund.

Abstract

Studi ini bertujuan untuk menganalisis strategi organisasi pemerintahan daerah dalam penyusunan anggaran pendapatan dan belanja dimasa Pandemi Covid-19. Dalam rangka mengatasi dan meminimalisir dampak yang terjadi, Pemerintah Indonesia berupaya untuk menerapkan beberapa strategi cepat tanggap salah satunya dari aspek penganggaran dengan melakukan realokai anggaran dan refocussing kegiatan. Pemerintah daerah dituntut untuk melakukan pengalihan dana sebagai bentuk dukungan penanganan terutama dalam bidang kesehatan dan pendidikan yang merupakan dua komponen penting layanan bagi masyarakat yang harus tetap berjalan walaupun pandemi Covid-19 terjadi. Sumber pendanaan penanganan Covid-19 di daerah berasal dari Anggaran Pendapatan dan Belanja Daerah (APBD). Metode penelitian menggunakan desain penelitian kualitatif pendekatan deskriptif induktif dengan pengumpulan data menggunakan dokumentasi, observasi, dan wawancara yang mendalam kepada 11 informan pada lokus penelitian yaitu Badan Keuangan dan Aset Daerah dan Badan Perencanaan Pembangunan Daerah Kabupaten Bantul. Analisis data yang digunakan dalam penelitian ini dengan menggunakan alat analisis Matriks SWOT. Hasil penelitian menunjukkan bahwa pembobotan indikator Strengths dan Weaknesses (IFAS) yang diperoleh adalah sebesar 0,95 dan total skor pembobotan indikator Opportunities dan Threats (EFAS) adalah sebesar 1,43. Dengan demikian strategi yang dapat diprioritaskan oleh Badan Keuangan dan Aset Daerah dan Badan Perencanaan Pembangunan Daerah Kabupaten Bantul sehingga mampu meyusun anggaran pendapatan dan belanja dimasa Pandemi Covid-19 terutama dalam mengimplementasikan realokasi anggaran adalah Strategi Growth (S-O). Strategi tersebut berada pada kuadaran 1 antara sumbu Opportunity dan Strength yang memanfaatkan kekuatan (Strength) internal organisasi untuk mendapatkan peluang (Opportunity) eksternal sehingga mampu mecapai target realisasi dalam realokasi anggaran. Abstract

Digital transformation of government administration brings significant benefits in improving public service efficiency and citizen access to information. However, digitalization also opens opportunities for increasingly complex and organized cyber threats. This journal explores a comprehensive cybersecurity framework for digital governance through an extensive literature review that includes threat assessment, risk mitigation strategies, and regulatory compliance analysis. This research analyzes international frameworks (NIST CSF 2.0, ISO/IEC 27001:2022, COBIT 2019), Indonesian national standards (Law No. 1 of 2024 on Information and Electronic Transactions, SPBE, BSSN), and best practices in incident response and Zero Trust Architecture. Results demonstrate that government cybersecurity requires a holistic approach integrating technical aspects, policy, human resources, and governance. This journal recommends implementing a comprehensive cybersecurity framework, enhancing human capital capacity, adopting cutting-edge technology, and fostering inter-institutional coordination to build sustainable cybersecurity resilience for government entities.

Abstract

This research aims to integrate population administration projections with the Theory of Change (ToC) and Evidence-Based Policy (EBP) frameworks to strengthen policy formulation for the equitable distribution of welfare across districts in Mountainous Papua Province. The research used mixed methods with a sequential explanatory design. In the quantitative phase, population, Human Development Index (HDI), and district-level education indicators are projected for the period 2025–2045 using arithmetic and exponential methods, and the results are then compared across eight districts. In the qualitative phase, the projection findings were interpreted to assess the feasibility of policy assumptions, identify intervention needs, and formulate evaluation mechanisms in the spatial context of Mountainous Papua, using ToC as a prospective analytical tool. The results showed variations in trajectories across districts and misalignments between population growth and HDI increases: Yahukimo is projected to have the largest population but the slowest increase in HDI, whereas Jayawijaya and Central Mamberamo show a stronger upward trend in HDI. Education projections indicate uneven progress and declining participation in vocational education, which contributes to the missing middle skill gap. These findings confirm the need to differentiate district-profile-based interventions and to strengthen monitoring as a policy feedback mechanism. It was concluded that equitable distribution of welfare in Mountainous Papua requires predictive planning and data-driven adaptive governance, with ToC–EBP as a framework to test causal logic, target interventions, and strengthen policy evaluation.

Abstract

Does fiscal reporting transparency help make Indonesia's Village Fund (DD) more effective in driving local economic growth? We test this core question using a Second Generation Fiscal Federalism framework, arguing that development success depends not on transfer volume, but on governance quality that mitigates agency problems between Central Government and Village Heads. Methodology: Using two-way fixed-effects regression on 704,150 village-year observations (2015–2024), we measure local economic growth via satellite Night-Time Light (NTL) data and transparency via IndoGovBERT analysis of 312,000 village financial reports. Key Finding: Transparency plays a decisive role in Village Fund effectiveness. A one-standard-deviation increase in transparency amplifies NTL growth responsiveness to fund allocation by 14.2% (β = 0.142; p < 0.001). This confirms that improving governance can unlock substantial development gains. Primary Contribution: This research provides large-scale empirical evidence that governance quality, measured objectively through machine learning, substantially enhances fiscal transfer effectiveness. We document a quantifiable 14.2% efficiency dividend from improved transparency, validating SGFF theory. Policy Implication: Results support integrating IndoGovBERT transparency scoring into Siskeudes platforms and implementing conditional transfer mechanisms linking disbursement to accountability performance, particularly urgent given the 2024 Village Head tenure extension.
