Abstract

This study aims to describe and analyze the personnel management of village officials by developing SIMPEG application to realize Sustainable Development Goals (SDGs) of Village in Kendal Village, Sekaran District, Lamongan Regency. The type of research is research dan development (R&D) method by using prototype model that consists of 3 steps, which are: listen to customer, build/revise mock-up, and customer test drives mock-up. The techniques of data collection are literature study, deep interview, observation, and documentation. The results show that the personnel management using SIMPEG application has realized the 17th SDGs of Village (partnership for rural development through management and integration of information and communication technology (ICT). The development of Village SIMPEG application also is one of the efforts to realize the principles of electronic government and orderly personnel administration. However, this application still needs develpment by providing upload button to upload files related to several SIMPEG menu. The upload button can be used as an electronic archive that support information, such as educational history form, training history form, and award history form

Abstract

This study aims to analyze the circular economy development policy in Magetan Regency, focusing on the leather industry and its impact on improving the community's economy, especially on Jalan Sawo, Selosari Village. The method used is a qualitative approach, which includes in-depth interviews with industry players, direct observation at the location, and analysis of documents related to the policy. The results of the study indicate that the implementation of the circular economy policy not only increases community income through the creation of new jobs but also contributes to waste reduction and increased environmental awareness among the community. In addition, this study identifies challenges faced in implementing the policy, such as lack of training and technical support. Recommendations are provided to improve the effectiveness of this policy, including the need for collaboration between the government, private sector, and the community in creating a sustainable circular economy ecosystem. This research is expected to contribute to the development of better policies in the future.

Abstract

Penelitian ini mengkaji peran budaya cangkruk dan kegiatan ngopi informal dalam memperkuat manajemen publik serta pelayanan masyarakat di tingkat komunitas, dengan fokus pada RW 06 Desa Sumput, Kabupaten Sidoarjo. Pengelolaan pelayanan publik di tingkat akar rumput kerap menghadapi berbagai tantangan, seperti keterbatasan kapasitas kelembagaan, ketiadaan prosedur operasional baku, dan ketidakmerataan kualitas layanan antar lingkungan. Kondisi tersebut menunjukkan perlunya penerapan pendekatan manajerial yang lebih adaptif dan selaras dengan konteks sosial budaya lokal. Penelitian ini menggunakan pendekatan kualitatif untuk mengeksplorasi praktik sosial sehari-hari, pola interaksi masyarakat, serta mekanisme pengelolaan pelayanan. Data dikumpulkan melalui observasi, wawancara mendalam dengan pengurus lingkungan, dan penelusuran dokumentasi, kemudian dianalisis menggunakan teknik analisis tematik. Hasil penelitian menunjukkan bahwa budaya cangkruk dan kegiatan ngopi tidak sekadar menjadi aktivitas sosial, melainkan juga berfungsi sebagai ruang tata kelola informal yang memperkuat komunikasi antara warga dan pengurus. Praktik ini meningkatkan responsivitas, akuntabilitas, dan aksesibilitas layanan melalui partisipasi aktif masyarakat. Meskipun tingkat digitalisasi masih terbatas akibat rendahnya literasi digital, layanan tatap muka tetap berjalan efektif dan berkontribusi pada penguatan kepercayaan sosial. Secara keseluruhan, penelitian ini menegaskan bahwa praktik budaya lokal dapat menjadi instrumen strategis dalam mewujudkan manajemen pelayanan publik yang partisipatif, adaptif, dan berkelanjutan di tingkat komunitas.
