Abstract

Deforestation is a threat to national security and a disaster caused by natural and human factors. Natural factors, namely the dry season resulting in forest fires and the human factor which takes over the function of forests to become plantations and illegal logging. This paper uses a literature study with the theory of policy governance. The research method is a qualitative descriptive method. The results of the study show that accountability in the management and protection of forests in Indonesia has not run optimally due to overlapping policies and legal certainty relating to forests or land use in Indonesia is still ambiguous so that law enforcement is weakened and there is a lack of of quality resources in enforcement. Weak participation can also be seen from the policies implemented by the Indonesian government that have not been able to involve the involvement of local communities to avoid or reduce the rate of deforestation that occurs. While in terms of transparency carried out by the Indonesian government, one of which is through the SLVT policy to realize transparent government administration in forest management, which has shown results, although improvement efforts are still being made so that transparency criteria can be met to the fullest.

Abstract

The behavior of street vendors by making their own land causes the city's infrastructure to no longer function optimally and intact so that this becomes a problem. There are obstacles for the Kuantan Singingi Regency Tourism and Culture Office in realizing the development of Pacu Jalur tourism objects, the obstacle that greatly affects tourism development in Kuantan Singingi Regency is the limited funds owned by the Tourism and Culture Office. The lack of a budget from the government and the lack of third parties in investing have made the Kuantan Singingi Regency Tourism and Culture Office in realizing superior tourism destinations not optimal. The development strategy according to Cooper et al in Sunaryo (2013: 159) explains that: a. Tourist attraction objects which include uniqueness and attractions based on nature, culture and man-made/artificial. b. Accessibility which includes ease of transportation facilities and systems. c. Amenities which include tourism support and support facilities. d. Public facilities (Ancillary Services) that support tourism activities e. Institutions that have authority, responsibility and role in supporting the implementation of tourism activities. The type of research used is qualitative research with a descriptive approach, namely a type of research that aims to provide a systematic, factual and accurate description of the data in the field. This qualitative method will produce discoveries in the form of speech or writing and so on that support the research process. Qualitative descriptive research methods in this study were used to develop theories that were built from data obtained in the field.

Abstract

This research aims to find a model for implementing local government innovation in Pekanbaru City. One of the Innovation Public Service Mall innovations with the highest score is SMART PETAKU (Pekanbaru City Government Land Asset Management System) with a score of 820. However, there are still several innovations with the lowest score, one of which is the E-Archive with a score of 0. Using the theory of disruptive innovation ( Yu Hang, 2010), the basic design of this study uses a qualitative method with a descriptive approach from primary data sources obtained from in-depth interview techniques and secondary data, namely passive observation techniques. The research findings show that first, the success of the internal perspective is determined by the indicators of visionary and innovative local government head leadership, the right organizational structure with the establishment of a Public Service Mall, an organizational culture that is not separated from the pathology of democracy, and employee competencies that require development. Second, an external perspective determined by supervision from the Pekanbaru City DPRD, community participation, and appreciation factors that have a significant effect on the performance of the Pekanbaru City Government. Third, the marketing aspect is supported by the existence of a dynamic website from the content and information presented. Fourth is the technological perspective, where the Pekanbaru City Government through the Public Service Mall applies the E-Gov concept with application designs for requests and complaints. The conclusion of the study found the IEMT model with internal, external, market, and technology perspective dimensions. Recommendations for further research are collaborative governance studies in service innovation with the private sector at Public Service Malls which are still disproportionate.

Abstract

Isu pencemaran alam sekitar bukan suatu yang baru sebaliknya ia mula disedari sejak puluhan tahun dahulu oleh seorang ahli kimia bernama Rachel Carson menerusi bukunya berjudul Silent Springyang diterbitkan pada tahun 1962. Kesedaran tentang alam sekitar mungkin lebih awal lagi memandangkan buku tersebut diterbitkan pada tahun 1962. Buku tersebut berjudul Silent Springkerana burung yang berkicau riang tidak lagi berlaku disebabkan ancaman racun serangga yang memusnahkan spesies mereka (Bell & Morse 1999, Zaini Ujang 1997). Boleh dikatakan kesemua sarjana kini mengambil detik permulaan kesedaran alam sekitar pada mula penerbitan buku ini kerana ia satu-satunya didokumenkan. Daripada persidangan UNCHE, jelas memerlukan persefahaman antara negara ahli bagi mengatasi masalah alam sekitar yang sedang dihadapi oleh masyarakat dunia. Kira-kira dua dekade berlalu, jalan penyelesaian terhadap masalah alam sekitar belum dicapai oleh dunia. Malahan, keadaan menjadi semakin buruk tahun demi tahun. Kegelapan dalam menangani masalah alam sekitar secara berkesan daripada Persidangan UNCHE telahmenyebabkan wujud satu lagi persidangan dunia tentang alam sekitar. Salah satu penyebab utama dari pencemaran alam ini adalah diakibatkan karena terjadinya terjadi kebakaran hutan ataupun lahan yang selama ini menjadi bencana musiman yang terjadi di Malaysia dan terkadang walaupun kebakaran hutan terjadi di Indonesia akan tetapi Malaysia tetap merasakan dampak dari pencemaran udara yang dirasakan oleh masyarakat yang ada di Malaysia.

Abstract

Pemberdayaan masyarakat adalah sebuah proses yang dirancang untuk meningkatkan kemampuan individu dan masyarakat dalam mengelola sumber daya secara mandiri dan berkelanjutan. Kabupaten Kepulauan Meranti, yang terletak di Provinsi Riau, memiliki potensi ekonomi maritim yang cukup besar, terutama dalam industri perikanan. Desa Mekong, yang terletak di wilayah ini, telah menunjukkan berbagai kemajuan dalam keamanan pangan dan meraih kesuksesan dalam kompetisi desa pangan aman tingkat nasional. Nelayan di Desa Mekong menghadapi berbagai masalah, termasuk harga bahan bakar yang tidak stabil, meningkatnya biaya operasional kapal, dan kondisi cuaca buruk yang membatasi aktivitas penangkapan ikan. Selain itu, operasi penambangan timah mengubah habitat perairan, sehingga berdampak pada hasil tangkapan nelayan. Program pengabdian masyarakat ini berupaya memberdayakan masyarakat dengan memberikan dukungan kepada kelompok nelayan di Desa Mekong melalui penyediaan jarring udang. Program ini bertujuan untuk meringankan beban ekonomi para nelayan dan meningkatkan kesejahteraan mereka dengan memfasilitasi akses ke metode produksi yang lebih efisien. Intervensi ini bertujuan untuk meningkatkan daya saing, meningkatkan ketahanan ekonomi, dan membangun paradigma pemberdayaan yang berkelanjutan di sektor perikanan di Kabupaten Kepulauan Meranti.
