Abstract

This study aims to evaluate the suitability of Green Open Space (RTH) land in Medan City based on the established Regional Spatial Plan (RTRW). Along with the rapid development of urbanization, land conversion, and increasing space needs in urban areas, Medan City faces challenges in maintaining and allocating RTH according to applicable standards. In this study, an analysis of land distribution in various sub-districts in Medan City was conducted to identify the suitability between the existing RTH area and the provisions of the RTRW. Data is processed using Geographic Information System (GIS) technology to produce accurate spatial visualization related to RTH allocation. The results of the study show that several sub-districts have green open space areas that are still below the standards set in the RTRW. Factors contributing to this mismatch include urbanization pressure, land conversion for industrial and residential purposes, and lack of supervision in the implementation of the RTRW. To address this problem, the study recommends strategies to increase green open space suitability through strengthening regulations, utilizing GIS technology for land monitoring, incentives for land owners, multi-sector collaboration, and adaptive RTRW revisions. With the implementation of this strategy, it is hoped that Medan City can improve the suitability of green open space according to the RTRW, which not only provides ecological benefits, but also supports sustainable urban development and improves the quality of life of the community.

Abstract

This study aims to examine the Review of the Utilization of Palm Oil Revenue Sharing Funds for the 2024 Fiscal Year on the Resilience of the Sei Dadap District, Asahan Regency. This research approach is qualitative, aiming to gain an in-depth understanding of the use of Palm Oil Revenue Sharing Fund (DBH) for the 2024 Fiscal Year on regional resilience in Sei Dadap District, Asahan Regency. The location of the research was carried out in Sei Dadap District, Asahan Regency. Qualitative research data collection techniques rely on field data through interactive methods that allow direct interaction with data sources. Research Results To increase the effectiveness of DBH utilization, it is recommended that efforts be made to increase transparency, strengthen community participation in decision-making, and increase the capacity of human resources. Continuous monitoring and evaluation are also important to ensure that the use of funds is in accordance with the needs and expectations of the community. Thus, the utilization of the Palm Oil Revenue Sharing Fund in Sei Dadap District not only focuses on improving the economy, but also has a wide impact on social resilience and infrastructure, all of which contribute to the sustainable development of the region. Synergistic efforts between the government, the community, and the private sector are needed to continue to improve the results of DBH utilization for community welfare and better regional resilience in the future.

Abstract

This study aims to examine the Development Strategy of the Minapolitan Area in East Sei Kepayang District, Asahan Regency. The qualitative approach is used because this research aims to dig deeper into the perceptions, views, and experiences of various related parties, including local communities, stakeholders, Data is collected through various relevant qualitative methods, including: In-depth Interview An in-depth interview is conducted to obtain the views, experiences, and perspectives of the main actors involved in regional development Minapolitan. To ensure the validity of the data, data triangulation is used, which is comparing and confirming data from various sources (interviews, observations, and documentation). Research Results The development and improvement of fisheries infrastructure, including road access, cold storage facilities, and fish processing centers, is an important step to improve distribution efficiency, maintain product quality, and add added value to fishery products. Strategies to increase access to financing and attract private investment are important elements in overcoming capital constraints. The adoption of modern fisheries technology, both in aquaculture and capture fisheries, is a strategic step that will increase productivity and preserve natural resources. Sustainable management of natural resources, including efforts to preserve aquatic ecosystems and prevent pollution, is an important foundation in ensuring the long-term availability of fish.

Abstract

Population growth, improving quality of life, and community welfare increase the need for land. The fixed amount of land triggers land use problems in rural and urban areas. Land use changes are significant in several areas in Indonesia, where these changes are often not in accordance with spatial plans. Spatial planning policies such as the Medan City RDTR Perda affect the dynamics of land use and require review along with changes in the strategic environment.The purpose of this study is to identify and analyze the types of land use that have developed in Medan Tuntungan District during the implementation period of the Medan City RDTR policy regulations andanalyze the suitability and non-suitability of land use to the Medan City RDTR zoning plan. This study is a descriptive-qualitative study using a geospatial analysis approach based on geographic information systems with overlay operations techniques in comparisons between spatial objects. The results of this study indicate that existing land use in 2015 in Medan Tuntungan District was dominated by non-built-up land covering an area of ​​2,077.07 hectares (72.38%) in most of the shrubs, fields, and plantations. Furthermore, in 2023 it was still dominated by non-built-up land covering an area of ​​1,770.93 hectares (61.71%), where in the eight-year period there was a significant change in land use covering an area of ​​695.23 hectares (23.23%). The dynamics of land use changes occurred in the conversion of non-built-up land to built-up land which decreased by -306.14 hectares (-10.67%), especially in rice fields (-110.75 hectares), fields (-134.68 hectares) and plantations (-77.78 hectares). The land changes were mostly converted into settlements, trade, and public service facilities, so it can be stated that there was a decrease in the function of productive agricultural land to built-up land in Medan Tuntungan District. In the suitability of land use in 2015 with the RDTR plan at the beginning of the RDTR planning year, it still had an implementation performance of 770.79 hectares or 26.86% as land use in accordance with the RDTR and had been realized. Then in 2023 there was an increase in implementation performance of 1,021.94 hectares or 35.61%. Meanwhile, the suitability of land use with the RDTR plan from changes in land use that occurred within eight years (2015-2023) includes 612.62 hectares (88.12%) that are in accordance with the RDTR directives and 82.60 hectares (11.88%) that are not in accordance with the RDTR directives. This shows that supervision of land conversion in protected areas, acceleration of the development of planned public service facilities, and re-evaluation of several zones that have not developed as expected are still needed.

Abstract

Tavip Market Binjai is one of the main markets in Binjai City, North Sumatra, with a strategic role in the distribution of local agricultural products. This study aims to analyze the role of Tavip Market Binjai in distributing agricultural products, identify factors influencing distribution effectiveness, and formulate strategies to enhance the market's efficiency as a distribution center. The research employed both qualitative and quantitative approaches, using data collection techniques such as observation, interviews, and literature reviews. The findings indicate that Tavip Market Binjai serves as a central hub for trade and distribution for local farmers, contributes to price stability, increases income for farmers and MSMEs, and supports food security in Binjai and surrounding areas. However, distribution effectiveness in this market is still affected by several constraints, including limited infrastructure, suboptimal logistics systems, reliance on intermediaries, and competition from imported products. To address these challenges, the study recommends several strategies, including improving market infrastructure, optimizing transportation and logistics systems, strengthening the role of cooperatives and partnerships, using digital marketing technology, and implementing regulations that support price stability and protect local products. With the implementation of appropriate strategies, it is expected that Tavip Market Binjai can be more effective in supporting the distribution of local agricultural products, thus providing greater economic benefits to farmers, traders, and the community as a whole.

Abstract

Batang Kuis District, located in Deli Serdang Regency, plays a strategic role as a buffer zone (urban fringe) for Medan City. With the increasing development of urban infrastructure and facilities, this area shows increasing potential as a residential location. This thesis aims to analyze the influence of urban infrastructure and facilities on the residential preferences of residents in Batang Kuis District. This study uses a quantitative approach with a survey method involving respondents from the local community (revealed preference) and outsiders (stated preference). The variables studied include urban facilities, infrastructure conditions, residential environments, and access to employment. The results show that urban facilities—especially trade, education, and health—are the most influential factors in residential choice. Infrastructure elements such as roads and clean water also play an important role, although their influence is at a lower level. Regression analysis shows that perceptions of urban facilities have a stronger and more significant influence on outsiders' desire to settle in Batang Kuis than infrastructure. Conversely, local residents prioritize aspects of affordability, environmental comfort, and proximity to family. These findings demonstrate the importance of a balanced regional development strategy that balances improvements to urban infrastructure and amenities to attract new residents and maintains comfort and affordability for existing residents.

Abstract

This study aims to evaluate local government policies in managing Tavip Market in Binjai by highlighting the challenges faced and potential policy prospects for improving market management effectiveness. The evaluation was conducted based on regulatory aspects, infrastructure, and the roles of stakeholders involved. The results indicate that policy implementation still faces various obstacles, including a lack of outreach to traders, suboptimal supervision, and limited market infrastructure that hinders management effectiveness. Furthermore, coordination between local government, market managers, and traders still needs to be improved to create a more organized, safe, and comfortable market environment. Supervision conducted by the Binjai City Manpower, Industry, and Trade Office has been carried out in accordance with existing regulations, but has not been optimal in encouraging vendor compliance with the established rules. The disposition or attitude of policy implementers also influences implementation effectiveness, with commitment and a strong understanding of the implementers being key to successful market management. Stakeholder involvement, including vendors and the surrounding community, is also crucial in maintaining order and comfort in the market. To improve the effectiveness of the management of Binjai's Tavip Market, this study recommends strengthening regulations through the stricter implementation of Binjai Mayoral Regulation Number 35 of 2016, improving market infrastructure to make it more adequate, and increasing stakeholder participation in market management through a collaborative approach. Furthermore, policy dissemination to traders needs to be improved so they better understand and comply with applicable regulations. With more targeted policies, strong synergy between related parties, and adequate infrastructure support, it is hoped that Binjai's Tavip Market can develop into a modern, clean, and highly competitive traditional market, thereby improving the welfare of traders and providing broader benefits to the people of Binjai City.

Abstract

Improving the quality of livability in Tanjungbalai City is highly dependent on urban planning and management that integrates social, economic, and environmental aspects. This study aims to explore strategies that can be applied to improve the quality of livability through the principle of sustainability. The role of local governments in formulating policies and providing basic infrastructure that is environmentally friendly is crucial, while the community also has an important role in supporting policy implementation and protecting the environment. Synergy between the government and the community is key to realizing a sustainable and livable Tanjungbalai City. Strategies that can be applied include increasing community participation, developing sustainable infrastructure, increasing green open spaces, implementing environmentally friendly technologies, and environmental awareness education.

Abstract

Spatial planning is one of the important elements in sustainable regional development, especially for developing cities such as Tanjungbalai City. This study aims to identify the existing conditions of spatial planning in Tanjungbalai City and to propose policy strategies that can improve the quality of spatial planning in regional development. The results of the study indicate that Tanjungbalai City faces various challenges in implementing spatial planning policies, such as lack of coordination between agencies, limited human resources, and inconsistencies between plans and realities in the field. To overcome this, a more integrated, participatory, and data-based policy is needed. The recommended strategies include strengthening coordination between agencies, increasing community participation, using technology in supervision, and developing equitable and sustainable infrastructure. The implementation of effective spatial planning policies will support the achievement of structured, sustainable regional development and provide social and economic benefits for the people of Tanjungbalai City.

Abstract

This study aims to explore the development of an environmentally friendly sanitation system that is in accordance with the social, economic, and environmental characteristics in Tanjung Pura District, Langkat Regency. Based on existing conditions that indicate low quality of sanitation management, this study identifies various models of sanitation systems that can be applied in the area, including community-based decentralized sanitation systems, communal wastewater treatment systems, and green technology. The results of the study indicate that community-based sanitation models and communal wastewater treatment are the most appropriate solutions to improve sanitation and environmental quality in Tanjung Pura District. The importance of community roles and collaboration between various stakeholders, such as government, private sector, and non-governmental organizations, are also emphasized as success factors in developing a sustainable sanitation system.
