Abstract

This study aimed to measure the effect of transformational leadership on employee performance of the woman employee of a shoe industry in Tangerang which are mediated by readiness for change. Data collection was done by simple random sampling technique and the returned and valid questionnaire results were 201 samples. Data processing was used SEM method with SmartPLS 3.0 software. The results of this study concluded that transformational leadership have not significant effect on the employee performance, but transformational leadership have a positive and significant effect on readiness for change. This study conclude also that readiness for change have a positive and significant effect on relationship between transformational leadership and employee performance. Readiness for change as fully mediator. This new research proposed a model for building employee performance among the woman employee of a shoe industry in Tangerang through enhancing transformational leadership practice with readiness for change as a mediator. This research could pave the way to improve employee readiness in facing the era of industrial revolution 4.0.

Abstract

Waste is solid remain of human activities and is abundant in major cities. If not managed well, waste will become a problem and causes many risks and dangers for public welfare, such as causing floor, creating unhealthy environment, disturbing city scenery, and even creating social problems. So, correct waste management is required. Waste management in Cirebon still uses collect – transport – dispose pattern, leading to low community involvement in waste management. Community involvement in waste management is important considering the volume of waste increases every day while the government doesn’t have enough budgets to use advanced technology in waste management.This study was performed by combined method of qualitative and descriptive quantitative researches using interview, observation, documentation and questionnaire data to describe the actual condition, as well as using triangulation of data source, technique, and theory.The research result showed that waste management in Cirebon still usescollect – transport – dispose patternan hasn’t worked with private sector or NGO. Community involvement in waste management was quite good in packing, collecting, and transporting, while the involvement in the implementation of 3Rwas lacking. Government efforts to improve community involvement were socialization and coaching.Keywords: Waste, Waste Management, Community Involvement

Abstract

Furniture industry in Jepara is the backbone of the economy, so it needs a policy to improve its existence and productivity. This research aims to determine the evaluation of the regional Policy assessment Jepara Number 2 year 2014 about the protection, empowerment and development of furniture industry and the factors that inhibit the development of furniture industry which is influential in the implementation of the policy.The research methodology used is mixed method with data collection techniques such as interviews, data/archives, and questionnaires. Then analyzed using triangulation theory, source and method. The results showed that the policy was not optimal. This policy has been effectively through the service of coaching, empowerment and protection but not efficient because of the lack of budgets and the implementation of socialization and the absence of SOP.Its policy results have been able to improve the furniture industry that is competitive and independent so that it can improve the export of furniture industry. In addition there are facilitation of training activities, exhibitions, people's Business credit (KUR), road infrastructure, bridges, raw materials and furniture centers in Jepara, thus giving a good impact in the form of increased effort for the culprit. There are objectives that have not been achieved due to the factors that inhibit the scarcity of raw materials, limitations of quality and quantity of labor, disrupted market share conditions, online marketing abuse and the existence of The policy PMA and timber Log and SVLK which complicates the perpetration.Researchers recommend to improve the implementation of the policy for maximum.Keywords: Evaluation, Barriers To Furniture Industry, Coaching, Empowerment, Protection

Abstract

This study discusses government policies related to the political economy of tobacco inTemanggung. Policies related to the FCTC agenda, PP 109/2012 and policies on loosening oftobacco imports are very difficult for farmers to cause social protests because they create a crisisthat threatens farmers social welfare. History records that the emergence of social protestmovements from the peasantry in opposing the domination of power and the policies of theauthorities became a force that cannot be underestimated. Social protest in Temanggung bornsince 80s. Starting from the endless of pros cons tobacco issue, this condition is heightenedwhen the government makes a PP 109/2012 which potentially threaten the survival of thetobacco farmers. Farmers move.This study uses qualitative methods. Researchers used purposive sampling method with thenumber of respondents 15 respondents and uses interview techniques to obtain in-depth data.From this study, it was found that the factor levels of economic status, education level, tenurestatus, political interest and political efficacy significantly influence participation rates oftobacco farmers in social protest. The social protest of tobacco farmers in Temanggung was ableto make the government re- reviewing the rules that have been made previously. This isevidenced by the inclusion of RUU Pertembakauan on Legislation 2013 although until now theBill has not yet been ratified into law.Keywords: Policies, Economic Crisis and Social Protest

Abstract

Dibentuknya program kemitraan antara Pemerintah Kota Semarang dan Swasta, yaitu programPasar Semarangan. Program Pasar Semarangan ini adalah suatu destinasi dengan konsep digitaldengan mengangkat unsur budaya asli Semarangan. Pendekatan yang digunakan dalam penelitian ini adalah studi kasus karena dianggap bisamenjelaskan suatu kejadian dengan merujuk pada kasus-kasus yang ada di lapangan secara spesifik.Penelitian ini mengambil desain penelitian kualitatif, dengan melakukan wawancara dengannarasumber atau informan terkait . Penelitian ini untuk mendapatkan data tentang apa saja bentuk program kemitraan antaraPemerintah Kota Semarang dan Swasta (BNI) terkait Pasar Semarangan Tinjomoyo, bagaimanaproses revitalisasi Pasar Semarangan Tinjomoyo, dan kemitraan yang terjadi dapat menjadi suatuproses pemberdayaan masyarakat. Hasil penelitian ini menunjukkan bahwa kemitraan yang terjalin oleh aktor-aktor yang terlibatmembentuk program Pasar Semarangan. Dalam proses revitalisasi tersebut peranan aktor-aktoryang terlibat dalam mendukung program Pasar Semarangan ini dengan melakukan sosialisasi,pembinaan serta adanya pemberdayaan masyarakat yang terjadi dalam kemitraan tersebut.

Abstract

The presence of informal sector, particularly street vendors (PKL), is anunavoidable economic reality happening to nearly all regions in Indonesia thatneeds special attention. On one side, street vendors have brought problems relatedto urban planning, social, health domain and so forth. While on the other side,street vendors are highly needed by the community in terms of fulfilling their needsand reducing the government’s burden. If managed properly, street vendors areable to provide economic improvement and community welfare in a region. NgawiRegency is one region area inseparable from the presence of street vendors. Suchinformal sector has dominated centers of crowd in Ngawi Regency, includingNgawi Regional Square. Street vendors in Ngawi Regency also have also led tomany problems, such as disruption to the city’s immaculacy and congestion. Thisresearch is thereby aimed to more deeply examine the Informal Sector Governancein Ngawi Regency.The present research was conducted using combination method orcombining the qualitative and quantitative research with the use of observationdata, interview, documentation and questionnaire in order to explain the realsituation in details while using triangulation of data source, method and theory.Based on the research performed, the results obtained are: the conditionand presence of street vendors in Ngawi Regency are already in accordance withthe theory and concept of Informal Sector; and Ngawi Regency Government has apolicy plan to relocate street vendors. Legalistic approach employed to managestreet vendors is yet accurate, based on findings in the field. A combination ofempowerment, structuralist and legalistic approaches is recommended in themanagement of street vendors.Keywords: Street Vendors, Policy, Governance Approach

Abstract

The system of regional autonomy provided the authority to manage the affairs of their own region. Therefore, the strategic position of government leaders are important. Besides that, its also important if a regent capable and competent on leadership and government science. That matter related to the discussion of head region, Purbalingga Regent, Triyono Budi Sasongko which is famous as the name of “brillian regent” and one of the chief areas that managed to bring great changes to the area led. So, this journal made for analyze the government's leadership Triyono Budi Sasongko as Purbalingga Regent period 2000-2010. The method used is a qualitative research, a case study approach. The research instrument with interviews, observation and documentation study conducted on the sources of information were selected using certain considerations (purposive sampling) and the resources derived from the government sector, publik sector, and private sector related research problems. The results of the analysis of the government's leadership Triyono Budi Sasongko in the period 2000-2010 led Purbalingga: There are the influence of the leaders in creating effective government leadership. It can be seen from the pattern of leadership, leadership styles, as well as the determinants of efectivity leadership. Leadership that was close to the people, as well as a mix between leadership style transformatinal leadership with primal leadership which are capable of being thrust to boost publik participation in regional development so that the independence of the system in the form of community empowerment can be achieved. The study also found that the style of leadership, the ability of the leader personally into internal factors and political support, government administration, as well as the quality policy of external factors in stimulating the effectiveness of the government's leadership. Recommendations are given to the regional head that the pattern and style of leadership trasnformational and primal should be able continue to developed, and the head of each region should be able to accommodate the interests of various sectors, which are the government and the society,to create the effectiveness of the government's leadership. Abstract

The relocation policy carried out on residents in Tambaksari Hamlet and Senik Hamlet, Bedono Village, Sayung Subdistrict, Demak Regency was one of the relocation policies caused by the rob disaster that hit the two hamlets. Where there are groups of citizens who accept and reject the relocation policy. The main purpose of implementing the relocation policy is for the safety of citizens. In this study the authors aimed to determine the impact other than safety that existed in the community after the relocation policy was implemented starting from the social and cultural fields, political fields, economic fields, and environmental fields. Where the existing implementation is also seen in the perspective of citizenship through its four dimensions, namely membership, legal status, rights, and participation. The research method used is descriptive qualitative with data collection techniques in the form of interviews and observations. The results of this study indicate that there is a fact that the relocation policy implemented is based on community demand. Then the implementation of relocation is felt by the recipient and the refusal to address the conditions that are in harmony with the dimensions of citizenship, namely in the dimensions of Legal Status, Rights and Participation. Meanwhile, there is one post-relocation condition that is contrary to the dimension of citizenship, namely in its membership dimension. Keywords: impact, relocation, citizenship

Abstract

Innovation for a local government is a necessity in attempt to achieve public prosperity and welfare.It is related to innovation based on the discussion with Surabaya mayor, Ir. Tri Rismaharini, MT whose well known by her innovations and creative ideas on building the city of Surabaya. This study attempts to analyse the role of female leader, the effectiveness of leadership, various forms of leadership, the processes, the key factors of success, obstacles of leadership in building innovation leadership of Surabaya mayor. Research methods used during this research is qualitative study, where the study conducted by the reasonable situation (natural setting). Research is done in the city of Surabaya, East Java. Research instrument by interviews, the literature study and documentations was done with sources of information chosen using certain consideration (purpose sampling) and source of information derived from various sources that associated with the problems. The results of innovation leadership of Surabaya mayor showed that there is an influence from the role of female leader in creating the effectiveness of leadership government in Surabaya. This could be seen in the pattern, prospective of nature affected on conduct leader who innovative and effective. In addition, also found key factors of success that bring up innovation program by approach humanistic leadership, communicative, discipline and transparent are able to increase public participation in innovation on regional development. Beside, also found the obstacles faced by the leader that have to solve clearly so innovation that produced not have only been contemporary but continuity and acceptable in all levels of society. The recommendations given to the head of government is the pattern of innovative and effective leadership that should keep developed, also every head of the governments must be able to accommodate the necessity of the society from all sectors such as governments, institutions, society, community and private so it will create the effective and innovative leadership synergy. Abstract

In the theoretically, public has a strategic role in the development process. This community has the right and the obligation to participate in the development process. Public participation in sustainable development is set out in law No. 32 years 2009 about the environment have explained about the obligation, right and prohibition restriction outlined in section 65. In the article described that the public given space to participate in managing the environment. The public reserves the right reject or accept all the activities related to the environment. The public has the right to file an objection when construction is done negatively affect the living environment of the public.Research method used are mix method, namely the merger between quantitative methods and qualitatif method. Quantitative methods as main methods and quantitative methods as a method of supporting research that can not be axplained through quantitative. Reseacrh conducted at Tembalang by taking the sendangguwo village and tembalang village as research sample. Reseacrh intrument using a detailed questionnaire with 68 respondent and interview to related parties.The result of such research is the influence that low public participation and sustainable development. That is because the public is till tied to the government in the process of sustainable development. Enviromental ethics provide a pretty strong influence to sustainable development. It is because the government together with the public should really pay attention to the envoronment so that the construction can be done in a sutainable way without reducing the quality of the environment.The advice given is to make government more angaging the public in the process of sustainable development and the goverment togethet with the public should pay more attention to the environment in every development in order not to reduce the quality of the environment.Key : Influence, Public Participation, enviromental ethic and sustainable development
