Abstract

ABSTRACTThis research aims to identify public participation in the revitalization oftraditional markets. Traditional market revitalization in Semarang City is done tomantain traditional market. This research analyzes the interaction the actor whogets involved in implementing revitalization, knowing traders involvement andsociety around this location which become attention in this research. Theresearcher chooses Sampangan Market in Semarang City as research case study.Where it will be measured how far traders and society participation they havebeen given and knowing participation proccess in implementing marketSampangan revitalization.Methods which are used in this research are combination method byqualitative and quantitative approaches and descriptive method. In data collection,researcher used interview as a research tool and the research informant wasDepartment of Market and Market Management Sampangan and then distributedquestionnaire to society and traders then it was analyzed by using likert scale.Researcher also used secondary data came from documentation data which wasprovided in Department of Market and mass media and also other literaturesources such as books and journals.Results of this research showed that revitalization had been implementedwell by government which was supported by public participation and tradersparticipation. Society and traders supported revitalization program from planningprogram until monitoring program. Based on this research results could beconcluded that public and traders participation was an important thing inimplementing each traditional market revitalization program in order to marketrevitalization program run appropriate with the goal. Every participation proccesswhich was given by society and traders impacted towards traditional marketprogram’s success. Therefore, government should always involve public andtraders participation, not only in implementing phase but hopefully untilmaintaining and monitoring phase to maintain tha market which had beenrevitalized.Keywords : Revitalization of Traditional Markets, Public Participation,Participation of Traders

Abstract

The Governance Analyisis on District Integrated Administrative Services (PATEN) Programe: Case Study In West Semarang District of Semarang City aims to explain any innovations that contained in PATEN, how the innovation was done, the underlying reasons of Semarang City Goverment on making decisions about PATEN Programe which only held in non-permission services, and the impact for society as service users in West Semarang District about the implementation of PATEN.               The method of research used in this study is Mixed Method Research with concurrent embedded strategy, which both qualitative and quantitative data were collected at the same time. For collecting data, researcher conducted interviews at the office of West Semarang District and the government of Semarang City and then distributed questionnaire to communities in the region of West Semarang District. Researcher also used secondary data from documents of PATEN and other literature sources such as books and journals.            The implementation of PATEN brings about changes in performance of employee districts and has impact for the community. The presence of PATEN is not only to improve the quality of service in the district but also for a better and closer service to the community. The changes that occur through of PATEN such as more modern service system, establishment of service standards, and the provision of service facilities. In implementation of PATEN, the government of Semarang City has several considerations include the substantive requirements have not been met, sectoral ego among departments, barriers on standard of implementation, outside of the priority scale, the new constitution of local government, conditions of urban area, and the indecisiveness of sanctions of the central government. Furthermore, as the impact for the community, PATEN was able to provide a positive impact although most people said that they did not know about PATEN in Semarang City. Therefore, the government should also involve the community participation, so that in the future the authorities that are delegated to the districts will be suitable to the needs of society. On the other hand, society should be more active in participating to oversee the implementation of public services in the district level.

Abstract

Batik industry is an industry that many exist in Pekalongan city, the existence of batik industry are produces waste from the process of making batik. There are two possibilities to dispose the batik waste, there are processed first and diposed directly without processing that will cause pollution. The purpose of this research are to identify the patterns of inter-governmental cooperation, and government with private and community in overcoming the problem of batik waste pollution, and to know the success rate ofcooperation patterns that has been done to overcome the problem of batik waste pollution.The method of the research is used qualitative approach with data collection technique that consist of observation, interview, and documentation. Informants in this research are head of Environmental Section and Environmental Law Arrangement of Environmental Department (DLH) Pekalongan city, Head of Pollution Control and  Damage Section of DLH Pekalongan city, Head of waste pollution control section of DLH Pekalongan city, the private sector there is batik craftsmen, and the community there is environmental care community.The result of the study indicate that 1) The pattern of inter-governmental cooperation is for funding the manufacture of IPAL, 2) The pattern of government cooperation with the privat sector (batik craftsmen) is divison the authority, that is government facilitates the construction of IPAL and provides land, whereas batik craftsmen are obliged to maintain and operate the IPAL, 3) The pattern of government cooperation with the community is the community independently provide assistance for the construction of IPAL, while the government did the coaching, supervision, assistances, and providing moral support. 4) The implementation of cooperation in overcoming the pollution of batik wate in Pekalongan city has not effectively. Keywords : Cooperation, Pollution of Batik Waste

Abstract

This study aims to determine and describe the Accountability Village Government in the Management of Village Allocation Fund in the Temulus Village including of planning, implementation, supervision, and accountability and how about community responds to Village Government in Management of Village Allocation Fund. This research is done because Village Allocation Fund is one form of government responsibility to promote development in the village and Temulus village is an developing village. This study used a mixed methods, it contain qualitative method and quantitative method. As mixed method, with focus on collection, analyzing, and mixed about qualitative and quantitative in a single or plural research. The sample in this study amounted to 95 people and interviewees to 5 people involved in fund management accountability village. Results of research conducted about planning procees system is good, like example about community’s respond that positive who attends the village discussion, then for  implementation of have implemented the principles of transparency and accountability. Supervision composed with internal and external, while the accountability of Allocation of village funds (ADD) both technically and administration is good, but it must given more excercise to village government that involved in fund management accountability village.Keywords: Village Allocation Fund (ADD), Planning, Implementation, Supervision, and Accountability

Abstract

Bureaucracy reform is an attempt to reform and change the governance system that concerns the aspects of human resources and work procedures. The spirit of reform is basically contained in the vision of Batang District "Realization of Effective, Clean, Professional Government". Implementation of this bureaucratic reform, is expected to realize an effective, clean and professional government to eradicate corruption in the area of Government Batang District The research method used is qualitative approach with data collection technique that is observation, interview and document. Informants or resource persons in this research are Bupati, Sekda, Head of BKD, Assistant 3, Section Organization, Disdukcapil, BPMPT, and five people of Batang District public service users. The results showed that bureaucratic reforms conducted by the Batang regency government in order to eradicate corruption can be said to have been running well and successfully. During the period of Yoyok Riyo Sudibyo's leadership from 2012 - 2017, there is no data showing the occurrence of corruption cases in Batang District. During that period, Kabupaten Batang experienced many changes, ranging from work procedures, structure, behavior, and old habits in the bureaucracy has been much better. Bureaucracy reform here is a gradual and continuous reform process that does not include radical and revolutionary efforts and / or actions. Recommendations for the Government of Batang Regency namely the government system that has been established by the Regent Yoyok Riyo Sudibyo is good, need to be continued and improved again and maintained by various parties, government, private, and community. Then it is necessary to improve the capacity and quality of human resources, especially the quality of bureaucracy in order to always be able to support the realization of effective, clean, professional sustainable governance. Keywords : Bureaucracy reform, corruption

Abstract

Today, villages in Indonesia need to be developed into a smart village. According to themandate of Law No. 6 of 2014, the village has the authority to regulate village affairs through theallocation of village funds. It aims to develop the potential of the village and realize the welfare ofsociety through Village Development. One of the innovative steps in conducting Villagedevelopment can be done with the implementation of Green Smart Village concept as done by thegovernment of Banyuanyar village, Ampel subdistrict, Boyolali district. In addition to developingthe potential of the village as a form of community welfare, the program also supports the SmartCity program that has been launched by the government of Boyolali district. This research aims todetermine the implementation of Green Smart Village in Banyuanyar village and supportingfactors as well as the implementation factor of the program. Efforts to address problems andresearch objectives were conducted using the implementation theory of George Edwards III. Thestudy uses mixed methods, where data is obtained through interviews, data/archives, andquestionnaires. The results showed that the idea of Green Smart Village is an effort to explore thepotential of the village, the implementation of Green Smart Village realized through the provisionof free internet access for the community of Banyuanyar Village, the development of digital libraryfacilities, government services of IT-based village, and the development of integrated livestockand agriculture field. The result of infrastructure development has improved, but in terms of theeconomic program is still not able to reach the entire village community. Through researchconcluded that of the four indicators of the implementation theory of George Edwards III, two ofwhich have been implemented well namely the indicator of communication and disposition. Twoother indicators are the indicator of resources and bureaucracy structure still there is a shortage ofhuman resources both implementing and village community, the source of funds that are stilllacking to support the activities of Green Smart Village, in addition to the indicator bureaucraticstructure has no special management structures that run the program.Key Words: Green Smart Village, implementation, Village development

Abstract

Public service is an inseparable part of the state’s obligation to prosper its people and is the basic essentials for the realization of social justice. Along with the current development, public services are carried out in various forms of innovation, especially by utilizing technology. Through an electronic-based public service, effectiveness, efficiency, and transparency are expected to be realized. The city of Surabaya is one of the cities in Indonesia that has implemented e-government in carrying out its government affairs to realizeaccountable and transparent public service principles. From the various innovations that have been implemented by the Government of Surabaya City, there is an electronic-based licensing service system called Surabaya Single Window (SSW).The research method used in this research is descriptive qualitative method, with data collection techniques in the form of observation, interviews, questionnaires, and documentarystudies. The data obtained are then analyzed using triangulation methods, theories, and data sources, as well as reliability.The results obtained were SSW implementation based on 6 (six) variables that influence implementation performance according to van Meter and van Horn theory, which are policy standards and targets; resources; relationships between organizations; policy implementor characteristics; social, political, and economic conditions; and the disposition of the implementor as a whole has been declared good. Although there are still some obstacles, the Surabaya One-Stop Integrated Services Unit (UPTSA) has been able to make various efforts to overcome them. In addition, because the products produced by UPTSA are licensing servicesavailable on SSW, it can be stated that the performance of SSW implementation has an effect on the realization of UPTSA Surabaya’s public accountability. In this regard, accountability and the index of community satisfaction for each agency also stated to be good. In addition, the form of accountability carried out by UPTSA Surabaya City itself is through LAKIP/SAKIP, e-performance filling, and monthly performance presentations by each division.Keywords: Innovation, E-Government, Public Service, Policy Implementation, Accountability

Abstract

The presence of informal sector, particularly street vendors (PKL), is an unavoidable economic reality happening to nearly all regions in Indonesia that needs special attention. On one side, street vendors have brought problems related to urban planning, social, health domain and so forth. While on the other side, street vendors are highly needed by the community in terms of fulfilling their needs and reducing the government’s burden. If managed properly, street vendors are able to provide economic improvement and community welfare in a region. Ngawi Regency is one region area inseparable from the presence of street vendors. Such informal sector has dominated centers of crowd in Ngawi Regency, including Ngawi Regional Square. Street vendors in Ngawi Regency also have also led to many problems, such as disruption to the city’s immaculacy and congestion. This research is thereby aimed to more deeply examine the Informal Sector Governance in Ngawi Regency.The present research was conducted using combination method or combining the qualitative and quantitative research with the use of observation data, interview, documentation and questionnaire in order to explain the real situation in details while using triangulation of data source, method and theory.Based on the research performed, the results obtained are: the condition and presence of street vendors in Ngawi Regency are already in accordance with the theory and concept of Informal Sector; and Ngawi Regency Government has a policy plan to relocate street vendors. Legalistic approach employed to manage street vendors is yet accurate, based on findings in the field. A combination of empowerment, structuralist and legalistic approaches is recommended in the management of street vendors.Keywords: Street Vendors, Policy, Governance Approach

Abstract

The Community Based Program on Water and Sanitation (PAMSIMAS) is one of the national programs to increase access of rural and peri-urban populations to provide water and sanitation facilities with a community-based approach. Implementation of this Pamsimas Program consists of three stages: Pamsimas I which was held in 2008-2013, Pamsimas II which was held in 2013-2016 and Pamsimas III implemented in 2013-2019. Pamsimas Program aims to provide water and sanitation for the people of Indonesia and is expected in 2019 has reached 100%. Accordingly the idea of partnership between Dalangan Village with Jimus Village and Ngaran Village, because Jimus Village and Ngaran Village do not have clean water while Dalangan Village has a spring.            Partnership between Dalangan Village with Jimus Village and Ngaran Village in pamsimas program can be said to be successful. The partnership between Dalangan Village and Jimus Village and Ngaran Village is good but no involvement of Dalangan Village community is in the planning process becoming a serious problem in the partnership because it will cause feelings of indifference to others. Another common problem is not getting involved in the formulation of the plan because it is only done by the board of the third pamsimas villages. In addition, that must continue also courage. Because it would be useless is the level of society is good but not balanced with the community activeness in the delivery of suggestions and criticism of the running of the partnership. In the management and sustainability of the partnership can be said to be effective and efficient because it is well organized starting from the frequency of meetings to the quality and quantity of meetings. The things that must be considered in implementing the partnership is the existence of an alternative fund. This research method use a mixed method to reveal in depth and the phenomenon of a phenomenon that will be studied by using Stratified Random Sampling method.            Recommendations for future partnership prospects are adding pipes so that all communities can feel the clean water from the partnership. Also do not forget to always control the pipes that connect the water from the Village Dalangan to Jimus Village and Ngaran Village in order to avoid severe damage.Keywords: Partnership, Clean Water, Community

One of the local governmentsthat has innovations to create managing systems for a good government is the government ofSemarang city. This technology and information based plan for the local developments isdefined as the SIMPERDA programs (SistemPerencanaan Daerah/the Local PlanningSystems).The research method used in this research is the qualitatively descriptive methodusing interviews and documentations as the techniques in obtaining the data. The dataobtained, then, are analyzed using triangulating methods, theories and datum resources.The results of the research are first relating to the adoptions of technologies andinformation used in this SIMPERDA in which using cyber government systems or EGovernmentusing the G to E (Government to Employees) concept, whereas the processes ofplanning systems using SIMPERDA in Semarang city according to schedules/timelines forthe locally developing plans based on Permendagri No. 56 tahun 2017. The differences as theresults of the plans on developments before and after using SIMPERDA in Semarang city arethe guarantees in the availabilities of planning data in developments that can be consideredas a fundamental in making planning considerations for the next year, the accessibilities ofthe online based planning processes, the minimizing of planning processes that areoverlapped, the increases in allocations for MUSRENBANG facilities and thesynchronizations between the results of the suggestions for plans in developments and theRPJMD documents of Semarang city.Key words: Innovation, Local Planning, Good Governance, E-Government
