Abstract

The rapid advancement of information technology has significantly influenced the public service sector, including immigration services. This study examines the effect of information technology utilization on service effectiveness at the West Jakarta Immigration Office, with a particular focus on the role of employees in optimizing the "Smart Immigration Service" system. Using a quantitative approach, data were collected from 120 immigration officers through structured questionnaires. The analysis was conducted using multiple linear regression to assess the relationship between technology adoption and key indicators of service effectiveness, including accuracy, speed, transparency, and user satisfaction. The findings indicate that effective utilization of information technology positively and significantly impacts service performance, enabling faster processing times, reduced errors, and improved accessibility for the public. Moreover, employees’ digital competence plays a critical mediating role, ensuring that technological tools are applied optimally to meet service standards. This study highlights the strategic importance of continuous digital skills development for employees to sustain and enhance the quality of public services in the era of digital governance.

Abstract

The aim of this study is to identify an effective model for integrating spending reviews into the budget decision-making process. Using a qualitative approach, the study collects data through interviews and documentation. The findings suggest that the budget decision-making process would benefit from implementing an integration model known as the Comprehensive Monitoring and Evaluation Model of Budget Management. This model facilitates a more thorough review and oversight of budget allocations, ensuring better-informed decision making. The study recommends further research to assess the impact of this model on the quality of budget decision making, particularly focusing on how it enhances the decision-making process and improves budget management outcomes.

Abstract

In accelerating economic growth, Indonesia is actively implementing infrastructure development. One of the developments currently underway is the construction of the Jakarta-Bandung high-speed train infrastructure. Jakarta as the nation's capital and Bandung as the capital city of West Java Province as a buffer for the capital city have high mobility in the use of transportation means including trains. To support the business activities between the two cities, the government considers the development of high-speed train infrastructure as a priority development. Due to the limited Indonesian Budget, Indonesia decided to collaborate with the Chinese government in its development and financing. However, the implementation of the construction of the Jakarta-Bandung high-speed train infrastructure is not simple, because it involves various stakeholders, including the Central Government, the Chinese Government, the West Java Provincial Government, the Regency/City Governments that the high-speed train line passes, and the people. This study aims to describe the implementation of collaboration among all stakeholders. The research method used is qualitative descriptive. The results of this study indicate that there are still various technical obstacles faced so that the implementation of the Jakarta-Bandung high-speed train infrastructure development runs slowly. The right collaboration model found to be applicable in infrastructure development is the Transnational Model.
