Abstract

This research is a result of research that describe the effectiveness of tax payment service of vehicle in south pekanbaru samsat office. In the implementation of vehicle tax payment service (PKB). Samsat is an abbreviation of "One Stop Administration System" consists of 3 institutions namely Regional Revenue, Police Service and Jasa Raharja Service. To find out how the effectiveness and the factors that affect the service of vehicle tax payment in the south pekanbaru samsat office will use the indicators by Sondang P. siagian’s theory. The indicators is time, accuracy and style of service provider.The purpose of this study to determine the effectiveness of vehicle tax payment service in the south Pekanbaru samsat office, in addition to know the factors that affect the effectiveness of tax payment service vehicles in the office of South Pekanbaru Samsat. In this study the authors use descriptive qualitative methods that provide a description of the situation and to analyze the data based on observations and interviews in the field.The result of the research on the effectiveness of the tax payment service of the vehicle in the south Pekanbaru samsat office is not yet effective and found the difference in the previous year 2016, in terms of time it could be said fast, but in terms of accuracy and service provider style has not changed from the previous year As there is no supervision on brokers and not all officers provide 3 s service that is smile, greeting, and polite. Abstract

The achievement of Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu (DPMPTSP) Provinsi Riau in improving the compliance of public service standards is inseparable from several special points which include the value of administrative documents, electronic and non-electronic facilities and infrastructure and facilities, and adequate human resources in carrying out public services. However, the availability of non-electronic public service information (booklets, pamphlets, etc.) is still focused or in the DPMPTSP office, and inadequate facilities and infrastructure of special needs, infrastructure for people with physical disabilities (eg wheelchairs, guiding lanes, special toilets ) and breastfeeding room.In this study, the concept of theory used is the strategy theory proposed Ellitan (2008) as a research instrument, where to measure the strategies applied to an organization or company include; technology strategy, innovation strategy, and operation strategy. This research uses qualitative descriptive method with data collection techniques including interview, observation and documentation study.The results showed that the strategy applied DPMPTSP Riau Province to run optimally. This is evidenced by the presence of human resources / service providers in providing services, service systems and availability of information electronically and non-electronically, online licensing innovation, service provision availability, online complaint management, performance appraisal of service users through Community Satisfaction Survey SKM/ e-voting, and questionnaire), as indicator of compliance standards established by Ombudsman RI. The strategy adopted by DPMPTSP of Riau Province has benefited the service user's certainty and convenience, but there are some weaknesses in the indicator in service for users with special needs services that are not fully supported by special needs (such as special needs, wheelchair and so on ), as well as the form of direct socialization in encouraging the public in the field of licensing services and non-licensing.Keywords: Public Service, Service Strategy, Technology Strategy, Innovation Strategy, and Operation Strategy.

Abstract

Si the Flooding problems in the city ofPekanbaru has become a serious concern for officials and experts spatial City lately.Therefore, almost every certain months of the regular flooding greets residents of Pekanbaru.Mainly when rainfall exceeds the capacity of the ground already covered most cities andpavin cement block. Even so, in fact unreasonable Pekanbaru city could be flooded. Becausethe position is located far above the surface of the Siak river is about 4 or 5 feet above thesurface of the Siak river, except in the northern area of town around the coastal fringe urbandistricts meranti pandak. Factor cause flooding can be caused naturally and also due to thechange. In urban areas the dominant cause of the flooding is a result of human activities thatcause spatial changes and impact on natural changes. Environmental degradation such asloss of vegetation cover in the catchment area of soil, siltation of rivers due to sedimentation,the narrowing of the river channel and so on can also be caused due to human action. Theconcept of the theory is that researchers use community participation, Angell theory in Rossand Holil are the factors that influence the community participation. while the researchmethodology is divided into: the study site is in a handsome village kecematan luck works,the type of research that is taking a qualitative approach with descriptive methods,informants, types and sources of data put on primary data and secondary data, and datacollection techniques. From the above research results will be obtained as follows: publicparticipation is a form of energy, a thought, and possessions. Abstract

The aim of this study was to see how the shape of Developing Attraction Lake Bandar Khayangan Lembah Sari Pekanbaru City. Development Attractions Object Bandar Khayangan Lembah Sari Lake aims to increase the potential of existing attractions and Increase PAD Pekanbaru. This study used a qualitative research method with descriptive data analysis. This concept of using the teory of development tourism theory. In collecting data, the researcher used interview, observation, and documentation. By using key informants as a source of information and triangulation techniques as a sourch in view of data validitation. The result indicate tat the Developing Attraction Lake Bandar Khayangan Lembah Sari Pekanbaru City must be optimized to the maximum. The Potential that exist in Bandar Khayangan Lembah Sari Lake very diverse and if. Developed would be the leading tourist sector as Sumatera. Additionally RIPPDA Pekanbaru City policy should be made as soon as possible, because the RIPPDA a guiderline for the city of Pekanbaru in developing tourism. The Aplication Of Sanctions For Tax Payers Restaurant for current needs goverment attention where not maximal Income Office Region of Pekanbaru Area, among them: increasing the number of restaurant that are not followed by an increase in the restaurant tax, many restaurants that do not pay taxes, not the realization tax target restaurants. Informants in this research are member income office region of Pekanbaru, civil service policy unit agency of Pekanbaru, restaurateur. Abstract

Implementation Rules of Mayor in Pekanbaru Number 66 Year 2012 about Implementation of Food Consumption Diversification Acceleration based on Local food Still Not optimal. Until The year of 2013, Pekanbaru’s food consumption quality has not met it’s ideal pattern yet shown by DDP (Desirable Dietary Pattern) Score 71.84 compared with national ideal score of 95. Public Still not know the role of local food as a support food security and nutrition requirement of the household family can be seen from the lack of public knowledge about the P2KP Program to utilize the garden as a source of food. This happens due to the lack of socialization received by the public about P2KP program. The research aims to identify and analyze the implementation of socialization and promotion of food consumption patterns varied, nutritious, balanced and safe (B2SA) conducted by the Food Security and Implementation of Agricultural Extension (BKPDP3) Pekanbaru City and the factors that influence it.This research using communication theory by Laswell which includes five elements is: communicators, media, messages, communicant and effect. This study usesdescriptive qualitative research methods. In collecting the data, the researcher used dept interview, observation, and document and then using key informants as a source of information.The results showed that socialization has been done by BKPDP3 Pekanbaru City is still not optimal. Many people do not understand the importance of the ideal food pattern and utilization oflocal resources as a source of food. Abstract

City Post Office Pekanbaru in the postal service has not done well users of postal services increasingly in decline, as well as delivery service parcel post still tend to wait for delivery of packages simultaneously, which is known delivery postal packets that will be sent must wait for the fulfillment of the capacity of the car that would bring the package post so that it is experiencing delays in delivery as well as the lack of precision of acceptance parcel post which is known in the service time that is later than the delivery until the receipt of postal parcels. The purpose of this study was to determine the service provided Post Office Jalan Sudirman Pekanbaru in the delivery of postal parcels and determine the factors that affect the implementation of the Parcel Post services at the Post Office and for the city of Pekanbaru.The type and method of research is descriptive research, which is defined as the process of solving problems investigated by presenting or describing the state of the subject and object of research at the present time based on the facts that appear or as it is. In the data collection authors conducted in-depth interviews and searches documents and archives post office.The results showed that the delivery service Parcel Post with a set of standard operating procedures in yet sustainability post package delivery has not been seen in the achievement of optimum service, it is the post office is still slow in providing services due to the lack of the number of employees in providing services and lack of infrastructure available so that the service provided is not timely, the community in the delivery of postal parcels.The type and method of research is descriptive research, which is defined as the process of solving problems investigated by presenting or describing the state of the subject and object of research at the present time based on the facts that appear or as it is. Abstract

Organization is a means or instrument achieving  goals . Therefore, the organization is said to be a container or vehicle , the activities of people who work together to achieve goals . In container activity that everyone had clear goals and objectives to be achieved . Furthermore, the organization is the Village and Community Institutions that exist in urban districts Air Tiris Kampar Kampar district is one element of governance at the village , which has a role to implement the program block grant / allocation of rural / urban village development in order to realize the physical and nonphysical effective . Allocation Fund , hereinafter referred to as ADD village are funds allocated by local government to the village , which is sourced from the financial balance and regional distribution center for each village fair and proportionate manner in which the principles of the use and management is also listed therein . There are several objectives and targets to be achieved from assistance Assistance Fund ( block grant ) allocation village / kelurahanini , diantaranyaadalah : ( 1 ) . ability to empower rural communities in accordance with the characteristics of its people , especially its ability in leading sectors that can boost rural incomes / village ; ( 2 ) . improve the implementation of the Government in  the village government services , community development and in accordance with the authority ; ( 3 ) . enhance the ability of an association of villages in the planning and implementation of development control in accordance with the potential of participatory village ; ( 4 ) . improve the distribution of income , employment and business opportunities for rural communities ; ( 5 ) . encourage self-help mutual aid society . The purpose of this study is based on research problems is to determine whether sufficient effective implementation of the Programme Aid Fund ( block grant ) allocation of rural / urban districts dikelurahan Air Tiris Kampar Kampar district and anything what factors that influence the effectiveness of the program pelanksanaan bantauan the  block grant .  The concept of the theory is the theory of implementation that is used in Nugroho Grindle (2003 : 174 ) said about the success of policy implementation , namely : after the policy is transformed , then the policy implementation done . Its success is determined by the degree Implementabiliti of the policy. In this case viewed from the implementation of block grant program proficiency level in accordance with the goals and objectives that have been set . With descriptive qualitative research methods , and research sites in urban districts Air Tiris Kampar Kampar district is the village chief informant and devices ,  Kasi  Empowerment  Village Community / Village in the district of Kampar , Chairman of the LPM , and Chairman of the BPD , as well as several community leaders .  From the results, it can be concluded Jom FISIP Volume 1 No. 2 – Oktober 2014  2that the implementation of the block grant program grat / allocation in the village of village water districts Tiris Kampar Kampar district has not been effective in accordance with the goals and objectives of the block grant program itself. As in katakana Grindle in Nugroho ( 2003) after the policy is transformed , then the policy implementation done . Its success is determined by the degree Implementabiliti of the policy. Abstract

Trade center moving from traditional markets into a modern shopping center with a partnership with the tenants / buyers, to accommodate the needs of customers, and create a facility for the activities of shopping, entertainment, as well as the creation means stores representative as things that background development Banto Trade Center (BTC).The analytical method used is qualitative method. Data and information obtained through observation and interviews with snowballing technique. Based on the effectiveness of the public servants known that his lack of public interest in BTC dikarenan some things that a stall condition, the parking lot, the existing facilities in the BTC and the lack of promotion by the BTC.All of these conditions according to traders which also cause people are not interested to visit and shop in BTC so that the low trade transactions and trade turnover will not be achieved in accordance with what they expect.To conclude, this research finds that because of those problems, then people prefer other locations as a place to trade. Based on the need for the seriousness of the manager in increasing public interest in the BTC and the need for improvements to BTC in terms of physical and BTC program and increased promotion by the manager.Keywords: Banto Trade Centre, Public Service Effectiveness
