Abstract

Abstract            Coconut management in Indragiri Hilir district is very important because it is an excellent potential that can improve the welfare of the community. Based on field observations there are some concerns regarding the potential utilization of the coconuts is not well by farmers, there is no regulation that focuses on managing coconut. The aim of the study is to examine the management of coconuts potential in manner downstream Indragiri Hilir district and any factors that hamper. The concept of the theory used is the Theory of Functions of Management, according to Henry Fayol in (Rohman, 2018). This research method using qualitative research method with case study approach. Data was collected by interview, observation and documentation. These results indicate the management of coconuts Potential in Indragiri Hilir conducted by the Department of Plantation Indragiri Hilir on coconuts are still not optimal because the potential of existing coconut fruit can’t be utilized by the community into a derivative product that has a high economic value. Then the factors that become a obtacles are human resources that are not creative, yet there is no institutional focus on managing coconut management, Lack of budget and no district policy on management. The government of Indragiri Hilir should make a policy governing the management of coconut and make cooperation with coconut processing companies to empower smallholders in making coconut fruit derivative products. Keywords : Management, Potential Of Coconut

Abstract

The Talang Mamak Customary Law Community (MHA) is the first indigenous Indragiri tribe and is also entitled to natural resources in Indragiri Hulu until now its existence has not been recognized by the state either through a Regional Head Decree or Regional Regulation. The purpose of this study was to determine and analyze the implementation of the Minister of Home Affairs Regulation No. 52 Tahun 2014 concerning Guidelines for the Recognition and Protection of Customary Law Communities in Indragiri Hulu Regency and to determine the inhibiting factors for the implementation of Regulation of the Minister of Home Affairs No. 52 Tahun 2014 concerning Guidelines for the Recognition and Protection of Customary Law Communities in Indragiri Hulu Regency. This research uses qualitative research. The required data are primary and secondary data obtained through observation, interviews and documentation and then analyzed based on the research problem. The results of this study indicate that the implementation of the Minister of Home Affairs Regulation No. 52 Tahun 2014 Regarding Guidelines for the Recognition and Protection of Indigenous Law Communities in Indragiri Hulu Regency is quite good, while the inhibiting factors include: limited budget, Lack of communication between implementing agencies and indigenous peoples, Inaccuracy of customary community leaders, many ethnic immigrants so that local governments find it difficult to identify culture Keywords: Implementation, Minister of Home Affairs Regulation No. 52 Tahun 2014, recognition and protection, indigenous and tribal peoples

Abstract

In Sawahlunto, mining coal still has problem about license of mine operation each license of mine operation holder. Sawahlunto government has been establishing Perindagkopnaker Department to control mining coal at license of mine operation zone. This research’s problem is how is the controlling mining coal at license of mine coal operation zone in Sawahlunto and what the influence factors are.The controlling is not to see the weakness or frailty but to prevent, decrease or abolish all deviations happens in an organization. The researcher uses controlling theory by Manullang. Based on this theory there are many controlling processes should be use in order do controlling, the researcher uses controlling which close with indicator of establish measurement, doing evaluation and improvement action. This research uses descriptive explanations that is the analysis to give description of cause and effect connection based on reality found on the field, and then descriptive data of interview and observation presentation will be concluded.The research result point out the controlling of mining coal at license of mine coal operations zone in Sawahlunto West Sumatera done by Perindagkopnaker Department Sawahlunto has not success yet. There are some flows like in doing evaluationand improvement is not going well yet. Abstract

Meranti district has a current Marine transport and ports are quite dense Karenamerupakan archipelago and adjacent to the neighboring countries, namely Malaysia and Singapore, where trade flows both countries is also high. Particularly in the Strait long as the capital city has a harbor district in addition to the official in many aquatic activities from ship berthing activities, Decrease Passenger and unloading is done at the port of unauthorized or illegal. So that illegal goods into the Selatpanjang suspected due to a number of ports in the region to be a place of loading and unloading the goods illegally. During this activity illegal port was rarely manifest monitoring of related parties.The problem in this research is; how to coordinate policing illegal port in the city district Selatpanjang Meranti?. What is inhibiting coordination of policing illegal port in Selatpanjang City Meranti district?The method used in this research is qualitative research methods. Data collection techniques in research, interview, search documentation, observation. Source of data in this study are primary data and secondary data.Based on the results of research conducted that guidance by the Department of Transportation, Communications and Informatics through empowerment conducted by the Department of Transportation, Communications and Informatics through awareness by holding seminars by inviting all district head, entrepreneurs sea transport, as the city of Selatpanjang Monitoring conducted by the Department of Transportation, Communications and Informatics in monitoring by involving municipal civil service police Unit directly against illegal port. Factors hindering the Department of Transportation, Communications and Informatics in fostering human resources are inadequate in fostering and monitoring, as the Department of Transportation, Communications and Information only have 14 people who served in fostering and supervision. Abstract

Kelurahan kota tinggi office is a government agency or public organizations in the implementation refers to standardization in the service of showing the duties and function of each part that is in the kelurahan kota tinggi . as a government agency that includes the human resources that employees who work at the institution. Lurah Kota Tinggi implement development programs work performance of employees. However, if viewed directly in the field then there's also a mismatch with their responsibilities. The work should be completed in a short time could be delayed, employee professionalism in providing services to the community is still poor and own problems that occurred. In determining the informants in this study , named employees of the Kelurahan Kota Tinggi used as informants by simple random . In accordance with the purpose of research which has been mentioned above, the necessary data , including primary data and secondary data . The concept of the theory used in this study uses the theory of Bernardin and Russel . There are six indicators to look at the performance of the Kelurahan Kota Tinggi. That is: The quality of work , quantity of work , timeliness , effectiveness , independence and work commitments . For the technique of data collection was done by interview , observation and literature study . Methods of data analysis used in this study is a qualitative descriptive analysis . These results indicate that the district office performance Kota Tinggi still not working optimally. Still, there are employees who work not in accordance with its function and follow the vision and mission of the Kelurahan Kota Tinggi. Kelurahan kota tinggi employees also have the ability / level of education that is not in accordance with the job description. Required training for office workers to enhance the performance and capabilities kota tinggi district office employees to comply with the District of Mission Vision Kota Tinggi. Abstract

One of the role of Social and Funeral Department of Pekanbaru City is children prosperity founding. Children are investment and future hope and also being next generation for the country. Children at least could grow and develope into physicaly and spiritualy healthy, smart, happy, high morality and honorable, because in the future they are asset that could determine the quality of nation’s civilization therefore they should get protection and education. That is the foundation for Social and Funeral Department of Pekanbaru City create special program for this case. Epecially Sosial Service and Empowerment Field strive for neglected children could empowered, build and protected is identify the amount of neglected children, founding and formulating technical guidance and controlling social service program in founding children prosperity field, and coordinated with other instance.organization that has duty for founding neglected children in Pekanbaru City.The purpose of this research in to knowing performance and knowing what factors that could be the obstacle for Social and Funeral Department of Pekanbaru City in founding The Owner of Social Prosperity Problem in Pekanbaru City. The theory that use are analysis tools in this research are role theory and organization theory. And the method that use for this research is descriptive qualitative methhod, that is reasearch means for getting systematic picture about the interest phenomoneon.Accoding to this reasearch result, the role of Social and Funeral Department of Pekanbaru City especially in the field of The Owner of Social Prosperity Problem in handling neglected children still not good. Efforts that The Owner of Social Prosperity Problem in handling neglected children like physicaly building such as sport and discipline training, sosial build such as ethics, leadership and citizenhip,spiritual build uch as pray together and reading Qur’an, mental build such as psychology that we invite from outside and for the last that is skill, skill in here is automotive 2 wheels transportation, and weld for the males, while for the females are skill for sewing and salon. However, in getting negleted children Social and Funeral Department of Pekanbaru City not yet reach their expected target. The obstacles that they have is limited human resource and also limited fund. The process for accompaniment neglected children that already builded should be until the children being independent. Abstract

Revenue Department tasked with carrying out the affairs of local government based on the principle of regional autonomy and the establishment of a task and assign areas of revenue to implement them. Organizing authority in bestowed by the government to the Governor as representative of the Government in the framework of deconcentration. The problem is still a lack of human resources, infrastructure, awareness of the taxpayer, as well as the supervision of officers associated with the management of motor vehicle taxes in 2010-2014.Objective: 1) To determine the management of motor vehicle tax receipts that occurred in Riau Province Regional Revenue Office 2010-2014 2) To determine the obstacles that occur in vehicle tax collections Department of Revenue Riau Province in 2010-2014 3) To know the effort which is to overcome the obstacles that occur in motor vehicle tax collections in the Department of Revenue Riau Province 2010-2014. The informants were taken from some employees Department of Revenue Riau Province. Population serve as informants for this study using qualitative research. The types and sources of data used primary data, ie data obtained directly from the respondents and secondary data, ie data obtained through reporting, books and records. Data collection technique used interview, observation, documentation. Data analysis techniques by means of data collection, data reduction, data presentation, and draw conclusions.Based on the results of research known motor vehicle tax revenue management in the Department of Revenue Riau Province in 2010-2014 was done by planning (perencaanan), organizing (organizing), motivating (motivation), controlling (supervision), evaluating (evaluation). Barriers motor vehicle tax revenue management in the Department of Revenue Riau Province in 2010-2014 was the lack of information, lack of awareness of the taxpayer to pay taxes. Calo located in each UPT, motor vehicle theft and the withdrawal of motor vehicles by the dealer so that taxpayers are reluctant to pay taxes. Abstract

The research to describe the communication and coordination of the department oftransportation made in improving service in the field of urban transportation. The focus ofthis issue see how the mechanisms that have been carried out the transportation departmentand the traffic unit in communication and coordination. Are there any barriers incommunication and coordination that has been done, can be searched appropriaterecommendations to address these issues. In Pekanbaru mayor regulation number 17 of 2008about the details of functions and working procedures of the Department of Communicationand Information neighbor explained that where the public service, especially for the field ofpublic transport. One of the points of Mayor Regulation Number 17 of 2008 which lead andcoordinate all activities of the officers and staff offices. That in conducting the affairs ofgovernment in serving the public need for communication and coordination between theDepartment of Transportation is Information Communication and Traffic unit pekanbarucity.This research using Fayol, Koontz and O'Donnell theory, where in it there are fourindicators: 1. Communication. 2. Cooperation. 3. Division of tasks. 4. Conference andmeeting. The type of research is qualitative research with descriptive methods, its purpose isto analyze and describe the communication and coordination of transport sector provision ofpublic services.The results of research in the field stating that the communication and coordinationhas been carried out the transportation department and the traffic unit has not been optimal.In coordinating the transportation department should pay more attention to implementationof the objectives, so that meeting participants receive appropriate guidance to the creation oftwo-way communication. Coordination is still constrained by problems such ascommunications made ineffective, coordination has not been implemented, so that betweenthose who give and receive the policy are not well coordinated.Key words: Communication, Coordination, Public Service

Abstract

Wage workers in Batam does not meet all our expectations, not supervised by the related parties. In fact many workers or workers who are not granted in accordance with the wage set by the government. Companies that violate not get strict sanctions. This phenomenon can not be allowed to continue because the wage is sought by the worker to resume his life. Not just wages but decent wages for life to workers or laborers.In theory oversight by Manullang, who says there are three indicators of supervision is setting standards, conducting judging, and perform corrective action. This study aims to determine supervision of the implementation of minimum wages cities (UMK) in the city of Batam.The research model used in this research is descriptive qualitative research. With Accidental sampling technique used, the key informant that the Department of Labor study of Batam.Based on the research that has been done, by referring to the concept of the theory that surveillance in Batam city is not optimal by the Department of Labor Batam.Terdapat some shortcomings such as in setting standards, malakukan assessment measures and corrective actions have not run with the maximum. It is caused by factors that can include lack of supervision supervisory personnel, a lack of understanding of employers and workers on the applicable rules, facilities and infrastructure and the lack of worker complaints.Keywords: Monitoring, Application of State Minimum Wage (UMK)

Abstract

The existence of foreign workers is one that brings capital as investor and skilled employee, however the coming of foreign workers is one of the main problems in employment sector. From the dwelling misappropriation,overstay. To control the delling problem, immigration officer has an important role in controlling, as is this controlling will give security for employment and people in pekanbaru.This research is meant to know how the surveillance implementation which assigned by immigration officer in pekanbaru. This research uses concept of the theory of monitoring which explained by manullang. There are there steps of surveillance process which done : set the standard, make a survey, and make a corrective action in the surveillance implementation of employment dwelling in class I immigration Pekanbaru.This research uses qualitative approach with snowball sampling with interview,observation, and documentation as the data accumulation technic. Based on the reseach result, the surveillance implementation of employment dwelling in class 1 immigration pekanbaru has not been maximum. The obstacle factor is lack of human resource from immigration officer, lack of infrastructure, the distance of surveillance which has been done is too far, and lack of participation between institutions and communities.Key words : foreign workers dwelling permition, Monitoring
