Abstract

The high number of traffic violation punishments should be increased. The aim is an implementation of a speeding ticket in order to deter traffic violators from repeating such actions again in the future. However in the process of giving traffic tickets, extortion and bribery practices are encountered to a large scale by traffic violators. Based on this, researchers want to conduct research on the implementation of the Motor Vehicle traffic tickets in Pekanbaru. This study aims to determine the causes of traffic ticket Implementation of Motor Vehicles in the city of Pekanbaru and the factors that affect the implementation of the Motor Vehicles traffic tickets in Pekanbaru.This study uses the concept of implementation theory put forward by George C. Edward, which describes several indicators, namely communication, resources, disposition and bureaucratic structure. This study used a qualitative approach to data collection through the use of interviews, observation and documentation. The informants are the Head of the Bureau of Traffic Police Pekanbaru, the Traffic Police and the community.Based on this research, it is known that the implementation of the tickets as caution and punishment to motorists in the city of Pekanbaru works rather effectively. And the factors influencing it is the integrity of policy implementation, infrastructure and legal awareness in traffic.Keywords: Implementation, Policy Implementation, Vehicle of Traffic Tickets

Abstract

Forest The Village Information System Program (SID) is a village empowerment program set out in the regulations of the Regent Kuantan Singingi Regency. This program is a set of tools and processes for utilizing data and information to support resource management at the village level. The purpose of this study was to find out how the Implementation of the Village Information System Program (SID) in Singingi District, Kuantan Singingi Regency and the factors that inhibited it. The theory used is the theory of Donald Van Meter and Carl. E. Van Horn, there are six indicators that affect implementation: Policy standards and objectives; Resource; Inter-organizational communication and strengthening activities; Characteristics of implementing agents; Social, economic and political conditions; and the disposition of the implementor. This study uses a type of qualitative research with a phenomenology approach and the data needed both primary and secondary is obtained through interviewing, observation and documentation techniques for further analysis using dataanalysis techniques interactive. The results of this study indicate that: first, the Implementation of the Village Information System Program (SID) in Singingi District, Kuantan Singingi Regency is not optimal. Second, the factors that hinder the program of the Village Information System Implementation Program (SID) in Singingi District, Kuantan Singingi Regency, namely: human resources, policy resources, inter-organizational communication and activity strengthening, assessment of target groups (public opinion), economic conditions, political conditions and implementor cognition/ understanding of the implementor.                                                                                                                          Keywords: Village Information System, Public Policy, Implementation, Program

Abstract

The Ministry of Trade Regulation on the Prohibition on the Import of Used Clothes is established since 2015, if the implementation of this policy is well implemented it will generate enormous benefits for the Indonesian State especially for the domestic textile industry. According to data from the Ministry of Commerce published in online news Inhil klik.com on Monday, February 9, 2015 mention that the most used clothing storage area in Indonesia is in Indragiri Hilir regency is in Tembilahan. Indragiri Hilir regency, which directly borders neighboring countries such as Singapore, has a great potential to import used clothing so that it needs an intensive and professional handling. Implementation of policies in principle is a way for a policy to achieve its objectives, no more and no less. The problem of this research is how Implementation of Ministry of Trade Regulation on Prohibition of Imported Used Clothes (Case Study in Tembilahan) and What are the factors that hinder the implementation of the policy. The purpose of this research is to know and analyze Implementation of Ministry of Trade Regulation on Prohibition of Imported Used Clothing (Case Study in Tembilahan) and to know and analyze the implementation.The concept of theory that the author uses is policy and policy implementation. And the theory used is Grindle theory with two variables namely policy content and implementation environment. This research uses qualitative research methods with descriptive data assessment. In data collection, the authors use interviews, observation and documentation. By using key information as a source of information.The results of this indicate that the implementation of trade ministry regulations on the ban on imports of used clothing (Case studies in Tembilahan) has not run optimally. The factors which is obstruct the implementation of trade ministry regulations concerning are human resources from the actor of policy, still lack of coordination among related institutions, still lack of financial budger to finance socialization to the target group, economic condition of society, the location of the culture and culture of the people in Tembilahan.Keywords: Policy, Policy Implementation, Prohibition on Import of Used Clothing

Abstract

Implementation is derived from the English language is to implement the means to implement. Implementation is the provision of means to implement something that impacts or due to something. Something was done to impact or it may be due to laws, regulations, judicial decisions and policies made by government agencies in the state life. Implementation of local regulation No. 1 of 2013 on Smart Reading Al-Quran and outs of running with the maximum as expected yank Kampar regency government. The purpose of these regulations is to make the public Kampar religion makes people high-value, particularly the District Bangkinang City.Theoretical concept used by the author is the Policy and Program Implementation. Researchers use qualitative research with descriptive study. In collecting the data, the writer used interview and observation techniques. Authors use informants as sources of information and techniques triagulasi as a source of data authenticity.Implementation of Regional Regulation No. 1 Year 2013 About Smart Reading Al-Quran in District Bangkinang City Kampar regency has not gone up, it proved there are still many schools that have not implemented these programs and there are still many people who do not know about the program Smart Reading Al -Quran. Abstract

The using of public road as the parking facilities is implemented to arrange the parking and to increase the local own source revenue of Pekanbaru city. However, the income of parking retribution in Pekanbaru was not stable because of the increasing and decreasing of using the public road, and then did not success to achieve the target. The parking retribution’s target that determined by Department of Communication and Information was still far from the parking retribution potential. An illegal parking practical was one of the problems that caused of the unstable of parking retribution’s revenue. This study aimed to know the factors affecting the implementation of public road as the object of parking retribution’s revenue in Pekanbaru city.In the theory of Edward III, there are 4 (four) implementation’s indicators, i.e. communication, resource, disposition, and bureaucratic structure. The method of descriptive qualitative with purposive sampling technique was used in this research. The interviewees of this research were Department of Communication and Information, parking coordinators, and parking service users.Based on the result of analyzing a data qualitative descriptively, factors affecting the implementation of public road as the object of the parking retribution’s revenue in Pekanbaru city was not successfully yet. An ineffectively communication between stake holders caused the problem, and the unfair effect to target of the policy was caused stake holders did not surely understand about their duties and responsibilities.Keywords : Implementation, Road, Retribution

Abstract

KUD development carried out by PT. Inti Indosawit Subur has the involvement and cooperation of each other to improve the welfare of farmers or their communities. The KUD that manages in the field of oil palm plantations is currently inactive and is in the process of being developed by the company. This study aims to determine the process of Village Unit Cooperative Development through PT. Inti Indosawit Subur in Delima Jaya Village, Kerinci Kanan Subdistrict, Siak Regency and know what are the factors that inhibit the development of the Village Unit Cooperative Mulus Rahayu. This study uses the theory of Potter's Organizational Development in Sujianto, namely there are 5 stages of entry, sensing, lock-on, implementation, saparation which are the process of organizational development or Village Unit Cooperative in Delima Jaya Village, Kerinci Kanan District, Siak Regency. This type of research is qualitative using interviews, observation, and documentation. The research resulted in the findings that: first, in the process of the Development of Cooperative Village Units in Kampung Delima Jaya which was developed by the company based on the 5 stages above is still not optimal and the constraints occur at the lock-on stage namely what is the priority program. Furthermore, in the implementation phase (implementation) is still not running fully, what saparation stage is the goal of the final determination that is the status of the cooperative is currently not active and is still in the process of development stage and it is estimated that in 2020 the cooperative can be active again. Abstract

The implementation of e-government in the Bukit Raya District is the implementation of public services using information and communication technology in providing services to the community, this aims to facilitate administrative management, obtain information needed, involve public participation to encourage increased development as a form of public service transparency . This study aims to determine how the application of e-government in public services in the Bukit Raya District and its supporting and inhibiting factors. The theory used is aspects of the development of e-government by Indrajit namely three indicators that influence the implementation of e-government: Support, Capacity, and Value. This study uses qualitative research with a case study approach and the required data both primary and secondary obtained through observation, interviews and documentation techniques to further analyze the data with the interactive model of Miles and Huberman. The results of this study indicate that, firstly the implementation of e-government in public services carried out was optimal but not yet evenly distributed, these results were measured in terms of support, capacity and value. Second, the supporting factors for the implementation of e-government in public services in Bukit Raya District are human resources, facilities and infrastructure, while the inhibiting factors are socialization and network disruption. Keyword: Implementation, E-Government, Public Services

Abstract

The background of the research based on communication problems between the implementation and the recipient of the House help is not feasible. Human resource limitation in assisting the recipient of home assistance is not habitable. Limited budgets for home repairs are not habitable. The research aims to determine the implementation of unhabitable home aid and see the inhibiting factors of implementation of home aid program is not habitable in Padang city. The concept of theory used is the implementation theory by Edward III (Widodo, 2011) namely: communication, resources, disposition, bureaucratic structure. The study uses qualitative methods with a phenomenological approach, with data collection techniques including: interviews, documentation and observations. The results of this study showed that the implementation of unfeasible home aid for low-income communities in Padang is not maximized. Factors that inhibit the communication performed by the implementation is not optimal,  limited human resources so that it is not optimal to assist beneficiaries, a limited budget for housing improvements is not livable. * Keywords : Policy, Implementation of Policy, Programs, Poor People

Abstract

An effort to support the disadvantaged village reduction program that entered the agenda of RPJMN 2015-2019 is to maximize the potential of the village owned. The central government makes the village index build (IDM) in the form of ministerial regulation of village, disadvantaged regional development and transmigration number 2 year 2016 which is used to measure the country's independence direction with three main indicators, namely social, economic, and environment. Gunung Sari Village Kampar District which is a self-contained village in Riau province. With the status of Independent village, Gunung Sari Village government and village community can not implement the IDM with maximum. The purpose of this research is to know how the IDM implementation in Gunung Sari Village Kampar District. The theory used is the Smith theory which is the implementation theory of the bottom up model with four indicators: idealized policy, Target GRUOP, implementing organization, and Enviromental factor as well as three indicators of IDM, Social Security Index, economic endurance index, and environmental resilience index. This method of study is to use a qualitative method with a case study approach. The results of this research show that: first, implentation regulation of the village minister about the village Building Index (IDM) in Gunung Sari village is still not optimal. Secondly, the factors that inhibit the implementation of ministerial regulation on Village Index Building (IDM) in Gunung Sari village, namely, incomplete education facility, lack of access to clean water and landfills, and absence of the country's flagship product as a source of income that can reach the economy of village community. The advice in this research should be that village governments can focus more on Community empowerment programs. Keywords: Village Development Index, Public Policy, Implementation
