Abstract

This study analyzes the effectiveness of the Teacher Mobilization Program (PGP) by the Ministry of Education, Culture, Research, and Technology, focusing on resource-related challenges and opportunities. Using a descriptive qualitative method, data were collected from ten PGP alumni and the coordinator of the Directorate of Professional Education and Development of Teachers and Education Personnel (PPPGTK). Findings indicate that while communication strategies align with Edward III's indicators, areas need improvement. The program meets ideal resource characteristics but faces challenges like inadequate infrastructure in remote areas. Implementer attitudes are crucial, with incentives and bureaucratic appointments identified as key areas for improvement. Flexible Standard Operating Procedures (SOPs) support effective implementation, though organizational fragmentation can hinder coordination. Recommendations include clear communication of program objectives from registration, ensuring training does not overlap with teaching hours, and developing a follow-up action plan. These measures aim to optimize resource utilization and enhance PGP's overall effectiveness.

Abstract

This research recommends areas for establishing junior high schools in Cugenang, Pacet, and Cipanas (3 districts in Cianjur, Indonesia). It uses a descriptive quantitative. The spatial classification and analysis method with the Union feature Geographic Information System (GIS) overlay technique is applied – considering seven parameters: roads, slope, land use, population, fault, landslide danger, and earthquake danger. All of them are used as indicators to determine the suitability of the area. As a result, a map showing areas with five categories is created. Furthermore, in areas with very suitable categories, the researchers provide further testing with Satellite Imagery reviews to validate the coordinates of priority options. The researchers determined forty-nine priority option coordinates in nineteen villages and adapted these into a number script for user convenience. Supporting educational equality as one of the national priorities for 2030, the researchers are proposing these results.

Abstract

This research attempted to analyze the implementation of the Merdeka Belajar Kampus Merdeka (MBKM) policy of the Kampus Mengajar program and its improvement strategies based on the Edward III approach. This qualitative research was conducted through an exploratory approach. The authors chose the Faculty of Education, Universitas Pendidikan Indonesia, as the object of this research, with students, partner institutions, and university MBKM managers as the unit of analysis. Data analysis was carried out using NVivo 12 software based on the variables and indicators that had been prepared. The results indicate that communication has a significant role in program implementation. Communication patterns in the policy context must meet the aspects of information transmission, clarity of information, and consistency of information, where the policies communicated implications must be precise, accurate, and consistent so that decision-makers and implementers are more consistent in implementing.
