Abstract

This research is taken from the background of the problem at the beginning that visitors to Manohara Beach are not as crowded as before. Development of Manohara Beach tourism needs to be considered in order to attract more tourists. The positive impact of the increasing number of tourists visiting is the increasing economy of the surrounding community and increasing income for the Regional Government. However, evaluating tourism development requires several important things to be considered, so that the evaluation can run effectively & efficiently. The purpose of this study was to find out how to evaluate policies in tourism development at Manohara Beach, Meureudu District, Pidie Jaya Regency. The research method used is descriptive qualitative using interviews and documentation as data collection, with 5 informants. This study focuses on evaluating the development of Manohara Beach tourism using tourism development components that are used as indicators in measurement. The conclusion is that for tourism development based on components, namely physical aspects, attractiveness aspects, accessibility aspects, facilities aspects and social, economic, and cultural aspects, it is still not good. Abstract

This research is motivated by concerns over the low performance of village government officials, especially in Banua Sibohou II Village, Alasa Subdistrict, North Nias Regency, due to gaps in employee ability, organizational commitment, and work discipline. The urgency of this study lies in addressing public service quality by strengthening internal human resource factors. The significance of this research rests on its contribution to understanding how employee capacity and commitment influence performance through the mediating role of work discipline. The research method used is a quantitative approach with a causal design. Data were collected through questionnaires distributed to 35 village government employees. The data were analyzed using path analysis to evaluate direct and indirect relationships among variables. Data validation involved classical assumption testing, multiple linear regression, and statistical significance testing. The findings show that both ability and commitment have a significant and positive effect on employee performance, directly and indirectly through discipline. Work discipline also significantly influences performance. The study highlights that improving employee capability and fostering commitment, supported by a strong culture of discipline, is crucial in enhancing government apparatus performance at the village level. Therefore, it is recommended that local administrations implement regular capacity-building programs, strengthen value-based leadership, and enforce consistent discipline to improve overall governance performance.

Abstract

Abstract This study aims to determine the influence of servant leadership and organizational culture on employee performance through the government work environment as an intervening variable at the Patumbak District Office. A quantitative approach with an associative method was used. The sample consisted of 25 respondents from the entire population using a total sampling technique. Data were collected through questionnaires and analyzed using SPSS version 25 with t-test, F-test, coefficient of determination (R²), and path analysis. The results showed that servant leadership had a positive and significant effect on employee performance, contributing 84%. Organizational culture also significantly influenced performance with a contribution of 85.4%. Furthermore, servant leadership and organizational culture significantly affected the work environment, contributing 85.8% and 89.2%, respectively. The work environment significantly influenced performance, contributing 88.2%. Simultaneous testing showed that servant leadership and organizational culture together had a significant influence on performance at 86.4%. Path analysis results showed that the indirect effects of servant leadership and organizational culture on performance through the work environment were 0.860 and 0.853, respectively. These findings indicate that the work environment mediates the relationship between the two independent variables and performance. The conclusion of this study is that servant leadership, organizational culture, and the work environment are essential interrelated factors in improving employee performance at the sub-district government level.  Keywords: Organizational Culture, Performance, Servant Leadership, Work Environment

Abstract

Implementasi Kebijakan Dana Kelurahan merupakan salah satu upaya pemerintah untuk meningkatkan kesejahteraan masyarakat di tingkat kelurahan. Penelitian ini bertujuan untuk menganalisis implementasi kebijakan Dana Kelurahan di Kota Medan. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan studi kasus. Data dikumpulkan melalui wawancara, observasi, dan dokumentasi. Informan penelitian adalah pejabat pemerintah kelurahan, masyarakat, dan stakeholders lainnya. Hasil penelitian menunjukkan bahwa implementasi kebijakan dana kelurahan di Kota Medan telah berjalan dengan baik. Dana kelurahan telah digunakan untuk pembangunan in frastruktur, peningkatan kesehatan, dan peningkatan pendidikan. Namun, masih terdapat beberapa kendala, seperti kurangnya partisipasi masyarakat dan kurangnya transparansi dalam pengelolaan dana. Penelitian ini juga menemukan bahwa implementasi kebijakan dana kelurahan di Kota Medan telah meningkatkan partisipasi masyarakat dalam pembangunan dan meningkatkan kualitas hidup masyarakat. Namun, masih terdapat beberapa tantangan yang perlu diatasi, seperti kurangnya kemampuan pemerintah kelurahan dalam mengelola dana dan kurangnya kesadaran masyarakat akan pentingnya partisipasi dalam pembangunan. Penelitian ini merekomendasikan bahwa pemerintah kelurahan perlu meningkatkan partisipasi masyarakat dalam pembangunan dan meningkatkan transparansi dalam pengelolaan dana. Selain itu, pemerintah kelurahan juga perlu meningkatkan kemampuan dalam mengelola dana dan meningkatkan kesadaran masyarakat akan pentingnya partisipasi dalam pembangunan

Abstract

This study aims to determine how the implementation of academic services in increasing student satisfaction at the Faculty of Administrative Sciences, Universitas Pembinaan Masyarakat Indonesia Medan. This study uses a qualitative descriptive approach. Research informants consist of several informants, namely the Academic Bureau and special students of the Faculty of Administrative Sciences. The data collection techniques use literature studies, direct observation and in-depth interviews. Based on the results of the study, it shows that the implementation of academic services in increasing student satisfaction at the Faculty of Administrative Sciences at Universitas Pembinaan Masyarakat Indonesia Medan is optimal. Based on the results of the study seen from the research indicators, namely showing indicators of service quality, namely direct evidence (tangibles), reliability (reliability), responsiveness (responsiveness), assurance (assurance) and (empathy) have been implemented well. And indicators for measuring student satisfaction, namely service procedures, service requirements, ability/competence, fairness in getting service, certainty of service schedules, environmental comfort, and service security have also been implemented well.

Abstract

This study aims to determine and analyze the influence of competence and work motivation on employee performance, both directly and indirectly through job satisfaction as an intervening variable at the Patumbak Subdistrict Office. The research applies a quantitative approach using path analysis. The sample consisted of 25 employees of the Patumbak Subdistrict Office, with data collected through a questionnaire. The results show that partially, both competence and work motivation have a positive and significant effect on employee performance, as well as on job satisfaction. Furthermore, job satisfaction also has a significant positive effect on employee performance. The path analysis results show that the direct effect of competence on performance (0.742) is greater than its indirect effect through job satisfaction (0.473), while work motivation also has a larger direct effect (0.866) than its indirect effect via job satisfaction (0.555). These findings indicate that job satisfaction plays a role as a partial intervening variable. Therefore, efforts to improve employee performance at the Patumbak Subdistrict Office should focus on strengthening competence and work motivation directly, accompanied by creating a work environment that supports job satisfaction.

Abstract

Employee performance plays a crucial role in achieving organizational goals. To enhance performance, companies must consider various influencing factors, including compensation and work environment. Moreover, job satisfaction serves as a key element that can mediate these influences. This study aims to determine the effect of compensation and work environment on employee performance, both directly and indirectly through job satisfaction as an intervening variable at UD. Efiyanto in Medan City. This research employed a quantitative approach using descriptive and verificative methods. The population consisted of all 40 employees of UD. Efiyanto, using a saturated sampling technique. Data were collected through questionnaires and analyzed using path analysis with the aid of SPSS version 25. The results show that compensation contributes 93.2% and the work environment 95.5% to the improvement of employee performance. Additionally, compensation and work environment respectively influence job satisfaction by 35.4% and 8.2%, while job satisfaction contributes 9% to employee performance. This implies that when a company provides fair compensation and a comfortable work environment, job satisfaction increases and significantly impacts performance. Furthermore, F-test results indicate that compensation and work environment simultaneously have a significant effect on performance through job satisfaction, with contributions of 93.7% and 95.4%, respectively. Based on these findings, the company should pay attention to equitable compensation policies and foster a supportive work environment to ensure employee satisfaction and optimal performance.

Abstract

Issues of sustainability and inclusivity in public organizations are increasingly driving innovation in human resource management. This study aims to analyze the influence of Green Human Resource Management (GHRM) on inclusive performance and organizational sustainability, considering the mediating role of environmental commitment and the moderating roles of gender and organizational culture. This study uses an explanatory quantitative approach with a population of civil servants (ASN) in the Medan City Government. The sampling technique employed was purposive sampling, involving 222 respondents, and data analysis was conducted using Partial Least Squares Structural Equation Modelling (PLS-SEM) in SmartPLS. The results show that GHRM has a positive effect on inclusive performance and environmental commitment, but does not directly affect organizational sustainability. Ecological responsibility plays a significant mediating role in strengthening the influence of GHRM on both outcomes. In addition, gender moderates the relationship between GHRM and organizational sustainability, while organizational culture moderates the relationship between GHRM and inclusive performance. Theoretically, this study extends the application of the Ability-Motivation-Opportunity (AMO) Theory and Social Exchange Theory to the context of the Indonesian public bureaucracy. These findings indicate that the success of GHRM is highly dependent on social dimensions, such as ecological commitment, gender inclusiveness, and a collaborative organizational culture. These findings confirm that integrating green values into public HR policies can improve inclusive performance and organizational sustainability, mainly when supported by green leadership, participatory reward systems, and an adaptive and gender-equitable work culture.
